GENTEXT/REMARKS/1. PURPOSE. TO ESTABLISH AND ASSIGN
RESPONSIBILITIES FOR THE DEFENSE CIVILIAN INTELLIGENCE PERSONNEL
SYSTEM (DCIPS) IN THE MARINE CORPS INTELLIGENCE COMMUNITY.

3. BACKGROUND.
A. THE NATIONAL DEFENSE AUTHORIZATION ACT OF 1996 AS CODIFIED
IN REF A AUTHORIZED THE ESTABLISHMENT OF A SEPARATE PERSONNEL
MANAGEMENT SYSTEM FOR DEFENSE INTELLIGENCE POSITIONS OF THE
DEPARTMENT OF DEFENSE AS THE SECRETARY DETERMINES NECESSARY TO CARRY
OUT THE INTELLIGENCE FUNCTIONS OF THE DEPARTMENT.
B. DCIPS IS A COMPREHENSIVE PERSONNEL MANAGEMENT SYSTEM WHICH
ADDRESSES THE UNIQUE NEEDS OF INTELLIGENCE ORGANIZATIONS AND
MISSIONS. DCIPS INCLUDES ASPECTS OF TOTAL FORCE MANAGEMENT, TO
INCLUDE MEASURABLE PERFORMANCE MANAGEMENT WHICH DRIVES COMPENSATION,
AN OCCUPATIONAL STRUCTURE WHICH ENSURES ALL EMPLOYEES ACROSS THE DOD
INTELLIGENCE COMMUNITY (IC) ARE PERFORMING WORK ALIGNED WITH THE
ORGANIZATION'S MISSION, AND A COMPREHENSIVE CAREER DEVELOPMENT
PROGRAM TO MEET FUTURE GOALS OF BOTH THE ORGANIZATION AND THE
INDIVIDUAL.
4. APPLICABILITY. THIS MARADMIN APPLIES TO THE UNITED STATES
MARINE CORPS INTELLIGENCE COMMUNITY OF INTEREST (COI).
5. POLICY. IT IS USMC POLICY THAT:
A. PURSUANT TO REF B, AND IN COMPLIANCE WITH CONGRESSIONAL
INTENT OF THE INTELLIGENCE REFORM AND TERRORISM PREVENTION ACT OF
2004, REF E, DCIPS SHALL BE THE CIVILIAN PERSONNEL SYSTEM FOR
INTELLIGENCE POSITIONS IN MARINE CORPS.
B. PERSONNEL MANAGEMENT UNDER THIS MARADMIN SHALL BE BASED ON,
AND EMBODY, THE MERIT SYSTEM PRINCIPLES AS SET FORTH IN REF D,
SECTION 2301, TO INCLUDE EQUAL EMPLOYMENT OPPORTUNITY.
C. CIVILIAN POSITIONS IN THE MARINE CORPS HAVING A PRIMARY
INTELLIGENCE MISSION (0132 SERIES) AND NON-0132 POSITIONS IN
INTELLIGENCE UNITS/SECTIONS ENGAGED IN INTELLIGENCE AND
INTELLIGENCE-RELATED WORK REQUIRING A SIGNIFICANT DEGREE OF
SPECIALIZED SKILL SHALL BE DESIGNATED AS DCIPS POSITIONS, AND THAT
OTHER POSITIONS IN THE MARINE CORPS THAT DIRECTLY SUPPORT
INTELLIGENCE FUNCTIONS SHALL BE CONSIDERED FOR INCLUSION IN THE
DCIPS. ADJUDICATION OF INCLUSION OF BILLETS IS THE RESPONSIBILITY
OF MARINE CORPS DIRECTOR OF INTELLIGENCE.
D. THE CONCEPT OF SHARED RESPONSIBILITY AND ACCOUNTABILITY FOR
CIVILIAN PERSONNEL MANAGEMENT BETWEEN UNIFORMED AND CIVILIAN LINE
SUPERVISORS, MANAGERS, COMMAND ELEMENTS, AND THE MARINE CORPS
DIRECTOR OF INTELLIGENCE SHALL BE FIRMLY ESTABLISHED. THIS WILL BE
ACCOMPLISHED THROUGH TOTAL INVOLVEMENT OF ALL PARTIES IN ALL ASPECTS
OF THE DEVELOPMENT, ADMINISTRATION, EVALUATION, AND FURTHER
IMPROVEMENT OF DCIPS.
6. CRITERIA FOR DESIGNATING ORGANIZATIONS & POSITIONS AS DCIPS.
A. ORGANIZATIONAL. ALL CIVILIAN POSITIONS IN MARINE CORPS
ORGANIZATIONS THAT HAVE A PRIMARY INTELLIGENCE MISSION WILL BE
DESIGNATED AS DCIPS POSITIONS, PURSUANT TO REF B AND THIS MARADMIN.
