GENTEXT/REMARKS/1. EFFECTIVE 1 OCTOBER 2008 THIS BULLETIN CANCELS
REF A AND IMPLEMENTS CHANGES FOR THE ISSUANCE OF THE FY09 SMCR REB
AND MGIB-SR KICKER.
2. ADMINISTRATIVE GUIDANCE.
A. MARINES ELIGIBLE AND MEETING THE RETENTION GUIDELINES IN
REFERENCE B AND THE INCENTIVE REQUIREMENTS ESTABLISHED IN REFERENCES
C AND D MAY HAVE THEIR CAREER RETENTION SPECIALIST (CRS) SUBMIT A
REQUEST FOR REENLISTMENT WITH A SMCR REB AND/OR MGIB-SR KICKER VIA
THE TOTAL FORCE RETENTION SYSTEM (TFRS).
B. UPON APPROVAL OF THE REENLISTMENT REQUEST BY CMC (CMT) AND
APPROVAL OF THE INCENTIVE REQUEST/S BY CMC (RAP), CMC (RAP) WILL
ISSUE A BONUS CONTROL NUMBER (BCN) AND/OR A KICKER CONTROL NUMBER
(KCN) VIA TFRS.
C. PRIOR TO THE MARINE REENLISTING, THE CRS WILL:
(1) OBTAIN A WRITTEN AGREEMENT BY VISITING THE M&RA WEBSITE
AT WWW.MANPOWER.USMC.MIL IN THE SEARCH BOX ENTER KEYWORD "REB,"
SELECT "SMCR REB," THEN "SMCR REB WRITTEN AGREEMENT."
(2) HAVE THE MARINE COMPLETE AND SIGN THE WRITTEN AGREEMENT
AND ATTACH IT TO A NEW DD FORM 4; REFER TO REFERENCE E FOR
DISPOSITION INSTRUCTIONS FOR THE DD FORM.
D. NOTIFY CMC (RAP) VIA ITS SECTION MAILBOX, SMB-RAP@USMC.MIL,
WHEN MARINES ASSIGNED A BCN AND/OR A KCN FAIL TO REENLIST WITHIN
30 DAYS.
E. MARINES THAT FAIL TO REENLIST WITHIN THE 30-DAY LIMIT OR
30 SEPTEMBER 2009 FORFEIT THEIR INCENTIVE ELIGIBILITY.
3. ELIGIBILITY CRITERIA FOR THE SMCR REB.
A. HAVE A RESERVE END OF CURRENT CONTRACT (RECC) BETWEEN 1
OCTOBER 2008 AND 30 SEPTEMBER 2009.
B. REENLIST IN ACCORDANCE WITH REF B FOR A MINIMUM OF 3
YEARS BETWEEN 1 OCTOBER 2008 AND 30 SEPTEMBER 2009.
C. MARINES CURRENTLY ON THEIR 8-YEAR MILITARY SERVICE
OBLIGATION (MSO) MAY EXECUTE A REENLISTMENT FOR THIS INCENTIVE
IF THEY HAVE PASSED THEIR MANDATORY DRILL STOP DATE.
D. MARINES WHO HAVE COMPLETED 2 YEARS OF A 3-YEAR REB
OBLIGATION MAY REENLIST FOR A NEW REB; HOWEVER, THEY MUST
REENLIST FOR THE TOTAL MONTHS REQUIRED FOR BOTH OBLIGATIONS.
FOR EXAMPLE, A SERGEANT WITH 1 YEAR REMAINING ON HIS ORIGINAL
REB OBLIGATION MUST REENLIST FOR A TOTAL OF 4 YEARS TO BE
ELIGIBLE FOR THE NEXT REB.
E. SERVING IN A CMC (RAP) VALIDATED BILLET COMMENSURATE
WITH GRADE AND PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS).
F. COMPLETED THE REQUIRED PMOS TRAINING PER REFERENCE F.
G. MARINES MAY NOT HAVE MORE THAN 16 TOTAL YEARS OF MILITARY
SERVICE ON THE DATE OF REENLISTMENT (USE THE PAY ENTRY BASE DATE TO
CALCULATE TOTAL MILITARY SERVICE).
H. IN THE CURRENT GRADE, HAVE NOT FAILED SELECTION TO THE NEXT
HIGHER GRADE IN THE SMCR.
I. SERGEANTS MAY NOT HAVE MORE THAN 10 SATISFACTORY YEARS ON
THE DATE OF REENLISTMENT.
J. STAFF SERGEANTS.
(1) MAY NOT HAVE MORE THAN 15 SATISFACTORY YEARS ON THE
DATE OF REENLISTMENT.
(2) NOT SELECTED FOR GUNNERY SERGEANT.
4. OBLIGATION.
A. RECIPIENTS OF THIS INCENTIVE WILL INCUR A 3-YEAR OBLIGATION
FROM THE DATE OF REENLISTMENT.
B. RECIPIENTS MUST SERVE IN THE PMOS AND THE UNIT WITH WHOM
THEY REENLISTED.
5. RECOUPMENT.
A. RECOUPMENT WILL OCCUR AT A PRORATED AMOUNT IF THE MARINE:
(1) FAILS TO FULFILL THE OBLIGATION;
(2) FAILS TO PARTICIPATE SATISFACTORILY;
(3) EXECUTES A LATERAL MOVE;
(4) TRANSFERS TO THE INDIVIDUAL READY RESERVE (IRR);
(5) EXECUTES AN INTER-UNIT TRANSFER WITHOUT CMC (RAP)
APPROVAL;
(6) PERFORMS ACTIVE DUTY OPERATIONAL SUPPORT WITH A UNIT
OTHER THAN THEIR OWN FOR A PERIOD GREATER THAN 90 CUMULATIVE DAYS
PER FISCAL YEAR;
(7) SERVES AS AN INDIVIDUAL AUGMENTEE OR AS AN INDIVIDUAL
MOBILIZATION AUGMENTEE WITH A UNIT OTHER THAN THEIR BATTALION OR
SQUADRON;
(8) AUGMENTS TO THE ACTIVE COMPONENT OR THE ACTIVE RESERVE
PROGRAM.
B. RECOUPMENT WILL NOT OCCUR IF THE MARINE:
(1) IS REQUIRED TO INVOLUNTARILY TRANSFER TO THE IRR DUE
TO HAVING TWICE FAILED SELECTION TO THE NEXT HIGHER GRADE, UNIT
DEACTIVATION, REDESIGNATION, OR DISABILITY.
(2) IS COMMISSIONED OR ACCEPTS AN APPOINTMENT IN THE
SELECTED RESERVE AND HAS SERVED 1 YEAR OF THEIR INCENTIVE
OBLIGATION.
6. THE INCENTIVE AMOUNT IS A $15,000 LUMP SUM PAYMENT.
7. ELIGIBILITY CRITERIA FOR THE MGIB-SR KICKER.
A. HAVE A RESERVE END OF CURRENT CONTRACT (RECC) BETWEEN
1 OCTOBER 2008 AND 30 SEPTEMBER 2009.
B. REENLIST IN ACCORDANCE WITH REF B FOR A MINIMUM OF 6
YEARS BETWEEN 1 OCTOBER 2008 AND 30 SEPTEMBER 2009.
C. MARINES CURRENTLY ON THEIR 8-YEAR MILITARY SERVICE

FOR MARINES DESIRING A MGIB-SR KICKER.
8. OBLIGATION.
A. RECIPIENTS OF THIS INCENTIVE WILL INCUR A 6-YEAR OBLIGATION
FROM THE DATE OF REENLISTMENT.
B. RECIPIENTS MUST SERVE IN THE PMOS AND THE UNIT TO WHICH
THEY AFFILIATED.
9. MGIB-SR KICKER INCENTIVE AMOUNT.
A. $350 A MONTH, FOR UP TO 36 MONTHS OF FULL TIME EDUCATIONAL
PURSUIT.
B. PAYMENTS MAY BE PRO-RATED FOR LESS THAN FULL TIME
ENROLLMENT.
C. THIS INCENTIVE WILL BE IN CONJUNCTION WITH EITHER THE MGIB
BASIC BENEFIT OR THE MGIB SELECTED RESERVE BENEFIT.
10. ELIGIBLE PMOS FOR THESE INCENTIVES ARE;

11. CONCURRENT RECEIPT OF THESE INCENTIVES IS AUTHORIZED.
12. THESE INCENTIVES ARE NOT APPLICABLE TO INDIVIDUAL
MOBILIZATION AUGMENTEES.
13. DUE TO FINITE INCENTIVE FUNDS, INCENTIVES WILL BE ISSUED ON A
FIRST COME/FIRST SERVED BASIS.
14. THIS BULLETIN CANCELS ON 30 SEPTEMBER 2009.
