GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN APPLIES TO ALL
ORGANIZATIONS AND POSITIONS COVERED BY THE NATIONAL SECURITY
PERSONNEL SYSTEM (NSPS).
2. UNDER THE NSPS, EMPLOYEES WILL RECEIVE PAY INCREASES FROM PAY
BAND ADJUSTMENTS, LOCAL MARKET SUPPLEMENTS AND PERFORMANCE PAYOUTS.
3. EVERY YEAR ORGANIZATIONS SET ASIDE FUNDING FOR NSPS PERFORMANCE
PAYOUTS. PERFORMANCE PAYOUTS ARE BASED ON FINAL RATINGS OF RECORD
AND MAY BE PAID OUT IN THE FORM OF A BASE SALARY INCREASE, BONUS,
OR A COMBINATION OF THE TWO.
4. PER REF A THE GENERAL PAY INCREASE (GPI) REQUIRES 60% OF THE
NON-LOCALITY PORTION OF GENERAL PAY INCREASE (GPI) PAID AS A GENERAL
INCREASE TO NSPS EMPLOYEES. 40% OF THE GPI WILL BE APPLIED TO
ELEMENT 2 OF THE PAY POOL FUND. CONGRESS RECENTLY PASSED AND THE
PRESIDENT SIGNED LEGISLATION PROVIDING A 3.9 PERCENT OVERALL PAY
INCREASE FOR 2009. UNTIL THE EXECUTIVE ORDER IS ISSUED ALLOCATING
THE OVERALL INCREASE BETWEEN AN ACROSS-THE-BOARD INCREASE AND
LOCALITY PAY FOR 2009, THE DOD HAS ISSUED THE FOLLOWING GUIDANCE
FOR NSPS PERFORMANCE PAYOUTS. ASSUME 1% IS APPLIED TO LOCALITY PAY.
1.74% IS APPLIED TO THE RATE RANGE ADJUSTMENT AND SHALL BE AVAILABLE
TO ALL EMPLOYEES RECEIVING A RATING OF LEVEL 2 OR ABOVE. 1.16% IS
APPLIED TO THE PAY POOL FUND AND SHALL BE AVAILABLE TO ALL EMPLOYEES
RECEIVING A RATING OF LEVEL 3 OR ABOVE.
5. PLANNING GUIDANCE FOR NSPS PAY POOL PANEL MEMBERS CONDUCTING
PAY POOLS FOR THE PERFORMANCE CYCLE ENDING 30 SEPTEMBER 2008
SHOULD BE PREPARED TO CARRY OUT THE FOLLOWING PAY POOL FUNDING:
A. ELEMENT 1 - THE FUNDING FLOOR IS 2.26% OF BASE SALARIES IAW
THE REFS. ORGANIZATIONS MAY INCREASE THE FUNDING LEVEL OF
ELEMENT 1, BUT SHALL NOT FUND IT BELOW 2.26%.
B. ELEMENT 2 - 1.16% COMPRISED OF 40% OF THE NON-LOCALITY
PORTION OF THE GENERAL PAY INCREASE (GPI). LEGISLATION ALSO
REQUIRES MONEY FROM THIS ELEMENT TO BE USED FOR BASE SALARY
INCREASES ONLY.
C. ELEMENT 3 - REPRESENTS FUNDS TO BE SPENT ON PERFORMANCE-BASED
CASH AWARDS/BONUSES. IAW REF C, ELEMENT 3 FUNDING FLOOR IS 1%.
ORGANIZATIONS MAY INCREASE THE FUNDING LEVEL OF ELEMENT 3 BUT SHALL
NOT FUND IT BELOW 1%.
D. ORGANIZATIONS MAY ALSO ALLOCATE ADDITIONAL FUNDS TO THE PAY
POOL FUND IAW REF C. ADDITIONAL GUIDANCE WILL BE PROVIDED WITH
RESPECT TO THE AMOUNT OF GS PAY INCREASE AND LOCALITY-BASED
INCREASE.
