RMKS/1. THE PURPOSE OF THIS BULLETIN IS TO ANNOUNCE THE CONVENING
OF A SELECTION BOARD FOR MOS 9815 RECRUITING OPERATIONS OFFICER,
AND SOLICIT APPLICATIONS FROM QUALIFIED PERSONNEL.
2. THE MARINE CORPS RECRUITING COMMAND WILL CONVENE A SELECTION
BOARD AT HEADQUARTERS, U.S. MARINE CORPS TO SELECT QUALIFIED MARINES
FOR APPOINTMENT TO THE GRADE OF WARRANT OFFICER. THE SELECTION BOARD
WILL CONVENE ON OR ABOUT 21 AUG 03 FOR ONE DAY.
3. THESE WARRANT OFFICERS WILL BE A SOURCE OF EXPERTISE ON ALL
ASPECTS OF RECRUITING AND MUST BE ABLE TO COMMUNICATE THAT KNOWLEDGE
TO OTHERS. ONLY CAREER RECRUITERS, WITH A MINIMUM OF THREE YEARS
EXPERIENCE IN MOS 8412, ARE ELIGIBLE TO APPLY FOR THE WARRANT OFFICER
MOS 9815. WAIVERS WILL BE CONSIDERED FOR THE MINIMUM TIME IN MOS
8412 DOWN TO TWO YEARS. IN ADDITION TO THE ELIGIBILITY REQUIREMENTS
CONTAINED BELOW, CAREER RECRUITERS MUST HAVE SERVED A SUCCESSFUL
TOUR OF DUTY AS A CAREER RECRUITER IN A CAREER RECRUITER BILLET AND
MUST HAVE NOT LESS THAN 8 OR MORE THAN 20 YEARS OF SERVICE ON THE
DATE OF APPOINTMENT TO WARRANT OFFICER. THE 20 YEAR LIMITATION IS
THE MAXIMUM YEARS OF SERVICE TO ENABLE A RECRUITING WARRANT OFFICER
TO SERVE 3 YEARS AS A CWO-2, 3 YEARS AS A CWO-3, 3 YEARS AS A CWO-4,
AND 2 YEARS AS A CWO-5. FOLLOWING THE WARRANT OFFICER BASIC COURSE
(WOBC) RECRUITING WARRANT OFFICERS WILL ATTEND THE NEXT AVAILABLE
RECRUITING MANAGEMENT COURSE.
4. SUBMIT APPLICATIONS USING THE FORMAT IN REF B. DO NOT
USE THE FORMAT IN REF A. INCLUDE THE DATA SHEET AS THE FIRST
ENCLOSURE TO THE APPLICATION. ADDITIONALLY, REF B REQUIRES
SUBMISSION OF SERVICE RECORD BOOK PAGES OR THEIR ELECTRONIC
EQUIVILENT IN THE MARINE CORPS TOTAL FORCE SYSTEM (MCTFS). ENSURE
ALL ENTRIES ARE SUBMITTED IF CONTAINED ON MULTIPLE PAGES.
5. THE FOLLOWING ELIGIBILITY CRITERIA HAVE BEEN PROVIDED FROM REF A:
A. BE A CITIZEN OF THE UNITED STATES.
B. BE SERVING ON ACTIVE DUTY (OTHER THAN ACTIVE DUTY FOR
TRAINING).
C. BE A STAFF SERGEANT OR HIGHER GRADE AS OF THE APPLICATION
DEADLINE.
D. HAVE NOT LESS THAN 8 OR MORE THAN 20 YEARS OF ACTIVE SERVICE
ON THE DATE OF APPOINTMENT TO WARRANT OFFICER. THE REQUIREMENT FOR
NO MORE THAN 16 YEARS OF ACTIVE NAVAL SERVICE IN REF A HAS BEEN
WAIVED AND WILL BE INCORPORATED INTO A FUTURE REVISION OF REF A.
E. BE A HIGH SCHOOL GRADUATE OR POSSESS THE SERVICE-ACCEPTED
EQUIVALENT AS PRESCRIBED BY CURRENT DIRECTIVES.
