GENTEXT/REMARKS/1. PURPOSE. TO ANNOUNCE THE CIAP FOR CY 2005.
2. BACKGROUND. THE CIAP HAS TRADITIONALLY PROVIDED THE
MARINE CORPS WITH THE SKILLED AND EXPERIENCED MARKSMEN AND
INSTRUCTORS NECESSARY TO SUPPORT A PRODUCTIVE MARKSMANSHIP
TRAINING PROGRAM AND SUCCESS IN BATTLE. THE PRIMARY OBJECTIVE
OF THE PROGRAM IS TO ENHANCE COMBAT MARKSMANSHIP PROFICIENCY
WITHIN THE MARINE CORPS. PARTICIPANTS WILL RECEIVE A
QUALIFICATION SCORE FOR THE RIFLE AND WILL FULFILL THEIR ANNUAL
RIFLE QUALIFICATION TRAINING. MARINES WHO PARTICIPATE IN THE
2005 DIVISION MATCHES WILL RECEIVE THE FOLLOWING FOUR-WEEK
TRAINING PACKAGE:
A. WEEK ONE: CLASSROOM INSTRUCTION, DRY FIRING, AND PRACTICAL
APPLICATION IN FUNDAMENTAL RIFLE AND PISTOL MARKSMANSHIP.
B. WEEKS TWO AND THREE: LIVE FIRE TRAINING TO DEVELOP
SHOOTING POSITIONS, ESTABLISH ZEROES, AND ENHANCE INDIVIDUAL
MARKSMANSHIP PROFICIENCY.
C. WEEK FOUR: TEAM CAPTAINS ESTABLISH TEAM INTEGRITY FOR
COMPETITION IAW CAPABILITIES OF THEIR SHOOTERS AND DESIRES OF
THE COACHES, INDIVIDUAL AND TEAM COMPETITION WITH RIFLE AND
PISTOL, AND AWARDS CEREMONY.
5. INFORMATION. ALL PARTICIPATING COMMANDS WILL ENTER TEAMS
COMPRISED OF PERSONNEL MEETING NO LESS THAN THE MINIMUM NUMBER
OF TEAM COMPETITORS, COACHES AND CAPTAINS PER PARAGRAPH 2D OF
ENCLOSURE (2), REF A. BASIC COMPETITOR ELIGIBILITY REQUIREMENTS
ARE FOUND IN REF A.
6. REQUEST COMMANDERS NOTIFY THE HOST COMMANDER OF THE
NUMBER OF MARINES WHO WILL ATTEND AND THEIR ESTIMATED DATE OF
ARRIVAL. NOTIFICATION MUST BE MADE 30 DAYS PRIOR TO START OF
THE RESPECTIVE MATCH, FAILURE TO PROVIDE NOTIFICATION DOES NOT
PRECLUDE AN INDIVIDUAL OR A UNIT FROM PARTCIPATING. MARINES
SHOULD REPORT DURING THE SPECIFIED REPORTING PERIOD TO ALLOW
TIME TO DRAW NECESSARY EQUIPMENT OR PERFORM REQUIRED
ADMINISTRATIVE PROCEDURES BEFORE THE START OF THE TRAINING AND
INSTRUCTION. EXCEPTION IS EASTERN DIVISION MATCH-SEE PARA
7.A.(4) BELOW.
7. PROGRAM SCHEDULE:
A. DIVISION RIFLE AND PISTOL MATCH
WEAPONS ARE THE M16A2 RIFLE AND THE M9 PISTOL. THE CIAP
TRAINING EVOLUTION WILL CONSIST OF 20 TRAINING DAYS FOR THE
DIVISION MATCH.
(1) FAR EAST DIVISION MATCH PROGRAM: HOST COMMANDER: CG MCB
CAMP SD BUTLER. REPORT DATES FOR THE MATCH: 27 JAN - 30 JAN 05.
FAR EAST DIVISION MATCH DATES: 31 JAN -25 FEB 05.
(2) PACIFIC DIVISION MATCH PROGRAM: HOST COMMANDER: CG MCB
HAWAII. REPORT DATES FOR THE MATCH: 10 FEB -13 FEB 05.
PACIFIC DIVISION MATCH: 14 FEB 05 -11 MAR 05.
(3) WESTERN DIVISION MATCH PROGRAM HOST COMMANDER: CG MCB
CAMPEN. REPORT DATES FOR THE MATCH: 03 MAR - 6 MAR 05 WESTERN
DIVISION MATCH: 07 MAR-01 APR 05.
