GENTEXT/REMARKS/1. THE FISCAL YEAR 2005 TF-ADSW BUDGET CONFERENCE
WILL BE CONDUCTED ON 18 FEB 2004 AT THE JAMES WESLEY MARSH CENTER,
3280 RUSSELL ROAD, QUANTICO, VA 22134-5103. THE PURPOSE OF THIS
CONFERENCE IS TO IDENTIFY AND PRIORITIZE TF-ADSW REQUIREMENTS FOR
FISCAL YEAR 2005. DUE TO THE OPERATIONAL AND ADMINISTRATIVE BURDEN
BEING PLACED ON THE ENTIRE MARINE CORPS AS A RESULT OF THE CURRENT
CONTINGENCY, THE WORKING GROUP CONFERENCE WILL BE REDUCED TO ONE
DAY. ONLY THE VOTING MEMBERS ARE INVITED. THE FOL COORDINATING
INSTRUCTIONS ARE PROV:

REVIEW NLT 30 JAN 2004.
C. ADSW BUDGET WORKING GROUP (ABWG): THE ABWG IS THE CORE
ELEMENT OF THE PRIORITIZATION PROCESS. THE ABWG CONSISTS OF FIVE
MEMBERS THAT DISCUSS AND VOTE ON THE PRIORITIZATION OF ALL SUBMITTED
ADSW REQUIREMENTS.
D. VOTING MEMBERS: ONE DESIGNATED INDIVIDUAL FROM EACH BUDGET
SPONSOR ASSIGNED TO THE ABWG.
E. PRIORITIZATION PROCESS: VOTING MEMBERS ADJUST THE
PRIORITIZED ORDER THROUGH COMMITTEE VOTE. THE NET RESULT IS A
CONSOLIDATED LIST OF REQUIREMENTS IN ORDER OF PRIORITY THAT HAVE BEEN
DETERMINED TO BE THE BEST USE OF LIMITED MPMC AND RPMC FUNDING.
F. PRIORITIZED LIST: A SINGLE LIST OF BOTH MPMC AND RPMC
REQUIREMENTS WILL BE GENERATED INTO A RECOMMENDED PRIORITIZED LIST.
BUDGET SPONSORS WILL BE PROVIDED A COPY OF THE LIST TO BRIEF THEIR
GENERAL OFFICERS. COMMANDING GENERALS WILL CONCUR OR NOT CONCUR TO
THE DIR, RA. ONCE CONCURRENCE IS RECEIVED, THE FINAL PRIORITIZED LIST
WILL BE DELIVERED TO AND APPROVED BY THE DC/S M&RA.
3. TASKS:
A. OPERATIONAL SPONSORS
1) DETERMINE ALL ADSW REQUIREMENTS AND PLACE THEM IN
PRIORITIZED ORDER USING NAVMC FORM 11349. EFFORT SHOULD BE MADE TO
SPLIT LARGE REQUIREMENTS INTO MANAGEABLE ELEMENTS; I.E., PRE-
EXERCISE, EXERCISE PERIOD, POST EXERCISE.
2) FORWARD ALL NAVMC 11349 FORMS TO THE APPROPRIATE BUDGET SPONSOR.
B. BUDGET SPONSORS
1) PUBLISH REQUIREMENT SUBMISSION TIMELINE TO OPSPONSORS.
2) CONSOLIDATE OPSPONSOR SUBMISSIONS AND DEVELOP A
BUDGET SPONSOR PRIORITY LIST FOR ALL REQUIREMENTS.
3) SUBMIT REQUIREMENTS TO CMC (RAM-5) BY 04 FEB 2003.
4) SUBMIT INFO ON CONFERENCE PERSONNEL TO HQMC RAM-5
