GENTEXT/REMARKS/1. EXECUTIVE SUMMARY. THIS MARADMIN CANCELS REF A AND PROMULGATES NEW PROCEDURES FOR REQUESTING, VALIDATING, EXECUTING, AND REPORTING SECURITY COOPERATION TRAINING TEAMS PER REF
B. THIS MARADMIN IS NOT APPLICABLE TO MARSOC OR THE FMTU.
2. INFORMATION. THE INDIVIDUAL MARINE IS THE SCARCEST, YET MOST SOUGHT AFTER RESOURCE FOR ACCOMPLISHING USMC SECURITY COOPERATION (SC) OBJECTIVES WORLDWIDE. ALLIED AND PARTNER NATIONS RECOGNIZE THAT CAPITALIZING ON THE USMC ETHOS, TRAINING REGIMEN, AND PROFESSIONALISM IS ONE OF THE BEST WAYS TO TRANSFORM THEIR DEFENSE AND SECURITY ORGANIZATIONS. HOWEVER; SUPPLY RARELY MEETS DEMAND, AND A RIGOROUS PROCESS OF PLANNING, REQUESTING, VALIDATING, AND SOURCING MARINES FOR THESE IMPORTANT MISSIONS IS CRUCIAL.
3. DEFINITION. SC TEAMS CONSIST OF ONE OR MORE US MILITARY OR CIVILIAN MEMBERS, INCLUDING CONTRACTOR PERSONNEL, THAT PROVIDE TRAINING, EDUCATION, ADVISORY ASSISTANCE, TECHNICAL ASSISTANCE, OR SUBJECT MATTER EXPERTISE TO A FOREIGN DEFENSE ESTABLISHMENT UNDER A SPECIFIC LEGAL AUTHORITY CONTAINED IN PUBLIC LAW, TITLE 10 ARMED FORCES, OR TITLE 22 FOREIGN RELATIONS OF THE UNITED STATES CODE USC. THE VARIOUS TYPES OF TEAMS ARE EXPLAINED IN CHAP 13 OF REF E AND CHAPS 10 AND 11 OF REF F.
4. POLICY AND PROCEDURES
4.A. SC TEAMS REQUESTED BY THE COMBATANT COMMAND.
4.A.1. SC TEAMS DEPLOYING UNDER TITLE 10 ARMED FORCES AUTHORITIES. GENERALLY, SC TEAMS REQUESTED BY GEOGRAPHIC COMBATANT COMMANDS (GCC) UNDER TITLE 10 AUTHORITY FOLLOW THE JOINT STAFF JOINT FORCE PROVIDER REQUEST FOR FORCES (RFF) PROCESS. THE MARINE CORPS WILL STAFF AND SOURCE REQUESTED TEAMS PER THE JOINT STAFF AND COMMANDER US JOINT FORCES COMMAND (JFCOM) TASKING AND APPLY CMC GUIDANCE. HOWEVER; THE GCC MAY DIRECT THE REGIONAL MARINE COMPONENT MARFOR TO EXECUTE SC TEAMS VIA SPECIFIC TITLE 10 PROGRAMS E.G. COMBATANT COMMANDER INITIATIVE (CCI) FUND, TRADITIONAL COMMANDER'S ACTIVITY (TCA) AUTHORITY, REGIONAL DEFENSE COUNTER TERRORISM FELLOWSHIP (RDCTF) OR COUNTER-NARCOTIC TRAFFICKING (CNT) AUTHORITY THAT MIGHT NOT BE SOURCED VIA THE FORMAL RFF PROCESS. IN THESE CASES, THE PROCEDURE OUTLINED IN PARAGRAPH 4.B APPLIES AS IF THE REQUEST ORIGINATED FROM THE REGIONAL MARFOR.
4.A.2. SC TEAMS DEPLOYING UNDER TITLE 22 FOREIGN RELATIONS AUTHORITIES. TEAMS REQUESTED BY THE GCC DEPLOYING UNDER TITLE 22 AUTHORITIES NORMALLY ORIGINATE FROM THE SECURITY ASSISTANCE OFFICE (SAO) IN THE COUNTRY WHERE THE TEAM WILL OPERATE. PER REF E, A SAO MAKES REQUESTS DIRECTLY TO THE SECURITY COOPERATION EDUCATION AND TRAINING CENTER (SCETC) WITHIN TRAINING AND EDUCATION COMMAND
(TECOM.) THE FOLLOWING IS THE GENERAL POLICY AND PROCEDURE FOR REQUESTING, STAFFING, AND DEPLOYING SC TEAMS UNDER TITLE 22 AUTHORITIES.
4.A.2.A. FOR SC TEAMS PLANNED DURING ANNUAL PLANNING SESSIONS LIKE TRAINING PROGRAM MANAGEMENT REVIEWS (TPMR) AND REGIONAL WORKING GROUPS (RWG), THE COMBATANT COMMANDER OR HIS SAO INITIATES A CALL UP MESSAGE VIA OFFICIAL CORRESPONDENCE DMS, OFFICIAL LETTER NLT 120 DAYS BEFORE THE REQUESTED DEPLOYMENT DATE. FOR THOSE TEAMS NOT SCHEDULED DURING AN ANNUAL PLANNING SESSION, THE COMBATANT COMMANDER OR HIS SAO INITIATES A CALL UP MESSAGE VIA OFFICIAL CORRESPONDENCE DMS, OFFICIAL LETTER NLT 180 DAYS BEFORE THE REQUESTED DEPLOYMENT DATE. ALL CALL UP MESSAGES MUST USE THE INSTRUCTIONS AND FORMAT IN CHAPTER 13 OF REF E, AND MUST EXPLICITLY STATE WHICH SECURITY COOPERATION OBJECTIVES CONTAINED IN REF C WILL BE ACHIEVED THROUGH THE EFFORTS OF THIS TEAM. PER REF C, USMC WILL NOT COMMIT RESOURCES WITHOUT SPECIFIC LINKAGE TO THE OBJECTIVES IN REF C.
