RMKS/1. SITUATION. TLOC IS A CAREER LEVEL COURSE DESIGNED TO
EDUCATE COMPANY GRADE AND SENIOR SNCO LOGISTICS MARINES IN
TACTICAL LEVEL COMBAT SERVICE SUPPORT/LOGISTICS OPERATIONS. THE
COURSE IS INTENDED TO PREPARE MARINE LOGISTICIANS TO BETTER PERFORM
THEIR DUTIES AS TACTICAL-LEVEL CSS GENERALISTS WITHIN THE MARINE
CORPS AND OTHER SERVICE OPERATIONAL FORCES. THE TLOC PROVIDES THE
OPPORTUNITY FOR STUDENTS TO DEVELOP THE ATTRIBUTES, PERSPECTIVES,
AND INSIGHTS NECESSARY TO MANAGE CHANGE AND LEAD MARINE CORPS
LOGISTICS ACROSS THE TACTICAL SPECTRUM. THIS MESSAGE SOLICITS
STUDENT NOMINATIONS FROM THE OPERATING FORCES AND SUPPORTING
ESTABLISHMENT.
2. MISSION. MCU WILL CONVENE TLOC 3-03 FROM 7 JULY 2003 THROUGH
18 JULY 2003 AT LIVERSEDGE HALL, MARINE CORPS BASE QUANTICO, VA
IN ORDER TO ADVANCE THE PROFESSIONAL SKILLS AND KNOWLEDGE OF COMPANY
GRADE LOGISTICS PROFESSIONALS.
3. EXECUTION
A. THE FOLLOWING NOMINEE ELIGIBILITY CRITERIA APPLIES:
(1) COMMANDERS ARE ENCOURAGED TO NOMINATE MARINES WHO POSSESS
A SOLID CSS FOUNDATION AND ARE COMPETITIVE IN THEIR
FIELDS.
(2) REQUEST OPERATIONAL COMMANDS GIVE PRIORITY TO NOMINEES
WITH MINIMUM OF 1 YEAR REMAINING ON STATION AT COMPLETION
OF COURSE AND SUPPORTING ESTABLISHMENT GIVE PRIORITY TO
NOMINEES WHO WILL PCS TO THE OPERATING FORCES WITHIN
FY-04/05.
(3) STUDENTS MUST BE THE GRADE OF CAPTAIN OR 1STLT WITH 3
PLUS YEARS TIME IN SERVICE, WITH AN 0402, 1302, 3002,
6002, OR 6602 PRIMARY MILITARY OCCUPATIONAL SPECIALTY OR
GS9-GS12 CIVILIAN LOGISTICIANS. WARRANT OFFICERS IN THE
GRADES W0-1/CWO-2 HOLDING A CSS MOS AND SENIOR STAFF
NONCOMISSIONED OFFICERS ASSIGNED A LOG/CSS OPS CHIEF
BILLET MAY ALSO BE NOMINATED.
(4) RECOMMEND UNITS NOMINATE WARRANT OFFICERS OR SNCOS FOR
30% OF QUOTA ASSIGNED IN PARA 4 BELOW.
(5) REQUEST EACH MEF/MARFORRES NOMINATE INDIVIDUALS FROM
ACROSS MSC SPECTRUM (I.E. DIV/WING/FSSG).

4. ADMINISTRATION AND LOGISTICS. STUDENT ALLOCATIONS. CG TECOM
WILL FUND TRAVEL, LODGING, AND PER DIEM FOR 49 ACTIVE COMPONENT
STUDENTS TO PARTICIPATE IN THE COURSE. MARFORRES WILL FUND EIGHT
SELECTED MARINE CORPS RESERVE (SMCR) MARINES. THE REMAINING 10
ALLOCATIONS ARE UNFUNDED AND AVAILABLE TO LOCAL AREA (NATIONAL
CAPITAL REGION) STUDENTS AT NO COST.
