GENTEXT/REMARKS/1. REF A ADDRESSED THE NEED TO IMPROVE EQUIPMENT ACCOUNTABILITY TO ENSURE THE MARINE CORPS CAN EFFECTIVELY MEET ONGOING AND FUTURE MISSION REQUIREMENTS. IN JANUARY 2008, THE ASSISTANT COMMANDANT OF THE MARINE CORPS (ACMC) DIRECTED THE INSPECTOR GENERAL OF THE MARINE CORPS (IGMC) TO CONDUCT A READINESS ASSESSMENT OF EQUIPMENT DEPLOYED TO IRAQ. IMMEDIATELY FOLLOWING THE APRIL 2008 ASSESSMENT AND SUBSEQUENT REPORT, REF B, THE ACMC TASKED THE IGMC, SUPPORTED BY INSTALLATIONS AND LOGISTICS (I&L) AND PLANS, POLICIES AND OPERATIONS (PP&O), TO CONDUCT A HOME-STATION EQUIPMENT READINESS ASSESSMENT.
2. SITUATION. FINDINGS FROM THE APRIL 2008 ASSESSMENT IDENTIFIED THAT 'POOR' ACCOUNTING PROCEDURES HAVE LED TO INACCURATE AND INCOMPLETE SUPPLY AND MAINTENANCE MANAGEMENT DATA. INEXPERIENCE, INADEQUATE TRAINING IN PROPER SUPPLY AND MAINTENANCE MANAGEMENT PROCEDURES, LACK OF INTERNAL CONTROL INSPECTION PROGRAMS, AND LACK OF COMPLIANCE TO ORDERS AND DIRECTIVES ARE FACTORS THAT CONTRIBUTE TO THESE PROBLEMS. THESE FINDINGS HAVE BEEN PUBLISHED IN MARADMINS, MESSAGES, AND EQUIPMENT ACCOUNTABILITY FOCUS AND WORKING GROUPS. ADDITIONALLY, THESE FINDINGS ARE SUPPORTED WITHIN CURRENT LOGISITCS MODERNIZATION TEAMS (LMT) DATA ASSESSMENT TEAM (DAT) REVIEWS IN ADDITION TO A LACK OF COMMAND ATTENTION EXACERBATED BY OP/DEP TEMPO.
3. MISSION. TO CONDUCT AN IGMC-LED ASSESSMENT OF HOME-STATION PROCEDURES TO IDENTIFY MEASURES TO IMPROVE DATA MANAGEMENT AND EQUIPMENT READINESS REPORTING.
4. EXECUTION.
4.A. INTENT.
4.A.1. PURPOSE. THE ASSESSMENT WILL BE CONDUCTED IN FOUR STAGES; INDIVIDUAL INPUT, FOLLOW ON LMT/DAT INSPECTIONS, COMMANDER-DIRECTED CORRECTIVE ACTIONS, AND A HQMC PROPONENT REVIEW. THE FIRST STAGE WILL BE THE COLLECTION OF THE INDIVIDUAL MARINES PERSPECTIVE AS TO THE STATUS OF SUPPLY AND MAINTENANCE MANAGEMENT ROLES AND RESPONSIBILITIES WITHIN THEIR UNIT. IN THIS STAGE THE IGMC WILL CONDUCT A COMPUTER-BASED SURVEY AND FOCUS GROUP DISCUSSIONS OF ACTIVE AND RESERVE MARINES TO CAPTURE SPECIFIC INDIVIDUAL PERSPECTIVES, UNIT TRENDS AND POSSIBLE DEFICIENCIES IN ACCOUNTABILITY PROCESSES, PROCEDURES, SYSTEMS, TRAINING, INSPECTION PROGRAMS, AND PERSONNEL.
4.A.2. METHOD. THE IGMC TEAM WILL VISIT SELECT ACTIVE DUTY AND RESERVE UNITS TO ADMINISTER A COMPREHENSIVE SUPPLY AND MAINTENANCE MANAGEMENT SURVEY AND FACILITATE FOCUS GROUP DISCUSSIONS.
