GENTEXT/REMARKS/1. PURPOSE. TO ANNOUNCE THE ESTABLISHMENT AND
IMPLEMENTATION OF THE YELLOW RIBBON REINTEGRATION PROGRAM WITHIN THE
SPECTRUM OF MARINE CORPS FAMILY READINESS PROGRAMS.
2. BACKGROUND. THE YELLOW RIBBON REINTEGRATION PROGRAM, AS
DIRECTED BY REFERENCE (A), PROVIDES JOINT SERVICE DEPLOYMENT AND
REINTEGRATION SUPPORT FOR NATIONAL GUARD AND RESERVE UNITS AND
INDIVIDUAL AUGMENTS (IA) WITHIN THE RESERVE COMMUNITY, TO INCLUDE:
ALL SISTER SERVICE RESERVE COMPONENTS, SELECTED MARINE CORPS
RESERVISTS (SMCR), INDIVIDUAL MOBILIZATION AUGMENTEES (IMA) AND
INDIVIDUAL READY RESERVISTS (IRR) AND THEIR FAMILIES. REFERENCE (B)
ESTABLISHES POLICIES, PROCEDURES, AND RESPONSIBILITIES TO IMPLEMENT
THE YELLOW RIBBON REINTEGRATION PROGRAM FROM THE PRE-DEPLOYMENT
PHASE THROUGH THE RECONSTITUTION PHASE OF A RESERVE UNIT AND IA,
ENSURING SERVICES ARE MADE AVAILABLE TO ALL MEMBERS OF THE MARINES
FAMILY INCLUDING THE SPOUSE AND CHILDREN IN ADDITION TO DESIGNATED
FAMILY MEMBERS TO INCLUDE PARENTS, GRANDPARENTS, SIBLINGS AND
SIGNIFICANT OTHERS. ADDITIONALLY, THE PROGRAM IS DESIGNED TO
PROVIDE LIKE-SERVICES AND INFORMATION TO MEMBERS OF THE NATIONAL
GUARD OR SISTER SERVICE RESERVE UNITS WHEN THEY OR THEIR FAMILY
MEMBERS ARE GEOGRAPHICALLY SEPARATED FROM THEIR PARENT COMMAND.
3. ACTION
A. HEADQUARTERS MARINE CORPS (HQMC)
(1) HQMC (MRZ) WILL PROVIDE IMPLEMENTATION GUIDANCE, POLICY AND
OVERALL COORDINATION FORCE-WIDE.
(2) CONTINUE TO VALIDATE TOTAL REQUIREMENTS TO ENSURE SUSTAINABLE
FUNDING.
B. UNIT-LEVEL. MARFORRES IS RESPONSIBLE FOR EXECUTION WITHIN ALL
MAJOR SUBORDINATE COMMANDS (MSC) OF THE RESERVE FORCES, MOBCOM IS
RESPONSIBLE FOR ENSURING ACCESS TO PROGRAMS FOR ALL IRR MARINES, AND
EMPLOYING FORCE COMMANDS (EFC) AS RESPONSIBLE FOR INFORMING MEMBERS
AND THEIR FAMILIES OF COMMAND ACTIVITIES AND TIMELINES. MARINE
CORPS FAMILY READINESS PROGRAMS WILL BE IMPLEMENTED AS DESCRIBED IN
REFERENCES (C) AND (D) TO FOSTER EFFICIENT INCORPORATION OF THE
REQUIREMENTS OF THE YELLOW RIBBON REINTEGRATION PROGRAM.
REQUIREMENTS INCLUDE:
(1) NOT LATER THAN 30 DAYS PRIOR TO DEPARTURE:
(A) CONDUCT A WARRIOR PREPARATION BRIEF DELIVERED TO ALL RESERVE
MEMBERS AND THEIR FAMILIES.
(B) ENSURE A PRE-DEPLOYMENT HEALTH ASSESSMENT IS COMPLETED BY ALL
DEPLOYING RESERVE MEMBERS.
