GENTEXT/REMARKS/1.  PURPOSE.  PER THE REFERENCE, THIS MARADMIN WILL PROVIDE POLICY AND GUIDANCE FOR THE MARINE CORPS UTILIZATION AND MANAGEMENT OF THE LAW ENFORCEMENT PROFESSIONAL PROGRAM.
2.  EFFECTIVE DATE AND APPLICATION.  THIS MARADMIN IS EFFECTIVE IMMEDIATELY AND APPLIES TO ALL ACTIVE DUTY MARINE CORPS COMMANDS AND THE SELECTED MARINE CORPS RESERVE.
3.  BACKGROUND.  IN 2006, AFTER CAREFUL REVIEW OF POST DEPLOYMENT LESSONS LEARNED, GROUND SURVEY TEAM INTERVIEWS, AND SEVERAL STUDIES CONDUCTED BY VARIOUS AGENCIES AND ORGANIZATIONS, A DECISION WAS MADE TO OBTAIN INDIVIDUALS WITH THE REQUISITE CRIMINAL ENTERPRISE ANALYTICAL AND INVESTIGATIVE SKILLS AND TO EMBED THEM AT THE CORPS, DIVISION AND BRIGADE/REGIMENT LEVEL ACROSS IRAQ AND AFGHANISTAN.  THE JOINT IED DEFEAT ORGANIZATION (JIEDDO), AS A ONE-YEAR PROOF OF CONCEPT, EXECUTED THIS INITIATIVE, KNOWN AS THE LAW ENFORCEMENT PROFESSIONAL PROGRAM (LEP).  THE INITIATIVE WAS APPROVED FOR CONTINUATION AND EXPANSION DOWN TO THE BATTALION LEVEL FOLLOWING VALIDATIONS OF THE LEP PROOF OF CONCEPT IN AUGUST 2007.  IN APRIL 2008, PLANS, POLICIES, AND OPERATIONS (PP&O) ASSUMED PROGRAM SPONSORSHIP FOR MARINE CORPS LEP FROM MARCENT.  THE CURRENT REQUIREMENT IS 56 MARINE CORPS LEPS FOR FY09.  THE NUMBER OF LEPS MAY REQUIRE MODIFICATION AS THE PROGRAM EVOLVES AND THE OPERATIONAL ENVIRONMENT CHANGES.
4.  LEPS ARE DIVIDED INTO THE FOLLOWING TWO CATEGORIES BASED ON THEIR LAW ENFORCEMENT (LE) BACKGROUND AND EXPERIENCE. GENERAL LEP DUTIES INCLUDE BUT ARE NOT LIMITED TO: 
4.A.  COMMAND ELEMENT LEP (PREVIOUSLY LEVEL I) 4.A.1.  UNDERSTAND LOCAL LEADERSHIP AND CENTERS OF INFLUENCE.
4.A.2.  UNDERSTAND SPECIFIC REASONS FOR RADICALIZATION IN ASSIGNED AREA OF OPERATION (AO).
4.A.3.  IDENTIFY METHODS TO ENHANCE LOCAL COMMUNITY PARTICIPATION IN INTELLIGENCE GATHERING.
4.A.4.  ENSURE FORENSIC CAPABILITIES ARE BEING PROPERLY EMPLOYED.
4.A.5.  ENHANCE HUMAN EXPLOITATION TEAM (HET) EFFORTS BY PROVIDING TRAINING, ADVICE, AND MENTORING ON PROVEN LAW ENFORCEMENT INFORMATION COLLECTION METHODS.
4.A.6.  EXAMINE, RECOMMEND, AND SUPPORT METHODS TO DISRUPT CRIMINAL/IED NETWORKS.
4.A.7. TWO COMMAND ELEMENT LEPS ARE ASSIGNED TO DEPLOYING HEADQUARTERS ELEMENTS (MEF, MEB, SPMAGTF, DIVISION, IF REQUIRED, AND RCTS).
4.B. BATTALION LEP (PREVIOUSLY LEVEL II) 4.B.1. IN CONUS CONCENTRATE ON TRAINING MARINES IN COP ON THE BEAT/COMMUNITY POLICING SKILLS.
