GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE FY09 STAFF NONCOMMISSIONED OFFICER DEGREE COMPLETION PROGRAM (SNCODCP) AND TO SOLICIT APPLICATIONS FROM QUALIFIED SNCOS.
2. REF A ESTABLISHES POLICY, THE SELECTION PROCESS, ELIGIBILITY REQUIREMENTS, AND APPLICATION PROCEDURES FOR THE SUBJECT PROGRAM. PRIMARY EMPHASIS FOR SELECTION WILL BE CONCENTRATED IN THE GRADES OF STAFF SERGEANT THROUGH MASTER SERGEANT. MARINES WHO HAVE PREVIOUSLY COMPLETED A BACCALAUREATE DEGREE OR WILL SOON COMPLETE ONE WILL BE GIVEN SPECIAL CONSIDERATION FOR ASSIGNMENT. THOSE MARINES MUST BE ABLE TO DEMONSTRATE COMPETENCY IN THE DISCIPLINE IN WHICH THEY ARE APPLYING.
3. BASED ON A RECENT REVIEW OF MARINE CORPS BILLETS THAT REQUIRE A BACCALAUREATE DEGREE, THE FY09 SNCODCP SELECTION BOARD WILL ACCEPT APPLICATIONS FOR THE FOLLOWING DISCIPLINES:
A. ACCOUNTING
B. BUSINESS ADMIN W/EMPHASIS IN ACCOUNTING OR FINANCIAL MANAGEMENT
C. EDUCATION
D. PSYCHOLOGY
E. SAFETY EDUCATION
(1) ENVIRONMENTAL SAFETY, ENVIRONMENTAL HEALTH MANAGEMENT, OCCUPATIONAL SAFETY, SAFETY MANAGEMENT, WASTE MANAGEMENT OR HAZARDOUS MATERIAL, AND WASTE CONTROL.
F. MUSIC
4. IN ADDITION TO THE ELIGIBILITY REQUIREMENTS CONTAINED IN REF A, MARINES APPLYING FOR THE BUSINESS ADMINISTRATION DISCIPLINE WITH EMPHASIS IN ACCOUNTING OR FINANCIAL MANAGEMENT WILL BE REQUIRED TO COMPLETE A MINIMUM OF 12 SEMESTER HOURS OF ACCOUNTING. THE ACCEPTING COLLEGE MUST CERTIFY THAT THE APPLICANT WILL COMPLETE A MINIMUM OF 12 SEMESTER HOURS OF ACCOUNTING COURSE WORK PRIOR TO GRADUATION. APPLICATIONS RECEIVED WITHOUT THIS CERTIFICATION WILL NOT BE CONSIDERED.
5. MARINES ACCEPTED FOR THE SNCODCP WILL BE ASSIGNED A THREE YEAR TOUR IN THEIR ASSIGNED ADDITIONAL MOS IAW THE NEEDS OF THE MARINE CORPS. MARINES MUST LIST IN ORDER OF PREFERENCE THE BILLETS THEY ARE APPLYING FOR:

6. RESTRICTIONS
A. MARINES WHO HAVE RECEIVED AN SRB, OR ARE SERVING IN A REENLISTMENT ZONE THAT WOULD BE AWARDED AN SRB PAYMENT IAW REF (B) AND (C), MAY APPLY FOR THE PROGRAM. HOWEVER, THOSE MARINES MAY BE THE SUBJECT OF THE RECOUPMENT OF ANY UNEARNED PORTION OF THE SRB. MARINES ACCEPTED FOR THE PROGRAM MAY REQUEST A WAIVER TO THE POLICY. WAIVERS WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.
B. MARINES WHO PARTICIPATED IN THE OPFOR EXTENSION INCENTIVE PROGRAM (REF D) MUST FULFILL THE REQUIREMENTS SET FORTH IN THE POLICY. MARINES WHO DO NOT COMPLETE THE REQUIRED OPFOR SERVICE WILL BE REQUIRED TO REPAY ANY ASSIGNMENT INCENTIVE PAY NOT EARNED. SPECIFIC GUIDANCE ON SERVICE OBLIGATION AND TERMS FOR RECOUPMENT IS MAINTAINED WITHIN REF E.
C. MARINES WHO WILL NOT POSSESS A MINIMUM OF 3 YEARS TIME ON STATION (TOS) AT ESTIMATED DATE OF DEPARTURE (EDD) ARE RESTRICTED FROM APPLYING FOR THIS PROGRAM, UNLESS THEY WILL POSSESS 2 YEARS TOS AT EDD AND HAVE BEEN ACCEPTED BY AN ACCREDITED INSTITUTION IN THE SAME GEOGRAPHIC LOCATION AS THEIR CURRENT PARENT COMMAND. MARINES SERVING AT AN OVERSEAS LOCATION WILL BE REQUIRED TO COMPLETE THEIR OVERSEAS ASSIGNMENT (INCLUDING THOSE ON ACCOMPANIED TOURS) PRIOR TO AN ASSIGNMENT TO A CONUS BASED COLLEGE/UNIVERSITY.
