GENTEXT/REMARKS/1. SITUATION. THE USMC PROVIDES SUPPORT TO CIVIL
AUTHORITIES FOR DOMESTIC INCIDENTS AS DIRECTED BY THE PRESIDENT OR
SECRETARY OF DEFENSE, CONSISTENT WITH MILITARY READINESS AND WHEN
APPROPRIATE UNDER THE CIRCUMSTANCES AND THE LAW. THE USMC ALSO
RECEIVES SUPPORT FROM CIVIL AUTHORITIES IN RESPONSE TO DOMESTIC
INCIDENTS, WHICH CAN BE ESSENTIAL TO SUSTAINING OR RESTORING USMC
CAPABILITIES THAT ARE CRITICAL TO OUR OPERATIONS AND THE EXECUTION
OF THE NATIONAL MILITARY STRATEGY. ANY SUCH MUTUALLY BENEFICIAL,
COOPERATIVE RELATIONSHIP IS MOST EFFECTIVE WHEN BASED UPON A SHARED
UNDERSTANDING WITH A COMMON LANGUAGE AND STRUCTURE FOR COORDINATION.
NIMS AND NRP PROVIDE THAT FRAMEWORK. THE INCIDENT COMMAND SYSTEM
(ICS) IS AN ESSENTIAL ELEMENT OF NIMS. IMPLEMENTATION OF NIMS AND
NRP IS REQUIRED BY REFS A AND D.
2. MISSION. TO ESTABLISH AND ANNOUNCE MINIMUM TRAINING
REQUIREMENTS FOR DESIGNATED USMC PEOPLE IN SUPPORT OF THE
IMPLEMENTATION OF NIMS AND NRP ON DOMESTIC USMC INSTALLATIONS FOR
DOMESTIC INCIDENT MANAGEMENT.
3. EXECUTION
3.A. COMMANDANT'S INTENT. USMC PEOPLE WITH A REASONABLE LIKELIHOOD
OF INVOLVEMENT IN DOMESTIC INCIDENT MANAGEMENT WILL BE FAMILIAR WITH
NIMS, NRP, AND ICS, IN ORDER TO OPERATE EFFECTIVELY WITH CIVIL
AUTHORITIES AS PARTNERS IN A NATIONAL RESPONSE.
3.B. CONCEPT OF OPERATIONS
3.B.(1) WEB-BASED TRAINING IS READILY AVAILABLE AND WILL BE USED TO
GAIN AN ESSENTIAL MINIMUM FAMILIARITY WITH THE NATIONAL MECHANISMS
FOR DOMESTIC INCIDENT MANAGEMENT. OTHER TRAINING PROVIDERS, WHEN
AVAILABLE, MAY BE USED IN PLACE OF OR IN ADDITION TO THE WEB BASED
TRAINING.
3.B.(2) OUR DOMESTIC INSTALLATIONS ARE OUR FRONT LINES FOR
RECURRING COORDINATION WITH CIVIL AUTHORITIES ON DOMESTIC INCIDENTS.
THE CORE USMC DOMESTIC INCIDENT RESPONSE COMMUNITY, IDENTIFIED IN
PARA 4A, WILL COMPLETE AT LEAST THE MANDATORY MINIMUM TRAINING
IDENTIFIED IN PARA 5B.
3.B.(3) KNOWLEDGE AND COMPETENCY BEYOND MINIMUM FAMILIARITY WITH
NIMS, NRP, AND ICS, APPROPRIATE TO GRADE AND ASSIGNMENT, IS
IMPORTANT TO OVERALL EFFECTIVENESS IN A DOMESTIC INCIDENT RESPONSE.
APPROPRIATE ADDITIONAL TRAINING FOR PROFICIENCY AND ENHANCEMENT
SHOULD BE PURSUED AT ALL LEVELS IN SELF-DIRECTED PROFESSIONAL
MILITARY EDUCATION AND COMMAND-DIRECTED TRAINING PROGRAMS, GUIDED BY
THE INITIATIVE OF MARINES AND COMMANDERS.