4.B.2. ACT AS UNIT COMMANDER'S LAW ENFORCEMENT SUBJECT MATTER EXPERT (SME) FOR OPERATIONS AND PLANNING.
4.B.3. ACCOMPANY COMBAT PATROLS OCONUS AS REQUIRED.
4.B.4. APPLY A LAW ENFORCEMENT COUNTER-CRIMINAL PERSPECTIVE TO EXECUTION OF COUNTER INTELLIGENCE OPERATIONS RELEVANT TO A BATTALION'S AO.
4.B.5. STRENGTHEN FLOW, INTERPRETATION, AND ANALYSIS OF CRIMINAL RELATED INFORMATION TO AND FROM HIGHER HEADQUARTERS TO ENHANCE ACCESS TO ACTIONABLE INTELLIGENCE.
4.B.6. ASSIST IN SITE EXPLOITATION, PROCESSING OF EVIDENCE, COLLECTION OF STATEMENTS, AND DETAINEE HANDLING.
4.B.7. DEPLOYING INFANTRY BATTALIONS RECEIVE TWO BATTALION LEPS.  
4.C.  LEPS ARE NOT AUTHORIZED TO CONDUCT INTERROGATIONS OR RUN SOURCE OPERATIONS. HOWEVER, WHEN AUTHORIZED BY THE COMMANDER, LEPS CAN PROVIDE LAW ENFORCEMENT ADVICE AND RECOMMENDATIONS TO MILITARY PERSONNEL CONDUCTING INTERROGATIONS OR CONDUCTING SOURCE OPERATIONS.
5.  INFANTRY BATTALIONS ASSIGNED TO SECURITY MISSIONS MAY RECEIVE ONE BATTALION LEP DEPENDING ON OPERATIONAL REQUIREMENTS.  MEU(S) DEPLOYED ASHORE IN SUPPORT OF OEF OR OIF (24TH MEU OEF DEPLM IS MOST RECENT EXAMPLE) WILL RECEIVE TWO COMMAND ELEMENT LEPS AND TWO BATTALION LEPS.  A PROOF OF CONCEPT IS CURRENTLY UNDERWAY USING 13TH MEU AS A TEST BED TO DETERMINE IF MEU(S) DEPLOYED ABOARD SHIP WILL BE ASSIGNED LEPS.  THE DECISION ON WHETHER OR NOT TO EMBED LEPS IN FOLLOW-ON MEU(S) WILL BE MADE BY PP&O FOLLOWING 13TH MEU'S DEPLOYMENT.  PRIORITY OF STAFFING WILL BE TO INFANTRY BATTALIONS AND RCTS OWNING BATTLE SPACE, THEN MEF/ MEB/ SPMAGTF HEADQUARTERS, THEN ALL OTHER REMAINING STAFFING REQUIREMENTS. GENERALLY, LEPS WILL BE EMBEDDED FOUR TO SIX MONTHS PRIOR TO THE GAINING UNIT'S DEPLOYMENT AND WILL PARTICIPATE IN THE UNIT'S PRE-DEPLOYMENT TRAINING PROGRAM (PTP).  LEPS ASSIGNED TO DEPLOYING USMCR UNITS WILL EMBED ONCE THE UNIT ARRIVES AT THE INTERMEDIATE LOCATION (ILOC).  COMMAND ELEMENT LEPS WILL DEPLOY WITH THEIR UNIT FOR TWELVE MONTHS AND BATTALION LEPS WILL DEPLOY WITH THEIR UNIT FOR SEVEN MONTHS. 
