GENTEXT/REMARKS/1. PURPOSE. THIS MESSAGE PROVIDES UPDATED
PROCEDURES AND ADMINISTRATIVE INSTRUCTIONS FOR IMPLEMENTATION OF
PHASE III OF THE EGSR. OFFICER AND ENLISTED OCCUPATIONAL FIELD
(OCCFLD) MANAGERS ARE REQUIRED TO REVIEW THIS MESSAGE.
2. BACKGROUND. REF (A) DIRECTED DC MRA AND DC CDI TO CONDUCT A
GRADE STRUCTURE REVIEW. REF (B) ANNOUNCED THE FY06 EGSR. REF (C)
IS THE EGSR LETTER OF INSTRUCTION SIGNED BY DC MRA AND DC CDI, WHICH
OUTLINES GUIDANCE AND RESPONSIBILITIES. REF (D) OUTLINED THE GOALS
AND PROCEDURES FOR PHASE I OF THE EGSR. REF (E) OUTLINED THE GOALS
AND PROCEDURES FOR PHASE II OF THE EGSR, WHICH WERE LATER ADJUSTED
TO ACCOMMODATE A MOS MANUAL PURGING EFFORT EXPLAINED IN REF (F).
REF (G) PROVIDED DETAILED PROCEDURES AND ADMINISTRATIVE INSTRUCTIONS
FOR IMPLEMENTATION OF FY06 EGSR PHASE II MOS MANUAL PURGE CHANGES,
AND OUTLINED THE PLAN OF ACTION AND MILESTONES FOR PHASE III. REF (H)
IS A JOINT DECISION BETWEEN DC MRA AND DC CDI ON A NEW EGSR TIMELINE.
3. EGSR DEVELOPMENTS
A. NEW TFSMS HUMAN RESOURCE DEVELOPMENT PROCESS (HRDP) BUSINESS
RULES HAVE BEEN AGREED TO BY DC MRA AND DC CDI AND CAN BE VIEWED AT
THE HTTPS ADDRESS TFSMS.MCCDC.USMC.MIL PRIOR TO LOGIN AT THE
REFERENCES TAB UNDER "TOOLS".
B. THE TIMELINE FOR THE IMPLEMENTATION OF EGSR PHASE II MOS
MANUAL
PURGE TASKS ESTABLISHED IN PARA 3.C. OF REF (G) HAS BEEN READJUSTED
DUE TO SYSTEMS INTEGRATION ISSUES AMONG MAJOR PLAYERS WITHIN THE
HRDP.
DC MRA (MP, MM, RA, MI) AND DC CDI (TFSD, TECOM (GTB)) HAVE AGREED
TO A
MOS PHASING PLAN THAT TECOM WILL PUBLISH VIA SEPARATE CORRESPONDENCE.
C. REF (H) STATES THAT DUE TO FISCAL DECREMENTS TO THE TFSMS
PROGRAM, DELIVERY OF THE TFSMS EGSR MODULE (THE TOOL OCCUPATIONAL
FIELD MANAGERS AND MOS SPECIALISTS WILL USE TO EXECUTE GRADE SHAPING)
WILL BE DELAYED UNTIL NOV 2006, AND DC MRA AND DC CDI HAVE AGREED TO
THIS NEW EGSR TIMELINE:
SEPT 06 - FEB 07 DATA CLEANSING, EGSR MODULE GOVERNMENT
ACCEPTANCE TESTING AND MODULE REFINEMENT;
FEB 07 - MAR 07 EGSR MODULE TRAINING FOR MOS SPECIALISTS AND
OCCUPATIONAL FIELD MANAGERS;
MAR 07 - JUL 07 EGSR PHASE IV GRADE SHAPING.
4. NEW PHASE III PROCEDURES AND INSTRUCTIONS
A. UPON COMPLETION OF THE AUG 2006 ASR, TFSD IDENTFIED
VIOLATIONS
OF THE NEW TFSMS HRDP BUSINESS RULES.
B. TFSD WILL DISTRIBUTE THE BUSINESS RULE VIOLATIONS TO THE
OCCUPATIONAL FIELD MANAGERS, MOS SPECIALISTS, AND DC MRA (MPP-50,
MMEA, MMOA).
C. TFSD WILL CORRECT ALL VIOLATIONS WITH OBVIOUS SOLUTIONS.
VIOLATIONS THAT REQUIRE CLARIFICATION FROM MOS SPECIALISTS, AS WELL
AS B-BILLET EXEMPTIONS AND B-BILLET BUILD PLANS, WILL BE THE SUBJECT
OF FACE-TO-FACE MEETINGS HOSTED BY A HRDP PANEL MADE UP OF
REPRESENTATIVES FROM TECOM, TFSD, MM, MP, AND RA. THE PANEL WILL
MEET FROM 10 THROUGH 20 OCT 2006. ALL MOS SPECIALISTS WILL BE
REQUIRED TO SIGN UP FOR A MEETING WITH THE PANEL BY 9 OCT 2006

D. TFSD WILL UTILIZE THE CLARIFICATION INSTRUCTIONS GLEANED FROM

ASR.
E. TFSD WILL ENSURE THAT ALL KEY EGSR PLAYERS, TO INCLUDE MOS
SPECIALISTS, OCCUPATIONAL FIELD MANAGERS, TFSD ANALYSTS, AND DC MRA
ANALYSTS, ARE TRAINED ON THE TFSMS EGSR MODULE PRIOR TO PHASE IV
EXECUTION. SPECIFIC DATES AND TIMES FOR TFSMS EGSR MODULE TRAINING
