RMKS/1. SITUATION 1.A.  PANDEMIC INFLUENZA (PI) IS
A POTENTIAL GLOBAL PANDEMIC CAUSED BY EFFICIENT HUMAN-TO-HUMAN TRANSMISSION
OF STRAINS OF INFLUENZA.
RECENT CASES OF AVIAN INFLUENZA (H5N1) HAVE RAISED CONCERN THAT THIS VIRUS
STRAIN COULD UNDERGO GENETIC RE-ASSORTMENT OR MUTATION RESULTING IN A
PANDEMIC.  IN SUCH A SCENARIO, A NOVEL STRAIN OF INFLUENZA COULD SPREAD
RAPIDLY, INFECT U.S. MILITARY AND ASSOCIATED PERSONNEL, AND POSE A SERIOUS
THREAT TO THE OPERATIONAL READINESS OF THE U.S. MARINE CORPS.
1.B.  THE MARINE CORPS RESPONSE TO A PANDEMIC WILL FOCUS ON FIVE MAJOR
AREAS:  1) FORCE HEALTH PROTECTION (FHP); 2) READINESS; 3) CONTINUITY OF
OPERATIONS (COOP); 4) DEFENSE SUPPORT TO CIVIL AUTHORITIES (DSCA); AND 5)
SUPPORT TO U.S. GOVERNMENT (USG) EFFORTS (BOTH DOMESTIC AND INTERNATIONAL).
THE FOCUS OF THE U.S. MARINE CORPS DISEASE CONTAINMENT PLAN FOR PI IS FHP,
READINESS, AND COOP.
DSCA AND SUPPORT TO USG EFFORTS WILL BE ADDRESSED SEPARATELY IN GEOGRAPHIC
COMBATANT COMMAND PLANS.
2.  MISSION.  THE U.S. MARINE CORPS EXECUTES MEASURES TO PREPARE FOR AND
PREVENT OUTBREAKS AND SPREAD OF INFLUENZA ON ITS BASES AND INSTALLATIONS AND
AMONG MARINES AND SAILORS, DESIGNATED GOVERNMENT/ CIVILIAN WORKFORCE
PERSONNEL, AND MILITARY FAMILY MEMBERS TO MITIGATE THE EFFECTS OF A
POTENTIAL PANDEMIC IOT PRESERVE AND MAINTAIN THE OPERATIONAL READINESS OF
THE MARINE CORPS.
THE U.S. MARINE CORPS WILL PREPARE FOR POTENTIAL OUTBREAKS OF PI ON ITS
BASES AND INSTALLATIONS AND WITHIN ITS FORCES THROUGH DECENTRALIZED,
SYNCHRONIZED, INSTALLATION LEVEL DISEASE CONTAINMENT RESPONSE PLANS.  IF A
PANDEMIC OCCURS, THE MARINE CORPS MUST EXECUTE MITIGATION STRATEGIES OF
CONTAINMENT, INTERDICTION AND STABLIZATION, AND RECOVER IN ORDER TO MAINTAIN
FORCE READINESS AND FREEDOM OF MOVEMENT.
3.  EXECUTION
3.A.  COMMANDER'S INTENT
3.A.1. PURPOSE.  TO PRESERVE AND MAINTAIN THE OPERATIONAL READINESS AND
FREEDOM OF MOVEMENT OF THE U.S. MARINE CORPS DURING A PANDEMIC.
3.A.2.  METHOD
3.A.2.A.  PLANNING WILL ADDRESS PROTECTION OF ALL OPERATIONAL FORCES;
SUPPORTING ESTABLISHMENT (SE) FORCES; DESIGNATED GOVERNMENT, CIVILIAN,
CONTRACT WORKFORCE PERSONNEL; AND MILITARY FAMILY MEMBERS.
FOR PURPOSES OF THIS PLAN, SE FORCES ARE CONSIDERED OPERATIONAL FORCES.  IF
A NOVEL STRAIN OF INFLUENZA OCCURS ON MARINE CORPS INSTALLATIONS AND
FACILITIES OR WITHIN OPERATIONAL FORCES, EXECUTE PLANS AND PROCEDURES TO
IMPROVE FHP, READINESS, AND COOP.
3.A.2.B.  PLANNING WILL ADDRESS PROTECTION OF ALL OPERATIONAL FORCES;
DESIGNATED GOVERNMENT, CIVILIAN, AND CONTRACT WORKFORCE PERSONNEL; AND
MILITARY FAMILY MEMBERS.