6.  REPORTING.  THE CONTRACTOR HAS ESTABLISHED COUNTRY MANAGEMENT OFFICES IN BOTH IRAQ AND AFGHANISTAN TO ADMINISTRATIVELY SUPPORT DEPLOYED LEPS.  THOSE OFFICES REQUIRE BI-WEEKLY REPORTS FROM EACH LEP WHICH ARE THEN COLLATED AND PROVIDED TO THE PARENT COMPANY OF THE APPROP CONUS CONTRACTING OFFICE OVERSEEING THE LEP CONTRACT.  COMMANDERS WILL BE AFFORDED THE OPPORTUNITY TO REVIEW THE LEP SUBMISSIONS FOR OPSEC PURPOSES AND TO ENSURE OPERATIONAL MATTERS ARE NOT BEING INADVERTENTLY PROVIDED OUTSIDE THE USMC REPORTING CHAIN.  DEPLOYED LEPS WILL ONLY PRODUCE ADMINISTRATIVE REPORTS TO THE RESPECTIVE COUNTRY LEP MANAGER.  ADMINISTRATIVE REPORTING INCLUDES, BUT IS NOT LIMITED TO, LEP PAY ISSUES, LEP MEDICAL STATUS, HEALTH AND WELFARE ISSUES, AND NUMBER OF TIMES/TYPE OF ADVICE OR TRNG PROVIDED ISO THE OPERATIONAL COMMANDER. REPORTING OF ANY OPERATIONAL SUCCESSES OR ACTIVITIES WILL BE REPORTED THROUGH THE RESPONSIBLE COMMANDER AND THE OPERATIONAL CHAIN OF COMMAND.  OPERATIONAL REPORTING INCLUDES, BUT IS NOT LIMITED TO, SPECIFIC LOCATIONS, ACTIVITIES, TARGETS, OPERATIONS, AND PERSONNEL INVOLVED.  COMMENTS CONCERNING OVERALL EFFECTIVENESS OF THE PROGRAM WILL BE VETTED THROUGH THE OPERATIONAL CHAIN OF COMMAND. 
7.  ROLES AND RESPONSIBILITIES OF HQMC (PP&O), MARFORS AND TECOM. 
     7.A.  HQMC (PP&O)
     7.A.1.  INTERFACE WITH THE ARMY G-3 ON ALL LEP MATTERS.
     7.A.2.  PROVIDE ARMY G-3 WITH ALL USMC LEP REQUIREMENTS.
     7.A.3.  VALIDATE ALL NEW LEP REQUIREMENTS AND REQUESTS.
     7.A.4.  CONDUCT ANNUAL REVIEW OF SOW AND USMC LEP REQUIREMENTS.
     7.A.5.  OBTAIN LEP FLIGHT AUTHORIZATION FOR FLIGHTS ABOARD USMC AIRCRAFT DURING PRE-DEPLOYMENT TRNG IN CONUS/HAWAII.
     7.A.6.  AUTHORIZE OFFICIAL ORDERS FOR EACH LEP ASSIGNED TO USMC.
     7.A.7.  PROVIDE OVERSIGHT ON ALL LEP REQRS AND ASSIGNMENTS TO RESPECTIVE MARFORS.
     7.B.  MARCENT
     7.B.1.  PROVIDE OVERSIGHT ON THE EMPLOYMENT AND DEPLOYMENT OF LEP(S)
     7.B.2.  DRAFT LEP ORDERS AND SUBMIT TO PP&O FOR AUTHORIZATION
     7.C.  MARFORS
     7.C.1.  VET AND VALIDATE ALL NEW REQUESTS FOR LEP SUPPORT.  SUBMIT VALIDATED REQUIREMENTS TO PP&O FOR CONSIDERATION.
     7.C.2.  PROVIDE TRAINING SUPPORT AS REQUIRED.
     7.D.  TECOM
     7.D.1.  VET AND VALIDATE ALL NEW REQUESTS FOR LEP SUPPORT WITHIN THE TRAINING COMMAND.  SUBMIT VALIDATED REQUIREMENTS TO PP&O FOR CONSIDERATION.
     7.D.2.   PROVIDE TRAINING SUPPORT AS REQUIRED.
8.  FISCAL RESPONSIBILITIES.  FISCAL YEAR (FY) 2009 FUNDING WILL BE PROVIDED BY MARCENT.  FY 2010 AND BEYOND FUNDING WILL BE DETERMINED BY THE MARINE REQUIREMENTS OVERSIGHT COUNSEL (MROC). 
9.  RELEASE AUTHORIZED BY (SES) MR. RAYMOND F. GEOFFROY, ASSISTANT DEPUTY COMMANDANT, PLANS, POLICIES AND OPERATIONS, SECURITY DIVISION.//
