GENTEXT/REMARKS/1.  THIS BULLETIN ANNOUNCES THE OFFICER RETENTION
BOARD FOR FY07.  ALL OFFICERS ON ACTIVE DUTY WHO ARE IN ZONE OR
ABOVE ZONE FOR PROMOTION TO CAPTAIN, RESERVE COMPONENT OFFICERS
WHO DESIRE TO RETURN TO ACTIVE DUTY (RAD), AND OFFICERS IN OTHER
SERVICES WANTING TO INTERSERVICE TRANSFER (IST) INTO THE MARINE CORPS
WILL BE CONSIDERED BY THIS BOARD.  THIS BOARD IS DISTINCT AND SEPARATE
FROM THE CAPTAIN PROMOTION BOARD, WHICH DETERMINES WHETHER OR NOT
AN OFFICER IS QUALIFIED TO SERVE IN THE GRADE OF CAPTAIN IN THE UNITED
STATES MARINE CORPS.  THE OFFICER RETENTION BOARD WILL CONVENE ON
9 JAN 07.
2.  OFFICER RETENTION.  PER REF (B), THE TRANSITION TO AN ALL
REGULAR FORCE REQUIRES THE CONDUCT OF A COMPETITIVE CAREER
DESIGNATION BOARD IN LIEU OF AN AUGMENTATION BOARD.  THE MARINE
CORPS WILL CONDUCT THE CAREER DESIGNATION BOARD IN THE SAME
MANNER AS THE AUGMENTATION BOARD.
A.  ELIGIBLE OFFICERS.
   (1)  OFFICERS IN ZONE OR ABOVE ZONE FOR CAPTAIN IN ACCORDANCE
WITH REF (A) WITH 540 DAYS OF OBSERVED FITNESS REPORTS.  
   (2)  OFFICERS WHO WERE OTHERWISE ELIGIBLE FOR THE FY06 ORB, BUT
WHO WERE NOT CONSIDERED FOR CAREER DESIGNATION BECAUSE THEY
DID NOT MEET THE 540 DAY OBSERVED FITNESS REPORTS REQUIREMENT.  
   (3)  OFFICERS WHO WERE NOT PREVIOUSLY ELIGIBLE FOR CAREER
DESIGNATION CONSIDERATION AND HAVE AN EAS DATE PRIOR TO THE
CONVENING DATE OF THE FY07 ORB MAY REQUEST AN EXTENSION TO 01 SEP 07
IN ORDER TO HAVE SUFFICIENT TIME TO BE SEEN ON THE ORB.  ALL EXTENSION
REQUESTS MUST BE RECEIVED BY MMOA-3 BY 12 DEC 06.  
B.  INELIGIBLE OFFICERS.
   (1)  CAPTAINS ON ACTIVE DUTY WITH A DATE OF RANK OF 01 JAN 02 OR
EARLIER ARE INELIGIBLE FOR CAREER DESIGNATION BECAUSE THEY WILL BE
IN ZONE FOR MAJOR ON THE FY09 MAJOR'S PROMOTION BOARD.  IF SELECTED
FOR MAJOR, THESE OFFICERS WILL BE AUTOMATICALLY OFFERED CAREER
DESIGNATION.  
   (2)  OFFICERS WHO PREVIOUSLY DECLINED CAREER DESIGNATION.
   (3)  OFFICERS WHO HAVE FAILED SELECTION ON TWO CONSECUTIVE ORB'S
BUT WHO HAVE OBLIGATED SERVICE REMAINING WILL NOT BE EXTENDED AND
ARE NOT ELIGIBLE FOR SUBSEQUENT CONSIDERATION.
   (4)  LIEUTENANTS NOT IN THE PRIMARY OR ABOVE ZONE, PER REF A,
ARE NOT ELIGIBLE FOR CONSIDERATION.
   (5)  LIMITED DUTY OFFICERS WILL NOT BE CONSIDERED FOR
REDESIGNATION TO UNRESTRICTED STATUS.