(4) EASTERN DIVISION MATCH PROGRAM HOST COMMANDER: CG MCB
CAMLEJ. (TENATIVE) REPORT DATES FOR THE MATCH:
10 MAR-13 MAR 05. (TENATIVE) EASTERN DIVISION MATCH:
14 MAR - 08 APR 05. (TENATIVE) ALL UNITS THAT INTEND TO SEND
PARTICIPANTS TO THE EASTERN DIVISION MATCHES NEED TO SUBMIT A
LETTER OF INTENT WITH THE NUMBER OF SHOOTERS PARTICIPATING TO
THE MARINE CORPS SHOOTING TEAM OIC NLT JAN 9 2005.
A COORDINATION MEETING BETWEEN WTBN QUANTICO AND MCB CAMLEJ
WILL BE HELD ON JAN 11 2005 TO COORDINATE DETAILS FOR THE
EASTERN DIVISION MATCHES.
B. THE MARINE CORPS MATCH PROGRAM WILL CONSIST OF TWO WEEKS OF
INSTRUCTION AND LIVE FIRE AND ONE WEEK OF COMPETITION.
MARINE CORPS MATCH WEAPONS: M16A2NM RIFLE AND M1911A1NM PISTOL.
LENGTH OF MATCH: 15 TRAINING DAYS
HOST COMMANDER: CG MCB CAMLEJ
REPORTING DATES: 08 APR - 10 APR 05
MARINE CORPS MATCH: 11 APR - 29 APR 05.
8. PER REF A, THOSE MARINES WHO PLACE IN THE TOP TEN PERCENT
OF THE DIVISION MATCH ARE DIRECTED TO PARTICIPATE IN THE MARINE
CORPS MATCH. THESE PARTICIPANTS WILL BE PROVIDED TAD FUNDING
BY THE MARINE CORPS SHOOTING TEAM. REQUEST FOR WAIVER OF
PARTICIPATION IN THE MARINE CORPS MATCH, TO INCLUDE ELIGIBILITY
AND NON-CONTINUANCE REQUEST, SHOULD BE SENT FROM UNIT
COMMANDING OFFICERS TO THE COMMANDING OFFICER, WEAPONS TRAINING
BATTALION, TRAINING COMMAND (C476), 27211 GARAND ROAD,
QUANTICO, VA 22134-5036 VIA THE ON-SITE CMC REPRESENTATIVE AT
EACH DIVISION MATCH SITE. ALL WAIVER REQUESTS MUST BE
SUBMITTED WITH FULL JUSTIFICATION AND APPROPRIATE ENDORSEMENTS
PRIOR TO THE REPORTING DATE FOR COMPETITION.
9. FOR DIVISION MATCHES: ALL COMPETITORS ARE REQUIRED TO
COMPETE WITH BOTH RIFLE AND PISTOL, AND TO ATTEND ALL
INSTRUCTION AND TRAINING LISTED IN PARAGRAPH TWO OF THIS
MESSAGE.
10. ALL COMPETITORS ATTENDING THE MARINE CORPS MATCH WILL
COMPETE WITH BOTH WEAPONS. THE FOLLOWING WILL APPLY: MARINES
WHO QUALIFIED IN DIVISION PISTOL MATCHES FOR THE MARINE CORPS
CHAMPIONSHIPS WILL ALSO FIRE IN THE MARINE CORPS RIFLE MATCH
(FOR SCORE ONLY), IN ORDER TO COMPETE FOR THE LAUCHHEIMER
TROPHY. ALTHOUGH THESE MARINES ARE ELIGIBLE TO WIN THE MARINE
CORPS RIFLE MATCH, THEY ARE NOT ELIGIBLE FOR CREDIT POINTS
TOWARD DISTINGUISHED, AND THIS MATCH WILL NOT COUNT AGAINST
THEM AS ONE OF THE FOUR LEG MATCHES AUTHORIZED PER YEAR. THE
SAME APPLIES TO MARINES WHO QUALIFY AT A DIVISION MATCH WITH
RIFLE, WHILE SHOOTING THE MARINE CORPS PISTOL MATCH. ALL
COMPETITORS MUST BE PRESENT FOR ALL INSTRUCTION AND TRAINING IN
ORDER TO BE ELIGIBLE/QUALIFIED FOR PARTICIPATION IN THE MATCH
PROPER.
