RMKS/1. THE PURPOSE OF THIS BULLETIN IS TO ANNOUNCE THE FY05
ENLISTED TO WARRANT OFFICER PROGRAM AND REQUEST APPLICATIONS FROM
QUALIFIED ACTIVE DUTY PERSONNEL PER THE REFS.
2. THE MARINE CORPS RECRUITING COMMAND WILL CONVENE A SELECTION
BOARD AT HEADQUARTERS, U.S. MARINE CORPS, TO SELECT QUALIFIED
MARINES FOR APPOINTMENT TO THE GRADE OF WARRANT OFFICER (WO1).
THE ACTIVE DUTY ENLISTED TO WO SELECTION BOARD WILL CONVENE ON
OR ABOUT 2 JUN 04 FOR APPROXIMATELY 4 WEEKS. SELECTION RESULTS
WILL BE PUBLISHED BY MARADMIN MESSAGE AFTER APPROVAL BY THE
SECRETARY OF THE NAVY. THE APPROVAL PROCESS TAKES APPROXIMATELY
8 WEEKS. SELECTION RESULTS WILL NOT BE RELEASED TELEPHONICALLY OR
VIA ELECTRONIC MAIL. REFS A AND B PROVIDE THE POLICY, ELIGIBILITY
CRITERIA, AND APPLICATION PROCEDURES FOR APPOINTMENT TO WO.
3. THE WO PROGRAM IS DESIGNED TO PROVIDE THE MARINE CORPS WITH
TECHNICAL SPECIALISTS WHO PERFORM DUTIES THAT REQUIRE EXTENSIVE
KNOWLEDGE OF A PARTICULAR MOS AND WHO CAN BE ASSIGNED TO
SUCCESSIVE TOURS OF DUTY IN THEIR PRIMARY MOS. MOS CREDIBILITY
IS A KEY FACTOR FOR SELECTION. THEREFORE, TO APPLY FOR THE WO
PROGRAM, APPLICANTS MUST BE TECHNICALLY AND PROFESSIONALLY
QUALIFIED TO SERVE IN ONE OF THE BELOW-LISTED MOS'S PER

LIST ABOVE, ONLY IF QUALIFIED. DUE TO FLUCTUATIONS IN STRUCTURE AND
PERSONNEL REQUIREMENTS, SOME OF THE MOS'S LISTED ABOVE MAY CLOSE
OUT PRIOR TO THE CONVENING DATE OF THE BOARD. APPLICANTS WHOSE

DEADLINE. THE CORPS," THE APPLICATION PACKAGE MUST BE MAILED TO THE
COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND (ON/E), 3280
RUSSELL ROAD, QUANTICO, VA 22134-5103. DO NOT SEND ADVANCE COPIES,
DUPLICATE COPIES, OR FAXED COPIES; THEY WILL NOT BE ACCEPTED. IF A
RETURN RECEIPT IS DESIRED, INCLUDE A SELF-ADDRESSED ENVELOPE ALONG
WITH A TRANSMITTAL CARD OR OTHER FORM OF RECEIPT. DO NOT USE THE
POSTAGE PAID TRANSMITTAL CARDS (NAVMC 941) WITHOUT AN ENVELOPE AS
THEY WILL NOT BE RETURNED DUE TO A CHANGE IN POSTAL REGULATIONS AND
EXPIRATION OF PERMITS. THE ENVELOPE MUST BE PROPERLY ADDRESSED TO
THE UNIT TO ENSURE PROPER RETURN. UNADDRESSED ENVELOPES WILL NOT BE

6. SUBMIT APPLICATIONS USING THE FORMAT IN REF B, DO NOT USE
THE FORMAT IN REF A. FOLLOW STANDARD NAVAL CORRESPONDENCE FORMAT.