4.A.2.B. ALL CALL UP MESSAGES MUST BE ADDRESSED TO: CG TECOM QUANTICO VA SCETC; AND INFO: THE REGIONAL MARFOR COMMANDER, COMMARFORCOM G3/5/7; CMC WASHINGTON DC P/PO/PL/MP/IO; AND, NAVY INTERNATIONAL PROGRAMS OFFICE. FOR TEAMS FUNDED THROUGH AN FMS CASE WITH A TRAINING LINE ASSOCIATED WITH THE SALE OF A SYSTEM, INCLUDE CG MARCORSYSCOM AS AN ACTION ADDRESSEE.
4.A.2.C. UPON RECEIPT OF THE REQUEST, SCETC WILL LEAD A MISSION ANALYSIS THAT INCLUDES, AT A MINIMUM, PP&O/PLU, THE REGIONAL MARFOR, AND THE SAO. THE PURPOSE OF THE MISSION ANALYSIS IS TO VALIDATE THE REQUEST FOR POLMIL AND SECURITY COOPERATION ACCEPTABILITY AND SUITABILITY FOR USMC SOURCING AND TO DETERMINE THE SIZE AND COMPOSITION OF THE TEAM MARINES PLUS CONTRACTORS. IF, AS A RESULT OF THE MISSION ANALYSIS, THE REQUEST IS ACCEPTABLE, SUITABLE, AND REQUIRES SOURCING BEYOND WHAT A REGIONAL MARFOR CAN PROVIDE WITH ASSIGNED FORCES OR SCETC CAN PROVIDE VIA CONTRACTOR SUPPORT, PP&O/PLU WILL FORWARD THE REQUIREMENT TO PP&O/POC WHO WILL ASSESS RISK AND, IF ACCEPTABLE, SUBMIT A FEASIBILITY OF SUPPORT FOS MESSAGE TO MARINE FORCES COMMAND (MFC.) MFC WILL THEN DEVELOP A RECOMMENDED SOURCING SOLUTION FOR CMC CONSIDERATION. IF ACCESS TO THE SUPPORTING ESTABLISHMENT IS NECESSARY, MFC MUST COORDINATE WITH PP&O/POC. IF SOURCING IS FEASIBLE AND CMC APPROVES, PP&O/PLU WILL FORMALLY REPLY TO THE REQUESTING SAO.
4.A.2.D. ONCE THE SAO REQUEST IS APPROVED, SCETC WILL LEAD THE COORDINATION EFFORT WITH MFC, THE REGIONAL MARFOR, THE SAO, AND THE SOURCING COMMANDS FOR THE METHOD OF DEPLOYMENT, REPORTING INSTRUCTIONS, AND PREDEPLOYMENT TRAINING REQUIREMENTS DIRECTED BY REF F. TEMPORARY ADDITIONAL DUTY IS AN ACCEPTABLE AND PREFERRED METHOD OF DEPLOYING MOST SC TEAMS UNDER TITLE 22. IN ANY CASE THAT
REQUIRES A DEPLOYMENT ORDER (DEPORD) THE PROVIDING/SOURCING MARFOR COORDINATES SUCH ACTION WITH PP&O/POC AND THEIR SUPPORTED COMBATANT COMMANDER AS NECESSARY/REQUIRED. IN CASES WHERE A CMC DEPORD IS MOST APPROPRIATE, CG MCCDC WILL BE DESIGNATED AS THE SUPPORTING COMMANDER AND THE GCC OR REGIONAL MARFOR AS THE SUPPORTED COMMANDER.
4.B. SC TEAMS REQUESTED BY THE REGIONAL MARFOR.
4.B.1. REGIONAL MARFORS CONDUCT MANY SC EVENTS IN SUPPORT OF THE GCC TSCP. WHEN A REGIONAL MARFOR EVENT INITIATED INTERNALLY OR DIRECTED BY THE GCC CANNOT BE ACCOMPLISHED USING ASSIGNED FORCES OR THROUGH THE RFF PROCESS, THE REGIONAL MARFOR SUBMITS A FOS MESSAGE DETAILING THE REQUIREMENT TO COMMARFORCOM G3/5/7 AND INFO CMC WASHINGTON DC P/PO/PL/MP/IO; CG TECOM QUANTICO VA SCETC.
4.B.2. MISSION ANALYSIS AND VALIDATION WILL BE CONDUCTED BY PP&O/POC AND PLU AND SCETC. ONCE VALIDATED, PPO/POC COMMENCES COORDINATION WITH MFC AND SCETC FOR SOURCING FEASIBILITY.
5. IF ANY REQUEST IS INVALID OR UNSUPPORTABLE, MFC RETURNS IT TO THE REQUESTING MARFOR WITH SUGGESTIONS TO MAKE THE REQUEST VALID AND/OR SUPPORTABLE.
6. SCETC INVOLVEMENT IS CRITICAL IN THIS ENTIRE PROCESS. SCETC HAS CONGRESSIONAL REPORTING REQUIREMENTS AND FOREIGN MILITARY SALES FINANCIAL MANAGEMENT RESPONSIBILITIES FOR ANY SC TEAM SPECIFICALLY AUTHORIZED BY OR CONDUCTED PER SECURITY ASSISTANCE PROCEDURES.
5.SCOPE. THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.//
