GENTEXT/REMARKS/1. THIS IS THE THIRD IN A SERIES OF MARADMINS ON
THIS SUBJECT. PREVIOUS GUIDANCE WAS PROVIDED IN REFS A AND B.
EFFECTIVE 1 JUNE 2003, JPAS/JCAVS WILL REPLACE THE CURRENT SPAN OF
CONTROL WITH PERSONNEL SECURITY MANAGEMENT NETWORK (PSMNET).
2. UNDER PSMNET, THE FOLLOWING NEW FEATURES WILL BE CREATED:
A. DURING CONVERSION TO PSMNET, EACH COMMAND WILL BE DESIGNATED AS A
SECURITY MANAGEMENT OFFICE(SMO) AND WILL BE IDENTIFIED BY ITS RUC,
USER LEVEL AND ORGANIZATION NAME.
B. EACH SMO WILL HAVE AT LEAST ONE SUPERIOR SMO (THE PARENT) AND
MAY HAVE AN UNLIMITED NUMBER OF SUBORDINATE SMO'S (THE CHILDREN).
THESE ASSOCIATIONS SHOULD REFLECT REAL WORLD RELATIONSHIPS.
C. UNDER PSMNET, SMO'S CAN PULL INDIVIDUALS UNDER THEIR NETWORK
BASED ON THE TYPE OF RELATIONSHIP THAT THE COMMAND HAS WITH THE
INDIVIDUAL (I.E. OWNING OR SERVICING), REGARDLESS OF ASSIGNED
COMMAND WITHIN JPAS/JCAVS.
D. AN OWNING RELATIONSHIP IS ONE IN WHICH THE INDIVIDUAL IS
PERMANENTLY ASSIGNED TO THAT ORGANIZATION, WHILE A SERVICING
RELATIONSHIP IS TEMPORARY IN NATURE (I.E. TAD).
ONCE AN INDIVIDUAL IS OWNED BY ONE COMMAND, ANOTHER COMMAND CANNOT
OWN THAT PERSON. THEREFORE IT IS CRUCIAL, THAT ALL SECURITY
MANAGERS ENSURE THAT INDIVIDUALS ARE CLAIMED UNDER THE APPROPRIATE
RELATIONSHIP TO THE COMMAND.
3. IN PREPARATION FOR THE AUTOMATIC CONVERSION FROM SPAN OF CONTROL
TO PSMNET, ACCOUNT MANAGERS MUST TAKE THE FOLLOWING STEPS.
A. ACCOUNT MANAGERS MUST VERIFY THAT THEIR OWN ASSIGNED
ORGANIZATION WITHIN JPAS IS CORRECT AND THAT THEIR OWN ORGANIZATION
HAS BEEN CLAIMED UNDER SPAN OF CONTROL.
B. ACCOUNT MANAGERS AND/OR USERS WHOSE ORGANIZATION WITHIN
JPAS/JCAVS IS INCORRECT ARE TO CONTACT HQMC (ARS).
C. ACCOUNT MANAGERS MUST ENSURE THAT ALL JPAS/JCAVS USERS THAT HAVE
BEEN ASSIGNED WITHIN THE COMMAND HAVE THE CORRECT ORGANIZATION
WITHIN JPAS/JCAVS.
D. ACCOUNT MANAGERS MUST MAKE AN ATTEMPT TO BRING
SUBORDINATE/ATTACHED ORGANIZATIONS UNDER THEIR SPAN OF CONTROL PRIOR
TO CONVERSION TO PSMNET. ESTABLISHING SPAN OF CONTROL IS DEPENDENT
ON THE COMMAND'S CURRENT RECEIPT AND HANDLING OF DEPARTMENT OF THE
NAVY CENTRAL ADJUDICATION FACILITY (DONCAF) MESSAGE TRAFFIC AND
CORRESPONDENCE. IF A COMMAND RECEIVES AND ACTS ON ALL PERSONNEL
SECURITY ACTIONS TO INCLUDE THOSE OF SUBORDINATE/ATTACHED COMMANDS,
THEN THE SPAN OF CONTROL OVER THE SUBORDINATE/ATTACHED COMMANDS MUST
BE ESTABLISHED. ESTABLISHING A COMMAND'S SPAN OF CONTROL PRIOR TO
CONVERSION WILL CAUSE ALL INDIVIDUALS ASSIGNED TO THAT ORGANIZATION
TO FALL UNDER THE COMMAND'S CONVERTED PSMNET AUTOMATICALLY. AFTER
CONVERSION TO PSMNET, ALL INDIVIDUALS WILL BE PLACED IN A SERVICING
RELATIONHIP WITH THE SMO.
4. AFTER CONVERSION FROM SPAN OF CONTROL TO PSMNET, THE FOLLOWING
ACTIONS MUST BE TAKEN.
