GENTEXT/REMARKS/1. SITUATION. THE ANNUAL ENLISTED ASSIGNMENTS BRANCH VISIT TO THE MARINE CORPS' MAJOR COMMANDS WILL BE CONDUCTEDFROM SEPTEMBER 2009 THROUGH FEBRUARY 2010.
2. MISSION. AT THE START OF FY-10, CMC (MMEA) WILL VISIT MAJOR MARINE CORPS COMMANDS AND PROVIDE ASSIGNMENT AND CAREER COUNSELING, AND DISCUSS CURRENT MANPOWER ISSUES IN ORDER TO BETTER INFORM COMMANDERS AND THEIR STAFFS REGARDING ENLISTED ASSIGNMENTS AND ASSIST MARINES IN MAKING WELL-INFORMED CAREER DECISIONS.
3. EXECUTION
A. INTENT. THE PURPOSE IS TWO FOLD: TO PROVIDE COMMANDERS AND STAFFS WITH THE MOST CURRENT INFORMATION WITHIN THE ENLISTED ASSIGNMENT BRANCH'S PURVIEW, AND TO SUPPORT COMMAND RETENTION EFFORTS. THE METHOD CONSISTS OF CMC (MMEA) PROVIDING MONITOR INTERVIEWS, RETENTION ASSISTANCE, AND CAREER BRIEFS TO COMMANDS. THE ENDSTATE IS WELL INFORMED COMMANDERS WHO ARE BETTER ABLE TO ADVISE THEIR MARINES ON ENLISTED ASSIGNMENTS AND FY10 RETENTION OPPORTUNITIES.
B. CONCEPT OF OPERATIONS. REPRESENTATIVES FROM THE MMEA COMMAND ELEMENT, MMEA-1, MMEA-6, AND MMEA-8 WILL TRAVEL TO MARINE CORPS COMMANDS AND CONDUCT BRIEFS, INTERVIEWS, AND COUNSELING TO BETTER INFORM COMMANDERS AND MARINES ON CAREER OPPORTUNITIES.

(3) MMEA BRIEFS
(A) MMEA COMMAND OVERVIEW BRIEF: THIS BRIEF WILL PROVIDE AWARENESS OF ENLISTED MANPOWER ISSUES INCLUDING COMMAND DISTRIBUTION, ASSIGNMENTS, RETENTION, STAFFING, AND UNIT COHESION. TARGET AUDIENCE INCLUDES COMMANDERS, SENIOR ENLISTED LEADERS, G-1'S, AND STAFF OFFICERS. (TIME REQUIRED: 50 MIN). FOR THE WESTPAC PORTION THIS WILL COINCIDE WITH THE MMEA COMMAND VISIT. FOR EAST AND WEST COAST EVENTS THIS BRIEF WILL BE PROVIDED THE WEEK PRIOR TO THE MMEA COMMAND VISIT.
(B) MMEA BRANCH SGTMAJ BRIEF: THE FOCUS IS ON ENLISTED ASSIGNMENTS, PROMOTIONS, RETENTION PROGRAMS, AND CURRENT MARINE CORPS POLICIES. TARGET AUDIENCE IS ALL SENIOR ENLISTED MARINES IN THE GRADES OF E-8 AND E-9 (TIME REQUIRED: 50 MIN).
(C) FIRST TERM BRIEF: THE FOCUS IS CURRENT RETENTION INCENTIVES AND OPPORTUNITIES FOR FURTHER SERVICE. TARGET AUDIENCE IS ALL FY10 FIRST TERM MARINES (TIME REQUIRED: 60 MIN).
(D) CAREER BRIEF. BRIEFS ARE TAILORED TO THE DESIRES OF THE COMMAND. BRIEFS MAY FOCUS ON ANY RANK RANGING FROM E-5 TO E-9. ADDITIONALLY, BRIEFS MAY DISCUSS THE BASICS IN PREPARATION FOR PROMOTION BOARDS, PROMOTION BOARD DEBRIEFS, AND TRENDS. BRIEFS MAY ALSO BE TAILORED TO PROVIDE INFORMATION TO REPORTING SENIORS AND REVIEWING OFFICERS TO HELP THEM UNDERSTAND THE IMPACT OF HOW THEY WRITE FITNESS REPORTS (TIME REQUIRED: TBD BASED UPON COMMAND'S REQUEST).
