GENTEXT/REMARKS/-1. IAW REF A, THE CIVILIAN WORKFORCE DEVELOPMENT SECTION IS SOLICITING CIVILIAN MARINE NOMINATIONS FOR THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) ASPIRING LEADER PROGRAM CLASS (SESSION ONE ONLY).  THE ASPIRING LEADER PROGRAM IS A FIVE WEEK CAREER HANCEMENT PROGRAM FOR THOSE WHO NEED TRAINING AND EVELOPMENTAL EXPERIENCES TO PREPARE THEM FOR POTENTIAL POSITIONS AS TEAM LEADERS, SUPERVISORS, AND MANAGERS IN THE FEDERAL GOVERNMENT. THE COURSE CONSISTS OF THREE SEPARATE WEEK-LONG TAD SESSIONS IN WASHINGTON DC (13-17 APRIL, 11-15 MAY, 8-12 JUN).  ADDITIONALLY, THE PARTICIPANT HAS TWO WEEKS OF COURSE WORK THAT REQUIRE THE PARTICIPANT TO BE AWAY FROM NORMAL DUTIES BETWEEN APRIL AND JUNE IN THE LOCAL COMMUTING AREA.
2. NOMINEE GRADE QUALIFICATIONS ARE: GS 5-7, NON-APPROPRIATED FUNDED,
DCIPS, WAGE GRADE, AND THE FOLLOWING NSPS EQUIVALENTS: (NSPS PAY BANDS AND SALARY RANGES BETWEEN $26,720 AND $43,516) FOR YA/YD/YH/YK/YL/YB/YC-1,YL/YB/YE-2.
2. A LIMIT OF TWO CANDIDATES PER COMMAND MAY BE NOMINATED AND SUBMITTED TO MPC-30. HQMC WILL CENTRALLY FUND THE TUITION, TRAVEL AND PER DIEM COSTS. A LIMITED NUMBER OF EMPLOYEES WILL BE SELECTED TO PARTICIPATE IN THIS PROGRAM. FINAL SELECTIONS WILL BE MADE AT THIS HEADQUARTERS. APPLICANTS ARE ENCOURAGED TO DOCUMENT THEIR PARTICIPATION IN MENTORING AND OTHER LEADERSHIP DEVELOPMENT ACTIVITIES IN THEIR NOMINATION PACKAGE.

4. THE NOMINATION PACKAGE MUST INCLUDE:
A. A STATEMENT WRITTEN BY THE FIRST-LINE SUPERVISOR OR APPROPRIATE
AGENCY OFFICIAL ASSESSING THE NOMINEE'S POTENTIAL.
B. A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION OF TRAINING AND REIMBURSEMENT. IT MUST INCLUDE A SIGNED COPY OF THE "AGREEMENT TO CONTINUE IN SERVICE".
C. A CURRENT OF-612 OR RESUME, SIGNED AND DATED THAT SHOWS CURRENT
HOME ADDRESS.
D. THE NAME, TITLE, AGENCY MAILING ADDRESS AND WORK TELEPHONE NUMBER
FOR THE FIRST-LINE SUPERVISIOR, AND AGENCY NOMINATING OFFICIAL.
E. ASPIRING LEADER PROGRAM APPLICATION.
F. STATEMENT FROM THE APPLICANT INDICATING THE APPLICANT'S PURPOSE
FOR APPLYING AND HOW PARTICIPATION IN THE ASPIRING LEADER PROGRAM
WILL SUPPORT THE APPLICAMT'S CAREER GOALS.
G. A COMMAND LETTER OF ENDORSEMENT NOTING THE SELECTION IS BASED ON
A COMPETITIVE PROCESS AND THE NOMINEE'S WILLINGNESS TO ABIDE BY THE
GUIDELINES FOR CENTRALLY MANAGED PROGRAMS. PACKAGES MUST BE ENDORSED
THROUGH THE CVILIAN CAREER LEADERSHIP DEVELOPMENT ADMINISTRATOR AND
THE COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.
