GENTEXT/REMARKS/1. THE FY10 RESERVE COMMAND SCREENING BOARD (RCSB) WILL CONVENE ON 3 AUGUST 2009 FOR COLONELS (COL) AND LIEUTENANT COLONELS (LTCOL). THE BOARD WILL SELECT OFFICERS FOR DESIGNATED COMMAND BILLETS THAT ARE PROJECTED TO BE AVAILABLE DURING THE PERIOD OCTOBER 2009 THROUGH SEPTEMBER 2010. THE BOARD WILL ALSO SCREEN FOR THOSE CRITICAL SENIOR LEADER BILLETS THAT ARE NOT CONSIDERED COMMAND BILLETS BUT OTHERWISE, RISE TO A LEVEL OF GREAT RESPONSIBILITY AND AUTHORITY. APPLICANTS APPLYING FOR SENIOR LEADER BILLETS WILL BE GOVERNED BY THE SAME CRITERIA AND REQUIREMENTS REFERRED TO AS COMMAND.
2. PURPOSE. PER REF A, THE PURPOSE OF THE RCSB IS TO PROVIDE OUR MARINES WITH THE BEST AND MOST FULLY QUALIFIED COMMANDERS IN ORDER TO MAINTAIN A COMPETENT AND WELL-BALANCED FIGHTING FORCE.
3. PROCESS. THE BOARD WILL SELECT FROM A LIST OF ELIGIBLE COLONELS AND LIEUTENANT COLONELS WHO ARE BEST AND MOST FULLY QUALIFIED FOR COMMAND. THE BOARD WILL SELECT A NUMBER OF OFFICERS AS PRIMARIES EQUAL TO THE NUMBER OF BILLETS AVAILABLE. THE BOARD WILL ALSO SELECT A SUFFICIENT NUMBER OF OFFICERS AS ALTERNATES TO MEET COMMAND REQUIREMENTS WHEN OFFICERS DECLINE OR OTHERWISE CANNOT ASSUME COMMAND. THE BOARD WILL DEVELOP PROPOSED COMMAND SLATES FOR THE PRIMARY AND ALTERNATE SELECTEES AND FORWARD THEM TO THE CMC FOR APPROVAL. ONCE THE LIST IS APPROVED, THE BOARD RESULTS CONTAINING THE PRIMARY SELECTEES WILL BE ANNOUNCED VIA MARADMIN.
4. BOARD COMPOSITION. THE RCSB WILL CONSIST OF THREE GENERAL OFFICERS FROM THE RESERVE COMPONENT (RC) AND ACTIVE COMPONENT (AC), AND TEN COLONELS FROM THE RC AND AC SPECIFICALLY ASSIGNED TO THE LTCOL RCSB. THE BOARD MEMBERS WILL REPRESENT, TO THE BEST EXTENT POSSIBLE, ALL ELEMENTS OF THE MAGTF AND THE SUPPORTING ESTABLISHMENTS.
5. ELIGIBILITY. ELIGIBILITY FOR THE RCSB ICLUDES UNRESTRICTED RC COLS, COL (SEL), LTCOLS, AND LTCOL (SEL) IN THE SELECTED MARINE CORPS RESERVE (SMCR), INDIVIDUAL MOBILIZATION AUGMENTEE (IMA), AND INDIVIDUAL READY RESERVE (IRR); AND ACTIVE RESERVE (AR) COLS, COL (SEL), LTCOLS, AND LTCOL (SEL). ELIGIBLE OFFICERS MAY SUBMIT APPLICATIONS APPROPRIATE TO STATUS, GRADE AND PREFERENCE, SUBJECT TO THE LIMITATIONS OUTLINED IN REF A AND THIS MARADMIN. ELIGIBLE OFFICERS WHO DESIRE TO BE SCREENED THROUGH THE RCSB PROCESS WILL COMPLETE THE ON-LINE APPLICATION. SUBMISSION OF THE ON-LINE APPLICATION IS EXPLICIT CONSENT TO BE SCREENED BY THE RCSB.
6. INELIGIBILITY. INELIGIBILITY IS DETERMINED BY REFS (A) AND (B).
OFFICERS ARE INELIGIBLE FOR CONSIDERATION AS DEFINED BELOW:
A. OFFICERS WITH ESTABLISHED SEPARATION DATES THAT WILL NOT ALLOW A COMPLETE 24 MONTH COMMAND TOUR FROM THE PROJECTED CHANGE OF COMMAND (PCOC) DATE.
B. OFFICERS WITH MANDATORY REMOVAL/RETIREMENT DATES THAT WOULD PRECLUDE THEM FROM SERVING A COMPLETE 24 MONTH TOUR FROM THE PROJECTED CHANGE OF COMMAND (PCOC) DATE.
