U.S. MARINE CORPS RESERVE COLONEL THROUGH CAPTAIN UNRESTRICTED AND
ACTIVE RESERVE PROMOTION SELECTION BOARDS. BASED ON THE ANNUAL
PROMOTION PLAN, THERE ARE NO OFFICERS ELIGIBLE FOR THE ACTIVE
RESERVE CAPTAIN SELECTION BOARD; THEREFORE, A BOARD WILL NOT BE
HELD. THE COLONEL THROUGH CAPTAIN UNRESTRICTED RESERVE AND COLONEL
THROUGH MAJOR ACTIVE RESERVE SELECTION BOARDS WILL CONVENE AT HARRY

2. PROMOTION BOARDS. THE COLONEL THROUGH MAJOR PROMOTION BOARDS
WILL CONSIDER THREE CATEGORIES OF OFFICERS: ABOVE-ZONE, IN-ZONE,
AND BELOW-ZONE. THE CAPTAIN PROMOTION BOARD WILL CONSIDER TWO
CATEGORIES OF OFFICERS: ABOVE-ZONE AND IN-ZONE. OFFICERS DEFINED
AS RESERVE ACTIVE STATUS-LIST (RASL) IN REFERENCE B ARE ELIGIBLE FOR
THE BOARDS IF, ON THE CONVENING DATE OF THEIR RESPECTIVE BOARD, THE
OFFICERS HAVE CONTINUOUSLY PERFORMED SERVICE ON EITHER THE RASL OR
THE ACTIVE-DUTY LIST (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD
OF ONE YEAR. HOWEVER, OFFICERS WITH ESTABLISHED RELEASE DATES FROM
ACTIVE DUTY IN THE ACTIVE RESERVE PROGRAM OR WITH SEPARATION/RETIREMENT
DATES WITHIN 90 DAYS OF THE CONVENING DATE OF THEIR RESPECTIVE BOARD
WILL NOT BE CONSIDERED BY THE BOARD IF THE RELEASE DATE OR

3. CONTINUATION BOARDS. UPON CONCLUSION OF THE PROMOTION SELECTION
BOARDS, AS SPECIFIED BELOW, THE BOARDS WILL RECONVENE AS
CONTINUATION BOARDS. UNRESTRICTED AND ACTIVE RESERVE MAJORS AND
ACTIVE RESERVE CAPTAINS WHO TWICE FAIL OF SELECTION TO THE NEXT
HIGHER GRADE, WILL, UPON APPLICATION BY THE OFFICER, BE ELIGIBLE FOR
CONSIDERATION FOR CONTINUATION ON THE RASL. OFFICERS DESIRING
CONSIDERATION FOR CONTINUATION MUST APPLY, IN WRITING, BY SUBMITTING
A LETTER TO THE PRESIDENT OF THEIR RESPECTIVE BOARD (SEE PARAGRAPH 5
FOR ADDRESS). THE LETTER SHOULD CONTAIN THE FOLLOWING STATEMENT:
"IN THE EVENT I AM NOT SELECTED FOR PROMOTION TO THE NEXT HIGHER
GRADE FOR THE SECOND TIME, I REQUEST TO BE CONSIDERED FOR

A. FY06 USMCR MAJOR UNRESTRICTED RESERVE CONTINUATION BOARD.
THE BOARD MAY SELECT THOSE MAJORS WHO: HAVE TWICE FAILED OF
SELECTION TO LIEUTENANT COLONEL; ARE SUBJECT TO INVOLUNTARY RELEASE
FROM THE RASL FOR FAILURE OF SELECTION; WILL ACHIEVE 20 YEARS OF
COMMISSIONED SERVICE BETWEEN 1 OCT 05 AND 30 SEP 06; AND WHO, ON THE
CONVENING DATE OF THE BOARD POSSESS AT LEAST 16 YEARS OF SATISFACTORY
SERVICE AND CAN ACHIEVE RETIREMENT ELIGIBILITY UNDER TITLE 10, U.S.
CODE, SECTION 12731, WITHIN 24 YEARS OF COMMISSIONED SERVICE. THE
OFFICERS SELECTED FOR CONTINUATION WILL BE CONTINUED ON THE RASL
UNTIL THEY ARE RETIREMENT ELIGIBLE UNDER TITLE 10, U.S. CODE, SECTION
12731.
B. FY06 USMCR MAJOR ACTIVE RESERVE CONTINUATION BOARD. THE
BOARD MAY SELECT THOSE MAJORS WHO HAVE TWICE FAILED OF SELECTION TO
LIEUTENANT COLONEL, WHO ARE SUBJECT TO INVOLUNTARY RELEASE FROM THE
RASL FOR FAILURE OF SELECTION, AND WHO MEET THE FOLLOWING:
(1) ANY OFFICER CAREER DESIGNATED IN THE ACTIVE RESERVE
COMPETITIVE CATEGORY WHO, ON THE DAY PRESCRIBED FOR REMOVAL FROM THE
RASL BY TITLE 10, U.S. CODE, SECTION 14506, POSSESSES AT LEAST 16 BUT
LESS THAN 18 YEARS OF ACTIVE FEDERAL SERVICE. THE OFFICERS SELECTED
FOR CONTINUATION WILL BE CONTINUED ON ACTIVE DUTY UNTIL THEY ARE
RETIREMENT ELIGIBLE UNDER TITLE 10, U.S. CODE, SECTION 6323.
(2) ANY OFFICER NOT CAREER DESIGNATED IN THE ACTIVE RESERVE
COMPETITIVE CATEGORY WHO WILL ACHIEVE 20 YEARS OF COMMISSIONED
SERVICE BETWEEN 1 OCT 05 AND 30 SEP 06 AND WHO, ON THE CONVENING
DATE OF THE BOARD, POSSESSES AT LEAST 16 YEARS OF SATISFACTORY SERVICE