(4) ENLISTED MONITOR INTERVIEWS. ENLISTED MOS MONITORS WILL BE AVAILABLE FOR PERSONAL INTERVIEWS. ONE-ON-ONE DISCUSSIONS BETWEEN THE MONITOR AND THE MARINE ENSURES CLEAR COMMUNICATION REGARDING THE NEEDS OF THE MARINE CORPS WHILE ADDRESSING THE DESIRES OF THE INDIVIDUAL MARINE. IT HAS ALSO PROVEN TO BE AN EFFECTIVE TOOL IN THE FTAP RETENTION EFFORT.
4. ADMIN AND LOGISTICS
A. ADMINISTRATION. REQUEST DETAILED CONFIRMATION SCHEDULE BE PUBLISHED VIA GENADMIN NAVAL MESSAGE BY EACH MAJOR SUBORDINATE COMMAND (MSC) TO THIS HEADQUARTERS AT LEAST 30 DAYS PRIOR TO EACH VISIT.
B. LOGISTICS
(1) FUNDING. MMEA WILL FUND ALL TRAVEL, LODGING, AND RENTAL EXPENSES FOR MMEA PERSONNEL.
(2) FACILITIES. EACH COMMAND/STATION WILL HAVE UNIQUE REQUIREMENTS FOR ACCOMMODATING THE SIZE OF THEIR UNIT BRIEFS. THEREFORE, THE DESIGNATED CRS COORDINATOR MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL BRIEFS, INTERVIEWS, AND COUNSELING SESSIONS.
5. COMMAND AND SIGNAL. MAXIMUM PARTICIPATION AND SUPPORT FROM ALL LEVELS OF COMMAND IS ESSENTIAL.
A. C4 COORDINATING INSTRUCTIONS
(1) EACH MEMBER OF THE MMEA COMMAND VISIT TEAM WILL ARRIVE WITH AN NMCI LAPTOP. MMEA MARINES DO NOT HAVE ADMINISTRATOR PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS MAY BE LOADED FOR NETWORK SUPPORT. EACH MMEA MARINE WILL REQUIRE AN NMCI DATA PORT. ADEQUATE PLANS SHOULD BE MADE BY HOSTING COMMANDS TO ACCOMMODATE UP TO 35 DATA DROPS IN PREPARING THE FY10 NMCI BUDGET.
(2) MMEA HAS THREE 16-PORT LINKSYS "DUMB" HUBS; HOWEVER, USE OF THESE HUBS ON THE NMCI NETWORKS REQUIRES A WAIVER. REQUEST FOR WAIVER APPROVAL HAS BEEN APPROVED BY CMC (C4) THROUGH 2010. BASE G-1S OR NMCI SITE MANAGERS REQUIRING A COPY OF THE WAIVER SHOULD CONTACT MMEA-5 AT DSN 278-9971 PRIOR TO EACH VISIT.
(3) MMEA MARINES WILL REQUIRE ONE QUALITY NMCI-NETWORKED PRINTER AND ONE DSN-CAPABLE PHONE PER 10 MARINES AT EACH SITE. REQUEST MARINE CORPS BASES JAPAN G-6 PROVIDES A MINIMUM OF 10 CELLULAR PHONES DURING THE WEST PAC (OKINAWA/JPN) COMMAND VISIT.
(4) ONE DATA MARINE FROM MMEA WILL TRAVEL WITH THE MONITORS ON MAJOR SUBORDINATE COMMAND (MSC) VISITS FOR NETWORK SUPPORT. THIS MARINE WILL NEED ACCESS TO THE PLANNED BRIEFING AREA AS MUCH AS 12 HOURS PRIOR TO INTERVIEWS COMMENCING.
