RMKS/1. PURPOSE. TO PROVIDE GUIDANCE CONCERNING THE MOVEMENT
OF FAMILY MEMBERS AND HOUSEHOLD GOODS OF MARINES LEAVING THE
SERVICE WHO ARE AFFECTED BY STOP LOSS AND STOP MOVE.
2. INTENT. THE ADMINISTRATIVE PROCEDURES DESCRIBED BELOW ARE NOT
INTENDED TO BE USED AS DETERENTS TO MARINES IN EXERCISING THE
PROCEDURES OUTLINED HEREIN. RATHER THE PROCEDURES DESCRIBED ARE
DESIGNED TO ASSIST COMMANDERS, MARINES AND MARINE FAMILY MEMBERS
IN MAKING MATURE, RESPONSIBLE DECISIONS DURING A TIME OF
STRESS AND UNCERTAINTY.
3. BACKGROUND. PER THE REFS, MARINES AFFECTED BY STOP LOSS MAY BE
AUTHORIZED TO MOVE FAMILY MEMBERS AND HHG BY EXECUTING THAT PORTION
OF THEIR ENTITLEMENT THAT THEY WOULD HAVE EXERCISED HAD STOP LOSS
NOT BEEN ENACTED. MARINES WHO HAD THE INTENTION OF LEAVING THE
MARINE CORPS AT THEIR END OF ACTIVE SERVICE (EAS)/END OF CURRENT
CONTRACT (ECC), OR WHO HAD APPROVED RETIREMENT DATES, MAY BE
APPROVED TO MOVE THEIR FAMILY MEMBERS AND HHG ON A CASE BY CASE
BASIS.
A. PER REF C, FINAL AUTHORITY FOR AUTHORIZING MOVES FOR EAS/ECC
MARINES AND THEIR FAMILIES AFFECTED BY STOP LOSS RESTS WITH
CMC (M&RA).
B. WHEN APPROVED, THE MARINE CORPS WILL PAY RELOCATION COSTS FROM
THE MEMBER'S PERMANENT DUTY STATION TO THE MEMBER'S HOME OF RECORD.
IF THE MEMBER DECIDES TO MOVE TO ANY LOCATION OTHER THAN THEIR HOME
OF RECORD, ANY DIFFERENCE IN MOVING OR TRAVEL EXPENSES WILL BE PAID
BY THE SERVICE MEMBER.
4. ACTION
A. MARINES AFFECTED BY STOP LOSS
(1) THOSE MARINES PENDING EAS/ECC WHO DESIRE TO MOVE THEIR FAMILY
MEMBERS AND HHG PRIOR TO THEIR EFFECTIVE DATE OF RETIREMENT/RELEASE
FROM ACTIVE DUTY, SHOULD SUBMIT THEIR REQUEST USING AN ADMINISTRATIVE
ACTION FORM TO CMC (MP) VIA THE CHAIN OF COMMAND. IF THE MARINE IS
ALREADY DEPLOYED IN SUPPORT OF CONTINGENCY OPERATIONS, THIS AA FORM
WILL BE ROUTED FROM THE INDIVIDUAL MARINE, VIA THE COMMAND ELEMENT
AT HIS PERMANENT DUTY STATION FOR COORDINATION WITH FAMILY MEMBERS.
POWERS OF ATTORNEY FOR SPOUSES WILL BE REQUIRED TO AFFECT THE SUBJECT
MOVE.
(2) PER REF C, MARINES WILL SIGN A CERTIFICATE IN LIEU OF
ORDERS INDICATING THAT THEY UNDERSTAND THEIR ENTITLEMENTS AND
FINANCIAL LIABILITIES. FOR DEPLOYED MARINES WHO STATE VIA AN AA
FORM THEIR INTENT TO AUTHORIZE FAMILY MEMBERS AND HOUSEHOLD GOODS
MOVES, CERTIFICATES IN LIEU OF ORDERS WILL BE SIGNED BY THEIR
DESIGNATED REPRESENTATIVE WHO MUST POSESSESS PROPER POWER OF
ATTORNEY DOCUMENTATION. WITHOUT THE STATED INTENTIONS OF THE MARINE
OR THE PROPER POWER OF ATTORNEY, MOVES WILL NOT BE AUTHORIZED.
(3) MEMBERS VACATING GOVERNMENT HOUSING WILL COMPLY WITH THE
INSTRUCTIONS CONTAINED IN REF D.
B. COMMANDERS
(1) PRIOR TO FORWARDING A MARINE'S AA FORM REQUESTING A MOVE UNDER
THESE CIRCUMSTANCES, COMMANDERS WILL ENSURE THAT THE MARINES ARE
ADVISED THAT MOVING FAMILY AND HHG IN THEIR ABSENCE MAY NOT BE IN
THE BEST INTEREST OF THE FAMILY. THE FAMILY WILL BE GIVING UP
EXISTING, ESTABLISHED SUPPORT SYSTEMS AT THE PERMANENT DUTY STATION
THAT INCLUDE SOURCES OF INFORMATION, FACILITIES, FRIENDS, AND
SERVICES. MARINES AND FAMILY MEMBERS SHOULD BE ASKED TO CONSIDER
THEIR DESIRE TO MOVE IN LIGHT OF NOT HAVING READY ACCESS TO THESE
BENEFITS IN THEIR INTENDED LOCATION.
(2) PRIOR TO FORWARDING A MARINES AA FORM REQUESTING A MOVE UNDER
THESE CIRCUMSTANCES, COMMANDERS WILL SUGGEST ALTERNATIVE SOLUTIONS
TO MOVING PRIOR TO THE RETURN OF THE MARINE AFFECTED BY STOP LOSS.
FOR EXAMPLE, FAMILY MEMBERS SHOULD BE ADVISED THAT THEY MAY LEAVE
GOVT QUARTERS FOR UP TO 90 DAYS WITHOUT JEOPARDIZING THEIR PERMANENT
TENANCY IN THOSE QUARTERS.//