C. OFFICERS WHO HAVE PREVIOUSLY HELD COMMAND IN ONE OF THE DESIGNATED COMMAND BILLETS IN THEIR CURRENT GRADE FOR AT LEAST 12 MONTHS, ARE CURRENTLY HOLDING ONE OF THE DESIGNATED COMMAND SLATED BILLETS, OR ARE PENDING SLATING TO COMMAND AS A RESULT OF A PREVIOUS RCSB. THIS DOES NOT PRECLUDE COL (SEL) CURRENTLY IN A LTCOL COMMAND BILLET FROM ELIGIBILITY FOR A COL COMMAND BILLET OR WHO ARE ELIGIBLE AND APPLYING FOR A DESIGNATED POST-COMMAND COL BILLET.
D. LTCOLS WHO ARE, OR WILL BE, IN ZONE OR ABOVE ZONE FOR COLONEL ON THE NEXT SCHEDULED PROMOTION BOARD.
E. OFFICERS SERVING IN THEIR FIRST JOINT IMA ASSIGNMENT WHO WILL NOT COMPLETE 24 MONTHS IN THEIR JOINT IMA ASSIGNMENT PRIOR TO PCOC.
F. ACTIVE RESERVE (AR) OFFICERS WITH LESS THAN 24 MONTHS ON STATION PRIOR TO PCOC, UNLESS ATTENDING OR WILL ATTEND TOP LEVEL FULL LENGTH SCHOOL WITH A COMPLETION DATE PRECEDING THE PCOC.
G. OFFICERS WHO ARE IN SANCTUARY (ATTAINED 18 TOTAL YEARS OF ACTIVE DUTY (AD) SERVICE), ARE ON CURRENT ORDERS THAT WILL TAKE THEM INTO SANCTUARY, OR IF THE ASSIGNMENT TO COMMAND WILL TAKE THEM INTO SANCTUARY. THIS DOES NOT APPLY TO ACTIVE RESERVE OFFICERS.
H. OFFICERS SELECTED FOR COMMAND BILLETS THAT ARE UNWILLING OR UNABLE TO ATTEND MANDATORY COMMANDERS COURSE TRAINING (PARAGRAPH 14 BELOW) OR COMPLY WITH REF B.
7. OFFICERS SLATED FOR COMMAND BY THE FY10 RCSB WHO ARE SUBSEQUENTLY ACTIVATED WITH ORDERS THAT WILL TAKE THEM INTO SANCTUARY MUST MAKE THE DETERMINATION WHETHER TO ASSUME COMMAND OR REMAIN ON ORDERS.
OFFICERS WILL NOT BE ALLOWED TO REMAIN ON ACTIVATION ORDERS AND ASSUME COMMAND AS THEY WILL BE MANAGED PER REF C.
8. SLATED OFFICERS WHO HAVE ASSUMED COMMAND AND THEN BECOME ELIGIBLE FOR SANCTUARY AS A RESULT OF UNIT ACTIVATION WILL RETAIN COMMAND.
UPON DEACTIVATION OF THE UNIT, THE OFFICER MUST MAKE THE DETERMINATION TO RETAIN COMMAND AND VOLUNTARILY REFUSE SANCTUARY OR INVOKE SANCTUARY AND BE REASSIGNED PER REF C.

OFFICERS SLATED TO COMMAND BILLETS MUST ACCEPT, DEFER, OR DECLINE THEIR ASSIGNMENT IN WRITING VIA THEIR CHAIN OF COMMAND, IF APPLICABLE, TO COMMARFORRES WITHIN 30 DAYS FOLLOWING THE PUBLISHED BOARD RESULTS. OFFICERS APPLYING FOR COMMAND MUST GO TO THE COMMAND SCREENING WEBSITE AT: WWW.MANPOWER.USMC.MIL/RCSB. UPON LOGIN, THE SYSTEM WILL VALIDATE THE OFFICER'S ELIGIBILITY. ONCE COMPLETED, MAKE SURE TO CLICK THE SUBMIT BUTTON. THE WEB-BASED APPLICATION ALLOWS FOR THE ATTACHMENT OF UP TO THREE DOCUMENTS AND OFFERS BILLET PREFERENCE OPTIONS VIA DROP-DOWN BOXES. ONCE SUBMITTED, AN AUTO-GENERATED EMAIL WILL CONFIRM RECEIPT OF THE APPLICATION. C. UPDATE MATERIAL. UPDATE MATERIAL MUST BE SUBMITTED BY THE ELIGIBLE OFFICER AND ADDRESSED TO THE PRESIDENT, FY10 RCSB. THE DEADLINE FOR SUBMITTING MATERIALS TO THE BOARD IS NO LATER THAN 13 JULY 2009, 2359 EST. LATE SUBMISSIONS WILL NOT BE ACCEPTED.
