GREATEST EXTENT POSSIBLE FOR ALL CARGO FLOWING INTO THE OIF AREA OF
RESPONSIBILITY (AOR). THIS SERVICE HAS BEEN ACCOMPLISHED AT THE
CONSOLIDATION AND CONTAINERIZATION POINT (CCP), DEFENSE DISTRIBUTION
DEPOT SUSQUEHANNA PA (DDSP), NEW CUMBERLAND, PA AND IN PART AT THE
AERIAL PORTS OF EMBARKATION (APOE) PRIOR TO FLOWING UNIT
REQUISITIONED SUSTAINMENT CARGO INTO THE CENTCOM THEATER. USMC
DODAAC PURE 463L AIR PALLETS OF SUSTAINMENT CARGO THAT FOLLOW THE
MARINE AIR GROUND TASK FORCES (MAGTF) PORTION OF THE CENTCOM
SUSTAINMENT CARGO ROUTE PLAN AND ARE SHIPPED FROM DDSP HAVE GREATLY
REDUCED MULTI-HANDLING OF CARGO IN THEATER. THIS HAS ALSO AIDED IN
SPEEDY DISTRIBUTION TO OUTLYING FORWARD OPERATING BASES (FOBS),
REDUCED LOSS AND FRUSTRATION OF CARGO, ENHANCED IN-TRANSIT
VISIBILITY (ITV) BECAUSE OF ONE HUNDRED PERCENT USE OF RADIO
FREQUENCY-TAGS (RF-TAGS), AND SIGNIFICANTLY IMPROVED VELOCITY
THROUGH THE STRATEGIC U.S. TRANSPORTATION COMMAND (USTRANSCOM),
THEATER (ARMY) AND TACTICAL (MAGTF/SERVICES) DISTRIBUTION PIPELINES.
4. IN ADDITION TO CONTINUING USE OF THE CENTCOM CCP/DODAAC PURE 463L
PALLET DIRECTION, MAXIMUM PARTICIPATION IN WORLD WIDE EXPRESS (WWX)
PROGRAMS BY ALL MARINE CORPS UNITS IS ENCOURAGED. THE NEW WWX-4
CONTRACT AWARD INCLUDES TIME-DEFINITE, PICK UP AND DELIVERY,
IN-TRANSIT VISIBILITY (ITV) TO INCLUDE GLOBAL TRANSPORTATION NETWORK
(GTN) INTERFACE, POWERTRACK PARTICIPATION, EXPEDITED CUSTOMER
PROCESSING AND CLEARING OF PACKAGES FOR CARGO UP TO 300 LBS. IN
THESE INSTANCES WWX USE IS STILL ENCOURAGED. THE MAGTF WILL
DETERMINE WHICH OF ITS REPORTING UNIT CODES (RUC) ARE TO UTILIZE WWX
AND WILL ENSURE THAT THOSE SELECTED RUCS WILL BE PUBLISHED IN THE
MAGTFS PORTION OF THE U.S. CENTRAL COMMAND (CENTCOM) ROUTE PLAN.
ACCORDINGLY, ALL WWX ELIGIBLE SHIPMENTS (UP TO 300 LBS) FOR MAGTF
HIGHLIGHTED WWX PREFERRED RUCS WITHIN THE CENTCOM ROUTE PLAN WILL BE
SHIPPED VIA THE WWX CONTRACT WHEN IT IS LOGICAL TO DO SO. FURTHER
INFORMATION ON AWARDED CARRIERS AND POLICIES CAN BE FOUND AT

5. ALL SHIPPERS OF MARINE CORPS SUSTAINMENT CARGO WILL ROUTE ALL CCP
ELIGIBLE CONUS-ORIGINATING SHIPMENTS DESTINED FOR MARINE CORPS UNITS
IN THE CENTCOM AOR THROUGH THE CCP AT DDSP, EXCEPT FOR THOSE RUCS
THE MAGTF HIGHLIGHTS IN ITS ROUTE PLAN AS BEING ELIGIBLE FOR
SHIPMENT VIA THE WWX CONTRACT. THIS INCLUDES, TO THE MAXIMUM EXTENT
POSSIBLE, DIRECT VENDOR DELIVERY (DVD) AND CONTRACTOR LOGISTICS
SUPPORT MATERIEL. PROCEDURES AND ELIGIBILITY REQUIREMENTS FOR
ROUTING CARGO THROUGH THE CCP FOR CONSOLIDATION ARE DETAILED IN PART
II, CHAPTER 203 PARA C OF REF C. WHERE GUIDANCE IN THIS MARADMIN
CONFLICTS WITH THE CURRENT WORDING IN CHAPTER 203, PARA C3, B AND
PARA C3 B (4) OF REF C., BE AWARE THAT AN EXCEPTION HAS BEEN
COORDINATED WITH TRANSCOM AND DLA TO ROUTE AUTHORIZED MARINE CORPS
CARGO THROUGH THE CCP AT DDSP. IN EFFORTS TO BUILD GEOGRAPHICALLY
DODAAC PURE 463L PALLETS, CARGO WILL BE HELD NO MORE THAN 72 HOURS
AT THE CCP. ELIGIBLE FREIGHT ROUTED THROUGH THE CCP SHOULD BE
SHIPPED TO: CONSOLIDATION AND CONTAINERIZATION POINT (CCP), DDSP
NEW CUMBERLAND FACILITY, BLDG 2001 CCP DOOR 135 THRU 168, NEW
CUMBERLAND PA 17070-5001 AND MARKED FOR THE TYPE ADDRESS CODE (TAC-2
SHIPPING ADDRESS) OF THE ULTIMATE CONSIGNEE. FOR ALL DVD CARGO,
CONTRACTING OFFICERS AND REQUISITIONING SOURCES WILL ENSURE THAT
TAC-1 BILLING ADDRESS, SUBSEQUENT TAC-2 SHIPPING ADDRESS, AND PROPER
MILITARY SHIPPING LABELS ARE UTILIZED TO AVOID WHAT HAS BECOME
ROUTINE FRUSTRATED DVD CARGO AT THE DDSP AND AERIAL PORTS OF
EMBARKATION (APOE).
6. USTRANSCOM/AMC IS IMPLEMENTING SOME CONUS APOE CHANNEL CHANGES
FOCUSED ON THE CENTCOM AOR THAT TOOK AFFECT JANUARY 2008,
ACCORDINGLY, NON CCP CARGO IS TO BE SHIPPED AS FOLLOWS:
ALL HIGH PRIORITY AIR SHIPMENTS THAT ARE NOT ELIGIBLE FOR CCP
CONSOLIDATION (HAZARDOUS MATERIAL, CLASSIFIED MATERIAL, MAIL,
MATERIAL EXCEEDING 10,000 LBS, ETC.), SHALL BE FORWARDED DIRECTLY TO
THE APPROPRIATE CONUS APOE AS FOLLOWS:
