GENTEXT/REMARKS/1. MARINES WHO REENLIST AND MAKE A LATERAL MOVE ARE NO LONGER ELIGIBLE TO BE PROMOTED IN THEIR FORMER PRIMARY MOS.MARINES ENTERING INTO AN IMOS WILL BE CONSIDERED FOR PROMOTION UNDER ONE OF THE FOLLOWING TWO CATEGORIES:
 A. COMPETITIVE BASIC MOS WITH CUTTING SCORE. LCPL'S AND CPL'S IN FORMAL SCHOOLS, TRAINING/RETRAINING ASSIGNMENTS (INCLUDING MOS CONVERSIONS), OR WHO HAVE REENLISTED AND HAD A LATERAL MOVE APPROVED IN CONJUNCTION WITH THEIR REENLISTMENT AND ARE SERVING WITH A BASIC PRIMARY MOS (E.G. 0200), ARE CONSIDERED FOR PROMOTION IN THEIR INTENDED MOS PROVIDED THE INTENDED MOS WAS EFFECTIVE ON OR PRIOR TO THE DATE OF THE MONTHLY PROMOTION AUTHORITY MARADMIN.
 B. NON-COMPETITIVE, ENTRY-LEVEL, MOS. AN ENTRY LEVEL MOS WITH A PREREQUISITE GRADE WILL NOT HAVE AN ESTABLISHED CUTTING SCORE FOR THAT GRADE. LANCE CORPORALS AND CORPORALS REENLISTING INTO AN ENTRY-LEVEL MOS, AS PUBLISHED ANNUALLY BY MARADMIN, WHO HAVE NOT YET ATTAINED THAT GRADE MAY BE PROMOTED NON-COMPETITIVELY TO THAT GRADE.PROMOTION IN THE INTENDED MOS IS SUBJECT TO REENLISTMENT AND TIG/TIS ELIGIBILITY PER REF A. IN ORDER TO EFFECT PROMOTIONS FOR ELIGIBLE MARINES, COMMANDS MUST SUBMIT A REQUEST FOR PROMOTION AUTHORITY TO MMPR-2 ALONG WITH A COPY OF THE SIGNED REENLISTMENT DOCUMENT. ONCE APPROVED MMPR-2 WILL RUN A "SELECT GRADE" FOR PROMOTION TO THAT GRADE. DATE OF RANK AND EFFECTIVE DATE WILL BE THE FIRST OF THE MONTH AFTER REENLISTMENT OR AFTER MEETING TIG/TIS.
EXAMPLE 1: MARINE CORPORAL HAS TIG/TIS PRIOR TO REENLISTMENT (WITH A LATERAL MOVE OPTION OF 0211) AND REENLISTS ON 15 MAR 07. THIS MARINE'S DATE OF RANK AND EFFECTIVE DATE WILL BE 1 APR 07 (I.E., THE FIRST OF THE MONTH AFTER REENLISTMENT) BECAUSE THIS MARINE MEETS ALL ELIGIBLE REQUIREMENTS FOR PROMOTION PER REFERENCE A PARAGRAPH 1202.1.
EXAMPLE 2: MARINE CORPORAL WITH A DATE OF RANK OF 1 MAY 06 AND REENLISTS (WITH A LATERAL MOVE OPTION OF 0211) ON 15 MAR 07. THIS MARINE'S DATE OF RANK AND EFFECTIVE DATE WILL BE 1 MAY 07 (I.E., TWELVE MONTHS AFTER PROMOTION TO CORPORAL) BECAUSE A CORPORAL NEEDS 12 MONTHS TIG BEFORE BEING ELIGIBLE FOR PROMOTION TO SGT PER REFERENCE A PARAGRAPH 1202.1.
 C. MARINES WHO ARE PROMOTED UNDER THEIR INTENDED MOS, AND LATER FAIL TO COMPLETE THE QUALIFICATIONS FOR THAT MOS, WILL BE ADMINISTRATIVELY REDUCED (PARAGRAPH 6002.1 APPLIES).
2. EFFECTIVE THE DATE OF THIS MARADMIN, THE FOLLOWING MOS'S ARE CONSIDERED NON-COMPETITIVE, ENTRY-LEVEL MOS'S ELIGIBLE FOR PROMOTION PER PARA 1.B ABOVE AND SUBJECT TO CHANGE BASED ON THE NEEDS OF THE MARINE CORPS. ANY SUBSEQUENT CHANGES WILL BE PUBLISHED VIA MARADMIN:
0143, 0211, 0241, 0689, 2336, 2834, 3044, 3441, 4133, 4429, 5821.
3. PRIOR TO DELIVERY OF THE PROMOTION WARRANT, COMPLIANCE WITH REFERENCE A IS REQUIRED. COMMANDERS MUST ENSURE THAT A MARINE IS NOT PROMOTED UNLESS THE INDIVIDUAL CAN BE EXPECTED TO ASSUME THE RESPONSIBILITIES AND PERFORM THE DUTIES OF THAT GRADE IN A CREDITABLE AND SATISFACTORY MANNER.
4. THE CONTENT OF THIS MARADMIN WILL BE INCORPORATED INTO CHANGE 2 TO REF A.
5. THE ABOVE POLICY CHANGES ARE APPLICABLE TO THE MARINE CORPS TOTAL FORCE AND NOT RETROACTIVE.//