4.A.3. ENDSTATE. IDENTIFY AREAS OF INTEREST/CONCERN TO ASSIST IN THE IMPROVEMENT OF SUPPLY ACCOUNTABILITY, DATA MANAGEMENT, AND EQUIPMENT READINESS REPORTING TO INCLUDE: POSSIBLE TRENDS THAT ARE AFFECTING SUPPLY ACCOUNTABILITY AND MAINTENANCE MANAGEMENT; DEFICIENCIES IN PERSONNEL, TRAINING, SYSTEMS, AND PROCEDURES; AND SYSTEMIC CHANGES THAT NEED TO BE ADDRESSED IN STAFFING, TRAINING, AND POLICY.
4.B. CONCEPT OF OPERATIONS.
4.B.1. ACTIVE DUTY UNITS SELECTED TO PARTICIPATE IN THIS ASSESSMENT WILL BE IDENTIFIED VIA MEF COMMAND INSPECTOR GENERALS (CIG) USING PARAGRAPH 4.B.4 FOR TYPE UNIT SELECTION. RESERVE UNITS ARE IDENTIFIED IN PARAGRAPH 5.A.3.B.2. THIS PROCESS IS NOT A FORMAL INSPECTION, HOWEVER, THE INFORMATION THAT IS GATHERED DURING EACH VISIT WILL BE USED TO ASSIST HQMC IN IDENTIFYING SYSTEMIC ISSUES AND FORMULATING CHANGES, RATHER THAN HIGHLIGHTING SPECIFIC UNITS AND PERSONNEL. ADDITIONALLY, FINDINGS WILL BE USED TO SHAPE FUTURE DC I&L LMT/DAT REVIEWS IN SUPPORT OF GCSS MC MIGRATION AND FEED ONGOING COMPLIANCE AND GOVERNANCE PROGRAM INITIATIVES.
4.B.2. PERSONNEL AVAILABILITY. UNITS IDENTIFIED WILL ENSURE SUPPLY AND MAINTENANCE MANAGEMENT PERSONNEL ARE AVAILABLE DURING THIS ASSESSMENT, USING THE ANTICIPATED TIMELINE IN PARAGRAPH 5.A.3.C.2 ADDITIONALLY, UNIT COMMANDING OFFICERS, SERGEANTS MAJOR, AND PRINCIPAL STAFF OFFICERS WILL PARTICIPATE IN FOCUS GROUP DISCUSSIONS AND COMPLETE THEIR ONLINE SURVEY WITHIN 5 DAYS AFTER THE IGMC TEAM VISIT.
4.B.3. PHASES. THIS INDIVIDUAL INFORMATION COLLECTION STAGE OF THE IGMC SUPPLY AND MAINTENANCE MANAGEMENT ASSESSMENT WILL BE DIVIDED INTO TWO PHASES. PHASE I WILL BE A COMPREHENSIVE SURVEY DIVIDED INTO THREE GROUPS; SUPPLY, MAINTENANCE MANAGEMENT (TO INCLUDE SELECT MAINTENANCE OFFICERS AND CHIEFS), AND COMMAND DECK/PRINCIPAL STAFF.
PHASE II WILL CONSIST OF FOCUS GROUP DISCUSSIONS DELINEATED BY BOTH RANK AND MOS.
4.B.3.A. PHASE I. SUPPLY AND MAINTENANCE MANAGEMENT SURVEY. ALL MARINES IDENTIFIED IN PARAGRAPH 5.A.3.B.1., UNIT COMMAND DECK, AND PRINCIPAL STAFF (S-1, S-3, S-4, S-6) WILL BE REQUIRED TO PARTICIPATE IN A 1 HOUR, COMPUTER-BASED SURVEY. THIS SURVEY WILL INVOLVE QUESTIONS ON POLICY, PROCEDURES, EDUCATION LEVELS, TRAINING, AND ASSOCIATED TOPICS. MARINES WILL BE ENCOURAGED TO PROVIDE HONEST, NON-ATTRIBUTIONAL ANSWERS AND ALL PERSONAL INFORMATION WILL REMAIN CONFIDENTIAL. SUPPLY AND MAINTENANCE MANAGEMENT SURVEYS FOR ACTIVE DUTY PERSONNEL WILL BE CONDUCTED AT LOCAL LEARNING RESOURCE CENTERS. SURVEYS FOR RESERVE UNITS OUTSIDE OF THE MARINE CORPS INSTALLATIONS WILL BE CONDUCTED AT LOCAL RESERVE TRAINING SITES.