(C) CONDUCT PRE-DEPLOYMENT BRIEFS, AS APPROPRIATE, FOR ALL DEPLOYING
UNITS/MEMBERS AND THEIR FAMILIES TO ENSURE THEY ARE AWARE OF THE
ENTITLEMENTS, PERSONAL FINANCE AND BENEFITS, AND FAMILY SUPPORT
SYSTEMS.
(2) DURING DEPLOYMENT, SUPPORT WILL BE PROVIDED AS APPROPRIATE, TO
INCLUDE, BUT NOT BE LIMITED TO, COMBAT AND OPERATIONAL STRESS
PREVENTION AND CONTROL TRAINING AVAILABLE THROUGH MARINE FORCES
RESERVE (MARFORRES).
(3) 30 DAYS PRIOR TO RETURN:
(A) CONDUCT A PRE-RETURN STRESS BRIEF FOR LEADERS IN THEATER.
(B) CONDUCT A WARRIOR TRANSITION I BRIEF FOR RESERVE UNITS/MEMBERS
IN THEATER COINCIDING WITH THE IN-THEATER OPERATIONAL PAUSE.
(C) COORDINATE RETURN AND REUNION BRIEFS FOR FAMILY MEMBERS TO
ENSURE THEY ARE AWARE OF POTENTIAL CHALLENGES THAT MAY BE FACED
FOLLOWING THE RETURN OF THEIR SERVICE MEMBER.
(4) WITHIN FIVE DAYS OF RETURN, ENSURE ALL MARINES COMPLETE A
POST-DEPLOYMENT HEALTH ASSESSMENT.
(5) WITHIN 30 DAYS OF RETURN, CONDUCT REINTEGRATION BRIEFS AND
RETURN AND REUNION BRIEFS, AS APPROPRIATE, FOR RESERVE UNIT/MEMBERS
AND FAMILY MEMBERS.
(6) WITHIN 45-60 DAYS OF RETURN, CONDUCT A POST-DEPLOYMENT STRESS
BRIEF FOR LEADERS.
(7) WITHIN 60-120 DAYS OF RETURN:
(A) CONDUCT A WARRIOR TRANSITION II BRIEF (MUST BE COMPLETED PRIOR
TO THE POST-DEPLOYMENT HEALTH RE-ASSESSMENT (PDHRA)) FOR MARINES.
(B) ENSURE ALL RESERVE MEMBERS COMPLETE A PDHRA.
(8) WITHIN 90-180 DAYS OF RETURN, CONDUCT ADDITIONAL POST-DEPLOYMENT
BRIEFS, AS APPROPRIATE, FOR ALL RETURNING UNITS/MEMBERS AND THEIR
FAMILIES TO ENSURE THEY ARE AWARE OF RESOURCES AVAILABLE TO THEM
DURING THE REINTEGRATION PROCESS.
(9) REFERENCE (E) AUTHORIZES PERSONNEL TO RECEIVE REINTEGRATION
TRAINING WITHIN THE 60-DAY/6 MONTH TRAINING LIMITATION THAT APPLIES
TO STANDARD DRILLS AND ANNUAL TRAINING REQUIREMENTS.
(10) THE UNIT FAMILY READINESS PROGRAM WILL INCLUDE PROACTIVE
TWO-WAY COMMUNICATION WITH RESERVE MEMBERS AND THEIR FAMILIES,
INFORMATION AND REFERRAL, VOLUNTEER MANAGEMENT, AND READINESS AND
DEPLOYMENT SUPPORT, WHICH WILL INCLUDE EVENT COORDINATION.
(11) THE FAMILY READINESS PROGRAM SHALL MEET THE REQUIREMENTS
DETERMINED BY REFERENCE (B) TO PROVIDE STANDARDIZED EDUCATION AND
SUPPORT TO RESERVE UNITS/MEMBERS AND THEIR FAMILIES FROM THE
PRE-DEPLOYMENT PHASE TO THE RECONSTITUTION PHASE.
