GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO PUBLISH
INFORMATION ON THE SLATING PROCESS, ELIGIBILITY CRITERIA, AND TO
IDENTIFY THE ANTICIPATED CAREER LEVEL SCHOOL (CLS) QUOTAS AVAILABLE
FOR AY04/05.
2. THANKS TO THE EFFORTS OF THE MARINE CORPS UNIVERSITY, MCI, AND
THE COLLEGE OF CONTINUING EDUCATION, THE QUALITY OF THE MARINE
CORPS' NON-RESIDENT PME HAS VASTLY IMPROVED DURING RECENT YEARS.
GREATER FLEXIBILITY TO COMPLETE APPROPRIATE LEVEL PME IS NOW
AVAILABLE TO ALL MARINE CORPS OFFICERS. THE MARINE CORPS' DIRECTION
IS CLEAR: ALL OFFICERS SHOULD COMPLETE THE PME APPROPRIATE FOR
THEIR GRADE AS AN ENHANCEMENT FOR PROMOTION CONSIDERATION AND FOR
PROFESSIONAL DEVELOPMENT.
3. NON-RESIDENT PME IS NOW EQUIVALENT TO THAT OF RESIDENT PME FOR
THE PURPOSES OF PROMOTION AND ASSIGNMENTS. PROMOTION SELECTION
BOARDS CONSIDER COMPLETION OF CLS AS BEING EQUAL WITHOUT REGARD
TO RESIDENT OR NON-RESIDENT STATUS.
4. THE CLS SLATING PROCESS FOR AY04/05 WILL BEGIN WITH ELIGIBLE
OFFICERS (PARA 6) VOLUNTEERING TO ATTEND RESIDENT CLS. ALL ELIGIBLE
OFFICERS MUST CONTACT THEIR CAREER MANAGER TO INDICATE THEIR DESIRE
TO ATTEND OR NOT ATTEND RESIDENT CLS NLT 15 OCT 2003. INFORMATION
CONCERNING U.S. ARMY COURSES FOR ACADEMIC YEAR 2005 WILL BE
PUBLISHED VIA SEPARATE CORRESPONDENCE.

5. SLATING FOR RESIDENT CLS WILL RESIDE WITHIN MANPOWER. CAREER
MANAGERS WILL SCREEN THE RECORDS OF ALL ELIGIBLE OFFICERS WHO
VOLUNTEER. CAREER MANAGERS WILL MAKE RECOMMENDATIONS FOR SLATING
OFFICERS BASED ON THE INDIVIDUAL'S PREFERENCE, TIME ON STATION, AND
PERFORMANCE. THE SLATING RESULTS WILL BE SCREENED BY THE HEAD OF
OFFICER ASSIGNMENTS. FINAL APPROVAL AUTHORITY OF THE CLS SLATE WILL
RESIDE WITH THE DIRECTOR, PERSONNEL MANAGEMENT DIVISION (MM). THE
CLS SLATING PROCESS IS ANTICIPATED TO BE COMPLETE BY 31 DECEMBER
2003. THE ESTIMATED REPORT DATE TO EWS IS NO LATER THAN 31 JULY 2004.
6. THE FOLLOWING CRITERIA WILL BE USED TO DETERMINE ELIGIBILITY:
A. VOLUNTEERS. OFFICERS MUST ACTIVELY VOLUNTEER (EMAIL,
LETTER, AA FORM, VIA INTERNET, OR MESSAGE) TO THEIR CAREER MANAGER
TO BE CONSIDERED FOR THE RESIDENT CLS PROGRAM.
B. GRADE ELIGIBILITY. CAPTAINS AND CAPTAINS (SEL) WHO HAVE
BEEN AUGMENTED, OR WHO HAVE TWO YEARS OF OBLIGATED SERVICE
REMAINING UPON COMPLETION OF CLS, ARE ELIGIBLE. CAPTAINS IN-ZONE
FOR THE FY05 MAJOR PROMOTION BOARD, OR WHO HAVE EITHER BEEN SELECTED
OR FAILED SELECTION TO MAJOR ARE NOT ELIGIBLE.
C. TIME ON STATION (TOS) REQUIREMENT. OFFICERS MUST HAVE TWO
YEARS TOS BY 1 AUG 2004. OFFICERS STATIONED OCONUS MUST COMPLETE
THEIR PRESCRIBED TOUR BY 1 AUG 2004.
D. OFFICERS WHO OTHERWISE MEET THE GRADE AND TOS REQUIREMENTS
WILL NOT BE ELIGIBLE IF THEY:
(1) ARE ATTENDING, OR ARE SCHEDULED TO ATTEND, AN AY03/04
CAREER LEVEL SCHOOL.
(2) PREVIOUSLY ATTENDED A CAREER LEVEL SCHOOL.
(3) HAVE FORMALLY REQUESTED RESIGNATION/RETIREMENT TO CMC
(MMSR).
(4) ARE RESTRICTED/LIMITED DUTY OFFICERS.
(5) ARE SELECTED FOR OR HAVE COMMENCED THE SPECIAL
EDUCATION/ADVANCE DEGREE/FUNDED LAW EDUCATION/INTERNATIONAL AFFAIRS
OFFICER PROGRAMS.
E. OFFICERS WHO HAVE COMPLETED A NON-RESIDENT CLS COURSE ARE
ELIGIBLE TO ATTEND RESIDENT CLS.
F. THERE WILL BE NO DEFERRALS FOR RESIDENT CLS.
7. OFFICERS ASSIGNED AS RECRUITING STATION EXECUTIVE OFFICERS,
OPERATIONS OFFICERS, AND OFFICER SELECTION OFFICERS WILL HAVE THE
OPTION OF ATTENDING RESIDENT CLS OR THEIR GEOGRAPHICAL CHOICE OF
DUTY STATION (BASED ON BILLET AVAILABILITY) UPON COMPLETION OF A
SUCCESSFUL 36 MONTH TOUR.
8. THE OBLIGATED SERVICE AND ASSIGNMENT POLICY CONTAINED IN
REFERENCES A AND B IS APPLICABLE TO ALL OFFICERS WHO VOLUNTEER, ARE
SELECTED, ACCEPT, AND ARE SUBSEQUENTLY ISSUED ORDERS TO CLS.
ATTENDANCE INCURS 2 YEARS OF OBLIGATED SERVICE.
9. THE RESIDENT PME ASSIGNMENT PROCESS IS INTENDED TO BE ONE THAT
TAKES INTO ACCOUNT THE NEEDS AND DESIRES OF OUR MARINES AND
THEIR FAMILIES, AS WELL AS THE PME GOALS AND NEEDS OF THE CORPS.
RESIDENT PME WILL CONTINUE TO BE A VITAL PART OF OFFICER EDUCATION.
THE MARINE CORPS SENIOR LEADERSHIP MUST REINFORCE THE FACT THAT OUR
FUNDAMENTAL DIRECTION IS TOWARDS THE CONTINUING EDUCATION OF OUR
OFFICER CORPS. OUR INVESTMENT IN PME WILL CONTINUE TO PLAY A KEY
ROLE IN OUR ABILITY TO REMAIN AMERICA'S PREMIER FORCE IN READINESS.
