ASSESSMENT SURVEY OF THE INFORMATION MANAGEMENT AND INFORMATION
TECHNOLOGY (IM/IT) WORKFORCE.//
GENTEXT/REMARKS/1. PURPOSE. TO READDRESS REF A AND TO EMPHASIZE
IMPORTANCE OF USMC PARTICIPATION. THE INFORMATION TECHNOLOGY
WORKFORCE CAPABILITY ASSESSMENT (ITWCA) SURVEY FOR IT CIVILIANS
CONCLUDES ON 31 OCTOBER 2006. THE MARINE CORPS HAS CURRENTLY
ACHIEVED A RESPONSE RATE OF 17 PERCENT.
2. THE RESULTS OF THE SURVEY WILL BE USED BY THE USMC, AND
COLLECTIVELY BY THE FEDERAL GOVERNMENT, TO IDENTIFY TRENDS IN IT
WORKFORCE CAPABILITIES. IT WILL HELP DETERMINE THE DEGREE TO WHICH
CERTAIN SKILLS, COMPETENCIES AND CERTIFICATIONS ARE RESIDENT IN OUR
WORKFORCE. THE DATA WILL BE COMPARED TO A DESIRED END STATE TO
IDENTIFY GAPS IN AREAS THAT MAY BE ADDRESSED BY TARGETED TRAINING
AND DEVELOPMENT STRATEGIES. THE RESULTING DATA ULTIMATELY FORMS THE
BASIS FOR PROFESSIONAL DEVELOPMENT REQUIREMENTS VALIDATION FOR
MEMBERS OF THE INFORMATION TECHNOLOGY MANAGEMENT COMMUNITY OF
INTEREST (ITM COI).
3. DISSEMINATION OF THIS SURVEY TO EVERYONE IN THE IM/IT WORKFORCE
IS NECESSARY TO ACHIEVE OPM GOAL OF 60 PERCENT PARTICIPATION RATE OF
THE TOTAL CIVILIAN IM/IT WORKFORCE. ALL PERSONNEL IN OCCUPATIONAL
SERIES GS-0391, GS-0854, GS-1550 AND GS-2210, OR ANY OTHER PEOPLE
WHO PERFORM IT-RELATED WORK, ARE STRONGLY ENCOURAGED TO PARTICPATE.
4. THE SURVEY IS VOLUNTARY AND ANONYMOUS AND TAKES ONLY 20-30

RMKS/1. THE DEPARTMENT OF THE NAVY (DON) IS PARTICIPATING IN THE
FEDERAL INFORMATION TECHNOLOGY WORKFORCE ASSESSMENT SURVEY NOW
THROUGH 31 OCTOBER 2006. ALL FEDERAL CIVILIAN PERSONNEL WHO ARE IN
THE INFORMATION MANAGEMENT/INFORMATION TECHNOLOGY (IM/IT) WORKFORCE
(OCC SERIES GS-391, GS-854, GS-1550 OR GS-2210), OR CIVILIAN
PERSONNEL WITH ANY OCCUPATIONAL SERIES WHO PERFORM IM/IT-RELATED
WORK OR OCCUPY IT-RELATED POSITIONS, ARE INVITED TO PARTICIPATE.
THIS ASSESSMENT IS SPONSORED BY THE FEDERAL CHIEF INFORMATION
OFFICERS COUNCIL (CIOC) IT WORKFORCE COMMITTEE, THE OFFICE OF
PERSONNEL MANAGEMENT (OPM), AND THE OFFICE OF MANAGEMENT AND BUDGET
(OMB) E-GOV OFFICE.
2. THE PURPOSE OF THIS ASSESSMENT IS TO IDENTIFY THE TYPES OF WORK
IM/IT EMPLOYEES PERFORM, THEIR PROFICIENCY IN RELATED COMPETENCIES
AND SKILLS, AND WHAT CRITICAL CERTIFICATES/CERTIFICATIONS THEY
POSSESS. THE ASSESSMENT IS CONDUCTED BIENNIALLY TO GATHER
INFORMATION OVER TIME AND TO SEE WHERE IMPROVEMENTS NEED TO BE MADE
OR ALREADY HAVE BEEN MADE. THE SURVEY SATISFIES BOTH THE
CLINGER-COHEN ACT AND SECTION 209 OF THE E-GOVERNMENT ACT
REQUIREMENTS FOR CONDUCTING AN IM/IT WORKFORCE ASSESSMENT AND
ANALYZING THE PERSONNEL NEEDS OF THE FEDERAL GOVERNMENT RELATING TO
IM/IT AND INFORMATION RESOURCES MANAGEMENT. THE ASSESSMENT ALSO
SUPPORTS THE PRESIDENT'S MANAGEMENT AGENDA BY HIGHLIGHTING
ORGANIZATIONS' STRATEGIC MANAGEMENT OF HUMAN CAPITAL INITIATIVES.
3. THE RESULTS OF THE ASSESSMENT WILL BE USED BY THE CIOC, OPM,
OMB, AND DOD, AS WELL AS THE DEPARTMENT OF THE NAVY, TO IDENTIFY
TRENDS IN IM/IT WORKFORCE CAPABILITIES AND NEEDS. ULTIMATELY, THESE
RESULTS WILL PROVIDE GOVERNMENT-WIDE, DEPARTMENT-WIDE, AND
ORGANIZATIONAL-SPECIFIC INPUTS TO CURRENT AND FUTURE HUMAN
CAPITAL PLANNING EFFORTS THAT WILL HELP ACHIEVE THE VISION OF
NET-CENTRICITY AND SUPPORT ONGOING TRANSFORMATION EFFORTS.
4. ONCE THE SURVEY IS COMPLETE, LOCAL DON ORGANIZATIONS WILL HAVE
THE CAPABILITY TO ASSESS THEIR COMMAND IM/IT WORKFORCE CAPABILITIES,
SET CURRENT AND FUTURE WORKFORCE REQUIREMENTS, AND CONDUCT SCENARIO
PLANNING VIA THE WEB-BASED CAPABILITY PLANNING AND ASSESSMENT TOOL.
THE DATA WILL PROVIDE INSIGHTS FOR LOCAL IM/IT WORKFORCE PLANNING BY
IDENTIFYING POTENTIAL GAPS BETWEEN CURRENT CAPABILITIES AND FUTURE
REQUIREMENTS, WHICH IN TURN WILL HIGHLIGHT AREAS FOR IMPROVEMENT AND
WILL PROVIDE INPUT TO MID- AND LONG-RANGE WORKFORCE PLANNING EFFORTS.