(12) STANDARDIZED EDUCATION AND SUPPORT, AS OUTLINED IN REFERENCE
(B), SHALL BE DELIVERED AT THE UNIT LEVEL FOR ALL SMCR MARINES, AT
THE OPSPONSOR LEVEL FOR IMA MARINES AND AT THE COMMAND LEVEL AND
THROUGH THE VARIOUS SUPPORT NETWORKS WITHIN MARINE CORPS
MOBILIZATION COMMAND (MOBCOM) FOR INDIVIDUAL READY RESERVES (IRR).
EDUCATION AND SUPPORT THAT FULFILL THE REQUIREMENTS OF REFERENCE (B)
SHALL BE INITIATED THROUGH OFFICIAL COMMUNICATION FROM THE
COMMANDER.
(13) INFORMATION AND REFERRAL SUPPORT WILL BE PROVIDED TO RESERVE
UNITS/MEMBERS AND THEIR FAMILIES REGARDING LOCATION, INSTALLATION,
AND COMMUNITY RESOURCES.
(14) ALL DEPLOYING RESERVE MEMBERS AND THEIR FAMILIES WILL BE
PROVIDED A DEPLOYMENT GUIDE THAT WILL COVER ALL PHASES OF DEPLOYMENT
AND WILL ALSO PROVIDE ADDITIONAL RESOURCE INFORMATION.
(15) FOR RESERVE MEMBERS AND THEIR FAMILIES LOCATED LESS THAN 30
MILES FROM A USMC INSTALLATION OR LOCATION, THE FIRST LEVEL OF
EDUCATION AND SUPPORT SHALL BE USMC RESOURCES. IF UNABLE TO ACCESS
USMC RESOURCES, RESERVE MEMBERS AND THEIR FAMILIES MAY ACCESS THE
NEAREST MILITARY RESOURCE REPOSITORY THROUGH THE NEAREST JOINT
FAMILY SUPPORT ASSISTANCE PROGRAM (JFSAP) OR FAMILY SERVICE CENTER.
(16) COMMANDERS WILL COORDINATE ALL REQUIREMENTS AND PLANNED
PROGRAMING WITH THE JFSAP TO ENSURE THE MAXIMUM USE OF LOCAL
RESOURCES.
(17) UNITS HOUSING YRRP EVENTS WILL ENSURE THAT ALL SERVICE MEMBERS
AND THEIR FAMILIES ARE WELCOMED AND RECEIVE THE SAME QUALITY SUPPORT
REGARDLESS OF MILITARY SERVICE OR UNIT AFFILIATION, UNLESS THE TYPE
OR CLASSIFICATION OF MISSION, SIGNIFICANT CASUALITIES SUSTAINED
WITHIN THE UNIT, OR OTHER SIGNIFICANT CRITERIA REQUIRE IT TO BE
CLOSED TO OUTSIDE ATTENDEES.
C. TRANSITIONING MARINES
(1) COMMANDERS ARE ENCOURAGED TO PAY CLOSE ATTENTION TO MARINES
NEARING THE END OF THEIR ACTIVE OR DRILLING OBLIGATION. ENSURE THAT
THE RESERVE MEMBERS AND THEIR FAMILIES RECEIVE ADEQUATE INFORMATION
AND ACCESS TO RESOURCES PRIOR TO THEIR TRANSITION TO EITHER THE IRR
OR DISCHARGE.
(2) MARFORRES (MOBCOM) WILL ASSUME RESPONSIBILITY AND SERVE AS THE
MAIN POINT OF CONTACT AND RESOURCES FOR ALL MEMBERS OF THE IRR.
D. INDIVIDUAL MARINES
(1) MARINES ACTIVATED FROM THE IRR OR AS IAS MUST BE AFFORDED EQUAL
ACCESS TO PROGRAMS AND RESOURCES AS IDENTIFIED BY YELLOW RIBBON
REINTEGRATION PROGRAM INITIATIVES. DUE TO THE UNIQUE CHALLENGES
POSED BY GEOGRAPHICAL DISPERSION OF INDIVIDUALS LACKING TRADITIONAL
MARINE CORPS UNIT AFFILIATION, MARFORRES (MOBCOM) WILL COORDINATE
EVENTS UTILIZING THE JFSAP TO COORDINATE FOR THE INTENDED SERVICES.
