GENTEXT/REMARKS/1. AS ANNOUNCED BY REF A, THE FY09 STAFF SERGEANT SELECTION BOARD WILL CONVENE ON 14 JUL 09 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA, FOR A PERIOD OF ABOUT 10 WEEKS.
2. PER REF B, PROFESSIONAL MILITARY EDUCATION (PME) REQUIREMENTS FOR ALL FY09 SNCO SELECTION BOARDS HAVE BEEN REINSTATED WITH THE EXCEPTION OF THE RESIDENT SNCO COURSE REQUIRED FOR PROMOTION TO FIRST SERGEANT. THEREFORE, ALL SERGEANTS ELIGIBLE FOR CONSIDERATION TO STAFF SERGEANT MUST HAVE COMPLETED THE SERGEANTS DISTANCE EDUCATION PROGRAM (MCI PROGRAM 8010, OR EARLIER VERSIONS, MCI 8000 OR 7000). THOSE MARINES WHO HAVE NOT COMPLETED THE APPROPRIATE LEVEL PME BY 2359 ON THE DAY PRIOR TO THE CONVENING DATE OF THE SELECTION BOARD WILL BE CONSIDERED LESS THAN FULLY QUALIFIED FOR PROMOTION. *** COMPLETION OF RESIDENT PME COURSES DOES NOT FULFILL NONRESIDENT PME REQUIREMENTS ***.
3. ALL SERGEANTS WHO MEET THE DOR AND AFADBD CUTOFF FOR THEIR MOS WILL BE CONSIDERED FOR SELECTION TO STAFF SERGEANT.
4. COMMANDERS WILL:
A. ENSURE EACH ELIGIBLE MARINE WITHIN THEIR COMMAND IS NOTIFIED OF THEIR PROMOTION ELIGIBILITY.
B. ENSURE THE ACCURACY OF DATA ELEMENTS IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) FOR THOSE MARINES ELIGIBLE FOR PROMOTION CONSIDERATION REGARDLESS OF ZONE. SPECIFIC DATA ELEMENTS INCLUDE, BUT ARE NOT LIMITED TO, DOR, AFADBD, PME, SERVICE SCHOOLS, BILLET DESCRIPTION, PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS), INTENDED MILITARY OCCUPATIONAL SPECIALTY (IMOS), PHYSICAL FITNESS TEST (PFT) SCORE, MARKSMANSHIP SCORE, PERSONAL AWARDS, ASSIGNMENT TO AND REMOVAL FROM THE BODY COMPOSITION PROGRAM, ETC. ANY CORRECTIONS SHOULD BE REPORTED IN MCTFS AND SUBMITTED AS UPDATE MATERIAL BY THE ELIGIBLE MARINE TO THE PRESIDENT OF THE FY09 STAFF SERGEANT SELECTION BOARD.
C. ENSURE THOSE ELIGIBLE MARINES WHO ARE VOLUNTARILY REQUESTING NOT TO BE SELECTED ARE COUNSELED PER REF C AND SUBMIT THEIR REQUESTS IN THE PROPER FORMAT.
D. ENSURE EACH ELIGIBLE MARINE SUBMITS A PHOTOGRAPH IN ACCORDANCE WITH REF D AND E.
E. ASSIST ELIGIBLE MARINES IN CORRECTING INCOMPLETE FITNESS REPORTS IN ACCORDANCE WITH THE PROCEDURES OUTLINED IN CHAPTER 8 AND APPENDIX I OF REF F.
F. COMMANDERS OF MARINES WHO ARE CONSIDERED ELIGIBLE BY VIRTUE OF PRIOR SERVICE, PER PARAGRAPH 3202 OF REF C, MUST SUBMIT A REQUEST FOR PRIOR SERVICE CONSIDERATION TO CMC (MMPR-2) BY 2359 (EASTERN STANDARD TIME) ON THE DAY PRIOR TO THE CONVENING DATE OF THE BOARD. FIGURE 3-4 OF REF C CONTAINS THE FORMAT FOR THE REQUEST. LATE SUBMISSION OF REQUESTS FOR CONSIDERATION BASED ON PRIOR SERVICE WILL BE FILED WITHOUT ACTION.
5. THE TABLE BELOW LISTS THE MOS'S THAT "FEED TO" THE IMOS AT THE NEXT HIGHER GRADE INDICATED. MARINES SERVING IN A BASIC MOS WILL BE CONSIDERED IN THEIR IMOS. MARINES WHO HAVE A PRIMARY MOS (PMOS) LISTED IN COLUMN (A) AS A FEEDER MOS WILL COMPETE FOR PROMOTION TO THE IMOS LISTED IN COLUMN (B), PROVIDED THEY MEET THE ELIGIBILITY REQUIREMENTS LISTED IN PARAGRAPH 6.

A. MARINES WHO HAVE PREVIOUSLY BEEN SELECTED FOR PROMOTION AND REFUSED TO ACCEPT THE APPOINTMENT WILL NOT BE CONSIDERED.
B. MARINES WHO HAVE MADE A LATERAL MOVE AND WHOSE DOR AND AFADBD PLACE THEM IN THE ABOVE ZONE, BUT WHO HAVE NOT BEEN PREVIOUSLY CONSIDERED FOR SELECTION IN THE PROMOTION ZONE, WILL BE CONSIDERED IN THE PROMOTION ZONE.
C. THE ABOVE LISTED TENTATIVE ZONES ARE SUBJECT TO CHANGE BY VIRTUE OF ONGOING GRADE-MOS STRUCTURE CHANGES AND REALIGNMENTS. ALTHOUGH MENTIONED IN REF A, MARINES ARE REMINDED OF THE FOLLOWING:
A. PERSONAL RESPONSIBILITIES. EACH MARINE IS PERSONALLY RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF HIS OR HER OMPF AND MBS.
