GENTEXT/REMARKS/1. BACKGROUND. DUE TO THE DELAY IN THE APPROVAL
OF THE NATIONAL DEFENSE AUTHORIZATION ACT (NDAA) FOR 2008, MARADMIN 765/07 (REF A) SUSPENDED THE AUTHORIZATION TO PAY CERTAIN SPECIAL PAYS AND INCENTIVES.
2. A REVIEW OF THE AUTHORITY GOVERNING THE PAYMENT OF AIP REVEALED THAT THE ABILITY TO EXECUTE AIP AGREEMENTS EXPIRES
31 DEC 08 AND DOES NOT FALL UNDER THE CURRENT LAPSE OF NDAA AUHTORITY; THEREFORE, AIP PROGRAMS WERE ERRONEOUSLY SUSPENDED BY REF A.
3. EFFECTIVE IMMEDIATELY, MARINES MAY ENTER INTO NEW AIP AGREEMENTS IN THE BELOW PROGRAMS:
COMBAT EXTENSION PROGRAM (CEP)
RECRUITER EXTENSION PROGRAM (REP)
DEPLOYMENT EXTENSION PROGRAM (DEP)
INVOLUNTARY EXTENSION COMPENSATION (IEC)