(2) MARFORRES (MOBCOM) IS THE LEAD AGENCY FOR COORDINATING IRR
MARINE ACCESS TO THE YELLOW RIBBON REINTEGRATION PROGRAM; HOWEVER,
ALL MARINE CORPS ACTIVITIES, BOTH ACTIVE AND RESERVE ARE DIRECTED TO
PROVIDE EQUAL ACCESS TO SERVICES TO THE INDIVIDUAL MARINES AND THEIR
FAMILIES PER REFERENCE (B).
E. ADDITIONAL SUPPORT
(1) JFSAP
(A) THE DEPUTY UNDER SECRETARY OF DEFENSE FOR MILITARY COMMUNITY AND
FAMILY POLICY (DUSD(MC&FP)) COORDINATES WITH STATE GOVERNMENT
OFFICIALS TO PROVIDE QUALITY OF LIFE SUPPORT WITHIN EACH STATE
THROUGH THE JFSAP.
(B) THE JFSAP COORDINATES FEDERAL, STATE AND LOCAL RESOURCES IN
ADDITION TO INSTALLATION MCFTB RESOURCES IN SUPPORT OF THE NEEDS OF
RESERVE UNITS/MEMBERS AND THEIR FAMILIES. THE JFSAP ALSO
COORDINATES WITH MARFORRES IN THE DIRECT DELIVERY OF THIS SUPPORT TO
RESERVE UNITS/MEMBERS AND THEIR FAMILIES.
(C) THE JFSAP COORDINATES WITH UNIT COMMANDERS TO BE A REPOSITORY OF
QUALITY OF LIFE RESOURCES TO RESERVE UNITS/MEMBERS AND THEIR
FAMILIES.
(D) JFSAP PROVIDES MILITARY FAMILY LIFE CONSULTANTS AND CHILD AND
YOUTH BEHAVIORAL MILITARY LIFE CONSULTANTS TO AUGMENT STATE AND
LOCAL RESOURCES.
(E) JFSAP PROVIDES MOBILE TRAINING TEAMS TO BE AVAILABLE ON DEMAND
FOR PRE-DEPLOYMENT BRIEFINGS AND 30-DAY REINTEGRATION PROGRAMS.
(2) JOINT FAMILY RESOURCE CENTER (JFRC). THE DUSD MC&FP PROVIDES
FOR A JFRC TO SUPPORT MARFORRES, MARFORRES MCFTB STAFF, AND
MARFORRES GROUP COMMANDERS.
(3) UNIT COMMANDERS MAY ACCESS THE RESOURCES OF THE JFSAP AND JFRC
TO MEET THE REQUIREMENTS USMC RESOURCES ARE UNABLE TO MEET AT THE
LOCATION OF THE UNIT.
(A) COMMANDERS WILL SUBMIT REQUESTS TO THE JFRC THROUGH THEIR
OPERATIONAL CHAIN OF COMMAND AT LEAST 30 DAYS PRIOR TO THE UNIT
EVENT. REQUESTS SHOULD BE SUBMITTED VIA

(4) MILITARY ONESOURCE
(A) THE DUSD MC&FP SHALL ENSURE MILITARY ONESOURCE IS A FOCAL POINT
FOR INFORMATION AND ASSISTANCE IN CONCERT WITH ALL MILITARY
DEPARTMENTS.
(B) MILITARY ONESOURCE SHALL PROVIDE 24/7/365 INFORMATION AND
REFERRAL SERVICE VIA TOLL-FREE TELEPHONE OR INTERNET ACCESS.
MILITARY ONESOURCE AUGMENTS THE EXISTING FAMILY READINESS PROGRAM
SUPPORT ORGANIZATIONS AND AGENCIES.
(C) MILITARY ONESOURCE, IN ADDITION TO INFORMATION AND REFERRAL
RESOURCES, MAY PROVIDE REFERRALS FOR NON-MEDICAL SHORT-TERM,
SOLUTION-FOCUSED FACE-TO-FACE AND TELEPHONIC COUNSELING.