3.C. TASKS
3.C.(1) DESIGNATED PEOPLE, PER PARA 4A. COMPLETE MANDATORY MINIMUM
TRAINING INDICATED IN PARA 5B.
3.C.(2) INSTALLATION COMMANDERS. IDENTIFY OTHER KEY PEOPLE WHO ARE
LIKELY TO BE INVOLVED IN THE PLANNING FOR AND/OR RESPONSE TO
DOMESTIC INCIDENTS. THESE PEOPLE SHALL COMPLETE THE MANDATORY
MINIMUM TRAINING IDENTIFIED IN PARA 5B, AND ADDITIONAL COMMAND
DIRECTED TRAINING AS APPROPRIATE. PER PARA 3.B.(3), IDENTIFY LOCAL
REQUIREMENTS FOR PROFICIENCY FOR DOMESTIC INCIDENT RESPONSE, BEYOND
MINIMUM FAMILIARIZATION, AND ACHIEVE READINESS THROUGH APPROPRIATE
TRAINING AND EXERCISES.
3.C.(3) COMMARFORNORTH. ADDRESS THE SPECIFIC ADDITIONAL TRAINING
NEEDS OF MARINE EMERGENCY PREPAREDNESS LIAISON OFFICERS AND KEY
MARFORNORTH STAFF THROUGH APPROPRIATE COMMAND-DIRECTED TRAINING
PROGRAMS.
3.C.(4) CG, MCCDC. APPROPRIATELY INTEGRATE NIMS, NRP AND ICS INTO
UPDATES TO RELEVANT DOCTRINE AND TRAINING. NIMS, NRP, AND ICS SHAPE
THE COMMAND AND CONTROL ENVIRONMENT FOR DOMESTIC INCIDENTS.
4. PERSONNEL REQUIRING TRAINING
4.A. THE FOLLOWING PEOPLE ARE CONSIDERED TO BE PART OF THE CORE
USMC DOMESTIC INCIDENT RESPONSE COMMUNITY AND WILL COMPLETE THE
MANDATORY MINIMUM TRAINING REQUIREMENTS

DOMESTIC USMC INSTALLATIONS IN ANY CAPACITY ARE BETTER PREPARED TO
CARRY OUT THEIR RESPONSIBILITIES IN EXTREMIS IF FAMILIAR WITH THE
BASICS OF NIMS, NRP, AND ICS, AND ARE HIGHLY ENCOURAGED TO COMPLETE
THE TRAINING DESIGNATED IN PARAGRAPH 5.B.
5. TRAINING RESOURCES.
5.A. INDIVIDUAL ONLINE TRAINING, AT NO COST, IS AVAILABLE THROUGH
THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) EMERGENCY MANAGEMENT
INSTITUTE (EMI) INDEPENDENT STUDY PROGRAM. THE WEB ADDRESS IS
TRAINING.FEMA.GOV/EMIWEB/IS/.
5.B. COMPLETION OF THE FOLLOWING COURSES PROVIDES AN ORIENTATION TO
NRP, NIMS, AND ICS AND IS THE MINIMUM REQUIREMENT FOR
FAMILIARIZATION:
5.B.(1) IS-100: INTRODUCTION TO INCIDENT COMMAND. NOTE-TAILORED
VERSIONS OF THIS COURSE ARE AVAILABLE FOR LAW ENFORCEMENT, PUBLIC
WORKS, AND FEDERAL DISASTER WORKERS. ANY VERSION IS ACCEPTABLE.
5.B.(2) IS-800, NATIONAL RESPONSE PLAN.
5.C. EACH COURSE TAKES ABOUT 3 HOURS TO COMPLETE.
5.D. AT THE COMMANDER'S DISCRETION, SIGNIFICANT EXPERIENCE OR
TRAINING FROM OTHER PROVIDERS THAT COVERS THE SAME MATERIAL MAY BE
ACCEPTED AS A SUBSTITUTE. FOR CONTENT COMPARISON, COURSE
INFORMATION IS AVAILABLE ON THE FEMA EMI WEB SITE.
