GENTEXT/REMARKS/INSTALLATION ACCESS CHALLENGES VARY GREATLY FROM ONE
INSTALLATION TO ANOTHER.  WHILE SECURITY AND SAFETY OF DOD
PERSONNEL, THEIR FAMILY MEMBERS AND CIVILIAN PERSONNEL AT USMC
INSTALLATIONS IS PARAMOUNT, COMMANDERS MUST CONTINUOUSLY BALANCE A
STRONG SECURITY POSTURE WHILE ENSURING SMOOTH AND EFFICIENT MOVEMENT
OF PERSONNEL ABOARD THE INSTALLATION. THE PURPOSE OF ENTRY/ACCESS
CONTROL POINTS AT MARINE CORPS INSTALLATIONS OR FACILITIES IS TO
CHANNEL THE MOVEMENT OF PERSONNEL ONTO THE INSTALLATION, WHETHER ON
FOOT OR BY VEHICLE, TO VERIFY AND AUTHORIZE ENTRY, BY MEANS OF
APPROVED CREDENTIALS. ADDITIONALLY, ENTRY/ACCESS CONTROL POINTS
SERVE AS A DETERRENT TO THOSE INDIVIDUALS OR GROUPS TRYING TO GAIN
ACCESS TO A MARINE CORPS INSTALLATION OR FACILITY WHO HAVE MALICIOUS
INTENT OR NO OFFICIAL BUSINESS. A WELL DESIGNED ENTRY/ACCESS CONTROL
POINT THAT IS ADEQUATELY MAINTAINED AND PROPERLY STAFFED WITH WELL
TRAINED AND EQUIPPED PERSONNEL GREATLY ENHANCES THE EFFICIENT,
EXPEDIENT MOVEMENT OF AUTHORIZED PERSONNEL AS WELL AS PREVENTS
UNAUTHORIZED ENTRY/ACCESS. THIS MARINE CORPS POLICY ESTABLISHES A
STANDARD BASELINE FOR INSTALLATION ACCESS, REQUIREMENTS FOR ISSUANCE
OF APPROVED CREDENTIALS/IDENTIFICATION, AND WILL SUPPORT FUTURE
ACCESS CONTROL SYSTEMS AND INITIATIVES.
1. APPROVED ACCESS CREDENTIALS. THE FOLLOWING LIST OF CREDENTIALS
ARE APPROVED FOR USE IN IDENTIFYING PERSONNEL TO BE ALLOWED ACCESS
TO UNITED STATES MARINE CORPS FACILITIES/INSTALLATIONS.
1.A. THE CAC IS THE PRIMARY TOKEN FOR ACCESS TO ALL MARINE CORPS
INSTALLATIONS. THE CAC POPULATION IS COMPRISED PRIMARILY OF
ACTIVE/RESERVE PERSONNEL, U.S. CIVIL SERVICE PERSONNEL, CONTRACTORS
REQUIRING PHYSICAL AND LOGICAL ACCESS, FOREIGN NATIONALS, AND SELECT
VOLUNTEERS. WHILE ACCESS CONTROL SYSTEMS MUST USE THE CAC AS THE
PRIMARY TOKEN, POSSESSION OF A CAC DOES NOT AUTOMATICALLY EQUATE TO
INSTALLATION ACCESS. THE CAC, AN AUTHENTICATION CREDENTIAL,
IDENTIFIES THE INDIVIDUAL AND SHOULD BE USED IN CONJUNCTION WITH
ACCESS CONTROL POLICY AND PROCEDURES TO IMPLEMENT A COMPREHENSIVE
INSTALLATION ACCESS CONTROL PROGRAM. REQUIREMENTS AND GUIDANCE FOR
THE ISSUANCE OF CREDENTIALS IS GOVERNED UNDER REF F.