7. REF B REQUIRES SUBMISSION OF SERVICE RECORD BOOK (SRB) PAGES
THAT HAVE BEEN REPLACED WITH MARINE CORPS TOTAL FORCE SYSTEM
(MCTFS) SCREENS. ENSURE ALL PAGES, SRB OR MCTFS, ARE SUBMITTED IF
CONTAINED ON MULTIPLE PAGES. COMPLY WITH REFS C AND D IN
TRANSMISSION OF PHOTOGRAPHS. NOT ALL COMMANDS HAVE TRANSITIONED TO
DIGITAL PHOTOGRAPHS, THEREFORE, A PAPER PRINTOUT OF THE PHOTOGRAPH
IS STILL REQUIRED AS AN ENCLOSURE TO THE PACKAGE FOR THOSE
APPLICANTS THAT DO NOT HAVE A DIGITAL PHOTOGRAPH ON FILE WITH MMSB.
IF A DIGITAL PHOTO HAS BEEN SENT TO MMSB, MAKE THE FOLLOWING
STATEMENT IN THE APPLICATION: "A DIGITAL PHOTO HAS BEEN SENT TO MMSB
PER MARADMIN 463/01 AND MARADMIN 483/02" IN LIEU OF THE PARAGRAPH

8. ACTIVE DUTY APPLICANTS SHOULD NOT SEND IN THEIR MEDICAL FORMS
WITH THE APPLICATION DUE TO THE LARGE VOLUME OF APPLICANTS TO FILL A
LIMITED NUMBER OF VACANCIES. ONCE BOARD RESULTS ARE PUBLISHED THE WO
SELECTEES MUST SUBMIT CURRENT PHYSICAL EXAMINATIONS IN ACCORDANCE
WITH REFERENCE B.
9. SUBMISSION OF PHYSICAL EXAMINATION DOCUMENTS DOES NOT
NECESSARILY MEET THE PHYSICAL EXAMINATION REQUIREMENTS FOR
COMMISSIONING. WO SELECTEES PHYSICAL EXAMINATIONS WILL BE REVIEWED
FOR COMPLETENESS ONCE RECEIVED. ADDITIONAL MEDICAL DOCUMENTATION OR
TESTING MAY BE REQUIRED. IT IS THE RESPONSIBILITY OF THE WO SELECTEE
TO CONTACT MCRC (ON/E) TO ENSURE THAT PHYSICAL EXAMINATION
REQUIREMENTS ARE MET FOR COMMISSIONING.
10. SELECTEES FOR THE REGULAR WO PROGRAM ARE TENTATIVELY SCHEDULED
FOR APPOINTMENT ON 2 FEB 2005. WHEN COMPUTING THE AMOUNT OF ACTIVE
NAVAL SERVICE, USE 2 FEB 2005 AS THE DATE OF APPOINTMENT.
11. WARRANT OFFICERS ARE NO LONGER ASSIGNED LINEAL CONTROL NUMBERS
BASED ON THEIR RANK AND DATE OF RANK AS AN ENLISTED MARINE. LINEAL
CONTROL NUMBERS WILL BE DETERMINED BY THE CLASS STANDING UPON
COMPLETION OF THE WARRANT OFFICER BASIC COURSE (WOBC).
12. THE FIRST THREE YEARS AS A WO IS A PROBATIONARY PERIOD. PER
TITLE 10, SECTION 1165 U.S.C., THE SECRETARY OF THE NAVY HAS THE
AUTHORITY TO TERMINATE THE REGULAR APPOINTMENT OF ANY PERMANENT
REGULAR WO AT ANY TIME WITHIN THREE YEARS AFTER THE DATE WHEN THE
OFFICER ACCEPTED HIS OR HER ORIGINAL PERMANENT APPOINTMENT AS A
WARRANT OFFICER. ACCORDINGLY, THE COMMANDING OFFICER OF TBS OR ANY
REQUIRED MOS FOLLOW-ON SCHOOL SHALL REQUEST THAT SECNAV TERMINATE
THE REGULAR APPOINTMENT OF ANY WARRANT OFFICER WHO FAILS THE WOBC OR
ANY REQUIRED MOS FOLLOW-ON SCHOOL. A MARINE WHOSE APPOINTMENT IS
TERMINATED MAY, UPON HIS OR HER REQUEST AND AT THE DISCRETION OF THE
SECRETARY OF THE NAVY, BE ENLISTED IN A GRADE NOT LOWER THAN THAT
HELD IMMEDIATELY PRIOR TO APPOINTMENT.