C.  OTHER.  OFFICERS NOT SELECTED BY THE FY07 ORB FOR CAREER
DESIGNATION BUT WHOSE RECORDS, IN THE OPINION OF THE BOARD, INDICATE
FURTHER CAREER POTENTIAL, MAY BE RECOMMENDED FOR AN EXTENSION ON
ACTIVE DUTY TO ALLOW THE APPLICANT TO BE SEEN ON THE NEXT FISCAL
YEAR'S ORB.
D.  CAREER DESIGNATION PROCESS.
   (1)  ELIGIBLE OFFICERS DO NOT NEED TO SUBMIT APPLICATION PACKAGES
FOR CAREER DESIGNATION.  THESE OFFICERS NEED ONLY COMPLY WITH REF A
FOR PROMOTION.
   (2)  OFFICERS ARE REQUIRED TO HAVE A CURRENT PHOTO IN THEIR OMPF
PRIOR TO THE CAREER DESIGNATION BOARD CONVENING DATE.  ALL OFFICERS
SUBMITTING A HARD COPY PHOTO FOR THE PROMOTION BOARD MUST ALSO
SUBMIT A SEPARATE PHOTO FOR THE CAREER DESIGNATION BOARD.  SUCH
PHOTOS SHOULD BE RECEIVED BY MMOA-3 NLT 19 DEC 06.
   (3)  ALL OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR
CAREER DESIGNATION SHALL SUBMIT A LETTER TO THE OFFICER RETENTION
BOARD WITH THE FOLLOWING STATEMENT:  "I REQUEST NOT TO BE CONSIDERED
FOR CAREER DESIGNATION BY THE FY07 OFFICER RETENTION BOARD."  OFFICERS
NEED TO BE AWARE THAT A REQUEST FOR NON-CONSIDERATION WILL BE
CONSIDERED FINAL AND THAT THEY WILL NOT BE CONSIDERED BY THE FY07 OR
ANY SUBSEQUENT OFFICER RETENTION BOARD.  COMMANDING OFFICERS AND
OICS ARE STRONGLY ADVISED TO COUNSEL OFFICERS ON THE CONSEQUENCES
OF SUBMITTING SUCH A LETTER.
   (4)  OFFICERS WHO DECIDE TO WITHDRAW THEMSELVES FROM
CONSIDERATION MAY DO SO AT ANY TIME PRIOR TO THE SELECTION BOARD
ADJOURNING.  REQUESTS TO WITHDRAW APPLICATIONS SHOULD BE SUBMITTED
TO CMC (MMOA-3) IN WRITING.  OFFICERS SHOULD NOTIFY THEIR RESPECTIVE
MONITORS OF THEIR DESIRE NOT TO BE CONSIDERED.
   (5)  OFFICERS WITH OVER SIX YEARS ACTIVE SERVICE WHO DECLINE
RETENTION WILL NOT BE ELIGIBLE FOR SEPARATION PAY.
3.  RETURN TO ACTIVE DUTY (RAD)
A.  ELIGIBLE OFFICERS.  ALL APPLICATIONS FOR RAD FROM READY RESERVE
CAPTAINS AND MAJORS WILL BE CONSIDERED BY THE RETENTION BOARD.  
RECOMMENDATIONS FOR RAD WILL BE BASED SOLELY ON SPECIFIC SKILL,
EXPERIENCE, AND NEEDS OF THE MARINE CORPS.
B.  INELIGIBLE OFFICERS
   (1)  RESERVE WARRANT OFFICERS ARE NOT ELIGIBLE TO APPLY TO THE
FY07 ORB FOR RAD.
   (2)  READY RESERVE MAJORS IN ZONE FOR LIEUTENANT COLONEL,  
LIEUTENANT COLONEL'S AND COLONELS IN THE READY RESERVE ARE NOT
ELIGIBLE TO APPLY FOR CAREER DESIGNATION AND RAD DUE TO SENIORITY.
C.  APPLICATION PROCESS.
   (1)  ALL RAD APPLICANTS WILL APPLY VIA AA FORM (NAVMC 10274) OR
NAVAL LETTER, WITH PICTURE, TO THE CMC (MMOA-3).  APPLICATIONS MUST
BE RECEIVED BY 19 DEC 06.