D. MARINES MUST ATTEND A CONUS COLLEGE/UNIVERSITY.
E. MARINES MUST ATTEND SCHOOL AT HOME CAMPUS, NOT SATELLITE CAMPUSES. ATTENDING UNIVERSITY OF MARYLAND AT ADELPHI, MD IS AN EXAMPLE OF A HOME CAMPUS.
F. MARINES CURRENTLY SERVING IN AN ASSIGNMENT WHICH REQUIRED A FORMAL MILITARY SCHOOL IN EXCESS OF 20 WEEKS ARE NOT ELIGIBLE UNTIL THE COMPLETION OF THEIR TOUR. ADDITIONALLY, MARINES SERVING ON A SPECIAL DUTY ASSIGNMENT (DI, RCTR, MCSF, SOI, OR MSG) ARE NOT ELIGIBLE FOR THE SNCODCP UNTIL THAT SDA TOUR IS COMPLETE.
G. IN ORDER TO BE CONSIDERED FOR THE SNCODCP, MARINES ENROLLED IN THE EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) MUST ENSURE THAT EFMP ENROLLMENT IS UP-TO-DATE THROUGH 1 DEC 09. HAVING AN UP-TO-DATE ENROLLMENT ENSURES THAT MMEA CAN MAKE ASSIGNMENTS BASED UPON THE NEEDS OF THE FAMILY.
H. MARINES SELECTED FOR THE SNCODCP ARE NOT ELIGIBLE TO APPLY FOR THE WARRANT OFFICER (WO) OR ANY REGULAR OFFICER PROGRAM UNTIL THEY HAVE COMPLETED THEIR OBLIGATED TOUR ON THE SNCODCP.
7. WAIVERS WILL NOT BE GRANTED.
8. SUBMISSION OF APPLICATIONS.
A. AN ORIGINAL APPLICATION PLUS ONE COPY WILL BE SUBMITTED IAW THE INSTRUCTIONS CONTAINED IN REF A AND FORWARDED TO CMC (MMEA-85) VIA THE PARENT COMMAND.
B. COMMANDING OFFICERS ARE TO ENSURE THAT EACH APPLICATION IS CAREFULLY REVIEWED AND THAT ALL REQUIRED INFORMATION HAS BEEN INCLUDED.
C. APPLICANTS MUST MAKE IT KNOWN TO MMEA-85 IF SUBMITTING/APPLYING FOR THE WO PROGRAM OR ANY REGULAR OFFICER PROGRAM WHEN APPLYING.
9. SERVICE OBLIGATION:
A. BASED ON SERVICE LIMITATION, APPLICANTS MUST BE ABLE TO COMPLETE 18 MONTHS IN SCHOOL AND SUBSEQUENT 36 MONTH TOUR ON THE SNCODCP (A TOTAL OF 54 MONTHS OF OBLIGATED SERVICE). ADDITIONALLY, THE REQUIREMENT TO EXTEND/REENLIST FOR A PERIOD OF FOUR YEARS (REF A, PARA 7A) BEYOND COMPLETION OF THE SNCODCP IS WAIVED.
B. REQUEST FOR SEPARATION FROM THE SERVICE SUBSEQUENT TO COMPLETION OF THE SNCODCP WILL NOT NORMALLY RECEIVE FAVORABLE CONSIDERATION.
C. THREE YEAR PAYBACK STARTS UPON SUCCESSFUL GRADUATION AND CHECK-IN TO THE UNIT ASSIGNED.
10. THE FY09 SNCODCP SELECTION BOARD IS SCHEDULED TO CONVENE DURING JULY 2009. ALL APPLICATIONS MUST BE COMPLETE AND IAW MCO 1560.21D. FORWARD APPLICATIONS TO CMC (MMEA-85) TO ARRIVE NLT 6 JUNE 2009. APPLICATIONS RECEIVED AFTER 6 JUN 2009 WILL NOT RECEIVE FAVORABLE CONSIDERATION.
11. COMMANDING OFFICERS AND SERGEANTS MAJOR SHOULD DISSEMINATE THE CONTENTS OF THIS MARADMIN TO ALL ELIGIBLE SNCOS WITHIN THEIR COMMANDS.
12. THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
