GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES THE OFFICER RETENTION
BOARD FOR FY 05, WHICH WILL CONSIDER THE FOLLOWING OFFICERS FOR A
REGULAR APPOINTMENT IN THE U.S. MARINE CORPS. ALL RESERVE OFFICERS
ON ACTIVE DUTY WHO ARE IN ZONE OR ABOVE ZONE FOR PROMOTION TO
CAPTAIN; RESERVE COMPONENT OFFICERS WHO DESIRE TO RETURN TO ACTIVE
DUTY (RAD); AND OFFICERS IN OTHER SERVICES WANTING TO INTER-SERVICE
TRANSFER (IST) INTO THE MARINE CORPS WILL BE CONSIDERED ON THIS
BOARD. THIS BOARD PROCESS IS DISTINCT AND SEPARATE FROM THE
CAPTAIN'S PROMOTION BOARD WHICH DETERMINES WHETHER OR NOT AN OFFICER
IS QUALIFIED TO SERVE IN THE GRADE OF CAPTAIN IN THE UNITED STATES
MARINE CORPS. THE OFFICER RETENTION BOARD WILL CONVENE ON 04 JAN 05.
2. OFFICER RETENTION.
A. ELIGIBLE OFFICERS. ELIGIBILITY REQUIREMENTS FOR RETENTION
ARE OUTLINED IN REF B. THE SECTION OF REF B THAT RELATES TO
RETENTION BY YCS AND CATEGORY (GROUND, FIXED WING, ROTARY WING, NFO,
AND JUDGE ADVOCATE) FOR ACTIVE DUTY OFFICERS WITH EIGHT OR LESS
YEARS OF COMMISSIONED SERVICE IS SUSPENDED UNTIL FURTHER NOTICE.
THE FOLLOWING CATEGORIES PERTAIN TO OFFICERS WHO DESIRE RETENTION:
1) GROUND OFFICERS IN ZONE OR ABOVE ZONE FOR CAPTAIN IN
ACCORDANCE WITH REF A WITH 540 DAYS OF OBSERVED FITNESS REPORTS.
2) GROUND OFFICERS WHO WERE IN ZONE ON THE FY04 ORB, BUT
WERE NOT CONSIDERED FOR AUGMENTATION DUE TO NOT MEETING THE 540 DAY
OBSERVED FITNESS REPORTS CRITERIA.
3) GROUND OFFICERS WHO HAVE AN EAS DATE ON OR AFTER 8 FEB 05,
WHO WERE NOT PREVIOUSLY ELIGIBLE FOR AUGMENTATION CONSIDERATION BUT
WILL BE ELIGIBLE FOR THE FY05 BOARD, MAY REQUEST AN EXTENSION TO
1 SEP 05. ALL EXTENSION REQUESTS MUST BE SUBMITTED TO CMC (MMOA-3)
BY 3 DEC 04.
4) JUDGE ADVOCATES WHO WERE SELECTED FOR CAPT ON THE FY05
CAPT SELECTION BOARD, AND THOSE IN ZONE OR ABOVE ZONE FOR FY06 CAPT
BOARD IN ACCORDANCE WITH REF A WITH 540 DAYS OF OBSERVED FITNESS
REPORTS.
5) AVIATION OFFICERS WHO WERE SELECTED FOR CAPT ON THE FY05

000101 OR EARLIER, ARE INELIGIBLE FOR AUGMENTATION BECAUSE THEY WILL
BE IN ZONE FOR MAJOR ON THE FY07 MAJOR'S PROMOTION BOARD. IF
SELECTED FOR MAJOR, THESE OFFICERS WILL BE OFFERED AUGMENTATION.
2) RESERVE OFFICERS WHO PREVIOUSLY DECLINED AUGMENTATION OR
REFUSED TO SIGN THEIR NAVMC 763 AUGMENTATION PAPERWORK.
3) LIEUTENANTS NOT IN THE PRIMARY OR ABOVE ZONES, PER REF
A, ARE NOT ELIGIBLE FOR CONSIDERATION.
4) LIMITED DUTY OFFICERS WILL NOT BE CONSIDERED FOR
REDESIGNATION TO UNRESTRICTED STATUS.
C. OFFICER RETENTION PROCESS.
1) ELIGIBLE OFFICERS DO NOT NEED TO SUBMIT RETENTION
APPLICATION PACKAGES. THESE OFFICERS NEED ONLY COMPLY WITH REF A
FOR PROMOTION.
