RMKS/1. EXECUTIVE SUMMARY. THIS MARADMIN PROMULGATES THE POLICY AND PROCEDURES FOR PLANNING, PROGRAMMING, BUDGETING, AND EXECUTING EXERCISES INVOLVING USMC ACTIVITIES AND INSTALLATIONS BY FOREIGN GOVERNMENTS VIA FOREIGN MILITARY SALES (FMS).
2. SITUATION. THE ARMS EXPORT CONTROL ACT (AECA) AND FOREIGN ASSISTANCE ACT (FAA) REQUIRE REIMBURSEMENT TO THE US GOVERNMENT (USG) FOR MILITARY SERVICES PROVIDED TO FOREIGN DEFENSE PERSONNEL AND ORGANIZATIONS THAT EXCEED THE SCOPE OF TITLE 10 AUTHORITIES. FOR COSTS NOT SPECIFICALLY AUTHORIZED BY TITLE 10 PROGRAMS, FMS IS THE LEGAL AND FINANCIAL MEANS BY WHICH FOREIGN MILITARIES PARTICIPATE IN COMBINED EXERCISES OR CONDUCT UNILATERAL EXERCISES AT USMC FACILITIES AND INSTALLATIONS.
A. THE TERM "FMS EXERCISES" IS USED TO DESCRIBE ANY UNILATERAL FOREIGN EXERCISE INVOLVING USMC INSTALLATIONS, FACILITIES OR PERSONNEL WHERE THE COSTS ARE CAPTURED VIA FMS.
B. THE TERM "FMS SUPPLEMENTED EXERCISES" IS USED TO DESCRIBE ANY COMBINED EXERCISE INVOLVING USMC INSTALLATIONS, FACILITIES OR PERSONNEL WHERE COSTS NOT AUTHORIZED BY SPECIFIC TITLE 10 PROGRAMS ARE CAPTURED VIA FMS.
3. MISSION. MARINE CORPS ORGANIZATIONS CONDUCTING OR SUPPORTING FMS OR FMS SUPPLEMENTED EXERCISES WILL PLAN, COORDINATE, EXECUTE AND REPORT SUCH ACTIVITIES IAW THIS MARADMIN IN ORDER TO ENSURE USMC COMPLIANCE WITH LEGAL AND FISCAL REQUIREMENTS.
4. EXECUTION.
A. COMMANDANT'S INTENT. EXERCISES INVOLVING INTERNATIONAL FORCES ARE SIGNIFICANT TOOLS USED TO FURTHER THE OBJECTIVES OF DOD, GEOGRAPHIC COMBATANT COMMANDER (GCC), AND USMC SECURITY COOPERATION STRATEGIES. USMC WILL SUPPORT COMBINED AND UNILATERAL FOREIGN EXERCISES WITHIN THE LIMITS OF OUR RESOURCES.
B. CONCEPT OF OPERATIONS. FMS AND FMS SUPPLEMENTED EXERCISES GENERALLY FOLLOW THE SAME PROCEDURES AS THOSE FOR FOREIGN SALES OF EQUIPMENT AND TRAINING.
(1) NLT 180 DAYS PRIOR TO THE START OF THE EXERCISE, THE INITIATING ACTIVITY MUST NOTIFY MARCORSYSCOM INTERNATIONAL PROGRAMS (IP) AND INFO HQMC (PLU) OF THE UPCOMING EVENT VIA OFFICIAL CORRESPONDENCE. ORGANIZATIONS THAT INITIATE FMS AND FMS SUPPLEMENTED EXERCISES INCLUDE SECURITY ASSISTANCE OFFICES (SAO), REGIONAL MARINE COMPONENTS, FOREIGN DEFENSE ATTACHES IN THE U.S. AND OTHERS.  BECAUSE THESE REQUESTS CAN COME FROM SUCH DISPARATE SOURCES, IT IS IMPORTANT TO BRING THE APPROPRIATE USMC COMMANDS INTO THE PLANNING PROCESS AS EARLY AS POSSIBLE.
(2) HQMC (PLU) VETS THE REQUIREMENT WITH THE REGIONAL MARINE COMPONENT AND VALIDATES POL-MIL ACCEPTABILITY.
(3) MARCORSYSCOM(IP) VALIDATES THE REQUIREMENT WITH AFFECTED COMMANDS (E.G. TECOM, COMMARFORLANT, COMMARFORPAC, ETC.) FOR FEASIBILITY AND SUPPORTABILITY AND REQUESTS DESIGNATION OF AN EXERCISE OFFICER (EO) AND EXERCISE COMPTROLLER (EC).
(4) THE EO IS THE PRIMARY CONTACT TO FACILITATE COORDINATION BETWEEN THE EXERCISING COUNTRY, THE USMC FACILITY BEING UTILIZED, AND MARCORSYSCOM(IP). THE EO IS RESPONSIBLE FOR COMMUNICATING THE REQUIREMENTS OF THE EXERCISING COUNTRY AND PROVIDING LETTERS OF INSTRUCTION TO THE EC AND MARCORSYSCOM(IP).
(5) THE EC COORDINATES THE PRICING OF ALL GOODS AND SERVICES TO BE PROVIDED TO THE EXERCISING COUNTRY AND PROVIDES SUCH PRICING DATA TO MARCORSYSCOM(IP) NLT 150 DAYS PRIOR TO THE START OF THE EXERCISE.
(6) NLT 60 DAYS PRIOR TO THE START OF THE EXERCISE, THE FMS LETTER OF OFFER AND ACCEPTANCE (LOA) MUST BE SIGNED BY THE EXERCISING COUNTRY AND THE INITIAL DEPOSIT MUST BE ON RECORD WITH DFAS-DENVER.
