GENTEXT/REMARKS//1. SITUATION
A. GENERAL. REFERENCE A MANDATED THE COLLECTION OF CEI FOR ALL MEMBERS OF THE READY RESERVE IN ORDER TO COMPLY WITH TITLE 10 U.S.C. REFERENCE B SETS TARGET COLLECTION GOALS OF 75% FOR THE INDIVIDUAL READY RESERVE (IRR) AND 95% FOR THE SELECTED RESERVE, EXCLUDING MEMBERS OF THE ACTIVE RESERVE (COMPONENT CODES B1 - B4 AND K6). REFERENCE B ALSO STATES THAT CEI WILL BE COLLECTED TO:
(1) EFFECTIVELY GIVE CONSIDERATION TO CIVILIAN EMPLOYMENT NECESSARY TO MAINTAIN NATIONAL HEALTH, SAFETY AND INTEREST WHEN CONSIDERING MEMBERS FOR RECALL.
(2) ENSURE MEMBERS HAVING CRITICAL CIVILIAN SKILLS ARE NOT RETAINED IN THE READY RESERVE IN NUMBERS BEYOND WHAT THE DEPARTMENT NEEDS FOR THOSE SKILLS.
(3) INFORM THE EMPLOYERS OF RESERVISTS OF THEIR RIGHTS AND RESPONSIBILITIES UNDER THE UNIFORMED SERVICES EMPLOYMENT AND REEMPLOYMENT RIGHTS ACT (USERRA).
(4) PROVIDE THE DEPARTMENT OF DEFENSE WITH INFORMATION NECESSARY TO PROMULGATE POLICIES THAT ENHANCE EMPLOYER SUPPORT TO THE GUARD AND RESERVE.
B. PURPOSE. THE PURPOSE OF THIS MARADMIN IS TO ISSUE UPDATED GUIDANCE FOR CEI DATA ENTRY PROCEDURES AND TO PROVIDE INFORMATION FOR COMMANDERS TO VERIFY INDIVIDUAL MARINE COMPLIANCE WITH THE PROGRAM.
2. MISSION. COMMANDERS WITH ADMINISTRATIVE CONTROL OF MARINES ASSIGNED TO THE SELECTED MARINE CORPS RESERVE (SMCR), THE INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM, AND THE IRR, TO INCLUDE RESERVISTS CURRENTLY MOBILIZED, ARE TASKED WITH ENSURING INDIVIDUAL DATA ENTRY OF CEI FOR ALL RESERVE MARINES.
3. EXECUTION.
A. CMC INTENT
(1) TO COLLECT CEI DATA ON MARINES WITHIN THE READY RESERVE IN ORDER TO MEET PROGRAM REQUIREMENTS OF REFERENCES A AND B.
(2) THE END STATE IS TO PROVIDE DOD AND CMC WITH ACCURATE CEI DATA MEETING REQUIREMENTS OF REFERENCES A AND B.
(3) INCORPORATE CEI DATA COLLECTION INTO SMCR AND IMA ADMINISTRATIVE JOIN AND AUDIT PROCEDURES TO INCLUDE PRE-ANNUAL TRAINING AUDITS, DURING PERIODS OF ACTIVATION OF SMCR UNITS AND INCLUDING CEI DATA COLLECTION AS PART OF THE IRR SCREENING PROCESS. MARINES SHALL BE REQUIRED TO UPDATE THEIR CEI DATA ON AN ANNUAL BASIS OR UPON CHANGE OF EMPLOYMENT STATUS, WHICHEVER OCCURS FIRST.
B. CONCEPT OF OPERATIONS
(1) EFFECTIVE IMMEDIATELY, THE COLLECTION OF CEI DATA WILL BE THROUGH THE DOD GUARD AND RESERVE WEB PORTAL (PORTAL) THAT FEEDS DIRECTLY TO RCCPDS. THE PORTAL CAN BE ACCESSED DIRECTLY AT (LOWER CASE) "HTTPS: (DOUBLE BACK SLASH) WWW.DMDC.OSD.MIL/APPJ/ESGR" THEN CLICK THE LOGON TAB OR BY ACCESSING THE RESERVE DUTY ON LINE (RDOL) HOMEPAGE VIA MARINE ON LINE, CLICK ON THE RESOURCES TAB, THEN CLICK ON RESERVE DUTY ON LINE, AND THEN CLICK THE HYPERLINK TO THE DOD GUARD AND RESERVE PORTAL AND THEN CLICK THE LOGON TAB.
(2) COMMANDERS AND SITE OICS CAN VERIFY CEI DATA COMPLIANCE REPORTS ON MARINES IN THEIR COMMAND DOWN TO THE RUC LEVEL USING THE MANPOWER AND RESERVE AFFAIRS WEB PORTAL. ACCESS TO THE REPORT IS BASED ON CAC PERMISSIONS MANAGED BY RA (RAP). COMMANDERS WHO DO NOT HAVE THE REQUIRED ACCESS SHOULD HAVE THEIR CAC REGISTERED AT THE MANPOWER AND RESERVE AFFAIRS WEBPAGE UNDER THE REGISTER BUTTON IN ORDER TO VIEW THEIR UNITS CEI COMPLIANCE.
