GENTEXT/REMARKS/1. BACKGROUND. THIS POLICY IS DESIGNED TO PROVIDE
STABILITY IN MEETING CURRENT MANPOWER REQUIREMENTS. ADDITIONALLY,
THIS
POLICY WILL ALSO ALLOW TIME FOR ALCON TO VALIDATE CURRENT MANPOWER
REQUIREMENTS AND IDENTIFY QUALIFIED INDIVIDUALS TO REPLACE INCUMBENTS
AND FILL BILLETS FOR POTENTIAL FUTURE OPERATIONS. THIS POLICY
IMPACTS BOTH ACTIVE AND RESERVE PERSONNEL SERVING IN AN IA STATUS.
THE MARINE CORPS WILL ADAPT THIS POLICY TO CHANGES IN MISSION
REQUIREMENTS AND CHANGES TO CURRENT OPERATION INVOLVEMENT.
UNTIL FURTHER NOTICE, THE CONTENTS OF THIS MARADMIN, AND THOSE
PRESENTED IN REFERENCES (A) THROUGH (E), WILL REMAIN IN EFFECT.
2. FOR THE PURPOSES OF THIS MARADMIN, IA'S ARE DEFINED AS:
ANY TEMPORARILY ATTACHED MEMBER DEPLOYED AS AN INDIVIDUAL
(VICE AS PART OF A UNIT OR DETACHMENT) IN A UNIT OR ORGANIZATION
THAT IS NOT A PART OF THEIR PARENT COMMAND (I.E., A UNIT OR
ORGANIZATION THAT IS NOT A SUBORDINATE ELEMENT TO THE COMMAND
THEY WERE ASSIGNED VIA PERMANENT CHANGE OF STATION/ASSIGNMENT
ORDERS). EXAMPLES INCLUDE: ACTIVE COMPONENT MARINES, OR
ACTIVATED RESERVISTS, ATTACHED TAD TO A REGIONAL COMBATANT
COMMAND OR OTHER UNIT IN SUPPORT OF AN OPERATION, JOINT
TASK FORCE, OR OTHER FUNCTIONAL REQUIREMENT; OR A READY RESERVE
MEMBER SERVING WITH A UNIT OTHER THAN HIS SMCR UNIT, WHO WAS NOT
DEPLOYED AS A MEMBER OF AN ESTABLISHED SMCR DETACHMENT. THIS
POLICY DOES NOT INCLUDE SMCR PERSONNEL WHO ARE ACTIVATED AS PART
OF THEIR ASSIGNED SMCR UNIT, OR AS AN ESTABLISHED DETACHMENT
ASSIGNED TO ANOTHER UNIT.
3. ACTION
A. ALL PERSONNEL (ACTIVE AND RESERVE COMPONENT) CURRENTLY SERVING
AS IA'S WILL NOT BE ROTATED OR RELEASED FROM ACTIVE DUTY FOR
120-DAYS FROM THE PUBLICATION DATE OF THIS MARADMIN. IA'S MAY BE
REASSIGNED DUTIES WITHIN UNITS, ORGANIZATIONS, AND COMMANDS THAT
THEY CURRENTLY SERVE; IA'S MAY ALSO BE REASSIGNED TO OTHER
VALIDATED IA LINE NUMBERS WITH CONCURRENCE FROM PROVIDING COMMANDS
TO ALLOW FOR ACCOUNTABILITY AND APPROPRIATE MODIFICATIONS TO ORDERS.
(1) RESERVE PERSONNEL: STABILIZATION AUTOMATICALLY EXTENDS
MOBILIZATION ORDERS FOR ACTIVATED RESERVISTS FILLING IA BILLETS,
NOT TO EXCEED A TOTAL CUMULATIVE 24-MONTHS ACTIVE DUTY UNDER
MOBILIZATION AUTHORITY. FURTHER, STABILIZATION DOES NOT APPLY TO
RESERVE PERSONNEL REACHING SERVICE LIMITATIONS, MANDATORY
RETIREMENT DATE, OR THOSE PERSONNEL REACHING THE END OF
THEIR 12-MONTH PERIOD OF STOP LOSS, OR THOSE PERSONNEL WHO HAVE
ALREADY BEEN EXTENDED ON ACTIVE DUTY BEYOND THE SCOPE OF THIS
MARADMIN. COMMANDS DESIRING TO EXTEND AN ACTIVATED RESERVIST BEYOND
THE 120-DAY STABILIZATION PERIOD MANDATED BY THIS MARADMIN WILL
CONTINUE TO SUBMIT REQUESTS TO CMC (MPP-60) VIA MESSAGE TRAFFIC ONCE
APPROVED BY THE AFFECTED CHAIN OF COMMAND. CMC (MPP-60) WILL
INITIATE THE 120-DAY EXTENSION FOR ALL IMA, IRR, AND SMCR (FILLING
IA AND ADSW-CO BILLETS) PERSONNEL. FURTHER, THOSE PERSONNEL SLATED
TO TAKE COMMAND DURING IA STABILIZATION PERIODS ARE NOT AFFECTED BY
THIS POLICY.
(2) ACTIVE PERSONNEL: STABILIZATION DOES NOT APPLY TO PERSONNEL
REACHING SERVICE LIMITATIONS, MANDATORY RETIREMENT DATE, OR THOSE
PERSONNEL REACHING THE END OF THEIR 12-MONTH PERIOD OF STOP LOSS.
FURTHER, THOSE PERSONNEL SLATED TO TAKE COMMAND DURING IA
STABILIZATION PERIODS ARE NOT AFFECTED BY THIS POLICY. PER
PAR 4402.4A OF REF (C), THE TAD ORDERS OF INDIVIDUAL AUGMENTEES
WHO WILL PERFORM MORE THAN 179-DAYS OF TAD, AS A RESULT OF THIS
POLICY, MUST BE MODIFIED BY THE ISSUING AUTHORITY TO INCLUDE THIS
STATEMENT: "APPROVAL FOR TDY/TAD FOR A PERIOD IN EXCESS OF 6-MONTHS
IS AUTHORIZED BY CMC MESSAGE 201020ZMAR03." THIS ACTION ENSURES
THAT PROVISIONS OF PAR 4402.4A OF REF (C) ARE SUSPENDED FOR THE
DURATION OF THE STABILIZATION PERIOD.
B. IA'S WHO DESIRE AN EXEMPTION FROM THIS POLICY WILL ROUTE A
REQUEST VIA THEIR RESPECTIVE CHAIN OF COMMAND. THE FIRST GENERAL
OFFICER IN
AN IA'S CHAIN OF COMMAND WILL DETERMINE IF IT IS IN THE BEST INTEREST
OF THE COMMAND TO ALLOW THE IA MARINE TO ROTATE. THE DECISION TO
APPROVE ROTATION MUST BE CONSIDERED WITH THE UNDERSTANDING THAT IT IS
UNLIKELY CMC (MM/RAM) WILL PROVIDE A REPLACEMENT GIVEN CURRENT
PERSONNEL CONSTRAINTS AND POLICIES.
