GENTEXT/REMARKS/1. THIS IS A COORDINATED MESSAGE FROM DC PPO READINESS BRANCH (POR) AND DC IL (LFF) BRANCH.
2. PURPOSE. TO UPDATE GUIDANCE REGARDING USMC UNITS AND INSTALLATIONS ASSESSING THEIR MISSION ESSENTIAL TASKS (METS) AND MISSIONS IN DRRS.
3. BACKGROUND. DRRS, ESTABLISHED BY REF A, IS STILL IN DEVELOPMENT AND NOT READY TO BECOME THE READINESS REPORTING SYSTEM FOR THE MARINE CORPS. THE STATUS OF RESOURCES AND TRAINING SYSTEM (SORTS) REMAINS THE READINESS REPORTING SYSTEM OF RECORD FOR THE MARINE CORPS. HOWEVER, DRRS HAS DEVELOPED TO THE DEGREE THAT METS AND MISSIONS CAN BE RELIABLY ASSESSED IN THE SYSTEM. DOING SO WILL IMPROVE FAMILIARITY WITH DRRS AND LEAD TO AN EASIER TRANSITION WHEN THE MARINE CORPS FIELDS DRRS-MARINE CORPS (DRRS-MC).
4. ACTION.
4.A. INTENT. IMPROVE UNIT AND INSTALLATION FAMILIARITY WITH ASSESSING METS AND MISSIONS, WHICH WILL FACILITATE THE FUTURE TRANSITION FROM SORTS TO DRRS-MC.
4.B. MARINE COMPONENT COMMANDS, SORTS REPORTING UNITS AND DESIGNATED INSTALLATIONS WILL BEGIN ASSESSING THEIR MISSION ESSENTIAL TASKS AND MISSIONS IN DRRS BY JUNE 09. MARFORAFRICOM MAY DELAY REPORTING UNTIL 1 OCT 09 TO ALIGN WITH USAFRICOM REQUIRED REPORTING DATE AND TO ALLOW USAFRICOM TIME TO ESTABLISH AND PROMULGATE REVISED METS TO ITS COMPONENTS.
5. ADMINISTRATIVE.
5.A. SORTS, NOT DRRS, WILL REMAIN THE AUTHORITATIVE SOURCE FOR SUBMITTING UNIT READINESS INFORMATION TO HQMC, THE JOINT STAFF, AND DOD. UNITS WILL NOT STOP REPORTING IN SORTS UNTIL DIRECTED TO STOP BY DC PP&O.
5.B. CORE METLS DEVELOPED PER REF G WILL BE USED TO ASSESS CORE MISSIONS IN DRRS. THESE CORE METLS WILL ALSO BE USED TO CALCULATE SORTS T-RATINGS FOR DESIGNED MISSIONS BASED ON METS, PER PARAGRAPH 3.B.1 OF REF H.
5.B.1. THE INTERIM DEFENSE READINESS REPORTING SYSTEM (DRRS) POLICY & PROCEDURES FOR MARINE CORPS UNITS AND INSTALLATIONS CITED IN REF F CONTAINS POLICY AND GUIDANCE FOR CONDUCTING MISSION AND MET ASSESSMENTS.
5.C. UNIT REPORTING.
5.C.1. A UNIT'S SORTS AND DRRS REPORTS NEED TO CLOSELY CORRELATE. EACH UNIT WILL SUBMIT ITS SORTS AND DRRS ASSESSMENTS ON OR NEAR THE SAME DATE. GUIDANCE ON CORRELATING UNIT SORTS C-LEVELS AND DRRS MISSION ASSESSMENT CORRELATION IS CONTAINED IN SECTION 3000 OF REF F. SORTS OVERALL C-RATINGS AND ASSOCIATED COMMENTS SHOULD CLOSELY CORRELATE WITH DRRS CORE MISSION ASSESSMENTS AND SORTS PCTEF RATINGS AND ASSOCIATED COMMENTS SHOULD CLOSELY CORRELATE WITH DRRS ASSIGNED MISSION ASSESSMENTS.
5.D. ALL SORTS REPORTING UNITS AND THE MARFORS ARE REQUIRED TO ASSESS METS AND OVERALL MISSIONS (DESIGNED AND ASSIGNED) IN DRRS PER REF F.
5.E. INSTALLATIONS
5.E.1. INSTALLATIONS DESIGNATED TO REPORT IN DRRS ARE LISTED IN SECTION 2000 OF REF F.
5.E.2. INSTALLATIONS CORE METLS WILL BE DEVELOPED AND APPROVED PER REF I AND DRRS REPORTING REQUIREMENTS PER REF F.
5.E.3. INSTALLATIONS WILL CONTINUE TO REPORT IN THE COMMANDING OFFICER'S READINESS REPORTING SYSTEM (CORRS).
