GENTEXT/REMARKS/1. THE PURPOSE OF THIS MCBUL IS TO ANNOUNCE THE
FY06 NROTC SCHOLARSHIP PROGRAM AND TO SOLICIT APPLICATIONS FROM
QUALIFIED MARINES IN THE REGULAR MARINE CORPS AND MARINE CORPS
RESERVE.
2. THE PURPOSE OF THE NROTC SCHOLARSHIP PROGRAM IS TO EDUCATE AND
TRAIN HIGHLY QUALIFIED YOUNG MEN AND WOMEN FOR CAREERS AS
COMMISSIONED OFFICERS IN THE NAVAL SERVICE. THE NROTC SCHOLARSHIP
PROGRAM PROVIDES AN EDUCATION AT SELECTED COLLEGES AND UNIVERSITIES
IN THE UNITED STATES. UPON GRADUATION, A MIDSHIPMAN IS APPOINTED A
SECOND LIEUTENANT IN THE U.S. MARINE CORPS. TO BE ELIGIBLE FOR A
COMMISSION, SCHOLARSHIP STUDENTS ARE REQUIRED TO SUCCESSFULLY
COMPLETE NAVAL SCIENCE COURSES AND SUMMER TRAINING PRESCRIBED BY THE
COMMANDANT OF THE MARINE CORPS (CMC) AND THE NAVAL SERVICE TRAINING
COMMAND (NSTC).
3. THE NROTC SCHOLARSHIP PROGRAM PAYS FOR TUITION, INSTRUCTIONAL
FEES, AN INITIAL SUBSISTENCE ALLOWANCE OF $250.00 PER MONTH, AND
PROVIDES UNIFORMS. THE SCHOOLS ALSO PROVIDE AN ANNUAL BOOK STIPEND.
MARINES MUST PAY FOR ROOM, BOARD AND ALL OTHER LIVING EXPENSES.
4. APPLICANTS MUST READ REF (A) AND CONTACT THE VETERANS
ADMINISTRATION AND BASE EDUCATION OFFICE REGARDING ENTITLEMENT TO
THE MONTGOMERY G.I. BILL (MGIB) AND EDUCATION BENEFITS, IF SELECTED
FOR THE NROTC PROGRAM. FURTHER INQUIRIES REGARDING CONTINUED
ELIGIBILITY OF EDUCATION BENEFITS MAY BE DIRECTED TO HQMC, VOLUNTARY

5. PER REF (B) THE DAY BEFORE CLASSES BEGIN, MARINES AWARDED
NROTC (MARINE OPTION) SCHOLARSHIPS ARE RELEASED TO THE IRR AND ALL
PAY AND ALLOWANCES STOP.
6. NROTC SCHOLARSHIP APPLICANTS ASSUME ALL RESPONSIBILITY FOR
SUBMISSION OF APPLICATIONS FOR ADMISSION TO THE NROTC COLLEGES OR
UNIVERSITIES OF THEIR CHOICE. APPLICANTS SHOULD BE AWARE OF THE
DIFFERENT REQUIREMENTS FOR EACH COLLEGE OR UNIVERSITY REGARDING
DEADLINE DATES FOR APPLICATIONS. APPLICANTS WHO DELAY APPLYING FOR
COLLEGE ADMISSION UNTIL AFTER NOTIFICATION OF NROTC SCHOLARSHIP
SELECTION MAY FIND IT TOO LATE TO GAIN ADMISSION TO THE COLLEGE
OR UNIVERSITY OF THEIR CHOICE. A LIST OF SCHOOLS IS AVAILABLE AT
WWW.NROTC.NAVY.MIL.
7. NROTC SCHOLARSHIP APPLICATIONS ARE SUBMITTED ELECTRONICALLY, VIA
THE INTERNET AT WWW.NROTC.NAVY.MIL. ONCE SUBMITTED, THE APPLICATION
WILL BE FORWARDED TO A LOCAL RECRUITER FOR PROCESSING. APPLICANTS
SHOULD RECEIVE A CALL WITHIN TWO WEEKS TO SCHEDULE AN INTERVIEW
APPOINTMENT TO GATHER ADDITIONAL INFORMATION REQUIRED FOR THEIR
PACKAGE.