(7) NLT 45 DAYS PRIOR TO THE START OF THE EXERCISE, THE EC REQUESTS ANY INITIAL FUNDING REQUIREMENTS FOR ADVANCE PURCHASES FROM MARCORSYSCOM(IP). MARCORSYSCOM(IP) PROVIDES REMAINING FUNDING TO THE EC IAW THE LOA FINANCIAL PLAN.
(8) NLT 120 DAYS FOLLOWING THE EXERCISE, THE EC PROVIDES A FINAL NAVCOMPT FORM 2193 (REPORT ON REIMBURSABLE ORDERS) TO MARCORSYSCOM(IP).
C. TASKS
(1) REGIONAL MARINE COMPONENT COMMANDERS. VALIDATE FMS AND FMS SUPPLEMENTED EXERCISE REQUESTS FROM COUNTRIES IN YOUR AOR.
(2) COMMARFORLANT / COMMARFORPAC
(A) VALIDATE FMS AND FMS SUPPLEMENTED EXERCISES FOR FEASIBILITY AND SUPPORTABILITY FOR FACILITIES AND INSTALLATIONS UNDER YOUR COGNIZANCE.
(B) DESIGNATE AN EO AND EC FOR APPROVED FMS AND FMS SUPPLEMENTED EXERCISES.
(3) CG, TECOM
(A) VALIDATE FMS AND FMS SUPPLEMENTED EXERCISES FOR FEASIBILITY AND SUPPORTABILITY FOR FACILITIES AND INSTALLATIONS UNDER YOUR COGNIZANCE.
(B) COORDINATE, MANAGE, TRACK, AND REPORT ANY USMC-PROVIDED TRAINING TO FOREIGN MILITARY PERSONNEL THAT TAKES PLACE AS PART OF A FMS OR FMS SUPPLEMENTED EXERCISE.
(4) DIRECTOR, STRATEGY AND PLANS DIVISION, PP&O
(A) INCORPORATE FMS AND FMS SUPPLEMENTED EXERCISES IN THE ANNUAL USMC SECURITY COOPERATION STRATEGY AND SECURITY COOPERATION ACTIVITIES PLAN.
(B) VALIDATE FMS AND FMS SUPPLEMENTED EXERCISE REQUESTS FOR POL-MIL ACCEPTABILITY; FORWARD REQUESTS TO REGIONAL MARFORS FOR THEIR VALIDATION.
(C) ASSIST MARFORS IN CAPTURING AND REPORTING FMS AND FMS SUPPLEMENTED EXERCISES FOR COUNTRIES IN THEIR AOR OR THAT UTILIZE FACILITIES AND INSTALLATIONS UNDER THEIR COGNIZANCE.
(5) CG, MARCORSYSCOM
(A) ACT AS OFFICE OF PRIMARY RESPONSIBILITY (OPR) FOR FMS AND FMS SUPPLEMENTED EXERCISES.
(B) MANAGE FMS AND FMS SUPPLEMENTED EXERCISES CONSISTENT WITH DOD SECURITY ASSISTANCE POLICY AND PROCEDURES.
D. COORDINATING INSTRUCTIONS.
(1) COMMANDS CONDUCTING FMS OR FMS SUPPLEMENTED EXERCISES SHOULD ENGAGE MARCORSYSCOM(IP) AS EARLY IN THE PLANNING PROCESS AS POSSIBLE AND ARE ENCOURAGED TO INCLUDE MARCORSYSCOM(IP) IN ALL PLANNING CONFERENCES IOT FACILITATE COORDINATION OF THE INTRICACIES AND REQUIREMENTS ASSOCIATED WITH FMS.
(2) INVITATIONAL TRAVEL ORDERS (ITO). ITOS ARE REQUIRED FOR EVERY EXERCISE PARTICIPANT IF THOSE PARTICIPANTS ARE THE RECIPIENTS OF USMC-PROVIDED TRAINING. BRIEFINGS, HOWEVER, ARE NOT CONSIDERED TRAINING. THEREFORE, IF A FOREIGN EXERCISE FORCE IS ONLY RECEIVING SAFETY OR ORIENTATION TYPE BRIEFINGS, ITOS ARE NOT REQUIRED. NATO TRAVEL ORDERS CANNOT BE USED IN LIEU OF ITOS.
(3) FOREIGN VISIT SYSTEM (FVS). IF AN EXERCISE FORCE DOES NOT REQUIRE ITO IAW PARA (2) ABOVE, THEY WILL STILL REQUIRE AN APPROVED FOREIGN VISIT REQUEST (FVR) IN THE FVS. MARADMIN 477/04 DETAILS USMC POLICIES AND PROCEDURES FOR FVR AND FVS.
(4) AMMUNITION. MARCORSYSCOM COORDINATES THE EXERCISING COUNTRY'S AMMUNITION PURCHASE LIST WITH THE USMC PROGRAM MANAGER FOR AMMUNITION.
5. ADMIN AND LOGISTICS. SAMPLE LETTERS OF INSTRUCTION FOR FMS AND FMS SUPPLEMENTED EXERCISES AND A CHECKLIST FOR EXERCISE OFFICERS AND EXERCISE COMPTROLLERS CAN BE FOUND ON THE HQMC PLU SIPRNET WEBSITE AT HTTP: HQMC.USMC.SMIL.MIL/PLU/PLU_DOCUMENTS.HTM.
6. COMMAND AND SIGNAL. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.//