A. ACCOUNT MANAGERS MUST REVIEW THE SMO INFORMATION FOR ALL
JPAS/JCAVS USERS WITHIN THE COMMAND. ACCOUNT MANAGERS ARE THE ONLY
INDIVIDUALS WHO CAN CHANGE SMO INFORMATION AFTER THE CONVERSION TO
PSMNET. ALL JPAS/JCAVS USERS MUST BE ASSOCIATED WITH A SMO IN ORDER
TO BE LOGGED INTO AND USE JPAS/JCAVS AFTER THE CONVERSION.
B. THE SMO IDENTIFICATION CODE WILL CONSIST OF THE RUC AND
ASSOCIATED USER LEVEL (FOR EXAMPLE THE HQMC SMO WOULD BE IDENTIFIED
AS 540084, WHICH INDICATES THE RUC AND USER LEVEL). EACH SMO WILL
ALSO BE IDENTIFIED BY NAME, WHICH WILL BE THE PLAIN LANGUAGE ADDRESS
(PLAD) OF THE ORGANIZATION/COMMAND. PHONE NUMBERS AND FAX NUMBERS
OF THE SMO WILL ALSO BE INCLUDED.
C. FOLLOWING CONVERSION FROM SPAN OF CONTROL, SECURITY MANAGERS ARE
TO ENSURE THAT A REVIEW OF ALL RELATIONSHIPS WITHIN THE COMMAND'S
PSMNET IS CURRENT AND ACCURATE.
E. OWNING AND SERVICING RELATIONSHIPS ARE DEFINED BY ACCESS TYPE:
SCI, NON-SCI, AND NON-ACCESS.
F. SECURITY MANAGERS ARE TO ENSURE THAT OWNING AND SERVICING
RELATIONSHIPS ARE REMOVED FROM THEIR NETWORK WHEN THE NEED NO LONGER
EXISTS, THIS WILL KEEP EACH COMMAND'S NETWORK CURRENT AND ENABLE
ACCURATE DELIVERY OF NOTIFICATIONS, PROVIDE ACCURATE REPORTS, AND
AID IN OVERALL SYSTEM PERFORMANCE.
G. UNDER MARINE CORPS RULES FOR USE OF JCAVS/JPAS, ACCOUNT MANAGERS
ARE THE ONLY INDIVIDUALS WHO CAN SUBMIT AN INCIDENT REPORT
(DEROGATORY INFORMATION) ON AN INDIVIDUAL. USERS WHO ARE NOT ACCOUNT
MANAGERS ARE NOT TO USE THIS FUNCTION.
5. KEY CONSIDERATIONS FOR USE OF JPAS/JCAVS INCLUDE THE FOLLOWING:
A. ALL COMMAND SECURITY MANAGERS AND ASSISTANT SECURITY MANAGERS
WILL BE DESIGNATED AS ACCOUNT MANAGERS WITHIN JPAS/JCAVS. FOR THE
MARINE CORPS, ACCOUNT MANAGERS AND SECURITY MANAGERS ARE SYNONYMOUS
WITH ONE ANOTHER.
B. ACCOUNT MANAGERS ARE CAPABLE OF ESTABLISHING OTHER ACCOUNT
MANAGERS AND USERS WITHIN JPAS/JCAVS AND ARE THEMSELVES USERS
CAPABLE OF TAKING ACTION ON INDIVIDUAL PERSONNEL SECURITY RECORDS.
C. MISMATCHES BETWEEN DEFENSE CLEARANCE INVESTIGATIONS INDEX (DCII)
AND INFORMATION CONTAINED WITHIN JPAS/JCAVS ARE TO BE DIRECTED TO
THE DONCAF CUSTOMER HELP DESK AT (202) 433-8880 OR TO THE HQMC (ARS).
D. CHECK-IN AND CHECK-OUT PROCEDURES WITH THE COMMAND'S SECURITY
MANAGER/SECURITY OFFICE IS CRUCIAL AND MUST BE FULLY FUNCTIONAL FOR
PSMNET TO WORK AS DESIGNED. INDIVIDUALS CHECKING-IN AND
CHECKING-OUT OF A COMMAND MUST BE ADDED AND REMOVED AS APPROPRIATE.
LACK OF MAINTENANCE OF THE COMMAND'S PSMNET WILL DIRECTLY RESULT IN
THE NON-RECEIPT OF NOTIFICATIONS OF DONCAF ACTIONS ON INDIVIDUALS
ASSIGNED TO THE COMMAND. SECURITY MANAGERS ARE REMINDED THAT THIS
SYSTEM IS NOT A "VIEW ONLY" SYSTEM.
E. ACCOUNT MANAGERS AND USERS CAN REVIEW PSMNET INFORMATION ON THE