8. ADDITIIONAL DOCUMENTS THAT MUST BE PROVIDED BY THE MARINE TO THE
RECRUITER AT THEIR SCHEDULED APPOINTMENT INCLUDES A COPY OF SERVICE
RECORD BOOK PAGES 3, 11, 12, UPB, 13 AND A COMMAND ENDORSEMENT THAT
ADDRESSES THE MARINE'S POTENTIAL FOR SERVICE AS A COMMISSIONED
OFFICER. IF MARINES HAVE BODY MARKINGS, COLOR PHOTOS OF BODY
MARKINGS WITH A DESCRIPTION PROVIDED BY THE MARINE DETAILING
CONTENT (WHAT IT IS AND MEANS) LOCATION, SIZE, AND NUMBER OF BODY
MARKINGS MUST BE INCLUDED AS AN ENCLOSURE WITH THE COMMANDERS
ENDORSEMENT. REFER TO PARA 12 OF THIS MARADMIN FOR FURTHER GUIDANCE
REGARDING BODY MARKINGS.
9. THE MARINE CORPS WILL CONVENE THE NROTC EARLY SELECTION BOARD ON
17 NOV 05 FOR APPROXIMATELY 5 DAYS. THE DEADLINE DATE FOR
RECEIPT BY THE CG, MCRC (ON-E) OF ALL COMPLETED APPLICATIONS FOR THE
NROTC EARLY SELECTION BOARD IS 17 OCT 05. APPLICANTS WHO HAVE
COMPLETED APPLICATIONS RECEIVED BY 17 OCT 05, WILL BE SCREENED
FOR EARLY SELECTION. THE CG, MCRC (ON-E) WILL NOTIFY BY LETTER AND
MARADMIN THOSE SELECTED. APPLICANTS NOT SELECTED BY THE EARLY BOARD
WILL AUTOMATICALLY BE CONSIDERED DURING THE NROTC NATIONAL BOARD IN
FEB 06.
10. THE MARINE CORPS WILL CONVENE THE NROTC NATIONAL BOARD ON
13 FEB 06, FOR A PERIOD OF 2 WEEKS. DEADLINE FOR RECEIPT OF
COMPLETED APPLICATIONS FOR THE NATIONAL BOARD BY THE CG, MCRC (ON-E)
IS 16 JAN 05. THE CG, MCRC (ON-E) WILL NOTIFY ALL APPLICANTS BY
LETTER OF SELECTION OR NON-SELECTION DURING MAR 06. IN ADDITION,
A MARADMIN WILL BE PUBLISHED DURING MAR 06 ANNOUNCING SELECTION
OF MARINES.
11. BASIC ELIGIBILITY REQUIREMENTS FOR NROTC SCHOLARSHIP APPLICANTS:
A. BE A U.S. CITIZEN.
B. BE 17 YEARS OF AGE BY SEP 1 OF THE FIRST YEAR OF
COLLEGE AND YOUNGER THAN 27 ON 30 JUN OF THE YEAR IN WHICH COLLEGE
GRADUATION AND COMMISSIONING ARE ANTICIPATED. AN AGE WAIVER MAY BE
GRANTED FOR PRIOR ACTIVE MILITARY SERVICE.
C. BE A HIGH SCHOOL GRADUATE OR POSSESS AN EQUIVALENT
CERTIFICATE.
D. BE PHYSICALLY QUALIFIED AS SET FORTH IN THE MANUAL OF THE
MEDICAL DEPARTMENT.
E. PERSONALLY EXEMPLIFY AND DISPLAY THE FOLLOWING:
(1) CHARACTER - MORALLY QUALIFIED AND POSSESS OFFICER-LIKE
QUALITIES AND CHARACTER.
(2) NO RECORD OF MILITARY OR CIVIL OFFENSES. CANDIDATES
AWAITING TRIAL OR SENTENCE, ON PROBATION, UNDER SUSPENDED SENTENCE,
OR UNDER ANY OTHER TYPE OF MILITARY OR CIVIL RESTRAINT AS A RESULT OF
VIOLATION OF LAW OR REGULATION OR WHO HAVE BEEN CONVICTED OF A
MISDEMEANOR, THE NATURE OF WHICH MANIFESTLY RENDERS THEM UNFIT FOR
COMMISSIONED SERVICE, ARE NOT ACCEPTABLE.