2) OFFICERS ARE REQUIRED TO HAVE A CURRENT PHOTO IN THEIR
OMPF PRIOR TO THE RETENTION BOARD CONVENING DATE. ALL OFFICERS
SUBMITTING A HARD COPY PHOTO FOR THE PROMOTION BOARD MUST SUBMIT A
SEPARATE PHOTO FOR THE RETENTION BOARD BY 15 DEC 04.
3) ALL OFFICERS WHO DO NOT DESIRE TO BE CONSIDERED FOR
RETENTION SHALL SUBMIT A LETTER TO THE OFFICER RETENTION BOARD WITH
THE FOLLOWING STATEMENT: "I REQUEST NOT TO BE CONSIDERED FOR
AUGMENTATION BY THE FY05 OFFICER RETENTION BOARD. I AM AWARE THAT A
DECLINATION WILL BE CONSIDERED FINAL AND THAT I WILL NOT BE CONSIDERED
BY THE FY05 OFFICER RETENTION BOARD OR ANY OTHER SUBSEQUENT OFFICER
RETENTION BOARD(S)." COMMANDING OFFICERS AND OIC'S ARE STRONGLY
ADVISED TO COUNSEL OFFICERS ON THE CONSEQUENCES OF SUBMITTING A
LETTER NOT TO BE CONSIDERED FOR AUGMENTATION. OFFICERS WITH OVER
SIX YEARS ACTIVE SERVICE, WHO DECLINE AUGMENTATION, WILL NOT BE
ELIGIBLE FOR SEPARATION PAY. OFFICERS ELIGIBLE FOR FY05 ORB, WITH
AN EAS PRIOR TO 1 JUN 05, MAY REQUEST A NEW EAD FOR 1 SEP 05. THIS
NEW EAD WILL ALLOW OFFICERS THAT ARE NOT SELECTED ENOUGH TIME TO
TRANSITION FROM THE MARINE CORPS INTO THE CIVILIAN SECTOR.
4) OFFICERS WHO DECIDE TO WITHDRAW THEMSELVES FROM
CONSIDERATION MAY DO SO ANY TIME PRIOR TO THE SELECTION BOARD
ADJOURNING. REQUESTS TO WITHDRAW APPLICATIONS SHOULD BE SUBMITTED
TO CMC (MMOA-3) IN WRITING. OFFICERS SHOULD NOTIFY THEIR RESPECTIVE
MONITORS OF THEIR DESIRE NOT TO BE CONSIDERED.
3. RETURN TO ACTIVE DUTY (RAD).
A. ELIGIBLE OFFICERS.
1) READY RESERVE CAPTAIN ELIGIBILITY. ANY READY RESERVE
CAPTAIN WITH A DATE OF RANK ON OR AFTER 1 MAY 03 MAY APPLY FOR
RETURN TO ACTIVE DUTY AND CAREER DESIGNATION. REF C PAR 3007
APPLIES.
2) READY RESERVE MAJOR ELIGIBILITY. ANY READY RESERVE
MAJOR WITH A DATE OF RANK ON OR AFTER 1 MAY 03 MAY APPLY FOR RETURN
TO ACTIVE DUTY AND CAREER DESIGNATION. REF C PAR 3007 APPLIES.
B. INELIGIBLE OFFICERS.
1) RESERVE WARRANT OFFICERS ARE NOT ELIGIBLE TO APPLY TO
THE FY05 ORB FOR RETENTION AND RAD.
2) READY RESERVE LIEUTENANT COLONELS ARE NOT ELIGIBLE TO
APPLY FOR AUGMENTATION AND RAD.
C. APPLICATION PROCESS.
1) ALL RAD APPLICANTS WILL SUBMIT THEIR APPLICATIONS
THROUGH AN AA FORM (NAVMC 10274) OR NAVAL LETTER, WITH PICTURE TO
CMC (MMOA-3) VIA THEIR CHAIN OF COMMAND.
2) APPLICANTS FROM THE INDIVIDUAL READY RESERVE MUST
FORWARD THEIR APPLICATIONS VIA MCRSC, KANSAS CITY, MO FOR COMMAND
ENDORSEMENT.
3) DUE TO THE DIFFICULTY IN RECORD RETRIEVAL, RESERVISTS IN
THE IRR SHOULD INDICATE THEIR DESIRE TO APPLY FOR RAD BY SUBMITTING
THEIR SSN TO CMC (MMOA-3) VIA E-MAIL OR NAVAL CORRESPONDENCE NLT
3 DEC 04. APPLICATIONS ARE STILL REQUIRED BY 15 DEC 04.
4) ENDORSEMENTS ARE REQUIRED. IN ORDER TO EXPEDITE THE
APPLICATION PROCESS, ENDORSEMENTS TO THE APPLICATION ARE ONLY
REQUIRED AT THE BATTALION, SQUADRON, OR EQUIVALENT SIZE UNIT LEVEL.