5.E. MORE FEMA EMI ONLINE COURSES ARE AVAILABLE TO ADDRESS FURTHER
TRAINING NEEDS, SUCH AS EOC OPERATIONS, ADVANCED ICS, AND EMERGENCY
MANAGEMENT. IN PARTICULAR, IS-200 ICS AND IS-700 NIMS ARE WIDELY
USED BY RESPONDERS NATIONWIDE. RELEVANT CONTENT IS ALSO OFFERED FROM
A VARIETY OF RESIDENT AND NON-RESIDENT TRAINING AND EDUCATION
PROVIDERS, INCLUDING THE NATIONAL FIRE ACADEMY.
6. OPERATING FORCES. USMC OPERATING FORCES IN GENERAL MAY BUT ARE
NOT LIKELY TO RESPOND TO DOMESTIC INCIDENTS. THEREFORE, OPERATING
FORCES ARE NOT SUBJECT TO THIS MINIMUM TRAINING REQUIREMENT.
HOWEVER, TRAINING ON NIMS, NRP AND ICS SHOULD BE CONSIDERED AS PART
OF AN APPROPRIATE TRAINING PROGRAM CONSISTENT WITH MILITARY
READINESS AND AS INFORMED BY THE COMMANDER'S ESTIMATE OF LIKELY
CONTINGENCIES. WHEN ENGAGED IN DEFENSE SUPPORT OF CIVIL AUTHORITIES
(DSCA), DOD FORCES STILL TYPICALLY OPERATE INTERNALLY WITH
TRADITIONAL MILITARY COMMAND AND CONTROL STRUCTURES, BUT THE
ADJACENT, SUPPORTING, AND SUPPORTED CIVIL AUTHORITIES DO NOT.
OPERATING FORCE EMPLOYMENT IN DSCA IS SIGNIFICANTLY ENHANCED BY KEY
PEOPLE HAVING FAMILIARITY WITH NIMS, NRP, AND ICS.
7. COORDINATING INSTRUCTIONS.
7.A. PEOPLE NOW SERVING IN POSITIONS SUBJECT TO THE MINIMUM TRAINING
REQUIREMENTS COMPLETE TRAINING BY 31 DEC 06.
7.B. PEOPLE NEWLY ASSIGNED TO POSITIONS REQUIRING TRAINING SHALL
COMPLETE TRAINING WITHIN 90 DAYS OF REPORTING ABOARD.
7.C. TRACK COMPLETION OF TRAINING OR SPECIFIC COMMANDER'S
DETERMINATION OF A SUITABLE SUBSTITUTE PER PARA 5.D, IN LOCAL
TRAINING RECORDS. THIS ITEM SHALL BE ADDED TO RELEVANT COMMAND
INSPECTION CHECKLISTS.
7.D. THERE IS NO RECURRING REQUIREMENT FOR INDIVIDUAL REFRESHER
TRAINING.
7.E. UNTIL NIMS, NRP AND ICS ARE FULLY INTEGRATED INTO BASIC USMC
AND DOD DOCTRINE AND TRAINING, THIS IS A PERSISTENT REQUIREMENT.
7.F. SECURITY DIVISION (PS), HQMC IS ASSIGNED AS THE OFFICE WITH
PRIMARY RESPONSIBILITY FOR THIS REQUIREMENT AND WILL REVIEW IT ON AN
ANNUAL BASIS.
8. PEOPLE WHO TAKE THE FEMA COURSES ONLINE ARE ENCOURAGED TO
INCLUDE AN E-MAIL ADDRESS WITH EXAM SUBMISSION IN ORDER TO RECEIVE
AN E-MAIL COMPLETION NOTICE. IN THE PAST, FEMA HAS TAKEN UP TO 12
WEEKS TO MAIL COMPLETION CERTIFICATES. THE E-MAIL COMPLETION
NOTICE, TYPICALLY ISSUED WITHIN 72 HOURS OF COURSE COMPLETION, IS
ACCEPTABLE COURSE COMPLETION DOCUMENTATION UNTIL THE CERTIFICATE IS
RECEIVED.
9. THESE REQUIREMENTS DO NOT SUPERSEDE OR REPLACE EXISTING AND
FUTURE REQUIREMENTS FOR ESSENTIAL CERTIFICATIONS AND/OR PROMOTION