   (2)  APPLICANTS FROM THE INDIVIDUAL READY RESERVE MUST FORWARD
THEIR APPLICATIONS VIA MOBCOM, KANSAS CITY, MO FOR COMMAND
ENDORSEMENT.
   (3)  DUE TO THE DIFFICULTY OF RECORD RETRIEVAL, RESERVISTS IN
THE IRR SHOULD INDICATE THEIR DESIRE TO APPLY FOR RAD BY SUBMITTING
THEIR SSN TO MMOA-3 VIA E-MAIL OR NAVAL CORRESPONDENCE NLT 12 DEC
06.  APPLICATIONS ARE STILL REQUIRED BY 19 DEC 06.
   (4)  ENDORSEMENTS ARE REQUIRED.  IN ORDER TO EXPEDITE THE
APPLICATION PROCESS, ENDORSEMENTS TO THE APPLICATION ARE ONLY
REQUIRED AT THE BATTALION, SQUADRON, OR EQUIVALENT-SIZE UNIT LEVEL.
THESE APPLICATIONS WLL BE FORWARDED TO CMC (MMOA-3) VIA THE CHAIN OF
COMMAND (BN OR SQDRN LEVEL ONLY).  THE FORWARDING ENDORSEMENT MUST
PROVIDE ONE OF THE FOLLOWING RECOMMENDATIONS: RECOMMENDED WITH
ENTHUSIASM; RECOMMENDED WITH CONFIDENCE; RECOMMENDED WITH
RESERVATION; OR NOT RECOMMENDED.  ENDORSEMENTS, OTHER THAN
"RECOMMENDED WITH ENTHUSIASM", WILL INCLUDE AMPLIFYING COMMENTS
ABOUT THE OFFICER'S QUALIFICATIONS AND THE REASON FOR THE ENDORSEMENT.
   (5)  RESERVE OFFICERS (SMCR, IRR) REQUESTING RAD ARE REQUIRED TO
BE MEDICALLY QUALIFIED AS DETERMINED BY THE COMMANDER, NAVAL MEDICAL
COMMAND.  OFFICERS MUST HAVE HAD A CURRENT MILITARY PHYSICAL (WITHIN
TWO YEARS OF THE CONVENING MONTH OF THE BOARD).  APPLICANTS SHOULD
ENCLOSE A COPY OF THEIR DD 2807-1 (REPORT OF MEDICAL HISTORY) AS
PART OF THEIR SUBMISSION PACKAGE.  OFFICERS REQUESTING RAD WHO DO
NOT HAVE A CURRENT PHYSICAL WILL STILL BE CONSIDERED FOR RAD.  
HOWEVER, ANY OFFICER NOT POSSESSING A CURRENT PHYSICAL WHO IS
SELECTED FOR RAD WILL ONLY BE ORDERED TO ACTIVE DUTY CONTINGENT
UPON A CURRENT QUALIFYING MEDICAL EXAMINATION.  OFFICERS REQUIRING A
PHYSICAL SHOULD CONTACT THEIR NEAREST USMC RESERVE CENTER FOR
ASSISTANCE IN COORDINATING A PHYSICAL AT THE NEAREST MILITARY MEDICAL
FACILITY.
   (6)  OFFICERS RETURNING TO ACTIVE DUTY MUST BE ELIGIBLE TO
OBTAIN A SECRET SECURITY CLEARANCE.  REF F PROVIDES THAT A NATIONAL
AGENCY CHECK WITH LOCAL AGENCY AND CREDIT CHECKS (NACLC) IS REQUIRED
TO SUPPORT SUITABILITY DETERMINATIONS ON MILITARY OFFICERS.  
