GENTEXT/REMARKS/1. PURPOSE. REF (A) DIRECTED THE DEPUTY COMMANDANT FOR COMBAT DEVELPOMENT AND INTEGRATION (DC CD&I) TO DEVELOP BUSINESS RULES FOR THE NEW CIVILIAN LABOR PROCESS. TO ACCOMPLISH THIS TASK, DC CD&I CONDUCTED A CIVILIAN BASELINE WORKING GROUP FROM 27 TO 29 APRIL 2009. THE RESULTS OF THIS WORKING GROUP HAVE PROVIDED A DETAILED CIVILIAN LABOR PROCESS AS CONTAINED IN PARAGRAPHS 2 THROUGH 6 OF THIS MARADMIN.
2. CIVILIAN MANPOWER REQUIREMENTS ARE A COMPONENT OF THE TOTAL FORCE STRUCTURE REQUIREMENT. THEY ARE ESSENTIAL TO THE ACCOMPLISHMENT OF A UNIT'S MISSION. TO THE GREATEST EXTENT POSSIBLE, CIVILIAN MANPOWER TABLE OF ORGANIZATION AND EQUIPMENT CHANGE REQUESTS (TOECRS) SHOULD RESULT IN A ZERO SUM GAIN (I.E., ADDING BILLETS TO A UNIT WILL REQUIRE COMPENSATION FROM WITHIN THE REQUESTING UNIT'S FORCE STRUCTURE OR FROM ANOTHER FUNDING SOURCE).
A. UNITS AND ORGANIZATIONS MUST SUBMIT TOECRS FOR BILLET CHANGES TO CIVILIAN REQUIREMENTS (E.G., BILLET DESCRIPTION, SERIES CHANGES, ETC.). FULLY FUNDED PAY BAND/GRADE CHANGES WILL BE THE FUNDING RESPONSIBILITY OF THE REQUESTING ACTIVITY. ONCE APPROVED, CHANGES WILL BE EFFECTIVE IN-YEAR.
B. NEW BILLET REQUIREMENTS FUNDED BY THE UNIT OR ORGANIZATION, ONCE APPROVED BY DC CD&I, WILL BECOME EFFECTIVE IN-YEAR.
C. DURING THE TOECR PROCESS, UNITS OR ORGANIZATIONS MAY BEGIN TO ACCOMPLISH HUMAN RESOURCE REQUIREMENTS CONCURRENTLY (I.E., POSITION DESCRIPTION DEVELOPMENT AND CLASSIFICATION).
D. TEMPORARY AND TERM EMPLOYEES ARE FUNDED AT THE UNIT OR ORGANIZATIONAL LEVEL FOR SHORT TERM REQUIREMENTS AT THE HIRING AUTHORITY'S DISCRETION. TEMPORARY AND TERM EMPLOYEES ARE NOT ADDED TO THE T/O&E.
3. CIVILIAN MANPOWER TOECRS MUST CONTAIN, AT A MINIMUM, THE AFFECTED UIC(S), EFFECTIVE DATE(S), AFFECTED BILLET IDENTIFICATION CODES (BIC), PROPOSED CHANGES, JUSTIFICATION FOR THE CHANGES, AND MUST BE SIGNED OR RELEASED BY THE UNIT COMMANDER OR DESIGNATED REPRESENTATIVE. ADDITIONALLY, THE TOECR MUST CONTAIN FUNDING DATA DESCRIBED IN THE ATTACHED CIVILIAN MANPOWER TOECR WORKSHEET. (NOTE: THE ATTACHED WORKSHEET WILL ONLY BE AVAILABLE WHEN THIS MARADMIN IS VIEWED WITHIN THE UNIT'S OFFICIAL MESSAGE HANDLING SYSTEM; IT WILL NOT BE VIEWABLE IN THE USMC MARADMIN WEBSITE.) PREVIOUS MARADMIN 363/09 WAS CANCELED, DUE TO THE ATTACHMENT NOT BEING ACCESSIBLE VIA UNITS ORGANIZATION MAIL BOXES, HOWEVER THE CONTENTS IN THIS MESSAGE HAS NOT BEEN CHANGED FROM MARADMIN 363/09. PROPER ENDORSEMENTS FROM THE CHAIN OF COMMAND ARE REQUIRED UP TO AND INCLUDING THE MARFOR COMMANDER (EXCEPT FOR UNFUNDED REQUESTS WHICH MUST BE SIGNED BY EITHER A MARFOR COMMANDER OR THREE-STAR ADVOCATE). TOTAL FORCE STRUCTURE MANAGEMENT SYSTEM (TFSMS)-BASED TOECRS MUST INCLUDE A DETAILED EXPLANATION HIGHLIGHTING ALL PROPOSED CHANGES SUBMITTED AS AN ATTACHMENT TO THE TOECR.
