GENTEXT/REMARKS/1. THIS BULLETIN CANCELS INFORMATION CONTAINED
IN MARADMINS 460/04 AND 494/04 FOR CURRENT SELECTED MARINE CORPS
RESERVE MARINES. IT IS EFFECTIVE 18 JULY 2005 AND MODIFIES
IMPLEMENTATION OF THE FY05 SELECTED RESERVE INCENTIVE PROGRAM
(SRIP): PRIOR SERVICE (PS) REENLISTMENT BONUSES, AFFILIATION
BONUS, AND MGIB-SR KICKER. DETAILS OF THESE PROGRAMS ARE LISTED BELOW.
A. REQUESTS FOR SRIP INCENTIVES BASED ON INFORMATION CONTAINED
IN MARADMINS 460/04 AND 494/04 MUST BE RECEIVED AT HQMC NO LATER
THAN 15 JULY 2005.
B. REQUESTS FOR SRIP INCENTIVES BASED ON INFORMATION CONTAINED IN THIS MARADMIN WILL BE ACCEPTED BEGINNING 18 JULY 2005.
2. PS REENLISTMENT BONUSES: EACH YEAR, SMCR UNITS LOSE HIGHLY
TRAINED MARINES WHO HAVE FULFILLED THE MANDATORY DRILLING PORTION OF THEIR CONTRACT WHEN THEY TRANSFER TO THE INDIVIDUAL READY RESERVE (IRR). THESE LOSSES CONTRIBUTE TO PERSONNEL TURBULENCE WITHIN SMCR UNITS AND NEGATIVELY IMPACT UNIT COHESION.
A. DURING THE REMAINDER OF FY05 A FOCUSED EFFORT WILL BE MADE TO RETAIN PRIOR SERVICE MARINES IN CRITICAL AND HARD-TO-FILL BILLETS. PS MARINES ARE ELIGIBLE FOR A BONUS PROVIDED THEY MEET THE CRITERIA SET FORTH IN REF (A), ARE MEMBERS OF AN SMCR UNIT AT THE TIME OF REENLISTMENT, AND REENLIST FOR ASSIGNMENT TO A VALID T/O BILLET WITH A SPECIFIC MOS LISTED IN THIS BULLETIN.
B. THREE REENLISTMENT BONUSES ARE OFFERED:
(1) 6-YEAR REENLISTMENT BONUS. THREE TIERS OF BONUSES ARE
AVAILABLE FOR 6-YEAR REENLISTMENT BONUSES BASED ON MOS CRITERIA
IDENTIFIED IN THIS BULLETIN. TIER ONE: $15,000 LUMP SUM PAYMENT; TIER TWO: $10,000 LUMP SUM PAYMENT; TIER THREE: $5,000 LUMP SUM PAYMENT. ALL TIERS REQUIRE A 6-YEAR REENLISTMENT IN A VALID T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN. THE 6-YEAR REENLISTMENT BONUS IS AVAILABLE TO SMCR MARINES WHO HAVE UP TO 14 YEARS OF ACTIVE AND/OR RESERVE SERVICE (TOTAL SERVICE BASED ON PAY ENTRY BASE DATE) UPON REENLISTMENT. THE 6-YEAR REENLISTMENT BONUS IS AVAILABLE TO QUALIFIED IRR MARINES WHO JOIN A VALID SMCR T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN PRIOR TO REENLISTMENT.

BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN. MARINES
ELIGIBLE FOR A 3-YEAR REENLISTMENT BONUS MAY REENLIST FOR
LONGER PERIODS IF DESIRED PROVIDED THE REENLISTMENT IS APPROVED
BY CMC (CMT). THE 3-YEAR REENLISTMENT BONUS IS AVAILABLE TO SMCR

TIER ONE: $6,000 LUMP SUM PAYMENT; TIER TWO: $4,000 LUMP SUM PAYMENT; TIER THREE: $2,000 LUMP SUM PAYMENT. ALL TIERS REQUIRE A SECOND 3-YEAR REENLISTMENT IN A VALID T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN. A SECOND 3-YEAR REENLISTMENT BONUS IS AVAILABLE TO MARINES WHO HAVE PREVIOUSLY RECEIVED A 3-YEAR SRIP REENLISTMENT
BONUS. THEY MUST ALSO CURRENTLY MEET ALL REENLISTMENT REQUIREMENTS. C. MARINES TARGETED FOR A PS REENLISTMENT BONUS MUST ADHERE TO THE REQUIREMENTS IN REF (B) AND:
(1) MAY NOT REQUEST TO REENLIST FOR A 6-YEAR BONUS UNTIL THEY HAVE PASSED THEIR MANDATORY PARTICIPATION STOP DATE. THE EARLIEST A MARINE MAY REENLIST IS TWO YEARS PRIOR TO THEIR RESERVE EXPIRATION OF CURRENT CONTRACT (RECC).
(2) MUST HAVE AN RECC PRIOR TO 20051231.
(3) MARINES CURRENTLY RECEIVING A 3-YEAR REENLISTMENT BONUS, WHO ARE ELIGIBLE FOR A SECOND 3-YEAR REENLISTMENT BONUS, MAY NOT EXECUTE THE NEW REENLISTMENT UNTIL THEY ARE WITHIN SIXTY DAYS OF THEIR CURRENT RECC.
(4) MUST MEET ALL ELIGIBILITY REQUIREMENTS LISTED IN THE REFERENCES AND BE OTHERWISE ELIGIBLE AND RECOMMENDED FOR
REENLISTMENT.
(5) MUST BE APPROVED FOR REENLISTMENT AND RECEIVE A BONUS CONTROL NUMBER VIA A REENLISTMENT/EXTENSION/LATERAL MOVE (RELM) REQUEST IN THE TOTAL FORCE RETENTION SYSTEM (TFRS).
(6) MAY CHOOSE EITHER THE 6-YEAR, 3-YEAR, OR SECOND 3-YEAR REENLISTMENT BONUS ON A FIRST COME, FIRST SERVE BASIS.
(7) WILL BE ASSIGNED THE APPROPRIATE BONUS AMOUNT BASED ON THE MOS CRITERIA LISTED IN THIS BULLETIN.
(8) THE RESERVE PROMOTION AFFILIATION PROGRAM WILL NOT BE OFFERED FOR MARINES ACCEPTING A REENLISTMENT BONUS.
(9) SERVICE MEMBERS MAY RECEIVE AN MGIB-SR KICKER IN LIEU OF A REENLISTMENT BONUS BUT MAY NOT RECEIVE BOTH.
D. COMMANDING OFFICER INFORMATION:
(1) SMCR MARINES POTENTIALLY ELIGIBLE FOR A PS REENLISTMENT BONUS WILL BE IDENTIFIED BY NAME IN THE TEXT OF A FORTHCOMING TFRS MESSAGE.
(2) IRR MARINES POTENTIALLY ELIGIBLE FOR A PS REENLISTMENT BONUS WILL BE IDENTIFIED BY NAME TO THE PRIOR SERVICE RECRUITERS.
(3) A BONUS CONTROL NUMBER (BCN) IS REQUESTED AT THE TIME OF RELM SUBMISSION. ALL REENLISTMENT REQUESTS FOR THE SRIP BONUS MUST INCLUDE THE CAREER RETENTION SPECIALIST OR CAREER PLANNER WORK PHONE NUMBER AND SPECIFY THE PROGRAM THE MARINE IS REENLISTING FOR IN THE CAREER PLANNER'S REMARKS. IF APPROVED, THE AUTHORITY TO REENLIST FOR A BONUS WILL INCLUDE THE BCN AND THE NOT LATER THAN (NLT) DATE BY WHICH THE MARINE MUST REENLIST. THE BCN MUST BE TYPED ON THE STATEMENT OF UNDERSTANDING.