11. CIVILIAN AND RETIRED MILITARY COMPETITORS AUTHORIZED BY
THE APPROPRIATE HOST COMMAND TO PARTICIPATE IN THE DIVISION
MATCH, AND WHO DESIRE THIS MATCH TO BE CONSIDERED FOR POINTS
TOWARDS DISTINGUISHED AWARDS WILL BE REQUIRED TO COMPLETE AN
EXCELLENCE IN COMPETITION (EIC) ENTRY FORM AND PAY A $10.00
REGISTRATION FEE AS REQUIRED BY THE CIVILIAN MARKSMANSHIP
PROGRAM (CMP). THE CMC REPRESENTATIVE AT EACH MATCH SITE WILL
HAVE THE REQUIRED CMP ENTRY FORMS AND WILL COLLECT ALL ENTRY
FEES. CIVILIAN AND RETIRED MILITARY COMPETITORS ARE NOT
AUTHORIZED TO COMPETE IN THE MARINE CORPS MATCHES.
12. A LIMITED NUMBER OF WEAPONS WILL BE AVAILABLE FOR ISSUE AT
DIVISION MATCH SITES. ACCORDINGLY, COMPETITORS ARE DIRECTED
TO BRING THEIR ORGANIZATIONAL M16A2 RIFLES AND M9 PISTOLS. ALL
WEAPONS MUST HAVE A PRE-FIRE LIMITED TECHNICAL INSPECTION,
ACCOMPANIED BY THE EQUIPMENT REPAIR ORDER (NAVMC 10245), AND
MUST BE IN CODE A CONDITION PRIOR TO REPORTING TO THE MATCH
SITE. COMPETITORS MUST BRING THE FOLLOWING ITEMS OF 782 GEAR:
CARTRIDGE BELT, M16 MAGAZINE POUCHES AND MAGAZINES, AND M9
MAGAZINE POCKET WITH TWO MAGAZINES. IN ADDITION TO THE ABOVE
EQUIPMENT, MARINES ARE ENCOURAGED TO BRING A SPOTTING SCOPE AND
RELATED RIFLE TEAM EQUIPMENT. LIMITED QUANTITIES OF RIFLE TEAM
EQUIPMENT WILL BE AVAILABLE AT MATCH SITES FOR TEMPORARY LOAN.
13. UNIT COMMANDERS WILL SUBMIT A LETTER TO THE
HOST MATCH EXECUTIVE OFFICER (EASTERN AND WESTERN DIVISION)
TO DECLARE TEAM INTENTIONS TO FIRE FOR THE LARGE OR SMALL UNIT
TROPHY. THIS WILL AID IN DETERMINING TEAM ELIGIBILITY FOR THE
PERTINENT SMALL UNIT TROPHY. GUIDANCE FOR MAKING THIS
DETERMINATION IS CONTAINED IN REF A. IF FEWER THAN THREE
ELIGIBLE TEAMS ARE PRESENT, THE SMALL UNIT TROPHY WILL NOT BE
CONTESTED.
14. PARAGRAPH 6.G.2 OF REF A IS MODIFIED AS FOLLOWS: TEAMS
MAY INCLUDE ONE OTHER SERVICE MEMBER, I.E., NAVY, ARMY, OR AIR
FORCE (REGULAR OR RESERVE) AS A COMPETITOR WHO IS
JOINED/CHARGEABLE BY T/O TO THE UNIT REPRESENTED, PROVIDED THAT
INDIVIDUAL DOES NOT FILL EITHER THE OFFICER, SGT OR BELOW, OR
TYRO REQUIREMENT. FURTHER, THAT INDIVIDUAL IS NOT ELIGIBLE
FOR AWARDS AND WILL NOT RECEIVE ANY ISSUED BADGE REGARDLESS OF
THE OUTCOME. MARINES INVOLVED IN THE FLEET ASSISTANCE PROGRAM
(FAP) MAY COMPETE FOR THEIR JOINING UNIT, PROVIDED THE FAP WAS
NOT EXECUTED SOLELY FOR THE DIVISION MATCHES AND WAS EFFECTIVE
NOT LESS THAN 60 DAYS PRIOR TO THE BEGINNING OF THE SUBJECT
DIVISION MATCH. FOR CIAP PURPOSES, THE BEGINNING OF THE DIVISION
MATCH SHALL BE CONSIDERED THE FIRST DAY OF CHECK-IN AT
RESPECTIVE SITES.
16. COMMANDS MUST ENSURE THAT ALL PARTICIPATING MARINES REPORT
WITH THEIR OFFICER QUALIFICATION RECORD OR SERVICE RECORD BOOK
(OQR/SRB), AND ORIGINAL PLUS FIVE COPIES OF TAD/PTAD ORDERS.