13. REF A CONTAINS THE TEST SCORE REQUIREMENT TO POSSESS EITHER A
MINIMUM ELECTRONICS REPAIR (EL) COMPOSITE SCORE OF 110 DERIVED FROM
THE ARMED SERVICES VOCATIONAL APTITUDE BATTERY (ASVAB) OR THE ARMED
FORCES CLASSIFICATION TEST (AFCT), OR MINIMUM COMBINED ENGLISH AND
MATH SCORE OF 39 ON THE AMERICAN COLLEGE TEST (ACT), OR A MINIMUM
COMBINED MATH AND VERBAL SCORE OF 900 ON THE SCHOLASTIC APTITUDE
TEST (SAT). COLLEGE ADMISSIONS AND ADVISING REPORTS MUST BE USED AS
EVIDENCE OF THE ACT AND SAT SCORES. SAT AND ACT TEST SCORES CAN NOT
BE OLDER THAN 4 YEARS FROM THE DATE OF APPLICATION. REFERENCE E
OUTLINES ASVAB AND AFCT POLICIES. IT COVERS TOPICS RANGING FROM
AFCT RETEST REGULATIONS, REQUEST FOR MATERIALS, MARINE CORPS TEST
FACILITIES, ASVAB RETESTING, OTHER SERVICE TEST FACILITIES, TEST
DATE WAIVERS, ETC. ONLY EL SCORES RESIDENT WITHIN THE MARINE CORPS
TOTAL FORCE SYSTEM (MCTFS) WILL BE ACCEPTED AS OFFICIAL SCORES OF
RECORD FOR ALL APPLICANTS. APPLICANTS MUST USE THE BASIC TRAINING
RECORD (BTR) AS EVIDENCE OF A QUALIFYING EL SCORE. CLASSIFICATION
TEST SCORES ARE LOCATED ON THE TEST SCORE SCREEN OF THE MCTFS. IF
SCORES ARE IN THE MCTFS BUT DO NOT APPEAR ON THE BTR, ATTACH A COPY
OF THE TEST SCORE SCREEN TO THE BTR AND SUBMIT AS ONE ENCLOSURE TO
THE APPLICATION. ANY CORRECTIVE ACTION OR RETESTING MUST BE
COMPLETED PRIOR TO THE APPLICATION DEADLINE TO ENSURE RESULTS ARE
POSTED TO THE MCTFS PRIOR TO RECEIPT BY MCRC (ON/E). QUESTIONS
REGARDING TESTING ISSUES SHOULD BE DIRECTED TO CMC (MPP-50) AT DSN
278-9615 OR COMMERCIAL (703) 784-9615.
14. IN ADDITION TO THE REQUIREMENTS CONTAINED IN REFS A AND B,
APPLICANTS MUST MEET THE BASIC REENLISTMENT PREREQUISITES PER REF F.
15. REQUESTS FOR WAIVER OF THE ELIGIBILITY REQUIREMENTS, EXCEPT
THOSE ESTABLISHED BY LAW, MAY BE CONSIDERED ON A CASE-BY-CASE BASIS
BY THE COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND. HOWEVER,
REQUESTS FOR WAIVER OF THE TIME IN SERVICE AND DISCIPLINARY ACTION
REQUIREMENTS WILL ONLY BE CONSIDERED IF APPROPRIATE JUSTIFICATION IS
PROVIDED IN ACCORDANCE WITH THE FOLLOWING:
A. WAIVER OF THE MINIMUM ACTIVE NAVAL SERVICE REQUIREMENT MAY
BE CONSIDERED FOR APPLICANTS WITH NOT LESS THAN 7 YEARS AND 6
MONTHS OF ACTIVE NAVAL SERVICE. ACTIVE DUTY IN THE U.S. ARMY OR
U.S. AIR FORCE IS NOT CREDITABLE AS NAVAL SERVICE.