4. TOECRS TO CHANGE CIVILIAN MANPOWER REQUIREMENTS WILL FOLLOW THE SAME CHAIN OF COMMAND WORKFLOW AS DESCRIBED PREVIOUSLY. ORGANIZATIONS ARE ENCOURAGED TO LOOK WITHIN THEIR EXISTING CIVILIAN FORCE STRUCTURE FOR FUNDING COMPENSATION. ADDITIONAL UNFUNDED CIVILIAN MANPOWER ABOVE AND BEYOND THE PUBLISHED FORCE STRUCTURE IN TFSMS CANNOT BE ADDED WITHOUT APPROVED FUNDING. REQUESTS FOR ADDITIONAL FUNDING MAY BE SUBMITTED THROUGH THE PROGRAM OBJECTIVE MEMORANDUM (POM) PROCESS TO OBTAIN FUNDING. HOWEVER, A TOECR MUST BE SUBMITTED TO THE TOTAL FORCE STRUCTURE DIVISION (TFSD) TO BE VETTED THROUGH THE STANDING DOCTRINE, ORGANIZATION, TRAINING, MATERIAL, LEADERSHIP AND EDUCATION, FACILITIES WORKING GROUP (DOTMLPF WG). THE DOTMLPF ASSESSMENT WILL BE RETURNED TO THE ORIGINATOR FOR INCLUSION IN THEIR POM SUBMISSION. ORGANIZATIONS WITH PRESSING NEEDS FOR ADDITIONAL CIVILIAN STRUCTURE MAY SUBMIT A REQUEST FOR FUNDING TO THE UNFUNDED REVIEW BOARD (UFRB); SUCH REQUESTS TO THE UFRB MUST BE SIGNED BY EITHER A DEPUTY COMMANDANT OR THREE-STAR MARINE FORCE COMMANDER (I.E., NO 'BY DIRECTION' SIGNATURES ACCEPTED) AND BRIEFED BY THE REQUESTOR (OR A REPRESENTATIVE) TO THE UFRB. UNFUNDED INITIATIVES SUBMITTED BY ONE- AND TWO-STAR MARFOR COMMANDERS MUST BE SIGNED BY DC PP&O.
A. UNFUNDED INITIATIVES SUBMITTED BY COMMANDER, MARINE CORPS SYSTEMS COMMAND; DIRECTOR, JUDGE ADVOCATE DIVISION; DIRECTOR, PUBLIC AFFAIRS DIVISION; DIRECTOR, INTELLIGENCE DEPARTMENT; OR DIRECTOR, C4 MUST BE SIGNED BY THE DIRECTOR, MARINE CORPS STAFF.
B. UNFUNDED REQUESTS WILL BE ASSESSED BY THE STANDING DOTMLPF WG AND PROVIDED TO THE UFRB. DC PROGRAMS AND RESOURCES DEPARTMENT (P&R) WILL RECOMMEND FUNDING SOLUTIONS FOR THE PRIORITIZED LIST OF UNFUNDED CIVILIAN STRUCTURE REQUESTS. DC CD&I WILL PROVIDE THE ASSESSMENT AND THE PRIORITIZED REQUIREMENTS WITH INDENTIFIED FUNDING TO THE MARINE REQUIREMENTS OVERSIGHT COUNCIL (MROC) FOR CMC'S DECISION.
C. THE UFRB WILL BE CONDUCTED ANNUALLY. SUBSEQUENT MEETING(S) MAY BE HELD IF THE VOLUME OF SUBMISSIONS WARRANT, OR IF OTHERWISE DIRECTED BY THE CMC.
D. INITIATIVES DIRECTED AT THE FOUR-STAR LEVEL WILL BE SENT DIRECTLY TO THE UFRB.
E. NEW UNFUNDED BILLET REQUIREMENTS, ONCE APPROVED BY THE MROC, WILL BECOME EFFECTIVE IN THE NEXT POM OR PROGRAM REVIEW (PR) PROGRAMMING CYCLE.
5. THE UFRB WILL CONSIST OF TWO PHASES. PHASE I WILL BE CONDUCTED BY DC CD&I; PHASE II WILL BE CONDUCTED BY DC P&R.
A. PHASE I. IN PHASE I, THE UFRB WILL PRIORITIZE THE UNFUNDED REQUESTS FOR CIVILIAN MANPOWER. THE PRIORITIZED LIST WILL THEN BE PASSED TO DC P&R TO BEGIN PHASE II. UFRB MEMBERSHIP FOR PHASE I WILL CONSIST OF THE SAME MEMBERSHIP THAT COMPRISES THE UNCOMPENSATED REVIEW BOARD (URB).
B. PHASE II. THE PURPOSE OF PHASE II OF THE UFRB IS TO PROVIDE FUNDING. THE FUNDING EFFORT WILL DEVELOPED BY THE PROGRAM DEVELOPMENT OFFICER, USING THE PROGRAM EVALUATION BOARD (PEB) CHAIRS (WARFIGHTING - CD&I; OPERATING FORCES - PP&O/MARFORCOM; MANPOWER - M&RA; SUSTAINMENT - I&L; INSTALLATIONS - I&L; HEADQUARTERS - P&R; TRAINING - TECOM). TFSD WILL PERFORM SECRETARIAT RESPONSIBILITIES FOR THE UFRB.
6. THERE WILL BE A SEMI-ANNUAL RECONCILIATION (TO COINCIDE WITH THE PRODUCTION OF THE AUTHORIZED STRENGTH REPORT) OF THE REQUIREMENT AND THE EXECUTION OF FUNDS FOR THE REQUIREMENT BETWEEN CD&I, M&RA, AND P&R. THIS RECONCILIATION WILL BE USED TO EVALUATE AND ENHANCE TOTAL FORCE MANAGEMENT.
7. THE CIVILIAN MANPOWER REQUIREMENTS DETAILED IN THIS MARADMIN WILL BE CONTAINED WITHIN CHANGE 1 TO REF (B).
8. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
