MANAGEMENT, AND ACQUISITION OF INTERACTIVE COURSEWARE (ICW) FOR
MARINE CORPS INSTRUCTION.  REF E IS THE CURRENT VERSION OF THE
MARINENET COURSEWARE DEVELOPMENT TECHNICAL STANDARDS. REF F IS THE
CURRENT VERSION OF THE CCE DESIGN AND DEVELOPMENT STANDARDS.//
GENTEXT/REMARKS/1.  INTERACTIVE MULTIMEDIA INSTRUCTION (IMI), ALSO
REFERRED TO AS INTERACTIVE COURSEWARE (ICW), CONTINUES TO EVOLVE AS
ONE OF THE MAJOR INSTRUCTIONAL TOOLS FOR EFFECTIVE, EFFICIENT, AND
TIMELY DELIVERY OF TRAINING AND EDUCATION FOR MARINES AND GOVERNMENT
EMPLOYEES.  DUE TO THESE CHANGES, REF A IS CANCELLED BY THIS
MARADMIN.  IMI HAS BECOME WIDELY ACCEPTED AS AN EFFECTIVE MEANS OF
ACCOMPLISHING NEW EQUIPMENT TRAINING, PREDEPLOYMENT TRAINING (PTP),
MOS REFRESHER AND SUSTAINMENT TRAINING, COMMON COMBAT SKILLS, AND
PME.
2.  REFS B THROUGH D PROVIDE GUIDANCE TO ENSURE ALL USMC IMI IS
DESIGNED USING SOUND, COST-EFFECTIVE, AND NON-PROPRIETARY MATERIALS.
THE MARINE CORPS COLLEGE OF CONTINUING EDUCATION (CCE), A COMPONENT
OF TRAINING AND EDUCATION COMMAND (TECOM), SERVES AS THE PROGRAM
MANAGEMENT OFFICE FOR THE MARINE CORPS DISTANCE LEARNING (DL)
PROGRAM (MCDLP).  THE CCE HAS PUBLISHED COURSEWARE DEVELOPMENT
STANDARDS (REF E), AND DESIGN AND DEVELOPMENT STANDARDS (REF F).
IMI PRODUCTS DESIGNED AND DEVELOPED TO THESE STANDARDS WILL BE FULLY
COMPATIBLE WITH THE USMC DL INFRASTRUCTURE AND NETWORK ARCHITECTURE.
IN ADDITION, THIS COURSEWARE WILL BE ACCESSIBLE VIA MARINENET, FROM
ANY LEARNING RESOURCE CENTER, ANY USMC PROVIDED WORKSTATION, OR ANY
PC WITH A BROADBAND INTERNET CONNECTION. 
3.  THE CCE IS THE USMC PROPONENT FOR DL AND IMI PRODUCTS. IN ORDER
TO ENSURE THE MARINE CORPS IS IN COMPLIANCE WITH DOD DIRECTIVES AND
TO MAXIMIZE ACCESS TO MARINE CORPS DEVELOPED IMI, ALL IMI PRODUCTS
DEVELOPED AFTER THE DATE OF THIS MESSAGE BY UNITS AND ACTIVITIES IN
TECOM, MARCORSYSCOM, HQMC, MARFORCOM AND MARFORRES SHALL ADHERE TO
THE MARINENET COURSEWARE DEVELOPMENT TECHNICAL STANDARDS.
4.  THE CCE IS AVAILABLE TO MANAGE THE DEVELOPMENT OF A LIMITED
NUMBER OF IMI PRODUCTS.  THE SELECTION OF THESE PRODUCTS IS
ACCOMPLISHED AT THE ANNUAL DL TARGETING BOARD.  DATES, TIMES, AND
DETAILED INFORMATION WILL BE PROVIDED IN A SEPARATE MARADMIN.
5.  ANY ORGANIZATION CHOOSING TO SELF-MANAGE THE DEVELOPMENT OF WEB
BASED IMI SHALL ESTABLISH LIAISON WITH THE CCE PRIOR TO COMMENCING
THEIR DEVELOPMENT EFFORT TO ENSURE THAT MARINENET INTEROPERABILITY
IS ADHERED TO IAW SPECIFICATIONS LISTED IN REF E.  IN ADDITION, THE
SPONSOR OF THE IMI UNDER DEVELOPMENT WILL BE RESPONSIBLE FOR THE
SUBMISSION AND COORDINATION OF THE IMI FOR MARINENET TESTING AND
ACTIVATION IAW CURRENT CCE POLICIES AND PROCEDURES.