F. HAVE NO RECORD OF CONVICTION BY A GENERAL, SPECIAL, OR
SUMMARY COURTS-MARTIAL, NOR HAVE ANY RECORD OF CONVICTION BY A CIVIL
COURT FOR ANY OFFENSE, OTHER THAN FOR MINOR TRAFFIC VIOLATIONS.
G. HAVE PASSED THE MOST RECENT PHYSICAL FITNESS TEST.
H. POSSESS ONE OF THE FOLLOWING APTITUDE TEST SCORES:
(1) AN ARMED FORCES CLASSIFICATION TEST (AFCT) ELECTRICAL
COMPOSITE (EL) STANDARD SCORE OF 110 OR HIGHER; OR
(2) A COMBINED MATH AND VERBAL SCORE OF 900 OR HIGHER ON THE
SCHOLASTIC APTITUDE TEST (SAT); OR
(3) A COMBINED MATH AND ENGLISH SCORE OF 39 OR HIGHER ON THE
AMERICAN COLLEGE TEST (ACT). APPLICANTS SUBMITTING SAT OR ACT TEST
SCORES WILL SUBMIT A CERTIFIED COPY OF THE TEST REPORT.
I. MEET THE PHYSICAL STANDARDS FOR APPOINTMENT AS A WARRANT
OFFICER PRESCRIBED BY THE MANUAL OF THE MEDICAL DEPARTMENT,
CHAPTER 15. MARINES WHO FAIL TO MEET THE MINIMUM PHYSICAL STANDARDS
FOR APPOINTMENT MAY BE APPOINTED UPON THE RECOMMENDATION OF THE
CHIEF, BUREAU OF MEDICINE AND SURGERY, WITH A WAIVER OF THE STANDARDS
BY THE COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND. SUBMIT
CURRENT PRECOMMISSIONING PHYSICAL PER REF B.
J. BE IN GOOD FINANCIAL SHAPE. APPLICANTS MUST NOT HAVE
PREVIOUSLY DECLARED BANKRUPTCY, DEFAULTED ON LOANS, OR HAVE A HISTORY
OF ANY OTHER FINANCIAL PROBLEMS. APPLICANTS MUST HAVE NO FINANCIAL
HARDSHIPS WHICH WOULD HINDER THEIR ABILITY TO PURCHASE REQUIRED
OFFICER UNIFORM ITEMS OR REMAIN IN GOOD FINANCIAL STANDING.
K. MUST MEET THE BASIC REENLISTMENT PREREQUISITES PER REF D.
6. THE MAILING ADDRESS TO SUBMIT ORIGINAL APPLICATIONS

3280 RUSSELL ROAD, QUANTICO, VA 22134-5103. THE APPLICATION
DOCUMENTS SHOULD READ TO: COMMANDANT OF THE MARINE CORPS. DO NOT
SEND ADVANCE COPIES, DUPLICATE COPIES, OR FAXED COPIES; THEY WILL
NOT BE ACCEPTED. IF A RETURN RECEIPT IS DESIRED, INCLUDE A
SELF-ADDRESSED ENVELOPE ALONG WITH A TRANSMITTAL CARD OR OTHER FORM
OF RECEIPT. DO NOT USE THE POSTAGE PAID TRANSMITTAL CARDS (NAVMC
941) ALONE; AS THEY WILL NOT BE RETURNED DUE TO A CHANGE IN POSTAL
REGULATIONS AND EXPIRATION OF PERMITS. THE ENVELOPE MUST BE
ADDRESSED TO THE UNIT TO ENSURE PROPER RETURN. UNADDRESSED
ENVELOPES WILL NOT BE RETURNED. COMMANDERS MAY INITIATE TRACER
ACTION IF AN ACKNOWLEDGEMENT IS NOT RECEIVED 30 DAYS AFTER DEADLINE.
7. APPLICATIONS MUST REACH THE MCRC (OE) BY 15 JUL 03.
APPLICATIONS RECEIVED AFTER THE DEADLINE WILL BE RETURNED WITHOUT
ACTION UNLESS AN EXTENSION IS REQUESTED, AND APPROVED BY MCRC (OE),
PRIOR TO THE APPLICATION DEADLINE. REQUESTS FOR EXTENSIONS OF MORE
THAN A WEEK WILL BE REVIEWED ON A CASE-BY-CASE BASIS AND WILL NOT BE
ROUTINELY GRANTED.
