IMMEDIATELY THIS BULLETIN CANCELS REF A AND ANNOUNCES THE SMCR PMOS
RETRAINING PROGRAMS. READ THIS MESSAGE IN ITS ENTIRETY AS SEVERAL CHANGES HAVE BEEN IMPLEMENTED.
 A. THIS MESSAGE CONTAINS TWO PMOS PRODUCING PROGRAMS FUNDED BY CMC
(RAP). THESE PROGRAMS ARE THE SMCR LATERAL MOVE (LATMOVE) PROGRAM AND THE PRIOR SERVICE MILITARY OCCUPATIONAL SPECIALTY
(MOS) RETRAINING PROGRAM (PSMRP) (FORMERLY KNOWN AS PRIOR SERVICE TRAINING ASSIGNMENT (PSTA) PROGRAM).
 B. CMC (RAP) DOES NOT RETRAIN TO THE FOLLOWING PMOS'S:
NAVAL AVIATOR, LAWYER, AND AIR TRAFFIC CONTROLLER.
 C. MARINES THAT BECOME A PMOS MISMATCH DUE TO A BASE RE- ALIGNMENT
ACTION, A FORCE STRUCTURE REVIEW GROUP DECISION, OR MARINE AVIATION
TRANSITION STRATEGY ARE NOT ELIGIBLE FOR THESE PROGRAMS. RESOURCES FOR RETRAINING REQUIREMENTS STEMMING FROM THESE ACTIONS ARE THE RESPONSIBILITY OF THE COMMANDER, MARINE FORCES RESERVE (MFR).
 D. PARAGRAPH 2 IS THE SMCR LATMOVE PROGRAM. THIS PROGRAM IS FOR
RESERVE COMPONENT MARINES IN A MFR UNIT/RUC (AT THE REGIMENTAL/GROUP LEVEL AND BELOW) WHO DESIRE TO RETRAIN FOR A DIFFERENT PMOS TO FILL A CMC (RAP) VALIDATED VACANT BILLET WITHIN THEIR UNIT COMMENSURATE WITH GRADE AND INTENDED MOS (IMOS).
 E. PARAGRAPH 3 IS THE SMCR PSMRP. THIS PROGRAM IS FOR MARINES
RECRUITED BY A PRIOR SERVICE RECRUITER (PSR) (WHO ARE PMOS MISMATCHES) TO FILL A CMC (RAP) VALIDATED VACANT BILLET COMMENSURATE WITH GRADE AND IMOS IN A MFR UNIT/RUC.
2. SMCR LATMOVE PROGRAM.
 A. ADMINISTRATIVE GUIDANCE.
   (1) CAREER RETENTION SPECIALISTS (CRS) ARE THE ONLY PERSONNEL
AUTHORIZED TO SUBMIT REQUESTS TO CMC (RAP) FOR LATMOVES.
   (2) REQUESTS WILL BE SUBMITTED TO CMC (RAP) VIA E-MAIL TO ITS

   (3) OBTAIN A TRAINING ACKNOWLEDGEMENT FORM, A SCREENING CHECKLIST, AND AN ORDER WRITING CHECKLIST BY VISITING THE M&RA WEBSITE AT
WWW.MANPOWER.USMC.MILAND ENTER KEYWORD "SMCR LATMOVE" IN THE SEARCH BOX.
   (4) SUBMIT A SCANNED (.PDF) COPY OF THE SIGNED TRAINING
ACKNOWLEDGEMENT FORM AND THE SCREENING CHECKLIST WITH THE SUBJECT LINE "LAST NAME (LATMOVE)" TO CMC (RAP).
   (5) UPON APPROVAL OF THE LATMOVE REQUEST, CMC (RAP) WILL ISSUE A
LATMOVE CONTROL NUMBER (LCN) AND ASSIGN A SCHOOL SEAT.
   (6) CMC (RAP) WILL REPORT THE IMOS AND PMOS IN THE MARINE CORPS
TOTAL FORCE SYSTEM.
   (7) WITHIN 15 DAYS FROM THE APPROVAL OF THE LATMOVE REQUEST, SUBMIT A SET OF ORDERS USING THE RESERVE ORDER WRITING SYSTEM (ROWS). FAILURE TO DO SO WILL DISQUALIFY THE MARINE FROM THE PROGRAM.
 B. ELIGIBILITY REQUIREMENTS.
   (1) THE UNIT'S AUTHORIZED STRUCTURE MUST BE OVER-FILLED BY ON-HAND PERSONNEL FOR THE MARINE'S PMOS AND UNDER-FILLED BY ON-HAND PERSONNEL FOR THE REQUESTED IMOS
   (2) MUST BE A CORPORAL OR A SERGEANT AND A CURRENT MEMBER OF A MFR UNIT/RUC AT THE REGIMENTAL/GROUP LEVEL AND BELOW.
   (3) NOT A PREVIOUS RECIPIENT OF RETRAINING FUNDING FROM CMC (RAP).
   (4) MEET THE PREREQUISITES FOR THE IMOS ACCORDING TO REF B.
   (5) NOT CURRENTLY ASSIGNED TO THE BODY COMPOSITION PROGRAM.
   (6) NOT HAVE RECEIVED A REDUCTION IN GRADE.
   (7) NOT IN RECEIPT OF AN ENLISTMENT/REENLISTMENT BONUS.
   (8) HAVE NO UNAUTHORIZED ABSENCES WITHIN THE PREVIOUS 12 MONTHS.
