GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO SOLICIT
NOMINATIONS FOR THE FULCRUM SHIELD AWARD FOR EXCELLENCE IN YOUTH
ANTI-DRUG PROGRAMS. PER THE REF, THIS AWARD IS DESIGNED TO RECOGNIZE
THE BEST YOUTH ANTI-DRUG OUTREACH GROUP THAT HAS A MILITARY
AFFILIATION.
2. ELIGIBILITY FOR THE AWARD IS CONTINGENT UPON THE FOLLOWING
CRITERIA:
A. THIS AWARD IS DESIGNED TO RECOGNIZE A YOUTH GROUP OR
ORGANIZATION THAT HAS A MILITARY AFFILIATION. COURSES OR PROGRAMS
DEVELOPED FOR YOUTH BY THE SERVICES OR NATIONAL GUARD CONDUCTED AS
PART OF THE DEMAND REDUCTION PROGRAM MAY BE CONSIDERED.
B. SOME FORM OF DIRECT ASSOCIATION/SPONSORSHIP WITH OR BY A
MILITARY SERVICE, DEFENSE AGENCY, OR THE NATIONAL GUARD BUREAU.
C. DEMONSTRATED ABILITY TO REACH POPULATIONS OUTSIDE THE MEMBERSHIP
OF THE ORGANIZATION.
D. PARTICIPATION IN DOD RED RIBBON WEEK OBSERVANCES.
E. A CLEAR DISPLAY OF LEADERSHIP BY THE YOUTH MEMBERS.
F. DOCUMENTATION OF MAXIMIZING THE EFFECTIVE APPLICATION OF
DEFENSE DEPARTMENT ASSETS.
G. A DIRECT, MEASURABLE IMPACT ON DRUG AWARENESS IN THE DOD
COMMUNITY.
3. NOMINATIONS FOR THE AWARD SHALL RECOGNIZE PROGRAMS THAT HAVE
OCCURRED DURING FY03. NOMINATIONS WILL BE SUBMITTED AS
A NARRATIVE (NOT TO EXCEED THREE TYPED PAGES AND NOT INCLUDING
SUPPORTING DOCUMENTATION) AND SHALL CONTAIN THE FOLLOWING:
A. NAME OF THE PROGRAM AND THE MILITARY SERVICE WITH WHICH IT IS
ASSOCIATED.
B. LOCATION OF THE PROGRAM (NAME OF BASE OR INSTALLATION, FACILITY,
AND LOCATION).
C. BACKGROUND OF THE PROGRAM TO INCLUDE MISSION, DATE OF INCEPTION,
DURATION, AND GROWTH OF THE PROGRAM, IF APPLICABLE.
D. NOTE TYPE OF DOD RED RIBBON ACTIVITIES IN WHICH ORGANIZATION HAS
PARTICIPATED (NAME OF BASE OR INSTALLATION, FACILITY LOCATION, AND
TYPES OF ACTIVITIES).
E. DESCRIPTION OF THE IMPACT OF THE PROGRAM REDUCING DRUG USE IN
THE COMMUNITY IN FY03 TO INCLUDE: A DESCRIPTION OF THE OVERALL
METHODOLOGY
OF THE PROGRAM; ACTIVITIES AND ACHIEVEMENTS; AND SPECIFIC DATE THAT
DEMONSTRATES THE EFFECTIVENESS OF THE PROGRAM ON THE POPULATION.
ACTIVITIES AND ACHIEVEMENTS OUTSIDE OF THESE DATES WILL NOT BE
CONSIDERED.
F. RECOMMENDATION AND VERIFICATION BY PROPER AUTHORITIES.
G. STATISTICAL DATA, IF APPLICABLE.
4. NOMINATIONS MUST BE SUBMITTED BY MAIL AND RECEIVED NLT 1 MAY
2004 TO HQMC, PERSONAL AND FAMILY READINESS DIVISION(MRY),
3280 RUSSELL ROAD, QUANTICO, VA 22134-5103. FAXES AND E-MAILS WILL
NOT BE ACCEPTED.
5. THE AWARD WILL BE PRESENTED IN CONJUNCTION WITH THE 14TH ANNUAL
SECRETARY OF DEFENSE COMMUNITY DRUG AWARENESS AWARDS ON 25
OCTOBER 2004, AND AS PART OF RED RIBBON WEEK THAT WILL TAKE PLACE IN
THE PENTAGON ON 25-27 OCTOBER 2004.