8. SELECTEES ARE TENTATIVELY SCHEDULED FOR APPOINTMENT ON 2 FEB 04.
WHEN COMPUTING THE AMOUNT OF ACTIVE NAVAL SERVICE, USE 2 FEB 04 AS
THE DATE OF APPOINTMENT. STAFF SERGEANTS WILL BE APPOINTED IN THE
GRADE OF WO1. GUNNERY SERGEANTS (AS OF THE CONVENING DATE OF THE
WARRANT OFFICER BOARD) WILL BE APPOINTED IN THE GRADE OF CWO2.
9. PAR 5H CONTAINS A TEST SCORE REQUIREMENT. REF C OUTLINES ASVAB
AND THE AFCT POLICIES AND CONTAINS THE GUIDELINES AND REQUIREMENTS
FOR THOSE APPLICANTS UTILIZING THE ASVAB OR AFCT AS A BASIS OF
QUALIFICATION. IT COVERS TOPICS RANGING FROM AFCT RETEST
REGULATIONS, REQUEST FOR MATERIALS, MARINE CORPS TEST FACILITIES,
ASVAB RETESTING, OTHER SERVICE TEST FACILITIES, TEST DATE WAIVERS,
ETC. ONLY EL SCORES RESIDENT WITHIN THE MARINE CORPS TOTAL FORCE
SYSTEM (MCTFS) WILL BE ACCEPTED AS OFFICIAL SCORES OF RECORD FOR
ALL APPLICANTS. APPLICANTS MUST USE THE BASIC TRAINING RECORD (BTR)
AS EVIDENCE OF A QUALIFYING EL SCORE. CLASSIFICATION TEST SCORES ARE
LOCATED ON THE TEST SCORE SCREEN OF THE MCTFS. IF SCORES ARE IN THE
MCTFS BUT DO NOT APPEAR ON THE BTR, ATTACH A COPY OF THE TEST SCORE
SCREEN TO THE BTR AND SUBMIT AS ONE ENCLOSURE TO THE APPLICATION.
ANY CORRECTIVE ACTION OR RETESTING MUST BE COMPLETE PRIOR TO THE
APPLICATION DEADLINE TO ENSURE RESULTS ARE POSTED TO THE MCTFS
PRIOR TO RECEIPT BY MCRC (OE). QUESTIONS REGARDING TESTING ISSUES
SHOULD BE DIRECTED TO CMC (MPP-50) AT DSN 278-9615 OR COMM (703)
784-9615.
10. THE LAW DOES NOT PERMIT OFFICERS TO RECEIVE SPECIAL DUTY
ASSIGNMENT (SDA) PAY. AS A RESULT, SDA PAY WILL BE DISCONTINUED
FOR CAREER RECRUITERS WHO ARE SELECTED AND APPOINTED AS WARRANT
OFFICER. HOWEVER, APPLICANTS SHOULD BEAR IN MIND THAT, AS THEY ARE
PROMOTED TO HIGHER CHIEF WARRANT OFFICER GRADES, THEIR TOTAL
COMPENSATION WILL OFFSET THE LOSS OF SDA PAY EXPERIENCED WHEN THEY
INITIALLY ARE APPOINTED AS WARRANT OFFICERS. ALSO, AS SDA PAY DOES
NOT FOLLOW A MARINE INTO RETIREMENT, RETIREMENT COMPENSATION AS A
SENIOR CHIEF WARRANT OFFICER SIGNIFICANTLY OFFSETS RETIREMENT PAY
FOR SENIOR ENLISTED MARINES. APPLICANTS MUST SUBMIT THE FOLLOWING
STATEMENT AS PART OF THE APPLICATION IMMEDIATELY FOLLOWING THE
SERVICE OBLIGATION PARAGRAPH:
"I (FULL NAME), UNDERSTAND THAT OFFICERS DO NOT RECEIVE SDA
PAY AND THAT IF SELECTED AND UPON APPOINTMENT TO WARRANT OFFICER, MY
SDA PAY WILL BE DISCONTINUED."