1.B. THE TESLIN CARD WILL BE USED TO IDENTIFY ELIGIBLE INDIVIDUALS
FOR SPECIFIC BENEFITS (FAMILY MEMBERS, RETIREES, ETC.) AND ASSIST
WITH ACCESS CONTROL DECISIONS, BUT SHOULD NOT BE USED AS THE SOLE
BASIS FOR ACCESS TO THE INSTALLATION. TESLIN CARDS ARE COMPRISED OF:
1.B.1. DD FORM 2 (RESERVE RETIRED) RECIPIENTS: RETIRED MEMBERS OF
THE RESERVES UNDER AGE 60.
1.B.2. DD FORM 2 (INDIVIDUAL READY RESERVE) RECIPIENTS: MEMBERS OF
THE INDIVIDUAL READY RESERVES AND THE INACTIVE GUARD.
1.B.3. DD FORM 2 (RETIRED) RECIPIENTS: MEMBERS ENTITLED TO RETIRED
PAY, MEMBERS ON THE TEMPORARY DISABILITY RETIRED LIST (TDRL), AND

1.D. ALL LOCALLY PRODUCED INSTALLATION ACCESS CREDENTIALS MAY
CONTINUE TO BE USED UNTIL THE STANDARD, DOD APPROVED, THIRD
CARD/CREDENTIAL (POSSIBLY THE DEFENSE BIOMETRIC IDENTIFICATION
SYSTEM (DBIDS) CARD) HAS BEEN RELEASED AND IMPLEMENTED. ANY LOCALLY
PRODUCED CREDENTIAL USED FOR INSTALLATION ACCESS WILL REQUIRE AT A
MINIMUM, A NATIONAL CRIME INFORMATION CENTER (NCIC) CHECK FOR WANTS
AND WARRANTS, CRIMINAL HISTORY (NOT A PERSONNEL SECURITY
INVESTIGATION (PSI) UNDER THE DOD INFORMATION AND PERSONNEL SECURITY
PROGRAM), AND SUBMISSION OF FINGERPRINT RECORDS TO THE FBI AUTOMATED
FINGERPRINT IDENTIFICATION SYSTEM (AFIS) DATABASE PRIOR TO ISSUANCE.
THESE CREDENTIALS SHOULD BE GIVEN TO SERVICE PROVIDERS (IE. VENDORS,
CONTRACTORS, FOOD SERVICE PERSONNEL AND OTHER SERVICE TYPE
PROVIDERS) WHO REQUIRE ROUTINE ACCESS TO THE INSTALLATION. THESE
SERVICE PROVIDERS WILL NOT USE ANY APPROVED CEDENTIAL IDENTIFIED IN
1.A. THROUGH 1.C. TO BYPASS SCREENING REQUIREMENTS WHEN PROVIDING
SERVICES TO THE INSTALLATION. COMMANDERS MUST PROVIDE GUIDANCE ON
ISSUANCE OF THIS CREDENTIAL. THESE CREDENTIALS WILL BE ISSUED FOR
PERIODS OF ONE TO TWO YEARS, OR UNTIL THE END OF THE CONTRACT,
WHICHEVER COMES FIRST AND WILL BE ISSUED AT GOVERNMENT EXPENSE.
1.E. DAY/VISITOR ACCESS PASSES ARE APPROVED AND SHOULD CONTINUE TO
BE ISSUED TO PERSONNEL WHO ARE AUTHORIZED ACCESS TO THE
INSTALLATION. REQUIREMENTS FOR ISSUANCE ARE LISTED IN PARAGRAPH 2.A.
BELOW.
2. STANDARD BASE ACCESS REQUIREMENTS - COMMANDERS WILL ESTABLISH
PROCEDURES TO ENSURE THAT ALL PERSONNEL ENTERING USMC
FACILITIES/INSTALLATIONS ARE SCREENED TO ENSURE ACCESS IS RESTRICTED
ONLY TO AUTHORIZED PERSONS. VISITORS PRESENT A DIFFERENT CONCERN AND
ARE GENERALLY UNKNOWN PERSONS WHO POSE AN INCREASED THREAT.