OFFICERS RETURNING TO ACTIVE DUTY MUST HAVE HAD A FAVORABLE NACLC
WITHIN THE PREVIOUS 10 YEARS.  IN THOSE CASES WHERE THE NACLC IS
OLDER THAN 10 YEARS OR THE OFFICER HAS HAD A BREAK IN SERVICE OF 24
MONTHS OR MORE, THE OFFICER MUST SUBMIT A PERSONNEL SECURITY
INVESTIGATION FOR THE NACLC UPON RE-ENTRY TO ACTIVE DUTY VIA THEIR
LOCAL COMMAND SECURITY MANAGER.  OFFICERS IN THE IRR SHOULD CONTACT
MOBCOM AT 1-800-255-5082 EXT 3395 REGARDING QUESTIONS, QUESTIONNAIRES
(EPSQ), AND OTHER PAPERWORK.  SMCR OFFICERS SHOULD CONTACT THEIR
LOCAL SECURITY MANAGER FOR ASSISTANCE REGARDING SUBMISSION OF EPSQ
AND OTHER RELEVANT PAPERWORK.  OFFICERS NOT POSSESSING AN UPDATED
NACLC WILL STILL BE CONSIDERED BY THE ORB.  IF SELECTED FOR RAD, A
FAVORABLY ADJUDICATED NACLC WILL BE REQUIRED TO REMAIN ON ACTIVE DUTY.
4.  INTERSERVICE TRANSFERS (IST).
A.  ELIGIBLE OFFICERS.  PER REF G, APPLICATIONS FOR TRANSFER INTO
THE MARINE CORPS FROM ELIGIBLE OFFICERS ON THE ACTIVE DUTY LIST OF
OTHER SERVICES WILL BE CONSIDERED BY THE RETENTION BOARD.  
RECOMMENDATIONS FOR INTERSERVICE TRANSFERS WILL BE BASED SOLELY ON
SPECIFIC SKILL, EXPERIENCE, AND NEEDS OF THE MARINE CORPS.
B.  INELIGIBLE OFFICERS.  APPLICANTS NOT MEETING THE REQUIREMENTS
OF REF G WILL NOT BE CONSIDERED.
C.  APPLICATION PROCESS.  OFFICERS APPLYING FOR INTERSERVICE
TRANSFER SHOULD SUBMIT APPLICATIONS IAW REF G AND THE INSTRUCTIONS
BELOW.  APPLICANTS SHALL SUBMIT A COVER LETTER THAT INCLUDES THE
STATEMENT OF UNDERSTANDING IN REF G.  ALL APPLICANTS MUST ENSURE
THEIR PACKAGES INCLUDE THE FOLLOWING:
   (1)  INTERVIEW CONDUCTED BY THE LOCAL OFFICER SELECTION OFFICER
(OSO) OR BY A MARINE OFFICER SENIOR IN RANK TO THE APPLICANT (OSO
SHOULD USE THE STANDARD PLC QUESTIONNAIRE);
   (2)  SERVICE SECRETARY ENDORSEMENTS ARE REQUIRED FOR IST.  
FORWARDING ENDORSEMENTS NEED TO PROVIDE ONE OF THE FOLLOWING
RECOMMENDATIONS: RECOMMENDED WITH ENTHUSIASM; RECOMMENDED WITH
CONFIDENCE; RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.  
ENDORSEMENTS OTHER THAN "RECOMMENDED WITH ENTHUSIASM" WILL INCLUDE
AMPLIFYING COMMENTS ABOUT THE OFFICER'S QUALIFICATIONS AND THE
REASON FOR THE ENDORSEMENT.  APPLICANTS MUST SHOW PROOF THAT THEIR
CURRENT SERVICE WILL RELEASE THEM IF SELECTED BY THE MARINE CORPS FOR
INTERSERVICE TRANSFER.
   (3)  PHOTOGRAPH IN THEIR CURRENT SERVICE UNIFORM (EQUIVALENT TO
THE MARINE CORPS' SERVICE "C").  THE PHOTOGRAPH MUST INCLUDE THE
APPLICANT'S NAME, DATE PHOTO WAS TAKEN, APPLICANT'S RANK AND DATE OF
RANK, AND APPLICANT'S HEIGHT/WEIGHT.
   (4)  A MARINE CORPS PFT CONDUCTED AND CERTIFIED BY A MARINE SNCO
OR OFFICER.  THE PFT MUST HAVE BEEN TAKEN WITHIN SIX MONTHS PRIOR TO
THE CONVENING DATE OF THE ORB.  