THESE APPLICATIONS WILL BE FORWARDED TO CMC (MMOA-3) VIA THE CHAIN
OF COMMAND (BN OR SQDRN LEVEL ONLY). FORWARDING ENDORSEMENTS ONLY
NEED TO PROVIDE ONE OF THE FOLLOWING RECOMMENDATIONS: RECOMMENDED
WITH ENTHUSIASM; RECOMMENDED WITH CONFIDENCE; RECOMMENDED WITH
RESERVATION; OR NOT RECOMMENDED. ENDORSEMENTS, OTHER THAN
RECOMMENDED WITH ENTHUSIASM, WILL INCLUDE AMPLIFYING COMMENTS ABOUT
THE OFFICER'S QUALIFICATIONS AND THE REASON FOR THE ENDORSEMENT.
5) RESERVE OFFICERS (SMCR, IRR) REQUESTING RAD ARE ALSO
REQUIRED TO BE MEDICALLY QUALIFIED AS DETERMINED BY THE COMMANDER,
NAVAL MEDICAL COMMAND. OFFICERS MUST HAVE HAD A CURRENT MILITARY
PHYSICAL (WITHIN TWO YEARS OF THE CONVENING MONTH OF THE BOARD).
APPLICANTS SHOULD ENCLOSE A COPY OF THEIR DD 2807-1 (REPORT OF
MEDICAL HISTORY) AS PART OF THEIR SUBMISSION PACKAGE. OFFICERS
REQUESTING AUGMENTATION/RAD WHO DO NOT HAVE A CURRENT PHYSICAL WILL
STILL BE CONSIDERED FOR AUGMENTATION/RAD. HOWEVER, ANY OFFICER NOT
POSSESSING A CURRENT PHYSICAL WHO IS SELECTED FOR RAD WILL ONLY BE
ORDERED TO ACTIVE DUTY CONTINGENT UPON A CURRENT QUALIFYING MEDICAL
EXAMINATION. OFFICERS REQUIRING A PHYSICAL SHOULD CONTACT THEIR
CLOSEST USMC RESERVE CENTER FOR ASSISTANCE IN COORDINATING A
PHYSICAL AT THE NEAREST MILITARY MEDICAL FACILITY.
6) OFFICERS RETURNING TO ACTIVE DUTY MUST BE ELIGIBLE TO
OBTAIN A SECRET SECURITY CLEARANCE. REF E STATES A NATIONAL
AGENCY CHECK WITH LOCAL AGENCY AND CREDIT CHECKS (NACLC) IS REQUIRED
TO SUPPORT SUITABILITY DETERMINATIONS ON MILITARY OFFICERS.
OFFICERS RETURNING TO ACTIVE DUTY MUST HAVE A FAVORABLE NACLC WITHIN
10 YEARS. IN THOSE CASES WHERE THE NACLC IS OLDER THAN 10 YEARS OR
THE OFFICER HAS HAD A BREAK IN SERVICE OF 24 MONTHS OR MORE, THE
OFFICER MUST SUBMIT A PERSONNEL SECURITY INVESTIGATION FOR THE NACLC
UPON RE-ENTRY TO ACTIVE DUTY VIA THEIR LOCAL COMMAND SECURITY
MANAGER. OFFICERS IN THE IRR SHOULD CONTACT MR JOHN CLARK, MCRSC,
1-800-255-5082 EXT 3101 REGARDING QUESTIONS, QUESTIONNAIRES (EPSQ),
AND OTHER PAPERWORK. SMCR OFFICERS SHOULD CONTACT THEIR LOCAL
SECURITY MANAGER FOR ASSISTANCE REGARDING SUBMISSION OF EPSQ AND

4. INTER-SERVICE TRANSFERS (IST).
A. ELIGIBLE OFFICERS. PER REF B, APPLICATION FOR TRANSFER
INTO THE MARINE CORPS FROM OTHER SERVICES WILL BE CONSIDERED BY THE
RETENTION BOARD. RECOMMENDATIONS FOR INTER-SERVICE TRANSFERS WILL
BE BASED SOLELY ON SPECIFIC SKILL, EXPERIENCE AND NEEDS OF THE
MARINE CORPS. ALL APPLICATIONS WILL BE CONSIDERED.
