ROLES AND RESPONSIBILITIES. THIS INCLUDES MANAGEMENT OF DATA WITHIN
COMMUNITIES OF INTEREST (COIS) RATHER THAN STANDARDIZING DATA
ELEMENTS ACROSS THE DEPARTEMENT. REF B ADDRESSES FREQUENTLY ASKED
QUESTIONS PERTAINING TO COIS AND CONVEYS LESSONS LEARNED IN THE
DRIVE TOWARD NET-CENTRICITY. REF C PROVIDES A FOCUSED SET OF
ACTIVITIES MEMBERS OF COIS AND ASSOCIATED LEADERSHIP CAN USE TO
IMPLEMENT THE KEY POLICIES OF THE DOD NET-CENTRIC DATA STRATEGY. REF
D DIRECTS THE USE OF RESOURCES TO IMPLEMENT DATA SHARING AMONG
INFORMATION CAPABILITIES, SERVICES, PROCESSES AND PERSONNEL. REF E

GENTEXT/REMARKS/1. PURPOSE. THIS MESSAGE PROVIDES INSTRUCTIONS AND
TASKS TO USMC REPRESENTATIVES PARTICIPATING IN JOINT (E.G., OSD OR
JFCOM SPONSORED) COMMUNITIES OF INTEREST (COIS) STRIVING TO IMPROVE
THE EXCHANGE OF INFORMATION IAW THE NCDS. FOR MORE INFORMATION ON

2. BACKGROUND. PER REF A, THE DIRECTOR C4/DON DEPUTY CIO, MARINE
CORPS (DDCIO(MC)) WILL LEAD THE USMC NCDS IMPLEMENTATION THROUGH
POLICIES, PROGRAM OVERSIGHT, RESOURCE ALLOCATION AND VALUE ADDED
SUPPORT. THE DOD CIO WILL INCORPORATE DATA APPROACHES INTO PLANNING,
PROGRAMMING, BUDGETING AND ACQUISITION PROCESSES; ENSURE THE
METADATA REGISTRY, CATALOG AND SHARED SPACES ARE IDENTIFIED AND
IMPLEMENTED; ADVOCATE, TRAIN AND EDUCATE PEOPLE IN DATA PRACTICES;
AND ADOPT METRICS AND INCENTIVES. THE COMMUNITY OF INTEREST(COI) IS
A KEY ENABLER TO ACHIEVING THE DATA GOALS OUTLINED IN REF A. PER REF
A, COIS ARE RESPONSIBLE FOR POSTING METADATA IN DOD METADATA
REGISTRIES AND METADATA CATALOGUES. DATA ASSETS AND METADATA
INCLUDE DATABASES, DATA ACCESS SERVICES, DOCUMENTS, INTERFACE
DEFINITIONS, EXCHANGE MODELS, DATA STRUCTURES, DATA MODELS, DATA
DICTIONARIES, SCHEMAS, PEDIGREE, AUTHORITATIVE SOURCE, SECURITY
METADATA AND KEY INTERFACES BETWEEN SYSTEMS. DEVELOPERS MUST COMPLY
WITH NET-CENTRIC INTERFACE STANDARDS. TO SUPPORT THESE ACTIVITIES,
AND IN COMPLIANCE WITH DOD INSTRUCTION, THE MARINE CORPS IS
INSTITUTIONALIZING DATA MANAGEMENT. PER REF E, THE MARINE CORPS DATA
ADMINISTRATOR (MCDA) IS THE CENTRAL POINT OF CONTACT FOR ALL
NET-CENTRIC DATA MANAGEMENT ACTIVITIES IN THE MARINE CORPS, AND
EXECUTES THE DATA STRATEGY ON BEHALF OF THE DDCIO(MC). THE MARINE
CORPS NET-CENTRIC DATA STRATEGY WORKING GROUP (NCDWG) IS ESTABLISHED
TO LEAD THE COORDINATED IMPLEMENTATION OF THE USMC NCDS.
3. GENERAL GUIDANCE.
A. ALL REPRESENTATIVES OF USMC COMMANDS AND ELEMENTS PARTICIPATING
IN COIS ARE HEREIN REQUIRED TO REGISTER THEIR COI CHARTER AND
PARTICIPATION WITH THE MCDA BY SENDING AN EMAIL
TOHQMC_C4_MCDA@USMC.MIL NLT JUL 31, 2007 OR WITHIN 5 DAYS OF JOINING
THE COI.
B. AFTER REGISTRATION, THE MCDA WILL PROVIDE THE COI'S MARINE CORPS
REPRESENTATIVE WITH ACCESS TO THE MARINE CORPS DATA CENTER OF
EXCELLENCE
(COE) AND NET-CENTRIC DATA WORKING GROUP (NCDWG).
C. DOD AND NON-DOD AGENCIES SHOULD CONTACT THE NCDWG VIA THE MCDA
TO IDENTIFY THE APPROPRIATE MARINE CORPS COI REPRESENTATIVE(S).
D. PERSONNEL PARTICIPATING IN COIS WILL ENSURE THAT THE COI MANAGES
AND MAINTAINS METADATA IN THE DOD METADATA REGISTRY AND DADMS, AND
PROVIDES APPROPRIATE ACCESS TO SAID METADATA.
4. MARINE CORPS COI REPRESENTATIVES.
A. PARTICIPATE ACTIVELY WITH THE COI REGARDING REQUESTS, MEETINGS
AND OTHER COLLABORATIVE EFFORTS.
B. REPRESENT THEIR RESPECTIVE ORGANIZATION OR PROGRAM TO ADDRESS
AND RESOLVE ISSUES RELATED TO SUCCESSFUL COI DATA AND INFORMATION
SHARING.
C. BECOME FAMILIAR WITH THE MC NCDS SO THEY CAN SPEAK FOR THEIR
RESPECTIVE ORGANIZATION OR PROGRAM AND BE ABLE TO ARTICULATE THE
MARINE CORPS POSITION IN WORKING GROUP DISCUSSIONS AND DECISIONS. D.
BRIEF MARINE CORPS ENTITIES INCLUDING THE MCDA AND THE NCDWG ON
WORKING GROUP ACTIVITIES, DISCUSSIONS AND DECISIONS.
5. COI IMPACTS ON THE MARINE CORPS DATA ARCHITECTURE. ALL COI
DECISIONS THAT RESULT IN MATERIAL IMPACTS TO THE MARINE CORPS DATA
ARCHITECTURE MUST BE APPROVED BY THE MCDA.
6. JUNE 2007. THIS GUIDANCE AND THE PROVISIONS HEREIN SHALL BE
EFFECTIVE IMMEDIATELY//