MARINES SELECTED TO PARTICIPATE IN THE MARINE CORPS MATCHES
MUST REPORT WITH THEIR OQR/SRB/HEALTH AND DENTAL RECORDS.
THOSE WHO FAIL TO DO SO WILL BE TERMINATED AND ORDERED TO
RETURN TO THEIR PARENT COMMAND. THOSE SELECTED FOR FURTHER
PARTICIPATION IN THE CIAP WILL NEED THEIR RECORDS IMMEDIATELY
AVAILABLE AND HAVE A GOVERNMENT TRAVEL CARD PREVIOUSLY ISSUED
THROUGH THEIR PARENT COMMAND. ALL OTHERS WILL RETURN WITH
THEIR SERVICE RECORDS TO THEIR PARENT COMMANDS. TAD/PTAD
ORDERS WILL DIRECT COMPETITORS TO REPORT TO THE MATCH EXECUTIVE
OFFICER FOR DUTY WITH THE CIAP.
17. TENANT ORGANIZATIONS AT EACH SITE, AS WELL AS COMMANDS IN
THE LOCAL AREA, ARE REQUESTED TO RENDER ALL POSSIBLE ASSISTANCE
TO THE HOST COMMANDS DURING RESPECTIVE MATCHES.
18. THE PROVISION OF REF A PERTAINING TO THE MAXIMUM NUMBER OF
TEAMS WILL NOT BE WAIVED; THIS ALLOWS FOR A MAXIMUM OF TWO
TEAMS PER UNIT.
19. FITNESS REPORTS. TD FITNESS REPORTS WILL BE SUBMITTED PER
REF B FOR THOSE SELECTED FOR THE MARINE CORPS MATCHES
(TAD IN EXCESS OF 30 DAYS).
20. TRAVEL ORDER NUMBERS, APPROPRIATION DATA, AND ORDERS
FORMAT FOR THOSE SELECTED TO ATTEND THE MARINE CORPS MATCH WILL
BE ISSUED VIA MESSAGE BY THE COMMANDING GENERAL, TRAINING
COMMAND UPON COMPLETION OF EACH DIVISION MATCH.
21. REQUEST HOST COMMANDS DIRECT ONE PRECISION WEAPONS
REPAIRMAN (MOS 2112) TO THE MATCH SITE AND ENSURE SUFFICIENT
(MOS 2111) ARMORERS FROM LOCAL COMMANDS ARE ASSIGNED TO SUPPORT
THEIR RESPECTIVE MATCH.
22. ADMINISTRATIVE, STATISTICAL AND OPERATIONS PERSONNEL
SUPPORT REQUIREMENTS ARE LISTED IN ENCLOSURES (2) AND (7)
OF REF A. WINDOWS CAPABILITY, MICROSOFT WORD SOFTWARE, POWER
POINT SOFTWARE, PENTIUM COMPUTER 333 OR FASTER, PROJECTOR
AND LASER PRINTER ADPE ARE REQUIRED TO MAINTAIN DIVISION MATCH
RECORD KEEPING AND TO PROCESS FITNESS REPORTS.
23. THE MARINE CORPS MATCH WILL BE CONDUCTED TO THE MAXIMUM
EXTENT POSSIBLE UNDER NATIONAL RIFLE ASSOCIATION RULES FOR
HIGH-POWER RIFLE AND CONVENTIONAL PISTOL.
24. CMC REPRESENTATIVE. A REPRESENTATIVE OF THE COMMANDANT OF
THE MARINE CORPS WILL BE ASSIGNED BY CG TRAINING COMMAND TO
ASSIST AND ADVISE EACH MATCH EXECUTIVE OFFICER AND SUPERVISE
THE TRAINING. CMC REPRESENTATIVE WILL ENSURE THAT THE MATCHES
ARE CONDUCTED ACCORDING TO THE PROVISIONS OF REF A AND ANY
MODIFICATIONS THERETO THAT MAY BE ISSUED BY CG TRAINING
COMMAND. CMC REPRESENTATIVE WILL ARRIVE AT EACH MATCH SITE NLT
ONE WEEK PRIOR TO THE TIME ALLOTTED FOR CHECK-IN. CMC
REPRESENTATIVES WILL ALSO SERVE AS OIC'S OF MOBILE TRAINING
TEAMS ASSIGNED TO PROVIDE INSTRUCTION AT EACH MATCH SITE.
25. THIS BULLETIN IS APPLICABLE TO THE MARINE CORPS RESERVE.
