GENTEXT/REMARKS/1. IAW REF A, THE CIVILIAN WORKFORCE DEVELOPMENT SECTION IS SOLICITING CIVILIAN MARINE NOMINATIONS FOR THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) EXECUTIVE LEADERSHIP PROGRAM BEGINNING THE WEEK OF 26 APRIL 2009 (SESSION ONE ONLY). THE ELP IS A PART OF THE CENTRALLY MANAGED PROGRAMS PROVIDING LEADERSHIP DEVELOPMENT OPPORTUNITIES FOR GS 11-13, OR NON-APPROPRIATED FUNDED, DCIPS, WAGE GRADE AND NSPS EQUIVALENTS.
2. THIS 9-MONTH NATIONWIDE PROGRAM IS FOR INDIVIDUALS WHO HAVE LITTLE OR NO SUPERVISORY EXPERIENCE. ELP PROVIDES 4 WEEEKS OF RESIDENTIAL TRAINING (26 APR - 1 MAY/HUNTSVALLEY, MD; 26 JUL - 1 AUG/VALLEY FORGE, MD; 18-23 OCT/WILLIAMSBURG, VA; 31 JAN - 5 FEB/NORFOLK, VA), AND AN ADDITIONAL 4 MONTHS OF STUDY AWAY FROM NORMAL DUTIES. THE 4 MONTH DEVELOPMENTAL COURSE WORK WILL BE CONDUCTED IN THE PARTICIANTS LOCAL COMUTING AREA BETWEEN THE TAD TIMEFRAMES (9 MONTH PERIOD).
3. THIS IS A COMPETITIVE, CAREER ENHANCEMENT PROGRAM. A LIMITED NUMBER OF EMPLOYEES WILL BE SELECTED TO PARTICIPATE IN THIS PROGRAM. ENSURE YOUR NOMINEES CURRENTLY EXHIBIT CHARACTER TRAITS OF POTENTIAL LEADERS OR MANAGERS.
4. HEADQUARTERS MARINE CORPS WILL CENTRALLY FUND THE TUITION, TRAVEL, AND PER DIEM COSTS. SELECTIONS WILL BE MADE AT THIS HEADQUARTERS BY A PANEL CONSISTING OF SENIOR EXECUTIVE SERVICE MEMBERS. APPLICANTS ARE ENCOURAGED TO DOCUMENT THEIR PARTICIPATION IN MENTORING AND OTHER LEADERSHIP DEVELOPMENT ACTIVITIES IN THEIR NOMINATION PACKAGE.

6. THE NOMINATION PACKAGE MUST INCLUDE:
A. A CURRENT OF-612, OR RESUME SIGNED AND DATED THAT SHOWS CURRENT
HOME ADDRESS.
B. A COMPLETED SF182, AUTHORIZATION, AGREEMENT, AND CERTIFICATION
OF TRAINING AND REIMBURSEMENT. IT MUST INCLUDE A SIGNED COPY OF
THE "AGREEMENT TO CONTINUE IN SERVICE."
C. A COMPLETED EXECUTIVE LEADERSHIP PROGRAM APPLICATION.
D. A STATEMENT BY THE FIRST-LINE SUPERVISOR OR APPROPRIATE AGENCY
OFFICIAL ASSESSING THE NOMINEE'S POTENTIAL FOR LEADERSHIP OR
MANAGERIAL RESPONSIBILITIES. THE SUPERVISOR MUST ACKNOWLEDGE THEY
UNDERSTAND THE EMPLOYEE WILL BE ABSENT FROM DUTY FOR 5 MONTHS OF THE
YEAR TO ATTEND ELP AND COMPLETE COURSE WORK.
E. STATEMENT FROM THE APPLICANT INDICATING THE APPLICANT'S PURPOSE
FOR APPLYING, HOW PARTICIPATION IN ELP WILL IMPACT THEIR CAREER GOALS
AND THE RETURN ON INVESTMENT FOR THE MARINE CORPS.
F. A COMMAND LETTER OF ENDORSEMENT NOTING THE SELECTION IS BASED ON
A COMPETITIVE PROCESS AND THE PARTICIPANTS WILLINGNESS TO ABIDE BY THE
GUIDELINES FOR CENTRALLY MANAGED PROGRAMS. PACKAGES MUST BE ENDORSED
THROUGH THE CVILIAN CAREER LEADERSHIP DEVELOPMENT ADMINISTRATOR AND
THE COMMANDING OFFICER OR HIGHER LEVEL AUTHORITY.
7. HARD COPY NOMINATION PACKAGES, ORIGINAL AND SIX COPIES, MUST BE