4.B.3.B. PHASE II. FOCUS GROUP DISCUSSIONS. DURING THIS PHASE, SELECTED MARINES WILL PARTICIPATE IN A 45-MINUTE FOCUS GROUP DISCUSSION FACILITATED BY SUBJECT MATTER EXPERTS AND IGMC TEAM MEMBERS. SELECTED MARINES WILL BE DIVIDED INTO 5 SEPARATE GROUPS BASED ON RANK, BILLET, AND MOS. ALL FOCUS GROUP DISCUSSIONS WILL BE SCHEDULED AT THE LRC USED FOR THE UNITS SURVEY EXCEPT FOR THE PRINCIPLE STAFF AND COMMAND DECK GROUPS. PRINCIPLE STAFF AND COMMAND DECK GROUPS WILL MEET AT THE UNIT HEADQUARTERS BUILDING IN A CONFERENCE/MEETING ROOM SCHEDULED BY EACH UNIT. TYPICAL AGENDA FOR THESE FOCUS GROUPS WILL BE 1-3 DISCUSSION ITEMS, AND AN OPEN FORUM TO DISCUSS ISSUES GENERATED BY THE GROUP. ALL DISCUSSIONS WILL BE NON-ATTRIBUTIONAL, AND WILL BE TRANSCRIBED FOR FURTHER ANALYSIS AND FOLLOW-ON EFFORTS. A FINAL SCHEDULE OF ALL FOCUS GROUP MEETING TIMES/LOCATIONS WILL BE PUBLISHED NLT 7 APR 09.
4.B.3.B.1 MARINES SELECTED TO PARTICIPATE IN THE DISCUSSION GROUPS WILL BE IDENTIFIED BY MEF/TECOM/MARFORRES CIGS. FOCUS GROUP DISCUSSIONS WILL BE DIVIDED INTO THE FOLLOWING 5 GROUPS:
- 30XX (E1-E5, 3-5 PER UNIT),
- 0411 (E1-E5, 3-5 PER UNIT),
- SUPPLY OFFICER AND CHIEF, MAINTENANCE MANAGEMENT OFFICER AND CHIEF, AND MAINTENANCE OFFICERS AND CHIEFS (MAX OF 6 PER UNIT),

RESERVE UNIT VISITS WILL BE SCHEDULED AT RESERVE TRAINING SITES BY EACH UNIT. RESERVE SITES WILL BE REQUIRED TO HAVE THE REQUISITE NUMBER OF COMPUTER ASSETS (WITH MARINE NET ACCESS) TO HANDLE EXPECTED NUMBER OF SURVEY PARTICIPANTS.
5.A.2. DURING THE SURVEY AND FOCUS GROUP PHASE, COMMANDERS WILL ENSURE ALL SELECTED PERSONNEL ARE AVAILABLE AT THE DESIGNATED MEETING AREA (LRC OR RESERVE TRAINING SITES).
5.A.3. SURVEY LOCATION, PERSONNEL, AND SCHEDULE.
5.A.3.A. SURVEY LOCATION. LOCAL LEARNING RESOURCE CENTERS (LRC) OR RESERVE TRAINING SITES.
5.A.3.B. PERSONNEL. I, II, III MEF, TECOM, AND MARFORRES CIGS WILL ENSURE THE FOLLOWING INDIVIDUALS/COMMANDS ARE NOTIFIED AND SCHEDULED TO ATTEND EACH MEETING. A BY-NAME ROSTER OF ATTENDEES WILL BE SUBMITTED TO THIS OFFICE (TO INCLUDE THOSE MARINES IDENTIFIED FOR FOCUS GROUP DISCUSSIONS) A MINIMUM OF 5 DAYS PRIOR TO THE FIRST MEETING WITHIN EACH MEF, MARFORRES AND TECOM UNIT.