C. TASKS. COMMANDERS WILL:
(1) ENSURE THAT ADEQUATE TIME AND RESOURCES ARE DEDICATED DURING DRILL PERIODS OR PERIODS OF MOBILIZATION TO ACCOMPLISH CEI COLLECTION REQUIREMENTS AND VERIFY THAT THE MEMBER HAS IN FACT CERTIFIED THEIR CEI DATA.
(2) INCORPORATE CEI DATA COLLECTION INTO SMCR AND IMA ADMINISTRATIVE JOIN AND AUDIT PROCEDURES TO INCLUDE PRE-ANNUAL TRAINING AUDITS, DURING PERIODS OF ACTIVATION OF SMCR UNITS AND INCLUDING CEI DATA COLLECTION AS PART OF THE IRR SCREENING PROCESS. MARINES SHALL BE REQUIRED TO UPDATE THEIR CEI DATA ON AN ANNUAL BASIS OR UPON CHANGE OF EMPLOYMENT STATUS, WHICHEVER OCCURS FIRST.
D. COORDINATING INSTRUCTIONS. PER REFERENCE B, CURRENT DATA REQUIREMENTS AND THEIR DEFINITIONS IN THE PORTAL ARE AS FOLLOWS:
(1) EMPLOYMENT STATUS:
(A) FULL-TIME EMPLOYMENT: THE MEMBER'S EMPLOYER CONSIDERS THE PERSON A FULL-TIME EMPLOYEE.
(B) PART-TIME EMPLOYMENT: THE MEMBER'S EMPLOYER CONSIDERS THE PERSON A PART-TIME EMPLOYEE.
(C) SPECIFIED VOLUNTARY SERVICE EMPLOYMENT INCLUDES ONLY THOSE ACTIVITIES PERFORMED AS A MEMBER OF A SERVICE AUXILIARY (SUCH AS THE UNITED STATES COAST GUARD AUXILIARY AND THE CIVIL AIR PATROL) OR IS PERFORMED AS VOLUNTEER SERVICE TO A COMMUNITY SERVICE ORGANIZATION IN HEALTH, SAFETY, OR NATIONAL INTEREST; PROVIDED THAT THE SERVICE ORGANIZATION FOR WHICH THE VOLUNTARY SERVICE IS PERFORMED ANTICIPATES OR RELIES ON THE VOLUNTEER'S ABILITY AND PRESENCE IN ORDER FOR THE SERVICE ORGANIZATION TO PERFORM ITS SERVICES OR MISSION.
(D) STUDENT IS DEFINED AS A MARINE PURSUING A HIGHER EDUCATION DEGREE OR TRADE CERTIFICATION. STUDENTS SHOULD ENTER THE EDUCATIONAL INSTITUTION'S INFORMATION WHERE EMPLOYER NAME AND ADDRESS ARE REQUIRED.
(E) NOT CURRENTLY EMPLOYED (NONE APPLY) A MARINE IS CONSIDERED CURRENTLY NOT EMPLOYED IF HE OR SHE HAS NO INFORMATION TO PROVIDE IN THE EMPLOYMENT STATUSES OF FULL TIME, PART TIME, SPECIFIED VOLUNTARY SERVICE, OR STUDENT (NONE OF THE ABOVE EMPLOYMENT CODES ARE APPLICABLE).
(2) POSITION TITLE: IDENTIFY JOB TITLE ASSIGNED BY THE EMPLOYER (FREE TEXT).
(3) CURRENT POSITION STANDARD OCCUPATION CLASSIFICATION: REVIEW THE LIST OF MAJOR OCCUPATIONS AND SPECIFIC JOBS (BASED ON THE DEPARTMENT OF LABOR'S BUREAU OF LABOR STATISTICS STANDARD OCCUPATIONAL CODE CLASSIFICATION MANUAL) AND FIND THE ONE THAT BEST DESCRIBES THE CIVILIAN OCCUPATION.
(4) CURRENT POSITION BEGIN DATE MEMBER STARTED: CURRENT DATE POSITION WITH EMPLOYER.
(5) CURRENT POSITION END DATE: LEAVE BLANK IF STILL EMPLOYED BY THAT EMPLOYER.

(7) EMPLOYER ADDRESS: ENTER THE ADDRESS, CITY, STATE, ZIP CODE, AND COUNTRY THAT DEFINES THE EMPLOYER'S LOCAL ADDRESS.

FURTHER INFORMATION ON THE CEI PROGRAM IS POSTED ON THE HQMC CEI WEBSITE UNDER WWW.MANPOWER.USMC.MIL, RESERVE MARINE, RESERVE AFFAIRS, CAREER MANAGEMENT TEAM, CIVILIAN EMPLOYMENT INFORMATION. THIS POLICY WILL BE INCLUDED IN THE FUTURE REVISION OF MCO P1001.1J (MARINE CORPS RESERVE ADMINISTRATION MANAGEMENT MANUAL).