(4) APPROVED BONUS RECIPIENTS MUST REENLIST BY 31 AUGUST 05 OR THEIR AUTHORITY FOR RECEIPT OF THE BONUS WILL BE REVOKED. DUE TO FINITE BONUS FUNDS, CMC (CMT) WILL REVIEW ALL SRIP REENLISTMENT REQUESTS SUBMITTED VIA TFRS ON A FIRST COME/FIRST SERVE BASIS. ONLY COMPLETE PACKAGES WILL BE ACCEPTED. IF APPROVED, THE AUTHORITY TO REENLIST FOR A BONUS WILL INCLUDE THE BCN AND THE NLT DATE BY WHICH THE MARINE MUST REENLIST (NLT 31 AUGUST 05). MARINES WHO DO NOT REENLIST BY 31 AUGUST 05 WILL HAVE THEIR BONUS APPROVAL REVOKED. THE TFRS AUTHORITY FOR ADDITIONAL CONTRACTUAL TIME WILL BE REVOKED WITH THE BCN. MARINES WITH REVOKED RELM REQUESTS MUST RESUBMIT TO GAIN ADDITIONAL CONTRACTUAL TIME.
(5) DUE TO SYSTEM CHANGES IN PROGRESS, REENLISTMENT ENTRIES WILL NOT BE POSTED IN MCTFS VIA UNIT DIARY. INSTEAD, AFTER THE MARINE HAS REENLISTED, REENLISTMENT INFORMATION WILL BE SUBMITTED TO DFAS VIA CMC (RAP). ALL REENLISTMENT BONUS INFORMATION MUST BE SUBMITTED TO RAP3@MANPOWER.USMC.MIL NLT 6 SEPTEMBER 05, AND WILL INCLUDE NAME, SSN, REENLISTMENT DATE, AND BCN FOR THE MARINE RECEIVING THE BONUS. UNITS WILL BE INFORMED WHEN SYSTEM CHANGES HAVE BEEN UPDATED SO THEY CAN RUN THEIR OWN DIARY ENTRIES.
3. AFFILIATION BONUS: THE AFFILIATION BONUS WILL BE AVAILABLE TO ANY MARINE EXITING ACTIVE DUTY WHO HAS TIME REMAINING ON AN ORIGINAL EIGHT-YEAR CONTRACT AND WHO AGREES TO SERVE THE REMAINDER OF THEIR RESERVE OBLIGATION IN A VALID T/O BILLET MATCHING THE MARINE'S MOS. THE AFFILIATION BONUS IS $50 PER MONTH FOR THE NUMBER OF MONTHS REMAINING ON THE ORIGINAL EIGHT-YEAR CONTRACT. SERVICE MEMBERS MAY RECEIVE AN AFFILIATION BONUS IN LIEU OF A REENLISTMENT BONUS BUT MAY NOT RECEIVE BOTH.
A. THE AFFILIATION BONUS IS AVAILABLE TO PRIOR SERVICE MARINES WHO:
(1) ARE CURRENTLY SERVING ON ACTIVE DUTY (AD), HAVING LESS THAN 180 DAYS ON THEIR AD OBLIGATION, ARE ELIGIBLE FOR REENLISTMENT/EXTENSION ON AD AND, UPON RELEASE FROM AD HAVE A RESERVE OBLIGATION UNDER SECTION 651 OF REF (C), OR
(2) HAVE SERVED SATISFACTORILY FOR ANY PERIOD OF TIME ON AD AND WERE RELEASED UNDER HONORABLE CONDITIONS AND ARE SERVING A PERIOD OF RESERVE OBLIGATION IN THE IRR UNDER SECTION 651 OF REF (C).
B. THE TOTAL AMOUNT AUTHORIZED IS CALCULATED AT A RATE OF $50 PER MONTH FOR EACH MONTH REMAINING ON AN ENLISTMENT CONTRACT AT THE TIME OF ACCEPTANCE. MAXIMUM PAYABLE AMOUNT IS $2,400.
