GENTEXT/REMARKS/
1. PURPOSE.  TO REESTABLISH THE UNCOMPENSATED REVIEW PROCESS.
2.  BACKGROUND.  THE DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND
INTEGRATION (DC,CDI) PREVIOUSLY ESTABLISHED A PROCESS FOR FILLING
UNCOMPENSATED STRUCTURE REQUESTS PER REF (A).  THE UNCOMPENSATED REVIEW PROCESS WAS CREATED TO REVIEW, VALIDATE AND PRIORITIZE UNCOMPENSATED STRUCTURE REQUESTS.  AS A RESULT OF THIS REVIEW STRUCTURE WAS THEN ALLOCATED BASED ON PRIORITIES.  THIS REVIEW WAS DISCONTINUED BASED ON A PREVIOUS CMC DECISION.
3.  DC, CDI HAS DIRECTED THE REESTABLISHMENT OF THE UNCOMPENSATED REVIEW PROCESS TO CONDUCT FORMAL REVIEWS OF REQUEST FOR STRUCTURE SUBMITTED WITHOUT COMPENSATION.  DURING EACH REVIEW REQUESTS WILL BE VALIDATED THROUGH THE TOTAL FORCE STRUCTURE PROCESS, EVALUATED BY THE STANDING DOCTRINE, ORGANIZATION, TRAINING, MATERIEL, LEADERSHIP, PERSONNEL, FACILITY (DOTMLPF)WORKING GROUP, PRIORITIZED AND BRIEFED TO THE MARINE REQUIREMENTS OVERSIGHT
COUNCIL (MROC) FOR APPROVAL ALONG WITH THE ANNUAL REVIEW OF THE 202K PLAN. MANY OR ALL OF THE UNCOMPENSATED REQUESTS MAY GO UNFILLED BASED ON OTHER CMC PRIORITIES.
4.  PRIOR TO SUBMISSION OF AN UNCOMPENSATED REQUEST, COMMANDERS ARE REQUIRED TO LOOK WITHIN THEIR COMMAND FOR COMPENSATION. IF COMPENSATION CANNOT BE FOUND WITHIN EXISTING STRUCTURE, COMMANDERS MAY SUBMIT AN UNCOMPENSATED REQUEST.  REQUESTS MUST CONTAIN JUSTIFICATION INCLUDING THE CAPABILITY GAP THE NEW STRUCTURE WILL BE FILLING.  REQUESTS WILL BE SIGNED BY THE MARFOR COMMANDER OR ADVOCATE.  REQUESTS CANNOT BE SIGNED BY DIRECTION.
5.  ALL UNCOMPENSATED REQUESTS MUST BE RECEIVED BY TOTAL FORCE STRUCTURE DIVISION BY 1 MAY ANNUALLY.  UPON RECEIPT OF AN UNCOMPENSATED REQUEST, TOTAL FORCE STRUCTURE DIVISION WILL VALIDATE THE REQUIREMENT THROUGH THE TOTAL FORCE STRUCTURE PROCESS.
6.  A COLONEL LEVEL INTEGRATED PROCESS TEAM (IPT) WILL BE ESTABLISHED WITH REPRESENTATIVES FROM THE MARFOR'S, ADVOCATES AND OTHERS TO PRODUCE A PRIORITIZED LIST OF THE UNCOMPENSATED REQUESTS.  THE IPT WILL CONVENE IN JUNE OF EACH YEAR WITH THE FINAL REVIEW OF ALL PENDING REQUESTS BY THE DOTMLPF WORKING GROUP IN JUL.  THE DOTMLPF WORKING GROUP WILL PROVIDE THE
MROC VIA DC, CDI A FINAL OVERALL ASSESSMENT OF THE 202K PLAN AND THE UNCOMPENSATED REQUESTS.
7.  IN THE EVENT THE AMOUNT OF UNCOMPENSATED STRUCTURE EXCEEDS THE STRUCTURE AVAILABLE FOR REDISTRIBUTION FROM THE PREVIOUS YEAR, THE MROC MAY DIRECT A REPRIORITIZATION OF EXISTING STRUCTURE INITIATIVES.
THE MROC MAY ALSO DIRECT THAT THE INITIATIVE BE APPROVED WITHOUT STRUCTURE COMPENSATION.  THIS METHOD OF COMPENSATION WILL MOST LIKELY CAUSE AN OVERALL MANNING REDUCTION.  IF AN INITIATIVE DOES NOT RECEIVE STRUCTURE IT WILL BE RETURNED TO THE COMMAND WITH NO FURTHER ACTION. 
8.  STRUCTURE REQUESTS APPROVED BY THE MROC WILL BE ADDED TO THE REQUESTING UNIT'S TABLE OF ORGANIZATION AND EQUIPMENT (T/O&E) PRIOR TO PUBLISHING THE AUGUST AUTHORIZED STRENGTH REPORT (ASR).  APPROVED STRUCTURE WILL BECOME EFFECTIVE THREE YEARS OUT FROM THE AUG ASR.
9.  RELEASE AUTHORIZED BY LTGEN AMOS, DEPUTY COMMANDANT FOR COMBAT
DEVELOPMENT AND INTEGRATION.//