   (9) CORPORALS MUST HAVE NO LESS THAN 3 AND NO MORE THAN
5 SATISFACTORY YEARS ON THE DATE ACTIVE DUTY FOR TRAINING (ADT) BEGINS.
   (10) CORPORALS MUST POSSESS, AT A MINIMUM, AVERAGE TIME IN GRADE
(TIG) PROFICIENCY AND CONDUCT MARKS OF 4.0.
   (11) SERGEANTS MUST HAVE NO LESS THAN 3 AND NO MORE THAN 10
SATISFACTORY YEARS ON THE DATE ADT BEGINS.
   (12) SERGEANTS MUST HAVE NO MORE THAN 2 YEARS TIG ON THE DATE ADT
BEGINS.
 C. PROGRAM DISQUALIFICATION.
   (1) SELECTION TO STAFF SERGEANT.
   (2) FAILURE TO ATTEND THE SCHEDULED TRAINING.
   (3) FAILURE TO COMPLETE TRAINING DUE TO DISCIPLINARY ACTION OR
ACADEMIC FAILURE.
 D. OBLIGATION.
   (1) MARINES MUST HAVE THE REQUIRED CONTRACTUAL OBLIGATION PER REF C ON THE DATE ADT BEGINS (SCHOOLS OF 12 WEEKS OR LESS REQUIRE A MINIMUM OF 2 YEARS OF CONTRACTUAL OBLIGATION; SCHOOLS OF MORE THAN 12 WEEKS REQUIRE A MINIMUM OF 3 YEARS OF CONTRACTUAL OBLIGATION).
   (2) THE CONTRACTUAL OBLIGATION MUST BE OBTAINED WITH THE CURRENT MFR UNIT/RUC PRIOR TO CMC (RAP) APPROVING THE LATMOVE.
3. PSMRP.
 A. ADMINISTRATIVE GUIDANCE.
   (1) PRIOR SERVICE RECRUITERS (PSR) ARE THE ONLY PERSONNEL AUTHORIZED TO SUBMIT REQUESTS TO CMC (RAP) FOR THE PSMRP.
   (2) REQUESTS WILL BE SUBMITTED TO CMC (RAP) VIA E-MAIL TO ITS

   (3) USE THE MARINE CORPS TRAINING INFORMATION MANAGEMENT SYSTEM TO SELECT A SCHOOL SEAT.
   (4) OBTAIN A TRAINING REQUEST FORM AND A TRAINING ACKNOWLEDGEMENT
FORM BY VISITING THE M&RA WEBSITE AT
WWW.MANPOWER.USMC.MIL. ENTER KEYWORD "PS RETRAIN" IN THE SEARCH BOX.
   (5) SUBMIT A SCANNED (.PDF) COPY OF THE SIGNED TRAINING
ACKNOWLEDGEMENT FORM AND THE TRAINING REQUEST FORM WITH THE SUBJECT LINE "LAST NAME (PSMRP)" TO CMC (RAP).
 B. ELIGIBILITY REQUIREMENTS.
   (1) THE UNIT/RUC'S AUTHORIZED STRUCTURE MUST BE UNDER- FILLED BY
ON-HAND PERSONNEL FOR THE REQUESTED IMOS.
   (2) NOT A PREVIOUS RECIPIENT OF RETRAINING FUNDING FROM CMC (RAP).
   (3) MEET THE PREREQUISITES FOR THE IMOS PER REF B.
   (4) ONLY SERGEANTS AND BELOW AND COMMISSIONED COMPANY GRADE OFFICERS WHO MEET THE FOLLOWING PREREQUISITES ARE ELIGIBLE:
     (A) A MEMBER OF THE REGULAR COMPONENT (COMPONENT CODE 11) WHO IS WITHIN 90 DAYS FROM BEING RELEASED FROM ACTIVE DUTY.
     (B) A MEMBER OF THE RESERVE COMPONENT:
       1. IN THE INDIVIDUAL READY RESERVE (IRR) AND RELEASED FROM
THE REGULAR COMPONENT UNDER HONORABLE CONDITIONS.
       2. IN THE IRR RELEASED FROM THE SMCR UNDER HONORABLE
CONDITIONS.
       3. AFFILIATING FROM THE IRR WITH A MFR UNIT/RUC OF WHICH
THEY WERE NOT A FORMER MEMBER AT ANY TIME DURING THE 12 MONTHS PRECEDING THE DATE OF AFFILIATION.
 C. PROGRAM DISQUALIFICATION.
   (1) SELECTION TO STAFF SERGEANT.
   (2) SELECTION TO MAJOR.
   (3) FAILURE TO ATTEND THE SCHEDULED TRAINING.
   (4) FAILURE TO COMPLETE TRAINING DUE TO DISCIPLINARY ACTION OR
ACADEMIC FAILURE.
 D. OBLIGATION.
   (1) ENLISTED MARINES MUST BE ELIGIBLE TO REENLIST/EXTEND FOR THE
NECESSARY CONTRACTUAL OBLIGATION PRIOR TO AFFILIATING WITH THE DESIRED UNIT.
   (2) ENLISTED MARINES MUST HAVE THE REQUIRED CONTRACTUAL OBLIGATION PER REF C ON THE DATE ADT BEGINS (SCHOOLS OF 12 WEEKS OR LESS REQUIRE 2 YEARS OF CONTRACTUAL OBLIGATION; SCHOOLS OF MORE THAN 12 WEEKS REQUIRE 3 YEARS OF CONTRACTUAL OBLIGATION) TO REMAIN ELIGIBLE.
4. THESE PROGRAMS ARE NOT APPLICABLE TO INDIVIDUAL MOBILIZATION AUGMENTEES.