TO THE GRADE OF MAJOR FOR CONTINUATION ON THE RASL. THE OFFICERS
SELECTED FOR CONTINUATION WILL BE RELEASED FROM ACTIVE DUTY AND MAY
REMAIN ON THE RASL UNTIL THEY HAVE BEEN AFFORDED TWO OPPORTUNITIES
FOR CONSIDERATION FOR PROMOTION TO THE GRADE OF MAJOR IN THE
UNRESTRICTED RESERVE (OTHER THAN ACTIVE RESERVE) COMPETITIVE
CATEGORY.
4. BOARD PREPARATION GUIDANCE. EVEN THOUGH OFFICERS ARE SUBJECT TO
AN EVER-INCREASING PACE OF DEPLOYMENTS AND OPERATIONAL COMMITMENTS,
THEY MUST UNDERSTAND THAT THEIR OBLIGATION TO PREPARE FOR PROMOTION
CONSIDERATION STILL EXISTS. OFFICERS ARE ADVISED TO REVIEW
REFERENCE A FOR GUIDANCE REGARDING SUBMISSION OF INFORMATION,
AUDITING THE OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER
BRIEF SHEET (MBS), FITNESS REPORTS, PHOTOGRAPHS, CAREER RETIREMENT
CREDIT REPORT, AND RESERVE QUALIFICATION SUMMARY PRIOR TO THE
CONVENING DATE OF THE BOARD. OFFICERS MAY REVIEW REFERENCE A AT THE
OFFICER PROMOTION HOMEPAGE. ALTHOUGH MENTIONED IN REFERENCE A,
OFFICERS ARE REMINDED OF THE FOLLOWING GUIDANCE:
A. PERSONAL RESPONSIBILITIES. EACH OFFICER IS PERSONALLY
RESPONSIBLE TO ENSURE THE ACCURACY AND COMPLETENESS OF HIS OR HER

WITH THE PRESIDENT OF THE BOARD. SUCH PERSONAL COMMUNICATIONS MUST
BE RECEIVED OR HAND-DELIVERED TO HARRY LEE HALL NO LATER THAN
MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE OF THE BOARD.
OFFICERS MAY SUBMIT COMMUNICATIONS VIA U.S. MAIL, PRIORITY OR NEXT
DAY PACKAGES, OR FAX. OFFICERS WITH THE CAPABILITY TO SCAN THEIR

PHOTOGRAPHS ARE PREFERRED TO BE ELECTRONICALLY FILED IN THE OMPF.

SUBMISSION OF DIGITAL PHOTOGRAPHS. PER THE GUIDANCE IN REFERENCE E,
OFFICERS WHO ARE DEPLOYED MAY TAKE THE PHOTOGRAPH IN UTILITIES MINUS
THE UTILITY BLOUSE. THE TITLE BOARD WILL INCLUDE THE WORD "DEPLOYED"

SUBMITTED AND RECEIVED BY THE BOARD. OFFICERS WHO SUBMIT DIGITAL
PHOTOGRAPHS TO THE OMPF MAY CONFIRM RECEIPT OF THE DIGITAL PHOTOGRAPH
BY CONTACTING CMC (MMSB-20) OR BY CHECKING THE MMSB HOMEPAGE. OFFICERS
WHO SUBMIT A HARD-COPY PHOTOGRAPH MAY CONFIRM RECEIPT OF THE HARD-COPY

(3) CAREER RETIREMENT CREDIT REPORT (CRCR). CMC (MMPR-1)

CRCR PROVIDES THE BOARD A QUANTITATIVE MEASURE OF ACTIVE
PARTICIPATION. THEREFORE, IT IS IMPERATIVE THAT EACH OFFICER
REVIEWS HIS/HER CRCR AND ENSURES THE CRCR IS ACCURATE AND COMPLETE.

(4) RESERVE QUALIFICATION SUMMARY (RQS). ELIGIBLE UNRESTRICTED