C. MARINES WITH 18 MONTHS OR LESS REMAINING ON AN ENLISTMENT CONTRACT WILL BE PAID A RATE CALCULATED AT $50 PER MONTH FOR THE REMAINDER OF THEIR CONTRACT AND PAID IN ONE LUMP SUM UPON SIGNING THE STATEMENT OF UNDERSTANDING.
D. MARINES WITH MORE THAN 18 MONTHS REMAINING ON AN ENLISTMENT CONTRACT WILL RECEIVE AN INITIAL PAYMENT EQUAL TO ONE-HALF OF THE TOTAL BONUS UPON SIGNING THE STATEMENT OF UNDERSTANDING. THE REMAINING HALF WILL BE PAID ON THE MARINE'S FIRST ANNIVERSARY DATE FOLLOWING THE INITIAL AFFILIATION PAYMENT.
E. PRIOR SERVICE MARINES ARE ELIGIBLE FOR AN AFFILIATION BONUS PROVIDED THEY MEET THE CRITERIA SET FORTH IN REF (A) AND AFFILIATE WITH A VALID SMCR T/O BILLET MATCHING THEIR MOS.
F. ELIGIBLE MARINES MUST SERVE THE REMAINDER OF THEIR CONTRACT IN THE RUC AND MOS IN WHICH THEY AFFILIATED. CONSIDERATION MAY BE GIVEN TO WAIVE THIS REQUIREMENT IF UNIT REDESIGNATION RESULTS IN A CHANGE IN MOS REQUIREMENTS. ALL WAIVER REQUESTS WILL BE SUBMITTED TO CMC (RAP).
4. MGIB-SR KICKER: THIS BONUS PROVIDES EDUCATIONAL ASSISTANCE PAYMENTS OF $350 A MONTH, FOR UP TO 36 MONTHS OF FULL TIME EDUCATIONAL PURSUIT, IN ADDITION TO CURRENT MGIB BASIC BENEFITS. THESE PAYMENTS ARE AUTHORIZED IN CONJUNCTION WITH EITHER THE SELECTED RESERVE (SR) OR ACTIVE DUTY (AD) MGIB BASIC BENEFIT PAYMENT. THIS INCENTIVE IS DESIGNED TO INCREASE RETENTION WITHIN UNITS AND MOS'S WHICH ARE EXPERIENCING CRITICAL PERSONNEL SHORTAGES.
A. ELIGIBILITY: SERVICE MEMBERS MUST BE ELIGIBLE FOR THE MGIB-SR OR MGIB-AD BASIC BENEFIT, AND AGREE TO ENLIST OR REENLIST FOR PERIOD OF 6 YEARS IN ANY VALID T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN.
B. OBLIGATION:
(1) FOR NPS RECRUITS, THE INITIAL SIX-YEAR OBLIGATION THAT QUALIFIES THEM FOR THE MGIB-SR BASIC BENEFIT MAY ALSO SATISFY THE MGIB-SR KICKER OBLIGATION, PROVIDED THEY ENLIST INTO A VALID T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETIN FOR A MINIMUM SERVICE TERM OF SIX YEARS.
(2) SMCR PS MEMBERS ALREADY MGIB-SR ENTITLED CAN ATTAIN MGIB-SR KICKER ELIGIBILITY BY REENLISTING OR EXTENDING THEIR CURRENT CONTRACT IN A VALID SMCR T/O BILLET WITH A SPECIFIED MOS LISTED IN THIS BULLETING TO ENSURE A MINIMUM OF SIX YEARS REMAINS AT THE TIME OF ACCEPTANCE.
(3) PS MARINES WISHING TO REENLIST FOR THE MGIB-SR KICKER PROGRAM MAY BE QUALIFIED TO REENLIST UNDER THE FOLLOWING EXPANDED ELIGIBILITY:
(A) HAVE A MINIMUM OF 6 YEARS REMAINING ON THEIR INITIAL CONTRACT.
