1. THIS MARADMIN ANNOUNCES FUTURE CHANGES TO JOINT OFFICER MANAGEMENT (JOM) AND THE JOINT QUALIFICATION SYSTEM (JQS).
REFERENCE A AUTHORIZED THE SECRETARY OF DEFENSE TO ESTABLISH DIFFERENT LEVELS OF JOINT QUALIFICATION AND ASSOCIATED CRITERIA FOR CERTIFICATION AT EACH LEVEL. REF B IS THE RESULT OF JOINT OFFICER MANAGEMENT POLICY AND PROCEDURE REVISIONS DEVELOPED BY DOD, THE JOINT STAFF, AND THE SERVICES. THE REVISIONS IN REFS C AND D WILL IMPLEMENT POLICIES AND PROCEDURES WHEREBY ACTIVE AND RESERVE OFFICERS IN THE ARMED SERVICES CAN RECEIVE JOINT CREDIT AND A JOINT QUALIFICATION. REFS C AND D ARE NOT FINAL BUT OUTLINE POLICY CHANGES EXPECTED TO OCCUR AS A RESULT OF LAW ESTABLISHED IN REF A.
SPECIFICALLY, REFS C AND D ADDRESS A JOINT QUALIFICATION SYSTEM
(JQS) DESIGNED TO SUPPLEMENT THE CURRENT JOINT SPECIALTY SYSTEM.
THE JQS WILL BECOME EFFECTIVE 01 OCTOBER 2007. THE JQS REPLACES THE PREVIOUS DESIGNATION, JOINT SPECIALTY OFFICER (JSO) WITH JOINT QUALIFIED OFFICER (JQO) ON 1 OCTOBER 2007.
2. THE NEW JQS ALLOWS OFFICERS TO GAIN JOINT CREDIT AND/OR QUALIFICATION THROUGH AN EXPERIENCED BASED JOINT DUTY ASSIGNMENT
(E-JDA) OR THE TRADITIONAL STANDARD JOINT DUTY ASSIGNMENT (S-JDA).
UNDER THIS NEW SYSTEM AN OFFICER MAY ACCRUE POINTS TOWARDS A JOINT QUALIFICATION WHILE PARTICIPATING IN EITHER THE E-JDA OR S-JDA.
JOINT EXPERIENCES CAN INCLUDE, JOINT EDUCATION, JOINT TRAINING, PARTICIPATION IN JOINT EXERCISES OR OPERATIONS, OR ASSIGNMENT TO A TRADITIONAL JOINT BILLET LISTED ON THE JOINT DUTY ASSIGNMENT LIST (JDAL).
3. KEY ASPECTS OF THE NEW JQS INCLUDE THE FOLLOWING:
 A. OFFICERS WILL STILL REQUIRE JOINT PROFESSIONAL MILITARY EDUCATION PHASES I AND II FOR DESIGNATION AS A JQO. RESERVISTS WILL SUBSTITUTE ADVANCED JPME FOR PHASE II.
 B. THE PRIMARY MEANS FOR ACHIEVING JOINT EXPERIENCE WILL REMAIN ASSIGNMENT TO A JDAL BILLET. OFFICERS ASSIGNED TO THESE BILLETS WILL CONTINUE TO SERVE NORMAL TOUR LENGTHS (36 MONTHS FOR O-6 AND BELOW AND 24 MONTHS FOR GENERAL OFFICERS).
 C. OFFICERS CURRENTLY DESIGNATED AS JSO WILL AUTOMATICALLY BE DESIGNATED AS JQO ON 1 OCTOBER 2007. THE JOINT MOS OF 9702 WILL REMAIN A VALID MCTFS ENTRY FOR OFFICERS DESIGNATED AS A JQO.
 D. BOTH ACTIVE COMPONENT (AC) AND RESERVE COMPONENT (RC) OFFICERS WILL BE ELIGIBLE FOR JQO STATUS.
E. OFFICERS MAY BE ELIGIBLE TO RECEIVE JOINT CREDIT FOR SERVING IN A NON-JDAL BILLET (SEE PARA 4).
F.  OFFICERS MAY BEGIN RECEIVING JOINT CREDIT FOR JOINT EXPERIENCES DURING THEIR PRE-COMMISSIONING EDUCATION, BUT MUST BE PROMOTED TO THE RANK OF O-4 BEFORE  DESIGNATION AS A JQO.