(5) THE OFFICE OF REINTEGRATION PROGRAMS (ORP)
(A) PER REFERENCE (B), THE ORP SHALL ADMINISTER ALL REINTEGRATION
PROGRAMS IN COORDINATION WITH MARFORRES COMPONENTS. THE ORP SHALL
OVERSEE A JOINT FORCE WEBSITE ON REINTEGRATION ACTIVITIES AND
RESOURCES.
(1.) MARFORRES SHALL APPOINT A LIAISON OFFICER TO COORDINATE WITH
PERMANENT OFFICE STAFF OF ORP.
(2.) PERMANENT STAFF IN COOPERATION WITH MARFORRES AND UNIT POCS
WILL ENSURE IMPLEMENTATION OF THE REINTEGRATION SUPPORT THROUGH THE
DEPLOYMENT CYCLE FOR ALL UNITS.
(3.) PERMANENT STAFF IN COOPERATION WITH MARFORRES AND UNIT POCS
SHALL OBTAIN ADDITIONAL SUPPORT SERVICE PROVIDERS IF NEEDED TO MEET
THE EDUCATION AND SUPPORT NEEDS OF THE RESERVE UNITS/MEMBERS AND
THEIR FAMILIES.
(B) MILITARY FAMILY LIFE CONSULTANTS SHALL ALSO PROVIDE NON-MEDICAL,
SHORT-TERM, SITUATIONAL, PROBLEM-SOLVING COUNSELING SERVICES.
F. REPORTING REQUIREMENTS
(1) MARFORRES.
(A) PER REFERENCE (B), QUARTERLY REPORTS SHALL BE SUBMITTED NOT
LATER THAN THE 15TH DAY OF APRIL, JULY, AND OCTOBER. REPORTS SHALL
BE COMPILED FROM DATA COLLECTED THROUGH UNIT POCS, SUBMITTED TO
MARFORRES, AND FORWARDED TO HQMC. THE FIRST REPORT WILL BE DUE 15
APRIL 2009.
(1.) A REPORT SHALL BE SUBMITTED TO FORECAST PLANNED EVENTS FOR THE
FOLLOWING QUARTER TO INCLUDE DATES, TIMES, LOCATIONS, EVENTS,
ACTIVITIES, PROGRAMS, SPONSORS, PARTNERS, ANTICIPATED PARTICIPANTS,
AND UNRESOURCED REQUIREMENTS. DUE DATES ARE NO LATER THAN THE 15TH
DAY OF APRIL, JULY, AND OCTOBER, WITH THE FIRST REPORT BEING DUE 15
APRIL 2009.
(2.) A REPORT SHALL BE SUBMITTED TO INCLUDE PROGRAMS AND ACTIVITIES
THAT HAVE BEEN CONDUCTED THE PRECEDING QUARTER TO INCLUDE DATES,
TIMES, LOCATIONS, EVENTS, ACTIVITIES, PROGRAMS, SPONSORS, PARTNERS,
ACTUAL PARTICIPANTS BY SERVICE, AND UNFUNDED REQUIREMENTS. THIS
REPORT SHALL ALSO INCLUDE LESSONS LEARNED, BEST PRACTICES, MEDIA
REPORTS, UNMET NEEDS, PARTICIPANT SATISFACTION, EVALUATIONS, AND
COMMENTS.
(2) UNITS CONDUCTING MCTFS REPORTABLE DATA PROGRAMS, RELATIVE TO THE
YELLOW RIBBON REINETGRATION PROGRAM, ARE REMINDED TO NOTIFY THE
PARENT COMMAND IN ORDER THAT THE APPROPRIATE ENTRIES CAN BE MADE ON
THE UNIT DIARY.
4. THE ABOVE POLICY REQUIREMENTS ISSUED BY REFERENCES A AND B AND
THE IMPLEMENTING GUIDANCE HEREIN WILL BE INCORPORATED INTO THE NEXT
REVISION OF REFERENCE D AND MCO 1754.
5. APPLICABILITY. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