(B) AGREE TO EXECUTE A STATEMENT OF UNDERSTANDING TO SERVE IN A VALID T/O BILLET FOR A MINIMUM OF SIX YEARS FROM THE DATE OF AGREEMENT.
(4) PS MEMBERS RELEASED FROM ACTIVE DUTY (RELAD), IN AN SMCR UNIT, CAN ATTAIN ELIGIBILITY FOR THE MGIB-SR KICKER BY EXECUTING A SIX-YEAR OBLIGATION IN A VALID SMCR T/O BILLET. MEMBERS MAY BE REQUIRED TO EXECUTE A REENLISTMENT OR EXTENSION OF THEIR CURRENT CONTRACT TO ENSURE A MINIMUM OF SIX YEARS OF SERVICE REMAIN AT THE TIME OF ACCEPTANCE.
(5) SERVICE MEMBERS MAY RECEIVE AN MGIB-SR KICKER IN LIEU OF AN ENLISTMENT OR REENLISTMENT BONUS BUT MAY NOT RECEIVE BOTH.
C. TERMINATION OF BENEFITS:
(1) SERVICE MEMBERS WHO LEAVE AN MGIB-SR KICKER-DESIGNATED POSITION VOLUNTARILY BEFORE COMPLETION OF THEIR SIX YEAR MGIB-SR KICKER OBLIGATION IS FULFILLED AND DO NOT REAFFILIATE WITH ANOTHER MGIB-SR KICKER DESIGNATED POSITION WILL LOSE MGIB-SR KICKER ELIGIBILITY. HOWEVER, THEY RETAIN ELIGIBILITY FOR MGIB-SR BASIC BENEFITS AS LONG AS THEY REMAIN IN THE SELECTED RESERVE.
(2) SERVICE MEMBERS WHO FAIL TO PARTICIPATE SATISFACTORILY ARE SUBJECT TO RECOUPMENT OF MGIB-SR KICKER BENEFITS.
D. ADMINISTRATIVE INSTRUCTIONS:
(1) QUALIFIED APPLICANTS MUST COMPLETE A STATEMENT OF UNDERSTANDING AND EXECUTE AN ENLISTMENT/REENLISTMENT OR EXTENSION FOR A PERIOD OF SERVICE SUFFICIENT TO MEET THE SIX-YEAR SERVICE TERM.
(2) FOR NPS APPLICANTS, AN MGIB-SR KICKER CONTROL NUMBER (KCN) MUST BE OBTAINED FROM CMC (RAP).
(3) FOR PS APPLICANTS, CMC (CMT) WILL ISSUE A KCN UPON APPROVAL OF A REENLISTMENT TERM SUFFICIENT TO MEET THE SIX-YEAR SERVICE REQUIREMENT.
(4) A KCN IS REQUIRED FOR RECEIPT OF BENEFITS. ALL REENLISTMENT REQUESTS FOR THE KICKER MUST INCLUDE THE CAREER PLANNER'S WORK PHONE NUMBER IN THE CAREER PLANNER'S REMARKS. IF APPROVED, THE AUTHORITY TO REENLIST FOR A BONUS WILL INCLUDE THE KCN AND THE DATE BY WHICH THE MARINE MUST REENLIST. THE KCN MUST BE TYPED BELOW THE MARINE'S SIGNATURE ON THE WRITTEN AGREEMENT.
(5) NOTIFY CMC (RAP) IMMEDIATELY IF A MARINE BECOMES DISQUALIFIED FOR FAILURE TO COMPLY WITH THE REQUIREMENTS LISTED IN THIS MESSAGE.
5. SRIP BONUS AND MGIB-SR KICKER ELIGIBLE MOS. PS REENLISTMENT BONUS AND PS MGIB-SR KICKER ELIGIBILITY CRITERIA BY MOS:
