GENTEXT/REMARKS/1. PURPOSE. ENSURE MARINES WITH EXCEPTIONAL FAMILY MEMBERS ARE APPROPRIATELY ENROLLED AND CASES UPDATED WITHIN THE EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) IN ORDER TO PROVIDE THE CONTINUITY OF CARE OUR FAMILY MEMBERS DESERVE. 
2. BACKGROUND. HQMC EFMP, DIRECTOR, MANPOWER MANAGEMENT DIVISION, COMMMANDERS, AND SPONSORS HAVE A SHARED RESPONSIBILITY AND PARTNERSHIP TO ENSURE THAT EXCEPTIONAL FAMILY MEMBER(S) (EFM) RECEIVE A CONTINUUM OF CARE THAT WILL MEET THE MEDICAL AND/OR EDUCATIONAL NEEDS OF THE EFM. 
3. SITUATION. THERE ARE SEVERAL HUNDRED EFMP CASES THAT REQUIRE UPDATES IN ORDER FOR HQMC EFMP ASSIGNMENT COORDINATORS TO APPROPRIATELY PROCESS AND ENDORSE  PERMANENT CHANGE OF STATION (PCS) ORDERS FOR MARINES WITH FAMILY MEMBER(S) ENROLLED IN EFMP.  PCS ORDERS CANNOT BE ISSUED UNLESS ENROLLMENT IS CURRENT.  ONCE UPDATED, MARINES AND HQMC ASSIGNMENT COORDINATORS CAN BE CERTAIN THAT MARINES ARE BEING ASSIGNED TO DUTY STATIONS WITH APPROPRIATE MEDICAL AND/OR EDUCATIONAL SERVICES REQUIRED BY THE EFM. 
4. PROCESS. HQMC HAS IDENTIFIED CASES TO LOCAL INSTALLATION EFMP OFFICES THAT REQUIRE PROGRAM ENROLLMENT UPDATES IN THE EFMP CASE MANAGEMENT SYSTEM.  THESE INSTALLATION OFFICES WILL CONTACT EACH MARINE INDIVIDUALLY TO ASSIST AND COMPLETE THE PROGRAM UPDATE PROCESS BY 30 MARCH 2009.  MARINE EFM SPONSORS MUST MAKE AN APPOINTMENT WITH THEIR PRIMARY CARE MANAGER (PCM) AND HAVE THE PCM COMPLETE DD FORM 2792.  FOR EFMS WITH SPECIAL EDUCATION/EARLY INTERVENTION NEEDS, THE MARINE AND THEIR EFMS SCHOOL MUST COMPLETE DD FORM 2792-1.  THE COMPLETED FORMS MUST BE RETURNED TO THE INSTALLATION EFMP OFFICE WHERE THEY WILL BE SCANNED/FAXED TO HQMC. TO ENSURE TIMELY PROCESSING OF PCS ORDERS, IT IS CRITICAL THAT THIS PROCESS BE COMPLETED QUICKLY SINCE IT CAN TAKE SEVERAL WEEKS TO GET AN APPOINTMENT WITH A PCM.  COMMANDERS AND INSTALLATION EFMP MANAGERS ARE ENCOURAGED TO ASSIST IN THE UPDATING PROCESS AND IN EXPEDITING APPOINTMENTS AT MILITARY TREATMENT FACILITIES. 
5. DIRECTOR, MANPOWER MANAGEMENT DIVISION, EFM PROGRAM MANAGERS AND LOCAL COMMANDERS ENGAGEMENT PLAY A CRITICAL ROLE IN THIS PROCESS, HOWEVER, MARINES ARE ULTIMATELY RESPONSIBLE TO UPDATE THEIR EFMP ENROLLMENT.  INSTALLATION AND HEADQUARTERS MARINE CORPS EFMP POINTS OF CONTACT ARE PROVIDED BELOW.  EFM SPONSORS ARE DIRECTED TO CONTACT THEIR LOCAL POCS TO ENSURE THEIR CASE ENROLLMENT IS ACCURATE AND UP-TO-DATE OR CONTACT THE HQMC POC IF IN DOUBT OF APPROPRIATE LOCAL POC. 
6.  IMMEDIATE ATTENTION TO THIS MATTER IS REQUIRED TO ENSURE THAT OUR AFFECTED MARINES AND FAMILIES RECEIVE THE PROPER SUPPORT AND CARE THAT THEY DESERVE.