   (5)  CERTIFIED TRUE COPIES OF ALL FITNESS REPORTS VIA PAPER
COPIES OR CD.
   (6)  STATEMENT THAT THE OFFICER HAS NEITHER BEEN DEFERRED FROM
PROMOTION NOR FAILED SELECTION FOR PROMOTION IN PRESENT GRADE.
   (7)  SOURCE OF COMMISSION.
   (8)  ORIGINAL AND DUPLICATE COPY OF REPORT OF MEDICAL
EXAMINATION (STANDARD FORM 88).
   (9)  ORIGINAL AND DUPLICATE COPY OF CURRENT REPORT OF MEDICAL
HISTORY (STANDARD FORM 93).
   (10)  A VERIFIED STATEMENT OF SERVICE.
   (11)  PILOT APPLICATIONS MUST CONTAIN THE RECORD OF FLIGHT
STATUS AND FLIGHT HOURS.
   (12)  ALL IST APPLICATIONS MUST ARRIVE AT CMC (MMOA-3) BY 19 DEC 06.
5.  DIRECTED LATERAL MOVES WILL NOT BE CONSIDERED BY THE FY07 OFFICER
RETENTION BOARD.
6.  COORDINATION INSTRUCTIONS.
A.  ALL MARINE CORPS OFFICERS ARE STRONGLY ENCOURAGED TO VERIFY THE
ACCURACY OF THEIR OMPF PER REF D.  TELEPHONIC REQUESTS FOR OMPFS
WILL NOT BE ACCEPTED.  CERTIFIED COPIES OF FITNESS REPORTS MISSING
FROM AN OFFICER'S OMPF AND MBS WILL BE ACCEPTED AS UPDATE MATERIAL
FOR THE FY07 ORB BY CMC (MMOA-3).
B.  THE NAMES OF ALL OFFICERS RECOMMENDED FOR RETENTION WILL BE
RELEASED BY MARADMIN UPON CMC APPROVAL.  CMC APPROVAL IS NOT
ANTICIPATED UNTIL AFTER 01 APR 06.
C.  ALL OFFICERS SELECTED BY THE ORB WILL BE REQUIRED TO CONFIRM
ACCEPTANCE OR DECLINE RETENTION THROUGH WRITTEN CORRESPONDENCE
(EMAIL OR AA FORM) WITHIN 45 DAYS AFTER THE RELEASE OF THE ORB
SELECTION MARADMIN.  THE ACTUAL DUE DATE WILL BE PUBLISHED IN A
MARADMIN ANNOUNCING THE RESULTS OF THE ORB.  FAILURE TO RESPOND
BY THE DUE DATE WILL BE CONSIDERED A DECLINATION OF CAREER
DESIGNATION.  
D.  ALL OFFICERS ACCEPTING CAREER DESIGNATION WILL INCUR A TWO YEAR
SERVICE OBLIGATION TO 01 JUL 09.
E.  ALL OFFICERS SELECTED FOR RETURN TO ACTIVE DUTY OR INTERSERVICE
TRANSFER WILL INCUR A 42 MONTH SERVICE OBLIGATION.
F.  OFFICERS IN THE READY RESERVE SELECTED FOR RAD WILL BE ORDERED
TO ACTIVE DUTY AFTER RECEIPT OF THEIR ACCEPTANCE IN COORDINATION
WITH THEIR ACTIVE DUTY PMOS MONITOR.
7.  COMMANDING OFFICERS WILL ENSURE THIS BULLETIN IS BROUGHT TO THE
ATTENTION OF ALL OFFICERS ELIGIBLE FOR CONSIDERATION UNDER ITS
PROVISIONS.  THE COMMANDER, MARFORRES, AND THE CG, MOBCOM, WILL
ENSURE ELIGIBLE OFFICERS IN THE READY RESERVE ARE INFORMED OF THEIR
OPPORTUNITY TO APPLY FOR RETURN TO ACTIVE DUTY.