4. THE METHOD TO DETERMINE JOINT CREDIT IS A POINT ACCRUAL FORMULA, WHICH WILL TAKE INTO ACCOUNT THE FREQUENCY, DURATION, ENVIRONMENT, AND INTENSITY OF THE JOINT EXPERIENCE. OFFICERS WILL BE ABLE TO SELF-NOMINATE THEIR JOINT ACTIVITIES FOR POINT RECOGNITION ON A DEFENSE MANPOWER DATA CENTER (DMDC) WEB SITE BEGINNING IN OCTOBER 2007. THERE WILL BE A THREE-YEAR WINDOW, FROM 1 OCTOBER 2007 THROUGH 30 SEPTEMBER 2010, FOR OFFICERS TO SELF NOMINATE JOINT EXPERIENCES THAT OCCURRED DURING THE RETROACTIVE PERIOD DEFINED IN REF A (11 SEPTEMBER 2001 FORWARD FOR AC, AND 1 JANUARY 1986 FORWARD FOR THE RC).
5.  JQS LEVELS AND CRITERIA:
   A.  LEVEL I CRITERIA:
       (1) AWARDED UPON JOINT CERTIFICATION OF PRE-COMMISSIONING AND BASIC OFFICER COURSE COMPLETION.
       (2) JUNIOR OFFICERS ARE FOCUSED ON SERVICE COMPETENCIES.
       (3) QUALIFICATION POINTS BEGIN TO ACCRUE FOLLOWING COMMISSIONING THROUGH PARTICIPATION IN JOINT EXPERIENCES AS DEFINED IN PARA 2.
   B.  LEVEL II CRITERIA:
       (1) AWARDED UPON COMPLETION OF JPME I, ACCRUAL OF 18 POINTS, AND CERTIFICATION BY THE CJCS.
       (2) A MINIMUM OF 12 POINTS MUST COME FROM "JOINT EXPERIENCE."
       (3) ADDITIONAL POINTS MAY BE DERIVED FROM CONTINUED JOINT EXPERIENCES.
   C.  LEVEL III (JQO) CRITERIA:
       (1) AWARDED UPON COMPLETION OF JPME II (AC) OR AJPME (RC), ACCRUAL OF 36 TOTAL POINTS, AND CERTIFICATION BY THE SECDEF OR HIS DESIGNEE.
       (2) A MINIMUM OF 12 "JOINT EXPERIENCE" POINTS MUST HAVE ACCRUED SINCE AWARD OF LEVEL II.
       (3) ADDITIONAL POINTS MAY BE DERIVED FROM CONTINUED JOINT EXPERIENCE.
       (4) FORMAL DESIGNATION: JOINT QUALIFIED OFFICER (JQO).
       (5) EFFECTIVE 30 SEPTEMBER 2008, JQO REQUIRED FOR APPOINTMENT AS AN O-7 (AC ONLY).
   D.  LEVEL IV CRITERIA (GENERAL OFFICERS ONLY):
       (1) AWARDED UPON COMPLETION OF CAPSTONE, ACCRUAL OF 60 TOTAL POINTS, AND CERTIFICATION BY THE SECDEF OR HIS DESIGNEE.
       (2) A MINIMUM OF 24 ADDITIONAL "JOINT EXPERIENCE" POINTS ACCRUED FROM AN ASSIGNMENT IN A GENERAL OFFICER JOINT BILLET IN OSD/JS/COCOM HQS/JTF HQS/DEFENSE AGENCY.
6.  EFFECTIVE 30 SEPTEMBER 2008, AC OFFICERS MUST BE DESIGNATED AS A JQO PRIOR TO APPOINTMENT TO THE GRADE OF O-7.  THE SECRETARY OF DEFENSE MAY GRANT EXCEPTIONS/WAIVERS ON A CASE-BY-CASE BASIS, WHEN NECESSARY FOR THE GOOD OF THE SERVICE AND/OR WHERE THE PROMOTION IS BASED ON SCIENTIFIC/TECHNICAL/PROFESSIONAL QUALIFICATIONS FOR WHICH JOINT REQUIREMENTS DO NOT EXIST.