B. INELIGIBLE OFFICERS. IAW REF F.
C. APPLICATION PROCESS. OFFICERS APPLYING FOR INTER-SERVICE
TRANSFER SHOULD SUBMIT APPLICATIONS IAW REF B. ALL APPLICANTS
MUST ENSURE THEIR PACKAGES INCLUDE THE FOLLOWING:
1) INTERVIEW CONDUCTED BY THE LOCAL OFFICER SELECTION
OFFICER (OSO) OR A MARINE OFFICER SENIOR TO THE RANK OF THE
INDIVIDUAL APPLYING (OSO SHOULD USE THE STANDARD PLC QUESTIONNAIRE).
2) SERVICE SECRETARY ENDORSEMENTS ARE REQUIRED FOR IST.
FORWARDING ENDORSEMENTS NEED TO PROVIDE ONE OF THE FOLLOWING
RECOMMENDATIONS: RECOMMENDED WITH ENTHUSIASM; RECOMMENDED WITH
CONFIDENCE; RECOMMENDED WITH RESERVATION; OR NOT RECOMMENDED.
ENDORSEMENTS, OTHER THAN RECOMMENDED WITH ENTHUSIASM, WILL INCLUDE
AMPLIFYING COMMENTS ABOUT THE OFFICER'S QUALIFICATIONS AND THE
REASON FOR THE ENDORSEMENT. APPLICANTS MUST HAVE THEIR SERVICE
SECRETARY SIGN THEIR CONDITIONAL RELEASE PRIOR TO SUBMITTING HIS OR

4) A MARINE CORPS PFT CONDUCTED AND CERTIFIED BY A MARINE
SNCO OR OFFICER.
5) PILOT APPLICATIONS MUST CONTAIN THE RECORD OF FLIGHT
STATUS AND FLIGHT HOURS.
6) ALL IST APPLICATIONS MUST ARRIVE AT CMC (MMOA-3) BY 15
DEC 04.
5. DIRECTED LATERAL MOVE. THERE WILL NOT BE ANY DIRECTED LATERAL
MOVES ON THE FY05 OFFICER RETENTION BOARD.
6. COORDINATING INSTRUCTIONS.
A. ALL MARINE OFFICERS ARE STRONGLY ENCOURAGED TO VERIFY THE
ACCURACY OF THEIR OMPF PER REF D. TELEPHONIC REQUESTS WILL NOT BE
ACCEPTED. CERTIFIED COPIES OF FITNESS REPORTS MISSING FROM THE OMPF
AND MBS WILL BE ACCEPTED BY CMC (MMOA-3), HOWEVER, MISSING REPORTS
MUST BE RECEIVED BY CMC (MMSB-20) FOR INCLUSION INTO THE OFFICIAL
RECORD PRIOR TO ADJOURNMENT OF THE ORB.
B. THE NAMES OF ALL OFFICERS RECOMMENDED FOR RETENTION WILL BE
RELEASED BY MARADMIN UPON CMC APPROVAL. CMC APPROVAL IS NOT
ANTICIPATED UNTIL AFTER 15 MAR 05.
C. ALL OFFICERS SELECTED BY THE ORB WILL BE REQUIRED TO CONFIRM
ACCEPTANCE OR DECLINE AUGMENTATION THROUGH WRITTEN CORRESPONDENCE
(EMAIL, AA FORM, OR NAVAL MSG) WITHIN 30 DAYS AFTER THE RELEASE OF
THE ORB SELECTION MARADMIN. THE ACTUAL DUE DATE WILL BE PUBLISHED
IN A MARADMIN ANNOUNCING THE RESULTS OF THE ORB. FAILURE TO RESPOND
BY THE DUE DATE WILL BE CONSIDERED A DECLINATION OF AUGMENTATION.
D. ALL OFFICERS ACCEPTING AUGMENTATION WILL INCUR AN ADDITIONAL
TWO-YEAR OBLIGATION TO 1 JUL 07. THERE IS NO ADDITIONAL OBLIGATION
INCURRED UPON SIGNING THE OFFICER'S NAVMC 763.
E. OFFICERS IN THE READY RESERVE SELECTED FOR RAD WILL BE
ORDERED TO ACTIVE DUTY AFTER RECEIPT OF THEIR ACCEPTANCE IN
COORDINATION WITH THEIR PMOS MONITOR, NO SOONER THAN 1 AUG 05.
7. COMMANDING OFFICERS WILL ENSURE THIS BULLETIN IS BROUGHT TO THE
ATTENTION OF ALL OFFICERS ELIGIBLE FOR CONSIDERATION UNDER IT'S
PROVISIONS. THE COMMANDER, MARINE FORCES RESERVE, AND THE CG MCRSC,
WILL ENSURE ELIGIBLE OFFICERS IN THE READY RESERVE ARE INFORMED OF
THEIR OPPORTUNITY TO APPLY FOR RETURN TO ACTIVE DUTY.
