GENTEXT/REMARKS/1. PER THE REF, THE CIVILIAN WORKFORCE DEVELOPMENT SECTION (MPC-30) IS SOLICITING CIVILIAN MARINE NOMINATITONS FOR QUOTAS IN THE DOD DSLDP.
2. THE DSLDP IS A LEADERSHIP PROGRAM THAT PROVIDES LEARNING AND DEVELOPMENT OPPORTUNITIES FOCUSED ON BOTH JOINT AND NATIONAL SECURITY PROFESSIONALS. THE GOAL OF THE PROGRAM IS TO PROVIDE SENIOR CIVILIAN LEADERS WITH AN ENTERPRISE-WIDE PERSPECTIVE AND COMPETENCIES TO INTERACT, LEAD, AND ACHIEVE RESULTS IN A JOINT, INTERAGENCY, AND MULTINATIONAL ENVIRONMENT.
3. DSLDP IS OPEN TO SENIOR CIVILIAN LEADERS WHO PERMANENTLY OCCUPY POSITIONS AT OR EQUIVALENT TO GS14 OR GS15, OR NSPS PAY BAND 3 WHO HAVE DEMONSTRATED LEADERSHIP COMPETENCIES AND THE EXECUTIVE CORE QUALIFICATIONS (ECQ). DEPARTMENT OF NAVY (DON) PLANS TO HOST TRAINING SESSIONS IN THE NEAR FUTURE TO ADDRESS ECQ WRITING.
4. SPECIFIC DETAILS ABOUT THE DSLDP AND DON APPLICATION, NOMINATION AND SELECTION PROCEDURES CAN BE FOUND ON THE WEB SITE AT: WWW.DONHR.NAVY.MIL/EMPLOYEES/CAREER(UNDERSCORE)DEVELOPMENT.ASP.
5. NOMINATION PACKAGES MUST BE COMPLETE AND SCREENED BY THE INSTALLATION CIVILIAN LEADERSHIP DEVELOPMENT ADMINISTRATOR TO ENSURE ALL ELIGIBILITY REQUIREMENTS COMPLY WITH THIS MARADMIN AND THE DON WEB SITE. NOTE THE SPECIFIC TEMPLATES AND DETAILED CRITERIA.

H. STATEMENT OF INTEREST FORM.
I. DSLDP SUPERVISOR ASSESSMENT FORM.
J. OFFICIAL TRANSCRIPTS FOR BA/BS OR HIGHER DEGREE.
K. A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION OF TRAINING AND REIMBURSEMENT. IT MUST INCLUDE A SIGNED COPY OF THE "AGREEMENT TO CONTINUE IN SERVICE."
L. LETTER OF ENDORSEMENT NOTING THE SELECTION WAS BASED ON A COMPETITIVE PROCESS, AND THE NOMINEE'S WILLINGNESS TO ABIDE BY THE GUIDELINES FOR PARTICIPATION IN CENTRALLY MANAGED PROGRAMS. PACKAGES MUST BE ENDORSED BY THE APPLICANTS CHAIN OF COMMAND THROUGH THE INSTALLATION COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.
M. ONE (1) ORIGINAL AND EIGHT (8) COPIES OF THE NOMINATION PACKAGE.
7. NOMINATION PACKAGES MUST BE COMPLETE, SCREENED TO ENSURE ALL ELIGIBILITY REQUIREMENTS ARE MET, ENDORSED BY THE COMMAND, AND SUBMITTED ON TIME TO CMC, MPC-30 VIA LOCAL CIVILIAN CAREER LEADERSHIP DEVELOPMENT OFFICES.
8. A PANEL OF SENIOR EXECUTIVE SERVICE MEMBERS WILL CONVENE TO REVIEW APPLICATIONS AND SELECT MARINE CORPS NOMINEES FOR COMPETITION IN HIGHER LEVEL DON AND DOD-WIDE PANELS. THIS PANEL PROCESS IS EXTREMELY COMPETITIVE AND RIGOROUS. IT IS IMPORTANT THAT ONLY THE MOST QUALIFIED CANDIDATES ARE NOMINATED FOR THE PROGRAM.
9. NOMINATION PACKAGES MUST BE RECEIVED BY CMC, MANPOWER PLANS AND POLICY DIVISION (MPC-30), ATTENTION MARLA RANKIN, 3280 RUSSELL ROAD, QUANTICO, VA 22134-5103, NO LATER THAN CLOSE OF BUSINESS, 4:30 P.M.
EST, 10 AUGUST 2009. NOMINATION PACKAGES RECEIVED AFTER THE DEADLINE, AS WELL AS INCOMPLETE NOMINATION PACKAGES WILL NOT BE CONSIDERED.