ADDITIONALLY, CONTRACTORS ARE BEING CALLED UPON TO PROVIDE SERVICES
AT MILITARY INSTALLATIONS AND PRESENT CHALLENGES AND POTENTIAL
THREATS OF THEIR OWN. SCREENING AND VETTING OF THESE PERSONS PRIOR
TO ENTRY SERVES TO ENHANCE THE SECURITY POSTURE OF THE INSTALLATION.
 ACCESS IS GENERALLY DIVIDED INTO THE FOLLOWING CATEGORIES:
2.A. DAY/VISITOR ACCESS (NON-CONTRACT EMPLOYEES): PASSES ISSUED FOR
PERIODS OF LESS THAN 30 DAYS. SPORTING/SPECIAL EVENTS, FAMILY
VISITS, BUSINESS MEETINGS AND CONFERENCES ARE ALL EXAMPLES OF SHORT
DURATION VISITS. INSTALLATION PASSES SHOULD BE ISSUED FOR THE
DURATION OF THE VISIT OR MEETING. THE FOLLOWING DOCUMENTS/
CREDENTIALS AND REQUIREMENTS APPLY FOR ALL DAY/VISITORS PRIOR TO THE
ISSUANCE OF A TEMPORARY PASS:
2.A.1. A VALID FEDERAL OR STATE GOVERNMENT IDENTIFICATION CONTAINING
A PHOTOGRAPH.
2.A.1.A. CURRENT/EXISTING STATE IDENTIFICATION AND OTHER GOVERNMENT
ISSUED ID'S ARE BOTH ACCEPTABLE FORMS OF CREDENTIALS.
2.A.2. IF DRIVING A MOTOR VEHICLE A VALID DRIVERS LICENSE, VEHICLE
REGISTRATION, AND PROOF OF INSURANCE.        
2.A.3. SPONSORSHIP - SPONSORSHIP IS DEFINED AS A PRIVILEGE EXTENDED
BY THE INSTALLATION COMMANDER TO AUTHORIZED PERSONNEL REQUESTING
APPROVAL FOR LIMITED ACCESS OF PERSONS FOR BUSINESS OR SOCIAL
PURPOSES. AUTHORIZED SPONSORS ARE THOSE INDIVIDUALS IDENTIFIED IN
PARAGRAPHS 1.A. THROUGH 1.D. ABOVE. SPONSORS ARE REQUIRED TO
IDENTIFY NAMES, VEHICLE INFORMATION, DATES OF VISIT, AND PURPOSE, TO
DESIGNATED INSTALLATION PERSONNEL WHEN REQUESTING TO SPONSOR AN
INDIVIDUAL(S) ABOARD THE INSTALLATION. SPONSORS ARE RESPONSIBLE FOR
CONDUCT OF VISITORS DURING THEIR TIME ABOARD THE INSTALLATION.
COMMANDERS ARE ENCOURAGED TO PUBLISH GUIDELINES FOR SPONSORSHIP AND
VISITOR PRIVILEGES.  THE REQUIREMENT FOR SPONSORSHIP (OTHER THAN
INDIVIDUALS LISTED IN 1.A. THROUGH 1.C. ABOVE) INCLUDES CONTRACTS
FOR SERVICES AND ALL CONTRACTUAL SPONSORSHIPS MUST INCLUDE CURRENT,
LOCAL POINT OF CONTACT INFORMATION AND PHONE NUMBER.
2.A.4. CONTRACTORS SHALL NOT USE DAY/VISITOR ACCESS PROCEDURES TO
CIRCUMVENT BACKGROUND CHECK REQUIREMENTS. 