F. A COMBINED SCORE OF 1000 IN MATH AND VERBAL ON THE SCHOLASTIC
APTITUDE TEST (SAT) OR A COMPOSITE SCORE OF 22 ON THE AMERICAN
COLLEGE TEST (ACT). APPLICANTS MUST AUTHORIZE RELEASE OF TEST SCORES
TO THE NROTC SCHOLARSHIP PROGRAM BY INDICATING THE FOUR-DIGIT
PROGRAM CODE, 0656, ON THE TEST REGISTRATION FORM. NO WAIVERS FOR
TEST SCORES ARE AUTHORIZED.
G. MEET ADMISSION REQUIREMENTS OF AN NROTC AFFILIATED COLLEGE OR
UNIVERSITY OF CHOICE.
H. CANNOT HAVE MORE THAN 30 SEMESTER HOURS OR 45 QUARTER HOURS
OF COLLEGE CREDIT AT THE TIME THE APPLICATION IS SUBMITTED.
12. IN ADDITION TO MEETING THE ELIGIBILITY REQUIREMENTS STATED
ABOVE, PER REF (C), THE MARINE CORPS UNIFORM REGULATIONS
PROHIBITS MUTILATION OF THE BODY OR ANY BODY PARTS IN ANY MANNER;
ATTACHING, AFFIXING OR DISPLAYING OBJECTS, ARTICLES, JEWELRY OR
ORNAMENTATION TO, THROUGH OR UNDER THEIR SKIN, TONGUE OR ANY OTHER
BODY PART (FEMALE MARINES MAY WEAR EARRINGS PER REF (C)); AND
TATTOOS OR BRANDS ON THE NECK AND THE HEAD. ANY TATTOOS OR BRANDS
THAT ARE PREJUDICIAL TO GOOD ORDER, DISCIPLINE AND MORALE OR ARE OF
A NATURE TO BRING DISCREDIT UPON THE MARINE CORPS ARE PROHIBITED.
ADDITIONALLY, ANY TATTOO OR BODY MARKING THAT IS GANG, RACIST,
SEXIST, OR DRUG RELATED IS PROHIBITED. TATTOOS, BRANDING, BODY
PIERCING, BODY MUTILATION, NON-DENTAL TOOTH CROWNS, AND
ORNAMENTATION ARE CONSIDERED BODY MARKINGS AND THEREFORE SHOULD BE
CAREFULLY EVALUATED BY COMMANDERS TO ENSURE CURRENT REGULATIONS
REGARDING ECCENTRIC APPEARANCE ARE UPHELD.
A. IN ORDER FOR THE SELECTION BOARD TO EVALUATE THE BODY
MARKINGS, THE MARINE MUST PROVIDE APPROPRIATE COLOR PHOTOS, WHICH
CLEARLY IDENTIFIES THE BODY MARKING, ALONG WITH A DESCRIPTION
DETAILING CONTENT, LOCATION, SIZE, AND NUMBER. USE COMMON SENSE AND
GOOD TASTE IN SUBMITTING PHOTOS. A DESCRIPTION OF BODY MARKINGS IN
PRIVATE BODY AREAS WILL SUFFICE IN PLACE OF PHOTOS.
B. COMMANDERS MUST SCREEN ALL BODY MARKINGS TO ENSURE THEY MEET
THE ABOVE CRITERIA. THE COMMANDER MUST STATE IN THE FIRST
ENDORSEMENT, "I HAVE VIEWED THE APPLICANT'S TATTOOS OR BRANDS (AS
APPLICABLE) AND THEY (ARE) OR (ARE NOT) WITHIN THE MARINE CORPS'
STANDARDS PER THE MARINE CORPS UNIFORM REGULATIONS."
13. COMMANDING OFFICERS SHOULD DISTRIBUTE THIS INFORMATION TO ALL
MARINES IN THEIR COMMANDS. INTERESTED MARINES SHOULD CONTACT THEIR
CAREER PLANNER, EDUCATION OFFICER, OR WRITE TO THE COMMANDING
GENERAL, MARINE CORPS RECRUITING COMMAND (ON-E), 3280 RUSSELL ROAD,
QUANTICO,VA 22134-5103, FOR FURTHER INFORMATION. ADDITIONAL