B. WAIVER OF THE MAXIMUM ACTIVE NAVAL SERVICE REQUIREMENT MAY
BE CONSIDERED FOR APPLICANTS WITH NOT MORE THAN 20 YEARS OF ACTIVE
NAVAL SERVICE. A FORMAL PROPOSAL TO CHANGE THE MAXIMUM NAVAL
SERVICE REQUIREMENT TO NOT MORE THAN 20 YEARS IS PENDING SECNAV
APPROVAL.
C. WAIVER OF RECORD OF CONVICTION BY COURTS-MARTIAL OR
CIVILIAN COURT MAY BE CONSIDERED. HOWEVER, WAIVER WILL NOT BE
CONSIDERED FOR A FELONY-EQUIVALENT CONVICTION. GRANT OF THE WAIVER
IS DEPENDENT ON THE SEVERITY OF THE CRIME AND THE AMOUNT OF TIME
THAT HAS ELAPSED SINCE THE CRIME WAS COMMITTED. NONJUDICIAL
PUNISHMENT (NJP) AND SRB PG 11 ENTRIES FOR COUNSELING DO NOT REQUIRE
A WAIVER.
D. TEST SCORE WAIVERS WILL NO LONGER BE CONSIDERED. THOSE
MARINES WITH TEST SCORES THAT DO NOT SATISFY THE MINIMUM
REQUIREMENTS ARE ENCOURAGED TO RETEST IMMEDIATELY SO THAT THE SCORES
MAY BE POSTED TO THE MCTFS PRIOR TO THE CONVENING OF THE BOARD.
16. TO ENSURE PROPER FILING OF SEPARATE CORRESPONDENCE ADDRESSED
TO THE PRESIDENT OF THE BOARD OR FOR INCLUSION WITH AN APPLICATION,
INCLUDE THE APPLICANT'S NAME, SSN, AND FIRST CHOICE MOS. LETTERS OF
RECOMMENDATION FROM OFFICERS OUTSIDE THE NORMAL CHAIN OF COMMAND WHO
HAVE KNOWLEDGE OF THE APPLICANT'S LEADERSHIP QUALITIES AND POTENTIAL
FOR APPOINTMENT MAY BE SUBMITTED DIRECTLY TO THE BOARD UTILIZING THE
ADDRESS IN PAR 5 OR AS AN ENCLOSURE TO THE APPLICATION.
17. COMMANDING OFFICERS ARE DIRECTED TO PASS THIS INFORMATION TO
ELIGIBLE MARINES IN THEIR COMMAND, REVIEW APPLICATIONS FOR
COMPLETENESS, ENSURE THAT APPLICANTS REQUESTING WAIVERS RECEIVE
COMPREHENSIVE JUSTIFICATION ON ALL ENDORSEMENTS (INCLUDING THE
SENIOR ENDORSER), AND MAKE DEFINITIVE RECOMMENDATIONS REGARDING ALL
MARINES WHO SUBMIT APPLICATIONS. COMMANDERS MUST SPECIFICALLY
ADDRESS THE TECHNICAL PROFICIENCY OF THE APPLICANT IN THE MOS FOR
WHICH APPLYING. COMMANDERS SHOULD NOT RECOMMEND FOR APPOINTMENT
MARINES WHO DO NOT MEET THE ELIGIBILITY CRITERIA AND DO NOT FALL
WITHIN THE WAIVEABLE LIMITS THAT CAN BE WAIVED. IF THE SENIOR
ENDORSER DEEMS THE APPLICANT TO BE "NOT RECOMMENDED" FOR
APPOINTMENT, DO NOT FORWARD THE APPLICATION AS IT WILL BE RETURNED
