GENTEXT/REMARKS/1. THE PURPOSE OF THIS BULLETIN IS TO ANNOUNCE
THE FISCAL YEAR 2008 (FY08) BOOST SELECTION BOARD. QUALIFIED
MARINES IN THE REGULAR MARINE CORPS AND ACTIVE RESERVE ARE
ENCOURAGED TO SUBMIT APPLICATIONS IN ACCORDANCE WITH THE GUIDELINES
PROVIDED BY REF (A) AND THIS BULLETIN. IN CASE OF ANY CONFLICT
BETWEEN THIS BULLETIN AND REF (A), THIS BULLETIN TAKES PRECEDENCE.
2. THE MARINE CORPS RECRUITING COMMAND WILL CONVENE THE FY08 BOOST
SELECTION BOARD AT HEADQUARTERS, U.S. MARINE CORPS, ON OR ABOUT
1 OCTOBER 2007, FOR APPROXIMATELY 2 WEEKS TO SELECT QUALIFIED
MARINES FOR THE BOOST PROGRAM.
3. SELECTION RESULTS WILL BE PUBLISHED BY MARADMIN MESSAGE.
4. THE BOOST PROGRAM PROVIDES AN EDUCATIONAL ENHANCEMENT
OPPORTUNITY FOR ELIGIBLE ENLISTED MARINES WHO DESIRE TO BECOME
QUALIFIED FOR FOLLOW-ON ENLISTED TO OFFICER COMMISSIONING
PROGRAMS. THESE PROGRAMS INCLUDE THE MARINE CORPS ENLISTED
COMMISSIONING EDUCATION PROGRAM (MECEP), U.S. NAVAL ACADEMY,
U.S. NAVAL ACADEMY PREPARATORY SCHOOL AND THE NAVAL RESERVE
OFFICER TRAINING CORPS (NROTC) SCHOLARSHIP PROGRAM. APPLICANTS
ARE ENCOURAGED TO FAMILIARIZE THEMSELVES WITH FOLLOW-ON ENLISTED

D. AR SELECTEES PARTICIPATION IN BOOST IS CONTINGENT UPON
COMMANDANT OF THE MARINE CORPS' (CMC) (MMEA) APPROVAL OF THEIR
AUGMENTATION REQUEST.

5. CLEARANCE ELIGIBILITY FOR OFFICERS.
A. PER REFS (C) AND (D), MARINE OFFICERS ARE REQUIRED TO
MAINTAIN SECRET CLEARANCE ELIGIBILITY. THEREFORE, ALL
REQUIREMENTS FOR SECURITY CLEARANCE ELIGIBILITY, INCLUDING DUAL
CITIZENSHIP AND POSSESSION OF FOREIGN PASSPORTS, MUST BE MET BY
THE APPLICANT AND ATTESTED TO BY THE MARINE'S COMMAND PRIOR TO
SUBMISSION OF THE BOOST APPLICATION.
B. APPLICANTS WITH DUAL CITIZENSHIP ARE REQUIRED TO INCLUDE
A STATEMENT IN THEIR APPLICATION SPECIFIED IN THE APPLICATION
FORMAT IN PARAGRAPH 16 OF THIS BULLETIN STATING THEIR WILLINGNESS

A. THE REPORT OF THE INTERVIEW BOARD, ENCL (1) OF THE APPLICATION,
SHOULD INCLUDE SPECIFIC AND SUBSTANTIVE COMMENTS ON THE APPLICANT'S
PROVEN LEADERSHIP ABILITY AND POTENTIAL FOR ACADEMIC GROWTH AND SUCCESS
IN PURSUING AN ENLISTED TO OFFICER COMMISSIONING PROGRAM. IF A MARINE
HAS BEEN DISENROLLED FROM A OFFICER PROGRAM, THAT SHOULD ALSO BE
EXPLAINED IN THE INTERVIEW.
B. THE APPLICANT'S PFT SCORE IS A KEY COMPONENT OF THE SELECTION
PROCESS. LIST THE APPLICANT'S PFT SCORE BY EACH EVENT, BOTH BY RAW
SCORE AND THE POINT VALUE AND TOTAL SCORE. ENSURE THE MARINE'S PFT
SCORE IS REPORTED IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS).
C. COMMANDING OFFICERS ARE REQUESTED TO COMPLETE THE INDEPENDENT
DUTY COMMANDING OFFICER'S FINANCIAL WORKSHEET ON THE APPLICANT PER REF
(H). DISCUSS WITH THE APPLICANT, THE COST OF LIVING IN AN INDEPENDENT
DUTY AREA; THE COST OF TUITION AND EXPENSES INCURRED WHILE ATTENDING
