GENTEXT/REMARKS/RMKS/1. THIS MARADMIN SOLICITS NOMINATIONS FOR THE
SECRETARY OF DEFENSE COMMUNITY DRUG AWARENESS AWARD.
2. SINCE 1990, DOD HAS OFFICIALLY RECOGNIZED ANTI-DRUG EFFORTS
WITHIN THE DOD COMMUNITY BY PRESENTING AN AWARD TO ACTIVITIES,
UNITS, OR INSTALLATIONS WITHIN EACH MILITARY SERVICE, DEFENSE
AGENCY, AND NATIONAL GUARD BUREAU THAT HAS CONDUCTED EXCEPTIONAL
ANTI-DRUG ACTIVITIES THROUGHOUT THE PREVIOUS YEAR.
3. THE MARINE CORPS HAS EXHIBITED ENTHUSIASM AND ENERGY IN
DESIGNING AND IMPLEMENTING COMMUNITY ANTI-DRUG PROGRAMS THAT BENEFIT
OUR MARINES, FAMILY MEMBERS, AND THE COMMUNITIES IN WHICH THEY LIVE.
MCB CAMP PENDLETON HAS RECEIVED THE AWARD FOR THE PAST TWO YEARS FOR
ITS DRUG DEMAND REDUCTION (DDR) CAMPAIGN.
4. THERE ARE THREE TYPES OF DDR PROGRAMS WITHIN DOD CONSIDERED FOR
THE AWARD.
A. PROGRAMS, CONDUCTED WHOLLY OR IN PART WITH DOD ASSETS, AIMED AT
OUR MILITARY PERSONNEL, FAMILY MEMBERS, AND DOD CIVILIANS.
B. PROGRAMS, SUPPORTED STRICTLY BY VOLUNTARY EFFORTS OF DOD
PERSONNEL, TARGETED TO THE APPROPRIATE POPULATIONS, WITH OR WITHOUT
CONTRIBUTIONS BY NON-DOD SOURCES.
C. PROGRAMS CONDUCTED BY THE NATIONAL GUARD OF VARIOUS STATES UNDER
THE TERMS OF THE GOVERNORS' STATE PLANS (SECTION 112 PROGRAMS).
5. THE AWARD SELECTION CRITERIA IS GENERAL IN DEFINITION AND
INCLUDES THE FOLLOWING:
A. STRICT ADHERENCE TO THE TARGET POPULATIONS WITHIN THE THREE
CATEGORIES OF DOD DRUG DEMAND REDUCTION PROGRAMS (AS DESCRIBED IN
PARAGRAPH 4);
B. MAXIMIZING THE USE OF DEPARTMENT DRUG DEMAND REDUCTION ASSETS
AND FUNDS;
C. PROGRAM IMPACT IS DETERMINED BY SOME OBSERVABLE AND MEASURABLE
EVENTS SUCH AS NUMBER OF PERSONNEL IMPACTED BY THE PROGRAMS.
6. NOMINATIONS FOR THIS AWARD RECOGNIZE INSTALLATION, UNIT, OR
ACTIVITY PROGRAMS (NOT INDIVIDUALS) OCCURRING DURING FY03.
NOMINATIONS MUST BE SUBMITTED, VIA THE CHAIN OF COMMAND, AS A
NARRATIVE (NOT TO EXCEED THREE TYPED PAGES), DESCRIBING THE
ACTIVITIES AND ACHIEVEMENTS OF EACH NOMINEE AND DOCUMENTING THE
FOLLOWING:
A. NAME OF PROGRAM AND MILITARY SERVICE;
B. LOCATION OF PROGRAM (NAME OF BASE OR INSTALLATION, SHIP OR
FACILITY, AND LOCATION);
C. BACKGROUND OF THE PROGRAM, INCLUDING MISSION, DATE OF INCEPTION,
DURATION, AND GROWTH OF THE PROGRAM, IF APPLICABLE;
D. DESCRIPTION OF TARGET AUDIENCE(S), INCLUDING LEVEL OF RISK FOR
DRUG ABUSE;
E. DESCRIPTION OF THE IMPACT OF THE PROGRAM ON THE COMMUNITY IN
FY03, INCLUDING: A DESCRIPTION OF THE OVERALL METHODOLOGY OF THE
PROGRAM; ACTIVITIES AND ACHIEVEMENTS; AND SPECIFIC DATA
DEMONSTRATING THE EFFECTIVENESS OF THE PROGRAM ON THE POPULATION.
ACTIVITIES AND ACHIEVEMENTS OUTSIDE OF THESE DATES WILL NOT BE
CONSIDERED.
F. RECOMMENDATION AND VERIFICATION BY PROPER AUTHORITIES.
7. NOMINATIONS MUST BE SUBMITTED BY MAIL AND RECEIVED NLT 17 MAY 04
TO HEADQUARTERS, UNITED STATES MARINE CORPS, MANPOWER & RESERVE
AFFAIRS(MRO), 3280 RUSSELL ROAD, QUANTICO, VA 22134-5103. NO FAXES
OR E-MAILS WILL BE ACCEPTED.
8. WINNERS RECEIVE A CERTIFICATE SIGNED BY THE SECRETARY OF DEFENSE
CITING THE NAME AND ACHIEVEMENT OF THE PROGRAM. THE AWARDS WILL BE
PRESENTED TO THE WINNERS AT A CEREMONY HELD AT THE PENTAGON,
WASHINGTON, DC ON 25 OCT 04 AS PART OF THE DOD RED RIBBON WEEK
OBSERVANCE.