11. REQUESTS FOR WAIVER OF THE ELIGIBILITY REQUIREMENTS, EXCEPT
THOSE ESTABLISHED BY LAW, MAY BE CONSIDERED BY THE COMMANDING
GENERAL, MARINE CORPS RECRUITING COMMAND ON A CASE-BY-CASE BASIS.
HOWEVER, REQUESTS FOR WAIVERS OF THE TIME IN SERVICE, INSUFFICIENT
TEST SCORE, AND DISCIPLINARY ACTION REQUIREMENTS WILL NOT BE
ROUTINELY APPROVED. THE MINIMUM TIME IN SERVICE REQUIREMENT WILL
ONLY BE CONSIDERED WITHIN 6 MONTHS OF THE LIMIT. WAIVER OF THE
MINIMUM EL SCORE WILL ONLY BE CONSIDERED DOWN TO 108.
12. TO ENSURE PROPER FILING OF SEPARATE CORRESPONDENCE ADDRESSED TO
THE PRESIDENT OF THE BOARD OR FOR INCLUSION TO AN APPLICATION,
INCLUDE THE APPLICANT'S NAME, SSN, AND FIRST CHOICE MOS IN THE
SUBJECT OF THE DOCUMENT. LETTERS OF RECOMMENDATION FROM OFFICERS
OUTSIDE THE NORMAL CHAIN OF COMMAND WHO HAVE KNOWLEDGE OF THE
APPLICANT'S LEADERSHIP QUALITIES AND POTENTIAL FOR APPOINTMENT MAY BE
SUBMITTED DIRECTLY TO THE CG, MCRC (OE) OR AS AN ENCLOSURE TO THE
APPLICATION.
13. PER TITLE 10, SECTION 1165 U.S.C. THE SECRETARY OF THE NAVY HAS
THE AUTHORITY TO TERMINATE THE REGULAR APPOINTMENT OF ANY PERMANENT
REGULAR WO AT ANY TIME WITHIN THREE YEARS AFTER THE DATE WHEN THE
OFFICER ACCCEPTED HIS ORIGINAL APPOINTMENT. A MARINE WHOSE
APPOINTMENT IS TERMINATED MAY, UPON HIS REQUEST AND AT THE
DISCRETION OF THE SECRETARY OF THE NAVY, BE ENLISTED IN A GRADE NOT
LOWER THAN THAT HELD IMMEDIATELY PRIOR TO APPOINTMENT. THEREFORE,
THE FIRST THREE YEARS AS A WO IS A PROBATIONARY PERIOD AND THE
APPOINTMENT TO WO WILL BE TERMINATED IF A MARINE DOES NOT COMPLETE
THE WOBC. CMC (MMEA), VIA THE "LONG NAME BOARD", MUST ENDORSE THE
SEPARATION REQUEST FOR REVERSION PACKAGE TO PROVIDE THE SECRETARY OF
THE NAVY A REENLISTMENT RECOMMENDATION.
14. COMMANDING OFFICERS: PASS THIS INFORMATION TO ELIGIBLE MARINES
IN YOUR COMMANDS. REVIEW APPLICATIONS FOR COMPLETENESS, ENSURE THAT
APPLICANTS REQUESTING WAIVERS RECEIVE COMPREHENSIVE JUSTIFICATION
ON ALL ENDORSEMENTS (INCLUDING THE SENIOR ENDORSER), AND MAKE
DEFINITIVE RECOMMENDATIONS REGARDING ALL MARINES WHO SUBMIT
APPLICATIONS. COMMANDERS MUST SPECIFICALLY ADDRESS THE TECHNICAL
PROFICIENCY OF THE APPLICANT IN THE MOS FOR WHICH APPLYING.
APPLICANTS WHO DO NOT MEET THE ELIGIBILITY CRITERIA AND WHO ARE NOT
CONSIDERED FULLY QUALIFIED, WILL NOT BE RECOMMENDED FOR APPOINTMENT.
APPLICATIONS NOT RECOMMENDED FOR APPOINTMENT WILL NOT BE SUBMITTED
TO THIS HEADQUARTERS. ENDORSEMENTS AND APPLICATIONS MUST BE
SCREENED CLOSELY TO ENSURE THAT ONLY FULLY QUALIFIED APPLICANTS ARE