B. OCCUPATIONAL. POSITIONS IN MARINE CORPS ORGANIZATIONS THAT
ARE NOT DOD INTELLIGENCE COMPONENTS WILL BE DESIGNATED AS DCIPS WHEN
THE FUNCTIONS OF THE POSITIONS REQUIRE ENGAGEMENT IN INTELLIGENCE
AND RELATED WORK REQUIRING A SIGNIFICANT DEGREE OF SPECIALIZED
INTELLIGENCE SKILLS (REF B AND F), INCLUDING SPECIFICALLY:
(1) ALL POSITIONS IN THE 0132 (INTELLIGENCE), AND 0134
(INTELLIGENCE AID AND CLERK) SERIES.
(2) ALL POSITIONS IN SECURITY ADMINISTRATION, CLERICAL, AND
TECHNICAL SERIES, THE DUTIES OF WHICH ARE PREDOMINATELY (AT LEAST 51
PERCENT) INTELLIGENCE-RELATED. INTELLIGENCE-RELATED POSITIONS (0080
AND 0086 SERIES) INVOLVED IN DIRECTING, PLANNING, DEVELOPING,
IMPLEMENTING, COORDINATING, CONTROLLING, INSPECTING, OR CONDUCTING
SPECIFIC PROGRAMS. THESE PROGRAMS ARE DESIGNED PRIMARILY TO PROTECT
INFORMATION, MATERIEL, OPERATIONS, AND/OR FACILITIES FROM SUCH
NATIONAL SECURITY THREATS AS COMPROMISE OF INFORMATION, UNAUTHORIZED
DISCLOSURE OR ESPIONAGE.
(3) ALL SCIENTIFIC AND TECHNICAL POSITIONS WITHIN
NON-INTELLIGENCE ORGANIZATIONS IN THE MARINE CORPS THAT PERFORM
INTELLIGENCE FUNCTIONS (E.G. 0150 SERIES, GEOGRAPHERS).
C. DISCRETIONARY. OTHER POSITIONS NOT SPECIFICALLY STATED
ABOVE THAT DIRECTLY SUPPORT INTELLIGENCE FUNCTIONS WITHIN
NON-INTELLIGENCE ORGANIZATIONS IN MARINE CORPS AT THE DISCRETION OF
THE HEADQUARTERS MARINE CORPS, DIRECTOR OF INTELLIGENCE, AND THE
HEAD OF THE MARINE CORPS ORGANIZATION CONCERNED PURSUANT TO REF B
AND F.
7. ADMINISTRATIVE SUPPORT.
A. DIRECTOR OF NAVAL INTELLIGENCE CIVILIAN INTELLIGENCE
PERSONNEL OFFICE AND THE HUMAN RESOURCE SERVICE CENTER NORTHEAST ARE
RESPONSIBLE FOR PROVIDING PERSONNEL SUPPORT TO DCIPS POSITIONS
WITHIN MARINE CORPS SPONSORED COMMANDS AND ACTIVITIES IN ACCORDANCE
WITH DIRECTIVES AND AGREEMENTS FROM THE DEPARTMENT OF DEFENSE, THE
SECRETARY OF THE NAVY, AND HEADQUARTERS MARINE CORPS DIRECTOR OF
INTELLIGENCE.
B. ALL DESIGNATED INTELLIGENCE CIVILIAN MARINES CONVERT TO
DCIPS PERFORMANCE MANAGEMENT 1 OCTOBER 2008 AND CONVERT INTO DCIPS
PAY BANDS 9 NOVEMBER 2008.
C. THE DCIPS PERFORMANCE CYCLE RUNS FROM 1 OCTOBER TO 30
SEPTEMBER. CIVILIAN MARINES ON DIFFERENT PERFORMANCE APPRAISAL
CYCLES HAVE APPROPRIATELY ADJUSTED THEIR CURRENT CYCLES TO ALIGN
WITH DCIPS. CORRESPONDING ADJUSTMENTS WILL BE REQUIRED IN ANY
PERFORMANCE AWARDS WITH DUE CONSIDERATION GIVEN TO THE FISCAL YEAR
CHANGEOVER.
8. THE DISBURSED NATURE OF THESE POSITIONS AND THE INABILITY TO MIX
PERSONNEL IN DCIPS WITHIN NSPS PAY POOLS NECESSITATES THE
ESTABLISHMENT OF CROSS COMMAND PAY POOLS TO BUNDLE DCIPS CIVILIAN
MARINES IN SUPPORT OF UNITS WITH SMALL DCIPS POPULATIONS.