3.A.2.C.  PLANNING WILL ADDRESS FHP BOTH IN GARRISON AND DURING DEPLOYMENT.
AREAS AFFECTED BY HIGHLY TRANSMISSABLE STRAINS OF INFLUENZA MUST BE
IDENTIFIED IN COORDINATION WITH PUBLIC HEALTH EMERGENCY OFFICERS (PHEO) AND
MEDICAL PLANNERS.  DEPLOYMENT AND REDEPLOYMENT STRATEGIES AND PROCEDURES
MUST BE DESIGNED TO MITIGATE THE SPREAD OF INFLUENZA TO UNAFFECTED AREAS.
3.A.3.  ENDSTATE.  THE U.S. MARINE CORPS IS POSTURED TO MITIGATE, CONTAIN,
INTERDICT, STABILIZE AND RECOVER FROM THE EFFECTS OF HIGHLY TRANSMISSIBLE
AND POTENTIALLY LETHAL INFLUENZA TO MAINTAIN ESSENTIAL CAPABILITIES IN A
PANDEMIC ENVIRONMENT, AND RESTORE NORMAL OPERATIONS AS QUICKLY AS POSSIBLE.
3.B.  CONCEPT OF OPERATIONS.  THE CONCEPT OF OPERATIONS FOR THIS BIO-HAZARD
PREPAREDNESS AND DISEASE CONTAINMENT RESPONSE PLAN FOR PANDEMIC INFLUENZA
RETAINS THE PHASE STRUCTURE OUTLINED IN USNORTHCOM CONPLAN 3551.07:

THE U.S. MARINE CORPS IS CURRENTLY IN PHASE I (PREVENT).  USNORTHCOM CONPLAN
3551.07 INCLUDES AN IN-DEPTH DESCRIPTION OF THESE PHASES, AND PROVIDES A
CROSSWALK TABLE THAT ILLUSTRATES THE RELATIONSHIP BETWEEN THE U.S. MARINE
CORPS, U.S. NAVY, WORLD HEALTH ORGANIZATION, AND USG NATIONAL RESPONSE
PHASES AND STAGES.  IN ORDER TO CONDUCT REQUIRED DSCA AND INTERAGENCY
COORDINATION, COMMANDERS AND THEIR STAFFS MUST BE FAMILIAR WITH WORLD HEALTH
ORGANIZATION PHASES, IN ADDITION TO THE USNORTHCOM CONPLAN 3551.07 PHASES.
3.C.  TASKS.  IN SUPPORT OF SERVICE TITLE 10 RESPONSIBILITIES, HQMC WILL
DEFINE AND INFLUENCE STRATEGIC OBJECTIVES ICW DON GUIDANCE.
MARINE FORCES (MARFORS) COMMANDS WILL TRANSLATE STRATEGIC GUIDANCE INTO
OPERATIONAL OBJECTIVES, AND THEIR MARINE CORPS INSTALLATIONS WILL TRANSLATE
OPERATIONAL OBJECTIVES AND GUIDANCE INTO TACTICAL ACTIONS FOR THE
INSTALLATIONS TO EXECUTE IN SUPPORT OF THIS PLAN.
3.C.1.  HQMC ASSISTS THE JOINT STAFF AND OFFICE OF THE SECRETARY OF DEFENSE
IN DEFINING AND INFLUENCING NATIONAL STRATEGIC OBJECTIVES FOR (COMBATANT
COMMANDERS (CCDRS).  CCDRS DEVELOP THEATER AND FUNCTIONAL STRATEGIC
OBJECTIVES.  MARFORS WILL PROVIDE GUIDANCE AND DIRECTION TO ASSIGNED MARINE
EXPEDITIONARY FORCES (MEFS) TO TRANSLATE STRATEGIC OBJECTIVES INTO
OPERATIONAL OBJECTIVES.  MEFS TRANSLATE OPERATIONAL OBJECTIVES INTO TACTICAL
ACTIONS FOR MAJOR SUBORDINATE COMMANDS TO EXECUTE CCDRS ASSIGNED TASKS AND,
WHERE POSSIBLE, SUPPORT THIS PLAN.
3.C.2.  INSTALLATION AND FACILITY COMMANDERS WILL:
