1. THIS MARADMIN PROVIDES CLARIFYING GUIDANCE TO RECENT CHANGES TO
JOINT OFFICER MANAGEMENT (JOM) AND THE JOINT QUALIFICATION SYSTEM
(JQS) AS ANNOUNCED IN REF A.  ADDITIONALLY, THIS MARADMIN WILL
PROVIDE SPECIFIC GUIDANCE CONCERNING THE PROCESS FOR OFFICERS TO
SELF-NOMINATE EXPERIENCE BASED JOINT DUTY ASSIGNMENTS (E-JDA) FOR
JOINT CREDIT, VIA A DEFENSE MANPOWER DATA CENTER (DMDC) WEBSITE.
2. THE JQS ALLOWS OFFICERS TO GAIN JOINT CREDIT AND/OR QUALIFICATION
THROUGH AN E-JDA OR A TRADITIONAL STANDARD JOINT DUTY ASSIGNMENT
(S-JDA).  UNDER THIS NEW SYSTEM AN OFFICER MAY ACCRUE POINTS TOWARDS
A JOINT QUALIFICATION WHILE PARTICIPATING IN EITHER THE E-JDA OR
S-JDA.  S-JDA CREDIT IS GAINED THROUGH SERVICE IN A JOINT DUTY
ASSIGNMENT LIST (JDAL) BILLET.  E-JDA CREDIT IS GAINED THROUGH JOINT
EXPERIENCE ASSIGNMENTS, JOINT EDUCATION, JOINT TRAINING, AND
PARTICIPATION IN JOINT EXERCISES OR OPERATIONS.  POINT ACCRUAL
CRITERIA FOR JOINT EDUCATION, EXERCISES, AND TRAINING IS CURRENTLY
BEING DEVELOPED AND WILL BE PUBLISHED AT A LATER DATE.  JOINT
EDUCATION REFERS TO ALL EDUCATION OUTSIDE JOINT PROFESSIONAL
MILITARY EDUCATION (JPME) I & II.  
3. KEY ASPECTS OF THE JQS INCLUDE THE FOLLOWING:
   A. OFFICERS WILL STILL REQUIRE JPME PHASES I AND II FOR
DESIGNATION AS A JQO. RC OFFICERS MAY SUBSTITUTE ADVANCED JPME FOR
PHASE II.
   B. THE PRIMARY MEANS FOR ACHIEVING JOINT QUALIFICATION WILL
REMAIN ASSIGNMENT TO A JDAL BILLET. OFFICERS ASSIGNED TO THESE
BILLETS WILL CONTINUE TO SERVE NORMAL TOUR LENGTHS (36 MONTHS FOR
O-6 AND BELOW AND 24 MONTHS FOR GENERAL OFFICERS).         
   C. OFFICERS DESIGNATED AS JSO WERE AUTOMATICALLY DESIGNATED AS
JQO ON 1 OCTOBER 2007.  OFFICERS APPROVED FOR JOINT QUALIFICATION
FROM 1 OCTOBER 2007 FORWARD WILL BE DESIGNATED AS JQO.  THE JOINT
MOS OF 9702 WILL REMAIN A VALID MCTFS ENTRY FOR OFFICERS DESIGNATED
AS A JQO.
   D. BOTH ACTIVE COMPONENT (AC) AND RESERVE COMPONENT (RC) OFFICERS
ARE ELIGIBLE FOR JQO STATUS.
   E. OFFICERS MAY BEGIN RECEIVING JOINT CREDIT FOR JOINT
EXPERIENCES DURING THEIR PRE-COMMISSIONING EDUCATION, BUT MUST BE
PROMOTED TO THE RANK OF O-4 BEFORE DESIGNATION AS A JQO.
   F. OFFICERS NOT DESIGNATED AS JQO VIA THE JDAL/S-JDA PATH MAY DO
SO VIA THE E-JDA PATH (SEE PARA 4).  
4. THE METHOD TO DETERMINE E-JDA JOINT CREDIT IS A POINT ACCRUAL
FORMULA, WHICH WILL TAKE INTO ACCOUNT THE TYPE,
INTENSITY/ENVIRONMENT, AND DURATION/FREQUENCY OF THE JOINT
EXPERIENCE. OFFICERS MUST SELF-NOMINATE THEIR JOINT ACTIVITIES FOR
POINT RECOGNITION AT THIS DMDC WEB SITE:
WWW.DMDC.OSD.MIL/JQS/OWA/JQS_WEB_DISPLAY.LOGIN.  OFFICERS
HAVE ONE YEAR FROM THE COMPLETION OF AN E-JDA EXPERIENCE TO
SELF-NOMINATE FOR EXPERIENCE POINTS. THERE WILL BE A THREE-YEAR
WINDOW, FROM 1 OCTOBER 2007 THROUGH 30 SEPTEMBER 2010, FOR OFFICERS
TO SELF NOMINATE JOINT EXPERIENCES THAT OCCURRED DURING THE
RETROACTIVE PERIOD DEFINED IN REFS D AND E (11 SEPTEMBER 2001
FORWARD FOR AC, AND 1 OCTOBER 1986 FORWARD FOR THE RC, TO COINCIDE
WITH THE ESTABLISHMENT OF THE GOLDWATER NICHOLS ACT WHICH DID NOT
PROVIDE FOR RC OFFICERS TO BECOME JOINT QUALIFIED).
5. ONCE AN OFFICER HAS SELF NOMINATED THEIR JOINT EXPERIENCE ON THE
DMDC WEBSITE, THE SUBMISSIONS WILL BE SCREENED BY THE SERVICE JOINT
MATTERS REPS USING THE CRITERIA AS DEFINED IN PARA 8, BELOW.  IF
APPROVED, THE SERVICE REPS THEN FORWARD TO THE JOINT STAFF J-1 FOR
APPROVAL AND CONSIDERATION AT A JQS REVIEW PANEL.  THE JQS REVIEW
PANEL IS A JOINT PANEL OF FLAG OFFICERS, HELD APPROX ONCE PER
QUARTER, LED BY THE JOINT STAFF J-1.  THE PANEL WILL MAKE A
RECOMMENDATION TO THE VICE DIRECTOR, JOINT STAFF (VDJS) FOR
APPROVAL/DISAPPROVAL OF EXPERIENCE POINTS. 
6. IF A NOMINATED EXPERIENCE IS DETERMINED TO MEET THE DEFINITION
OF JOINT MATTERS, THE SERVICE REP WILL THEN PROVIDE AN EXPERIENCE
SUMMARY TO BE COMPLETED BY THE OFFICER THAT SUBMITTED THE
EXPERIENCE.  THE EXPERIENCE SUMMARY WILL BE THE PRIMARY DOCUMENT
USED TO BRIEF THE JQS REVIEW PANEL.  OFFICERS SHOULD BE AS ACCURATE
AND SPECIFIC AS POSSIBLE WHEN COMPLETING THE EXPERIENCE SUMMARY.
INSTRUCTIONS FOR COMPLETION OF THE EXPERIENCE SUMMARY WILL BE
PROVIDED WITH THE SUMMARY. TO BE AWARDED JOINT CREDIT OR POINTS, THE
PREPONDERANCE OF DUTIES MUST MEET THE DEFINITION OF JOINT MATTERS,
AND SHOULD BE EXPLAINED IN DETAIL ON THE EXPERIENCE SUMMARY.
7. SUPPORTING DOCUMENTATION USED TO VERIFY THE EXPERIENCE INCLUDES
BUT IS NOT LIMITED TO: FITNESS REPORTS, AWARDS, AND PAY RECORDS.
SUPPORTING DOCUMENTATION MUST CLEARLY INDICATE THE START AND END
DATE OF THE ASSIGNMENT.  SERVICE REPS WILL ACCESS EACH OFFICER'S OMPF
AND WILL NOTIFY IF ADDITIONAL INFO IS NEEDED.
    A. FITNESS REPORTS AND AWARDS SHOULD SHOW HOW THE OFFICER'S
DUTIES RELATED TO THE DEFINITION OF JOINT MATTERS.
    B. RC OFFICERS SHOULD EXPLAIN THEIR DUTY STATUS AT THE TIME OF
THE EXPERIENCE (I.E. MOBILIZATION, ADOS, SMCR/IMA).
    C. OFFICERS SHOULD CLEARLY EXPLAIN ANY UNIT OR POSITIONAL
DUAL-HAT ARRANGEMENTS OR RELATIONSHIPS IN SUPPORT OF THEIR JOINT
EXPERIENCE, SUCH AS DUTY IN OWN-SERVICE MILITARY UNITS THAT ALSO HAD
NATO OR STANDING JOINT TASK FORCE HEADQUARTERS DUAL-HATTED FUNCTIONS.
    D. EXPERIENCES MUST BE SUBMITTED AS DEFINED BY THE NATURE OF
THE ASSIGNMENT.  FOR EXAMPLE, IF AN OFFICER IS SERVING IN A CONUS
ASSIGNMENT FOR THREE YEARS, BUT IS DEPLOYED IN THE MIDDLE OF THE
ASSIGNMENT, THE OFFICER WILL COMPLETE THREE EXPERIENCES - ONE PRIOR
TO DEPLOYMENT, ONE WHILE DEPLOYED, AND ONE FOLLOWING DEPLOYMENT.   
8. THE DEFINITION OF JOINT MATTERS IS THE CRITERIA USED BY THE
SERVICE REPS AND REVIEW PANEL TO VALIDATE THE EXPERIENCE.  JOINT
MATTERS IS DEFINED IN REFS D AND E AS: MATTERS RELATED TO THE
ACHIEVEMENT OF UNIFIED ACTION BY MULTIPLE MILITARY FORCES IN
OPERATIONS CONDUCTED ACROSS DOMAINS SUCH AS LAND, SEA, OR AIR, IN
SPACE, OR IN THE INFORMATION ENVIRONMENT, INCLUDING MATTERS RELATING
TO:
    A. NATIONAL MILITARY STRATEGY;
    B. STRATEGIC PLANNING AND CONTINGENCY PLANNING;
    C. COMMAND AND CONTROL OF OPERATIONS UNDER UNIFIED COMMAND;
    D. NATIONAL SECURITY PLANNING WITH OTHER DEPARTMENTS AND AGENCIES
OF THE UNITED STATES; AND
    E. COMBINED OPERATIONS WITH MILITARY FORCES OF ALLIED NATIONS.
IN THE CONTEXT OF JOINT MATTERS, THE TERM "MULTIPLE MILITARY FORCES"
REFERS TO FORCES THAT INVOLVE PARTICIPANTS FROM THE ARMED FORCES AND
ONE OR MORE OF THE FOLLOWING:  OTHER DEPARTMENTS AND AGENCIES OF THE
UNITED STATES; THE MILITARY FORCES OR AGENCIES OF OTHER COUNTRIES;
NON-GOVERNMENTAL PERSONS OR ENTITIES.
9. OFFICERS WHO SELF-NOMINATE EXPERIENCES SHOULD UNDERSTAND THAT
COORDINATION WITH AND EXPOSURE TO OTHER SERVICES, AGENCIES, AND
NATIONS IN ITSELF DOES NOT CONSTITUTE JOINT MATTERS.
10. OFFICERS MUST HAVE COMPLETED THE EXPERIENCE TOUR FOR WHICH THEY
ARE SELF-NOMINATING.  THE WEBSITE SHOULD NOT BE USED TO
SELF-NOMINATE FOR JPME COMPLETION OR COMPLETION OF AN S-JDA TOUR.
11. FOR EXPERIENCES THAT ARE DETERMINED TO BE INVALID BY THE
SERVICE REPS, A COMMENT WILL BE MADE ON THE DMDC WEBSITE THAT THE
OFFICER CAN VIEW.  FOR EXPERIENCES THAT ARE DISAPPROVED BY THE
REVIEW PANEL, AN OFFICER WILL HAVE ONE OPPORTUNITY TO RE-SUBMIT THE
EXPERIENCE.  ALL RE-SUBMISSIONS SHOULD INCLUDE SIGNIFICANT NEW OR
ADDITIONAL INFORMATION.
12. FOLLOWING THE JQS REVIEW PANEL AND APPROVAL OF EXPERIENCE
POINTS BY THE VDJS, THE JOINT STAFF J-1 WILL ENSURE THESE POINTS ARE
UPDATED IN JDAMIS AND THE SERVICE REPS WILL CONTACT THE INDIVIDUAL
OFFICERS.  
13. THE DATES OF FUTURE JQS REVIEW PANELS FOR CY08 ARE 8-9 SEP, AND
18-19 NOV.  OFFICERS SELECTED FOR REVIEW AT FUTURE PANELS WILL BE
BASED ON A FIRST IN FIRST OUT PRIORITY.  OFFICERS TO BE BRIEFED AT
FUTURE PANELS WILL BE CONTACTED BY SERVICE REPS FOR COMPLETION OF
THEIR EXPERIENCE SUMMARY.  FAILURE TO COMPLETE THE EXPERIENCE
SUMMARY WILL RESULT IN A LATER BRIEFING OF THE EXPERIENCE.

AND ASSOCIATED CRITERIA.

AND PROCEDURES ARE FURTHER REFINED, INFORMATION WILL BE UPDATED ON
THE WEB SITE.
16. IN ADDITION TO THIS MARADMIN, OFFICERS ARE ENCOURAGED TO READ
MARADMIN 477/07 AND THE JOINT OFFICER MATTERS WEBSITE BEFORE
SELF-NOMINATING ANY JOINT EXPERIENCES.