2.B. NOT REGULARLY SCHEDULED DELIVERY ACCESS: PASSES ISSUED TO

INSTALLATION FOR A SHORT PERIOD OF TIME. THIS CATEGORY POSES THE
GREATEST THREAT TO OUR INSTALLATIONS AND IS THE MOST DIFFICULT TO
REGULATE WITHOUT IMPACTING OPERATIONS. DELIVERY PERSONNEL WILL MEET
REQUIREMENTS AND PRESENT ITEMS LISTED IN PARAGRAPH 2.A. ABOVE PRIOR
TO THE ISSUANCE OF AN INSTALLATION PASS. ADDITIONALLY, SECURITY
PERSONNEL SHOULD INSPECT DELIVERY VEHICLES PER COMMANDERS GUIDANCE.
WHEN POSSIBLE, INSTALLATIONS SHOULD PROCESS DELIVERIES THROUGH A

MILITARY INSTALLATIONS
3.F. IS ON A PRISONER WORK-RELEASE PROGRAM, OR CURRENTLY ON PAROLE
3.G. IS A REGISTERED SEX OFFENDER
3.H. HAS A CRIMINAL HISTORY
3.H.1 COMMANDS MUST ESTABLISH A POLICY THAT FURTHER IDENTIFIES
AUTOMATIC DISQUALIFIERS AND OUTLINES THE CONDITIONS FOR THE DENIAL
OF ACCESS.  THE SIMPLE USE OF MISDEMEANOR AND FELONY CONVICTIONS
SHOULD BE FURTHER DEFINED BY TYPE OF CRIMINAL OFFENSE AS SOME
CONVICTIONS PREVIOUSLY CATEGORIZED AS FELONIES  MAY NOT NECESSARILY
BE CLASSIFIED THE SAME TODAY.
4. COMMANDERS MUST ESTABLISH SPECIFIC GUIDELINES THAT ADDRESS
CRIMINAL HISTORY THAT ALLOW FOR AN EXCEPTION POLICY ON A
CASE-BY-CASE BASIS.
5. EMERGENCY SITUATIONS.  THERE MAY BE SITUATIONS WHERE PERSONS,
BUSINESS, OR AGENCIES ARE REQUIRED TO ENTER THE INSTALLATION TO
PRESERVE AND/OR RESTORE CRITICAL FACILITIES. EMERGENCY ACCESS
PROCEDURES WILL ALLOW QUICK ACCESS WITHOUT COMPROMISING INSTALLATION
SECURITY. INSTALLATION COMMANDERS ARE RESPONSIBLE TO DEVELOP AND
IMPLEMENT EMERGENCY ACCESS PROCEDURES.
6. THIS POLICY WILL BE PROVIDED TO COGNIZANT MARINE CORPS
CONTRACTING OFFICERS FOR USE IN THE DEVELOPMENT OF SPECIAL CONTRACT
PROVISIONS IN ALL FUTURE MARINE CORPS CONTRACTS. EXISTING CONTRACTS
DO NOT REQUIRE MODIFICATION UNTIL THEIR RENEWAL, AT WHICH TIME
PROVISIONS WILL BE INCORPORATED INTO THE NEW CONTRACT. COMMANDERS
WILL ALSO DISSEMINATE THESE GUIDELINES TO THOSE AGENCIES THAT AWARD
FUTURE CONTRACTS FOR SERVICES PERFORMED ABOARD MARINE CORPS
INSTALLATIONS.
7. PROVOST MARSHALS ARE AUTHORIZED AND ENCOURAGED TO CONDUCT A
NATIONAL CRIME INFORMATION CENTER (NCIC) CHECK OF ALL PERSONS
ENTERING THE INSTALLATION, IF/WHERE AVAILABLE. THE NCIC CHECK SHOULD
INCLUDE DRIVER'S LICENSE QUERY, WANTS AND WARRANTS, AND CRIMINAL
HISTORY. INSTALLATIONS ARE ENCOURAGED TO PLAN TO MEET FUTURE
REQUIREMENTS.
8. THIS POLICY IS EFFECTIVE IMMEDIATELY. INABILITY TO MEET THE
REQUIREMENTS OF THIS MESSAGE BY 01 JAN 2009, REQUIRES NOTIFICATION
VIA CHAIN OF COMMAND TO HQMC (PS).
